Ministry of Forests films and videotapes

The series consists of one film and 71 videos created or acquired by the Ministry of Forests and its predecessor bodies between 1963 and 1989. The contents of the records cover many aspects of forestry including fire management, forest management, seed and cone management and pests and pesticides. It also includes video interviews with retired staff on the history and practice of the Forest Service and a copy of the documentary "A Proud Past" which those interviews contributed to.

Water rights reference maps

The series consists of maps created by the Water Rights Branch between 1927 and 1978. The records provided the Water Rights Branch with a medium-to-large scale overview of its administrative areas, displaying both water rights information and detailed land status information produced by other natural resource agencies in government.

The series contains standard reference base maps (maps produced by the Department of Lands and successors in order to document the current status of Crown Lands title) upon which has been added a broad array of specific water rights administrative information. The base and added map information includes administrative boundaries: most notably, those of water districts and precincts, but also those of waterworks, recreation, and improvement districts, and of ecological, water, and other reserves. Depicted as well are flood areas (often with flooding contours), river improvement areas, and various forest, mine works, and other areas. In addition to the base cadastral information (such as surveyed lot boundaries and numbers) the maps also display conditional and final water licence numbers, correspondence file numbers, approval numbers, and numbers identifying gazette notices and orders-in-council.

Land use strategy and planning process records

The series consists of records, primarily dating from 1992 to 1996, which document the functions and activities of the Commission on Resources and Environment (CORE). While the majority are operational records, some are classified as administrative records (for example, under the ARCs (1993) number 200 for "Committees and Commissions.)"

The records document BC’s province-wide strategy for land use and related resource and environmental management. The records reflect CORE’s goal to develop land use plans on a regional and community basis, create protected areas, and develop dispute resolution mechanisms. Many records were created through committee work, and in the process of holding of a variety of workshops, consultations, and public forums on land use throughout the province.

CORE’s operational records divide into six different areas, as follows: [1] Land use strategy records, which relate to the development of a strategy for the province on how to deal with planning processes at the provincial, regional and community level; [2] Land use hearing records, relating to land use hearings, policies and disputes; [3] Records relating to the process for coordinating the provinces’ protected area strategy; [4] Records relating to the provincial land mapping and resource inventory. These mapping case files consist of maps, and inventories of regions for their biological and geographic features, existing values and activities. Maps of specific areas of the province depict watersheds, energy potential, mineral and other resource potential, industrial uses, environmental values, wildlife, habitat, wilderness areas, and present land uses; [5] Records relating to communication with tribal councils, bands, and treaty negotiations and land claims by aboriginal peoples; [6] Records relating to liaison committees, which include liaison between industry, labour unions, environmental groups, and between government ministries.

Record types include correspondence, memoranda, maps, reports, technical data, discussion papers, background papers, proposals, meeting notes, cabinet submissions, business plans, background economic technical information, project evaluation files, organizational charts, Treasury Board submissions, briefing notes, government statements, regional meeting minutes (e.g. for the land and resource management planning process), working documents on socio-economic evaluation, newsletters and media articles.

An Operational Records Classification Systems (ORCS) for CORE was developed in 1993 (Schedule 111737). In some cases, administrative records which may be related to a certain subject matter are interfiled with the records.

The creator’s file codes often reflect ORCS and the regional organization of CORE, with obvious abbreviations; for example CC for Cariboo-Chilcotin, KO for Kootenay-Boundary. Kootenay-Boundary was divided into an “East Table” and “West Table,” coded E and W. The following file code is an example:

Sessional registers of students at Provincial Normal School (Victoria and Vancouver)

This series consists of Provincial Normal School sessional registers of students at Victoria 1927-1956 and Vancouver 1938-1956.

Records are arranged by school (i.e., Victoria or Vancouver), then academic year, and then alphabetically by student last name. Registers include only the following fields of data for each student: name; city/town of residence; age on Sept. 1st in years and months; academic standing; intelligence rating; grades for professional and special methods courses, teaching practice, personality, and attitude; standing awarded (yes or no); diploma issued (yes or no); and remarks (e.g., passed or withdrew).

Records with regard to teacher training and certification

The series consists of records pertaining to teacher training and certification. It includes minute books of the Board of Examiners (1884-1949), teachers certificate registers (1892-1947), student registers at provincial Normal schools (1901-1938), high school examination results (1924-1927), and minutes of the Dept. of Education Appointments Board (1937-1945).

Prior to 1901, teachers in British Columbia were drawn either from outside the province or (after 1876) from graduates of provincial high schools. All teachers required teaching certificates, which were awarded by the Superintendent of Education. Teachers from outside the province were required to sit an examination set by the Provincial Board of Examiners. Candidates were awarded different grades or classes of certificates, depending on the results of their exam. High school graduates qualified for certificates in a similar manner, depending on their scores on terminal examinations. Standards of certification changed frequently over the years, as did the questions which appeared on the "Public School Teachers' Examinations." Basically, though, several classes of certificates were available: Academic and First Class (awarded to university graduates and/or to candidates scoring over 70% on the exam); Second class (awarded to candidates scoring over 50% on examinations); and Third class (awarded to candidates scoring 30% and above on a series of exam questions). First class certificates were permanent, 2nd class were valid for 3 years, while 3rd class certificates were generally good for one year, with the possibility of renewal. "Temporary certificates," valid until the annual examinations were held in July, were also issued under certain circumstances.

In 1901, the province's first Normal School for teacher training was opened in Vancouver. (A second school, in Victoria, was opened in 1915.) Thereafter, graduation from the Normal School replaced the "Public School Teachers' Examinations" for those seeking Academic, First, and Second class certificates. Only Third class certificates valid for a limited period of time were still awarded on the basis of candidates' high school examinations.

Deputy Minister of Human Resources executive records

The series consists of the executive records of the office of the Deputy Minister of Human Resources. The records document key activities of the Deputy Minister’s office related to administering the ministry's social services and income security programs; for example, providing income assistance, disability services, supports for seniors, family and children's services, child protection services, Pharmacare, and other health and social services. The records were created and received by the Deputy Minister’s office between 1962-1979 in British Columbia. During this time period, the Deputy Minister’s office was under the Ministry of Human Resources (1976-1986), Department of Human Resources (1973-1976), Department of Rehabilitation and Social Improvement (1970-1973), and the Department of Social Welfare (1959-1970). Some of the files relate to the Provincial Rehabilitation and Employment Program (P.R.E.P.), the Social Planning and Review Council of BC (S.P.A.R.C.), G.A.I.N. (Guaranteed Available Income Need) program, as well as community health and human resources centres and other community programs and service organizations.

The records are arranged alphabetically by subject. They consist of correspondence, news clippings, memoranda, reports, meeting materials, policy documents, Treasury Board submissions, and research files. The records are covered by the Executive Records schedule (schedule 102906).

Correspondence index to lands files

The series consists of indexes to correspondence files relating to the administration of Crown lands and natural resources. The records were created in 1980 from a computer print-out of various departmental indexes and includes references to files created by various branches of the Dept. of Lands and Works (1872-1908), the Dept. of Lands (1908-1945), the Dept. of Lands and Forests (1945-1962), the Dept. of Lands, Forest and Water Resources (1962-1975) and the Ministry of Lands, Parks and Housing. It provides access to active, microfilmed and obsolete O series files and pre-1918 files.

The records consist of one subject index and two lists which can be used to identify and locate Lands Correspondence files. They are not comprehensive, as they do not cover all the correspondence files created between 1871 and 1986.

The index and lists may be used to locate a file number for a subject area of interest, or to determine the subject of a file when only the number of the file is known.

Note that a listing in these documents does not necessarily mean that the file is held at the BC Archives. Many active files remain with the Crown Land Registry.

This series consists of records related to the postal service operated in the colony of British Columbia, from 1858-1871. The records were created at post offices around BC, including Fort Yale, Lillooet, Hope, Lytton, William Creek, as well as the Postmaster General office in New Westminster. There is also one book from the Victoria post office.

Most records document the movement of mail between the Cariboo district and New Westminster along the Fraser River. Most of the volumes record the arrival, departure and destination of letters or parcels. There are also various financial account books tracking sale the of stamps and expenses. The records are arranged chronologically.

Tom Fyles fonds

The fonds consists of records created by Tom Fyles from 1914 to 1980 and particularly document his climbing career. The fonds includes 13 photo albums and one shoe box of negatives organized by album. The albums document climbing trips from 1913 - 1969. Texual records include Fyles' pocket climbing/trip diary which documents trips from 1913 through 1930s recording daily activities, costs per trip, supplies and food, photos taken. The records also include Margaret Gladstone's pocket diary of trip to Mt. Rainier in July 1921 and letters home to parents documenting 1921 trip with BCMC members (including her future husband Tom Fyles) to Selkirk Mountains. Also included are letters of condolence to Fyles' family; letter regarding naming of Mt. Fyles; photocopies of caricature sketches by climber Alec Dalgleish; 15 topographic charts by climber Neal Carter, 9 journals, offprint articles and pamphlets.

Smithers Land Commissioner records

This series consists of records related to land use, management and alienation in the Coast Range 5, Coast Range 4, Cassiar, and Cariboo Land Districts. The records date from 1877-1979. The records were created by various government officials stationed in the following locations: Cassiar, Hazleton, Omineca, Skeena, and Smithers.

Records include certificates of purchase, agreements of sale, certificates of pre-emption, certificates of improvement, township registers, land registers, lot registers, plan registers, indexes, a register of payments related to Skeena River bank protection in Hazleton, and a register of timber licence applications for the Omineca District dated 1907. There are town lot register and townsite registers for the following towns: Burns Lake, Endako, Engen, Fort Fraser, Fort St. James, Fraser Lake, Hazleton, Houston, Smithers, Telkwa, Topley, and Vanderhoof.

There are two survey systems used in the land registers: the district lot system and the township section system. Township registers are arranged by township, section and quarter section (northwest, southeast, etc.). Country land or lot registers are arranged by lot, group and district. Registers may also be arranged by plan number. The registers record the alienation of land from the Crown by purchase, pre-emption, lease, mineral claims, timber use, etc. Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. Some have related maps and correspondence tucked inside the volumes.

Some of the register volumes are duplicates created as a reference copy for the Hazleton land office. These are indicated in the file list as "duplicate for Hazleton office" when there was such a notation on the inside cover of the volume or "[Hazleton office duplicate?]" when the volume succeeds one with such a notation. The originals and duplicates have the same basic information, but notations added to the volumes at later dates will differ. Entries in the original volumes were added as the land was alienated, so each volume contains various lots or townships of land. The Hazleton duplicates were created with all lots or townships in sequential order, whether or not they were alienated. Thus, a Hazleton volume 1 will contain lots 1 to 605, and volume 2 will continue with lot 606, etc. All registers contain indexes.

The series also includes subject files and correspondence files with settlers discussing the pre-emption, lease and purchase of specific parcels of land, and the CN railway, with the Smithers Government Agent from 1920-1959.

This series consists of records related to land use, management and alienation in the Range IV Coast District, Range V Coast District and the Cariboo Land District. The records date from 1911-1980. The records were created by various government officials stationed in Fort Fraser and Burns Lake.

The series includes subject files and correspondence files with settlers discussing the pre-emption, lease and purchase of specific parcels of land.

Land surveys relating to the Railway Belt and Peace River Block

This series consists of correspondence files relating to surveys in British Columbia including:
68 boxes of files, mostly numbered chronologically, which contain branch correspondence with a particular surveyor for a season;
27 boxes of files relating to surveys of quarter sections in the Railway Belt and the Peace River Block. These files are arranged in order of their township, range, and meridian numbers, working from east to west. Peace River Block files are placed at the end of the series (boxes 24-27); and
6 boxes of Dominion Land Surveyors' diaries (146 volumes). Most of these diaries cover surveys along the CPR mainline.

Okanagan Region Fish and Wildlife Branch oral history interviews

The series consists of 27 audio recordings, on 33 audio cassette tapes. There are also 38 interview summaries, including 11 additional interviews for which tapes were not received. Interviews are with Fish and Wildlife Branch officials, trappers, hunters, fishermen, and other Okanagan residents regarding the fish and wildlife populations of the Okanagan Region.

The interviews were recorded by Donna Butler and Jill Pruden. The project was supervised by Jack N. Bone, Wildlife Technician for the B.C. Dept. of Recreation and Conservation, Fish and Wildlife Branch, Okanagan Region.

Records of the Assistant Deputy Minister, Ministry of Attorney General and Minister Responsible for Treaty Negotiations

The series consists of records, predominantly from the 1990s and 2000s, created by the Assistant Deputy Minister (ADM) Treaty Negotiations. The records in this series reflect the ADM’s role in providing executive leadership to the Treaty Negotiations' Office prior to and during the 2000s; from 2001-2005, the Treaty Negotiations Office resided with the Ministry of Attorney General and was renamed the Ministry of Attorney General Treaty Negotiations Office. In 2005 the Treaty Negotiations office became part of the Ministry of Aboriginal Relations and Reconciliation (2005-2017). Records in this series document the government’s evolving relationship with Indigenous groups. Some of these records capture the province’s negotiations with Indigenous groups to achieve reconciliation and legal certainty over the ownership and use of Crown land and resources in the province. The records also focus on some of the Treaty Negotiations Office core business areas such as intergovernmental agreements and negotiation preparation, individual First Nations negotiations, and final agreement implementation. Some of the indigenous groups referenced in this series include the Nisga’a, Shíshálh, the Métis, Dene, Snuneymuxw, and the Squamish.

Many of the records document the different types of agreements between Indigenous groups and the provincial government; for example, interim measures, agreements in principle, resource management agreements/ plans, treaty related measures, land and cash offers, and self-government agreements. Some records document the activities of the regional negotiating teams. The records also include information on the Nisga’a final agreement; the first agreement in BC to provide constitutional certainty of an Indigenous peoples’ right to self-government. Ratified in 1999, this agreement came into effect in 2000. The series also includes records reflecting the BC Treaty Commission (BCTC) six stage approach to negotiating treaties with Indigenous groups: Stage 1 – Statement of Intent; Stage 2 – Preparation for Negotiations; Stage 3 – Negotiation of a Framework Agreement; Stage 4 – Negotiation of an Agreement in Principle (AIP); Stage 5 – Negotiation to Finalize a Treaty; and Stage 6 – Implementation of a Treaty. The province’s controversial BC treaty referendum in 2002 is also captured in this series. Some administrative records are interspersed among files in this series.

The records are arranged by topic. They include correspondence, presentations, copies of briefing notes, transition binders, manuals, reports, estimates and other financial records, drafts, meeting materials, agreements, business continuity plans, and other records. These records are classified under the Executive Records schedule (102906). They also include some ORCS (Operational Classification System) codes from the approved/draft Aboriginal Affairs ORCS (schedule 880711), 1992, and ARCS (Administrative Records Classification System) codes.
