Treasury Department correspondence inward

This series consists of microfilmed copies of letters inward to the Treasury Department. The records are arranged chronologically, generally by their date of receipt. Each letter has a unique number applied to it including the last two digits of the year received, and a number (e.g. 191/92 or 92 : 191 is letter 191 received in the year 1892).

The series also includes some assorted paper records, consisting of correspondence and other banking records. These records were missed at the time the microfilm was created and only exist as paper originals.

This series consists of ledger books likely created by the colony of BC Treasury from 1858-1868. Ledger books are financial records in which each transaction is entered under a particular account or subject as a debit or a credit. The information may have been copied from a related daybook or journal before being sorted and copied into the ledger. Accounts can include anything that is a source of government income or expenditure, such as: salaries, rent, licences, postage, lighthouses, military, mining fees, roads, etc. Account names may be indexed.

Information may be entered under the following headings: date, related journal page, description of the transaction, and the amount. Debit transactions are recorded on the left side of a folio and credits on the right side.

Treasury waste books

This series consists of waste books likely created by the colony and province of BC Treasury from 1860-1878. Waste books are rough account book in which transactions are recorded as they occur. Waste book entries are often transferred to day books prior to summary in journals and ledgers. These transactions are entered chronologically by date and are arranged under various accounts. The accounts may be the type of expense, or the name of the office in which the transaction relates to. For example, many volumes list summarized financial information for offices or districts such as the Treasury (Victoria), New Westminster, Kootenay, Cariboo, Yale, Kamloops, Lillooet, Clinton, Nanaimo and Cassiar.

Information may be entered under the following headings: date, related journal page, amount and total. Only some books include a description of individual services or items of a transaction.

Treaty operations and planning records

The series consists of administrative records created by the Treaty Negotiation Division of the Ministry of Aboriginal Affairs between 1993 and 1997. The records are comprised primarily of committee files and strategic planning files.

The committee records consist of records created by the Ministry Partnership Committee, the Select Standing Committee on Aboriginal Affairs, the Executive Policy Committee, and the Steering Committee for strategic planning. These records are comprised primarily of meeting minutes and interoffice communication and memoranda, and cover the objectives and responsibilities of the committees.

The strategic planning records consist of generic strategic planning documentation that is not specific to the Ministry of Aboriginal Affairs, such as concepts and approaches common to strategic planning. The records also consist of specific planning documentation aimed at addressing policy and strategic issues related to pre-treaty initiatives and the treaty negotiation process, in response to the newly operational British Columbia Treaty Commission (1993).

The strategic planning records consist of interoffice correspondence and memoranda, policy drafts (many of which contain annotations and comments from staff throughout the development of policies), conference materials, and records relating to a workshop titled “Ministry of Aboriginal Affairs : Workshop on strategic directions : Developing an integrated perspective on provincial strategy respecting interim measures, interim protection measures, and treating negotiation process and policy,” as well as staff response to this workshop in the form of polls and surveys.

Tree farm cutting permits from the Port Alberni Forest District

The series consists of tree farm cutting permit files from the Port Alberni Forest District. These files document the permit application process and the general administration of existing cutting permits in forests that are part of tree farm licences (TFL) 20, 21, 22, 44, 46 and 54. The records were created between 1955 and 1992.

The series is arranged by accession, then the tree farm number followed by the cutting permit number. The files contain forms, reports, correspondence and maps. The files consist of cutting permit applications, ministry approvals, revisions to the permit, forest appraisals, a description and maps of the area that will be logged, future plans for the area as well as ministry audits of the work that has been undertaken.

The files are for TFL 44, TFL 20 and TFL 21. In 1984, TFL’s 20 and 21 were consolidated to create TFL 44.

Tree farm forest management plans from the Port Alberni Forest District

The series consists of tree farm forest development plans and forest management plans and created for tree farm licences (TFLs). The records were created by the Port Alberni Forest District, and its successor the South Island Forest District, between 1971 and 2005. Many of the records relate to the forestry management in the Barkley Sound, Clayoquot Sound, Walbran and Fairy Creek areas. Including forest that was the focus of protests and acts of civil disobedience in the 1990s, known as the Clayoquot protests or War of the Woods.

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years.

These files document the management of TFL 20, TFL 21, TFL 22, TFL 25, TFL 44, TFL 46, TFL 47, TFL 54 and TFL 57. Over the years, TFL boundaries and rights holders may have changed. For example, in 1984, TFL 20 and 21 were combined to form TFL 44, and TFL 44 was later divided to create TFL 57 in 1999.

TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013). The Forest Act requires that the plan must:

  1. Be prepared by a professional forester;
  2. Include inventories of forest, recreation, fisheries, wildlife, range and cultural heritage resources in the area;
  3. Be consistent with the tree farm licence, legislation and regulations;
  4. Propose objectives regarding the management and utilization of timber resources, the protection and conservation of non-timber values, forest fire prevention and suppression, forest health, silviculture, and road construction and deactivation;
  5. Include proposals for meeting proposed management objectives;
  6. List measures to identify and consult with persons using the licence area for purposes other than timber production;
  7. Include a timber supply analysis that analyzes the short term and long term availability of timber for harvesting;
  8. Include an operational supply projection for the licence area, in support of the timber supply analysis that indicates the availability of timber.

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; and maps and map overlays. The series also includes some records related to the construction, maintenance and deactivation of forest service roads in the TFLs.

The records have been classified as 19710-20 and 19710-30 in the Forestry Operational Classification System (ORCS).

Tree farm licence annual reports

This series consists of annual reports submitted by the holders of tree farm licences. Each tree farm licence requires the licensee to submit an annual report. The licensee must report on:

  1. their performance over the previous calendar year in relation to its management of the licence area and their obligations under the licence,
  2. their success in meeting their management objectives, including all employment and economic activities,
  3. the processing or other use or disposition of the timber harvested under the licence, and,
  4. their goals and major initiatives for the next calendar year.

The series is arranged annually by the tree farm licence number. The reports have been placed in file folders which, in some cases, also contain copies of correspondence between ministry staff, and/or the Licensee and references to the applicable “0” lands file. Some of the reports contain attached photographs to provide additional information.

Tree nursery files

Series consists of nursery files by the Ministry of Forests’ Nursery Services unit between 1995 and 2007. These files document the administration of tree nurseries by the ministry in the southern interior region of British Columbia. These nurseries provide seedlings for the reforestation of Crown Lands.

There are two types of files in this series. The first type consist of policy and procedure documentation relating to the ordering of summer stock seedlings and the cold storage of seedlings.

The second type consists of pesticide application reports. These reports document the types of pesticides used at nurseries throughout the southern interior. Many of the nurseries in the province were managed by private contractors and many of the reports were created by the contractor. There are also copies of BC Government computer printouts taken from the Nursery and Shipping Administration System (NSA). These reports list the location of the nursery, the type of pesticide applied and the purpose of the pesticide.

Trust fund and project reports

The series contains the records of the Ministry of Forests relating to Land Resource Management Plans (LRMP) and projects, specifically those of the Muskwa-Kechika Management Area (MKMA). The Ministry of Forests (Fort Nelson and Fort St. John Forest Districts) was part of the working group formed by government to develop plans for the entire MKMA. Other members of the group consisted of representatives from the Ministry of Environment, Lands and Parks and the Ministry of Small Business, Tourism and Culture. First Nation groups were also added to the group, with representatives from Kaska Dena Council, Muskwa-Kechika Advisory Board, Fort Nelson First Nation, Prophet River First Nation. The working group was chaired by Ron Rutledge of the Fort St. John Forest District.
Land Resource Management Planning is the sub-regional component of integrated resource planning in British Columbia. LRMPs establish directions for land use and specify broad resource management objectives and strategies for areas. These plans provide a comprehensive management framework to guide resource development and more detailed planning.
The records consist primarily of final reports and plans regarding land resource management for the MKMA or surrounding areas. There are also copies of correspondence and memos from other agencies participating in the planning process.
The series also contains annual reports from the Muskwa-Kechika Trust Fund for which the Minister of Environment was the Fund Trustee. The Trust Fund supports wildlife and wilderness resources of the management area through research and integrated management of natural resource development. It also maintains the diversity and abundance of wildlife species and the ecosystems on which they depend throughout the management area. Annual reports provide general information about the management area, information on board members, activity highlights, fundraising financial contributions, expenditures and project descriptions.

Trutch family fonds

The fonds consists of correspondence, diaries, account books and other financial and business records of the Trutch family created between 1849 and 1907. Also included in the papers of Joseph William Trutch are records related to his various government positions. The fonds has been arranged into five sous fonds containing the records of: Trutch's mother, Charlotte Hannah (Barnes) Trutch; Joseph William Trutch; his wife, Julia Elizabeth (Hyde) Trutch; his brother John; and John's wife, Zoe Trutch. The Joseph William Trutch sous fonds is the most extensive. The Charlotte Hannah (Barnes) Trutch sous fonds consists of correspondence inward from family members. The Joseph William Trutch sous fonds consists of: a diary; pocket account books with occasional diary entries; correspondence inward, including many letters of sympathy written on the death of his wife, and other personal, business and professional matters; briefs, memos, correspondence, commissions, etc., relating to professional matters; papers relating to business investments; account books and bank books relating both to personal finances and to the construction of the Cariboo road. Charlotte and Joseph William Trutch maintained a correspondence with relatives in England, India and Victoria. Their correspondence inward series contains letters from Davey, Pinder, O'Reilly and Hare relatives and from Julia Trutch's Preston connections. Family letters from Charlotte Barnes (Trutch) Davey and her daughter, Sarah Emily (Davey) Ashley were written from Bombay, India, and describe the life of the merchant class there. The Julia Elizabeth (Hyde) Trutch sous fonds consists of one letter inward. The John Trutch sous fonds consists of correspondence from O'Reilly, Trutch and Pinder family members and financial papers.

Tuberculosis patient case files

The series consists of patient files for tuberculosis patients treated at clinics across the province. Typical patient files include medical notes, and some files include correspondence and small x-rays. The series documents the admission, diagnosis, treatment and discharge of patients suffering from tuberculosis and related chest ailments.

The records contain admission and discharge dates, diagnosis, laboratory reports, chest consultation forms with patient medical history, hospitalization summaries, applications for medical examination, progress notes, x-ray reports, clinical notes, consent forms, doctors’ orders, anti-microbial therapy records, correspondence, and, in some cases, autopsy reports with photographs.

Records in accession 95-9233 include files that were used in drug studies. These patient records are generally identified by a participant number which is linked to a master name-and-number index.

The series is arranged numerically by patient number. The records are covered by Communicable Disease Control Services ORCS 23400-20. Not all records dating from this time frame are in BC Archives' custody, as some are still with the creating agency.

Series consists of photographs acquired by the Dept. of Lands regarding Tweedsmuir Park and the 1937 visit of John Buchan, 1st Baron Tweedsmuir and Governor General of Canada to the area. The photographs were probably collected in order to produce the souvenir brochure “Tweedsmuir Park, British Columbia, Canada” which was published by the Dept. of Lands in 1938 to commemorate the 1937 visit. The series also includes four negatives of Osoyoos and lake from Anarchist Mountain taken in 1955.

"Peace River School Directory, May-June 1934." A bound, typescript volume compiled by School Inspector William Plenderleith. It was compiled to assist J.L. Watson, Department of Education Registrar, in making appointments to schools in the Peace River Educational Administrative Area. The volume includes photographs and descriptions of sixty-four schools, with notes and general comments on settlers and the countryside in the various school districts. Plenderleith also provided information on boarding facilities for teachers and suggestions as to the most suitable type of teachers for individual schools. Several of the photographs feature pupils and interior views of the mainly rural, one-room schools.

The files contain records regarding the provision of direct relief for unemployed men and include: organization charts, financial information, circulars, copies of registration forms, correspondence between Provincial departments as well as intergovernmental correspondence between the Provincial and Federal or Municipal governments. There are also memoranda prepared for the Provincial Secretary and reports and requests for information from the Provincial Police, Government Agents, District Engineers and other groups.

The series consists of files created by the Unemployment Relief Branch between 1934 and 1941 and mostly relate to relief farm work on Vancouver Island and Salt Spring Island. The file include: National Employment Commission manual of procedure for registering relief recipients (1936); circulars sent out to officials, municipalities and government agents, applications for farm workers, applications for placement on a farm and relief case cards listing names of farm workers, their assigned farm and details of allowance (1936-1939). It also includes correspondence files relating to the Salt Spring Island Community Farm (1940-1941).
