Records of the Commissariat Department

This series consists of financial records and correspondence created by the commissariat department of the Royal Engineers Columbia Detachment from 1858-1864. This department was the responsible for the supply of food and equipment. The records relate to the establishment of the Columbia detachment, the projects they completed in the colonies of Vancouver Island and British Columbia, and the auction of assets when the detachment was disbanded.

The financial records document monies received and spent by the civil and military Commissariat department. Expenses include supplies, salaries, the use of office space, the hiring of survey parties, etc. Correspondence relates to survey parties, survey field notes, construction work, supply management, including food and construction supplies and other expenses.

Acting gold commissioner register of licences and record register

The series consists of three registers that document registration of half yearly mining licences and mining claims, transfers, and forfeitures by the office of the Acting Gold Commissioner in 1864.

One volume, labeled Acting Gold Commissioner Record Register 1864, documents mining records registered with the gold commissioner. Two volumes document the registration of mining licences: one volume is labeled Acting Gold Commissioner Register of Licences 1864; the other is not. The handwriting in the unlabeled volume differs from the script in the other two registers in this series. However, the volume is a near duplicate of the labeled register.

These registers are organized into a tabular form (pursuant to Gold Fields Act, Section VI) and provide the following information: number, name, and amount (all registers); date of issue and expiration of license and remarks (licence register); and date [of entry?], amount, date of transfer and forfeiture, to whom transferred, page of entry in transfer book, and number of license (record register).

This series consists of financial journals used by the Colony of Vancouver Island treasury from 1859-1864. Journals are a type of financial record used in double entry book keeping to separate transactions into debits or credits. They are an intermediary record used to reorganize the chronological entries in rough day books or waste books into specific accounts, before they are ultimately copied into a ledger book. Information is entered under the following headings: amount, associated ledger folio number, associated waste book page, date, a description of the transaction, and if the transaction was a debit or credit. The end of each year includes a sheet summarizing the balances for various accounts.

Indexes to letters received

This series consists of two volumes of indexes recording correspondence inward to the Colony of British Columbia Department of Lands and Works. The indexes were used to track the receipt of incoming correspondence and reports.

Volume 1 is titled "Index to letters received" and covers the years 1858 to 1864. The index is arranged by the sender, then chronologically. This includes sections for miscellaneous correspondence and reports and correspondence from Boards of Survey, Courts of Enquiry, the Governor, the Attorney-General, the Assistant Commissioners of Lands and Works, Gold Commissioners, and to letters from the Royal Engineers or Military. Some sections are missing: Military (p. 26-33), Captain J.M. Grant R.E. (p. 37-44), Captain R.M. Parsons (p. 45-50), Boards of Survey (p. 51-52), and Courts of Enquiry (p. 52-54).

Volume 2 indexes letters received by the Chief Commissioner of Lands and Works and covers 1858-1863. Items in this volume are also arranged by sender, then chronologically. However they only include sections for: the Governor; Captain Gosset of the Royal Engineers; Treasurer; Chartres Brew, Acting Treasurer; and HPP Crease, Attorney General. Most of the entries in volume 2 duplicate the contents of volume 1. Thus, this partial volume may have been used as a reference copy.

This series contains letterbook copies of despatches from Governor Douglas to the Senior Naval Officer of Esquimalt during the period 6 July 1863 to 15 February 1864. Most of the correspondence herewith concerns measures taken against possible attacks from indigenous populations on Vancouver Island.

These documents are undated, but likely relate to the introduction of the colony's Common School Act of 1865.

Waddington massacre : minutes of the evidence

This series consists of one volume titled “Waddington Massacre : Minutes of the Evidence” related to the Tsilhqot'in War, also historically referred to as the Chilcotin uprising and Bute Inlet massacre. The notebook is mostly blank but was used to record several kinds of information, including: diary entries; draft letters; transcriptions of hearings and statements; sketches and diagrams; accounting information relating to expenditures; and an unrelated County Court schedule for 1868.

The diary entries cover the period June 6 to July 12, 1864. The creator is unclear, but it may have been written by William George Cox, Gold Commissioner and Magistrate for the Cariboo region, or someone in the group of men who travelled with him from Alexandria in an attempt to apprehend the Indigenous men allegedly involved in the deaths of several settlers. This group was referred to as the Alexandria expedition. This estimation is based on the events and dates in the diary and their similarity to Cox’s expedition as described in related colonial despatches. The expedition resulted in the arrest and execution of six Tsilhqot’in Chiefs.

The notebook also includes several sworn statements from witnesses related to events of the Tsilhqot'in War.
