Academic awards : Premier’s Excellence

The series consists of records documenting the Premier’s Excellence Award given to top high school graduates to attend a British Columbia university, college, or institute. The records contain the full application packages of successful applicants, which are comprised of personal essays, curriculum vitae, letters of recommendation, proof of academic achievement, and other documentation supporting merit and qualifications of the applicant. The files also contain correspondence between the Ministry and the successful students, and well as interoffice memos regarding the Premier’s Excellence Award.

The Premier’s Excellence Award was established in 1986 and consists of a financial scholarship to attend a British Columbia post-secondary institution and a medal of recognition. The awards are based on the student’s academic achievement and service to their communities and schools. One grade 12 student is awarded per year from each of British Columbia’s fifteen college regions. Successful candidates are selected by a screening committee.

Adult Services Program annual reports

The series consists of annual reports created by different branches of the Adult Services Program. between 1998 to 2004. These programs include: Technology and Services Support Program : Assistance Program for Students with Disabilities; Technology and Services Support Program : Canada Study Grant; Creating Access to Educational Employment Opportunities; and Program for Institutional Loads of Adaptive Technology. These programs serve post-secondary education students with disabilities who can benefit from special technology support services.

Executive correspondence and briefing notes

The series consists of correspondence referral replies and briefing notes from the various offices of the Ministry of Agriculture, Food and Fisheries and its successor the Ministry of Agriculture and Lands.

To date, the series contains the records of the Southern Interior Regional Office located in Kelowna, B.C., the Resource Management Branch located in Abbotsford, B.C., the Ministry office in Abbotsford, B.C, and the Strategic Industry Development Division. The correspondence mainly consists of Ministerial correspondence which includes letters that the office was meant to reply directly to, draft for the Minister to sign, or letters that the office was copied on for informational purposes. The records include both incoming and outgoing correspondence with the public, municipal governments, non-profit organizations, and other groups. There are also a number of briefing notes regarding various decisions and discussions within the ministry that were sent to offices for informational purposes. Correspondence from the Abbotsford office appear to be related to food safety and quality. Files from the Strategic Industry Development Division include records and presentations from the Federal/Provincial Steering Committee on Investment.

Many of the records were previously housed in large binders which have been removed for preservation purposes. The records are arranged chronologically by date received and to an extent by referral ID number. Some records created after 2002 have tabs with the ID number written on them for ease of use. Files are also accompanied by a summary sheet at the beginning detailing where the letter is being directed to, what the action is and a brief description of the topic.

The records are primarily filed under ARCS 280-20 and 280-30.

Pharmacare executive records and briefing notes

This series consists of executive correspondence, reference material and briefing notes of the Pharmacare Division, 1998-2008. Records regard all aspects of the operation and maintenance of the Pharmacare program.

Briefing books include information about the history and operations of the Pharmacare division, put together for MLAs and other Executives, such as budgets, advice to Minister, and information on coverage, cost and use for specific drugs in the Ministry of Health estimates debate.

Briefing notes are usually arranged by year and include an index at the front listing all topics addressed. Briefing notes may be filed with associated approval forms, drafts, final copies, correspondence, and reference material. Briefing notes relate to hardship appeals, changes to coverage, drug availability, drug costs, reviews of new drugs and program priorities.

Other reference material includes fact sheets on various aspects of the Pharmacare program and drug review fact sheets, for use of MLAs and other executives, and Bibliographies of alphabetical copies of reports or studies related to pharmaceuticals.

The series also includes correspondence referral replies from the Executive Director, Pharmacare and Assistant Deputy Minister, Pharmaceutical Services. Most letters may be from other government bodies, private companies, charities, advocacy groups, Doctors, MLAs or private citizens. Most letters relate to cost and availability of specific treatments.

Water use planning records

The records in this series relate to Water Use Plans in British Columbia.
In 1998 the province formally initiated a Water Use Planning (WUP) program. WUP is a cooperative effort involving BC Hydro, the provincial government, Fisheries and Oceans Canada and First Nations and other key interested parties. Guidelines were published describing steps required to complete and implement a water use plan. At each facility these plans attempt to define suitable operating parameters which balance environmental, social and economic values. The WUPs are intended to accommodate other water use interests through incremental changes in how existing water control facilities store and release water. WUP are not intended to be comprehensive watershed management plans to deal with water management issues associated with other activities in the watershed such as forestry and mining.

Each hydro facility had their own Consultative Committee of stakeholders, representing a range of interests. These committees held meetings with the aim to establish operating objectives for water use and management for the various water systems. Committee reports express their interests, values, and recommendations and document the consultative process. It is a supporting document meant to help inform and prepare BC Hydro’s Water Use Plan. This series contains both committee reports and the final version of BC Hydro’s Water Use Plans that were submitted to the Comptroller of Water Rights for review under the Water Act.
The reports include a system description (basins, rivers, dams, reservoirs etc.), methodology, hydro operation studies and results.

The series also contain BC Hydro data and interim orders from the Comptroller of Water Rights. Interim orders appear to be proposed operational changes to achieve flows which will provide incremental improvements for fish while the water use plan process was underway and assessment was still being made to determine what the most suitable or preferred flows for fish should ultimately be.

Finally, a few documents in the series deal with redevelopment plans to support BC Hydro water license applications in light of recommendations established in the Water Use Plans.

Inter-provincial/federal meetings

The series consists of records documenting federal-provincial relations as they relate to First Nations. They include the minutes of the meetings of the Senior Officials Committee, and the meetings between BC Deputy Minister of Aboriginal Relations and Reconciliation, Lorne Brownsey, and several federal and provincial officials from various ministries.

The records contain minutes, correspondence, memoranda, agendas, itineraries, and overviews and background information on various issues relevant to Aboriginal and government relationships.

The primary goal of the federal meetings is to identify areas of collaboration and cost-sharing between BC provincial and federal governments on Aboriginal issues, with a particular focus on closing the socio-economic gap, treaty negotiations, and the New Relationship (a new government-to-government approach between the BC provincial government and First Nations agreed to in 2005). These files also contain a letter from Premier Gordon Campbell to Jim Prentice, the federal Minister of Indian Affairs and Northern Development and Interlocutor for Métis and Non-Status Indians.

Accession 96-0530 (Container 960530-0004) contains records relating to the Senior Officials Committee or Group. The committee or group provides analysis and support services to the federal and provincial governments regarding cost-sharing and the negotiation of treaties.

Tourism industry development special projects case files

The series consists of correspondence, published reports, drafts, planning and progress documents, statistical surveys, meeting records, and PowerPoint presentations related to special projects carried out by Tourism BC between 1999 and 2009. These include work related to the “Welcome the World” campaign that was developed in the lead-up to the 2010 Winter Olympics in Vancouver, as well as to the impact on tourism of the merger between Canadian airlines and Air Canada in 2001. The series documents the province’s work with other provincial and territorial leaders in various consortia and discussions. The series includes several task force documents on the airline merger as well as drafts of reports later published by the Federal government. The records were created by the marketing and client services branches of Tourism BC.

Records of the Vice President (Visitor Experiences) and President and CEO of Tourism BC

The series consists of both inbound and outbound executive correspondence created by Tourism BC. The records were largely created by Rick Lemon (Vice President, Visitor Experiences) and Rod Harris (President and CEO, Tourism BC). The series also includes one folder of other executive correspondence written by a number of other Tourism BC employees. The correspondence was created between 1999 and 2005, and is arranged first by writer and then chronologically by date. Correspondence packages consist of outbound Tourism BC correspondence, as well as either a Ministry routing slip with a brief description of the original letter, or a copy of the original incoming correspondence itself. Other relevant inter-ministerial correspondence may also be included in some cases.

The majority of correspondence deals with complaints from visitors to the province, but also includes some requests for promotional or informational material, or complaints or questions from tourism operators themselves. In most cases, inbound correspondence was referred to either the Vice President of Visitor Experiences, or the President of Tourism BC himself, although lesser matters were also routed to other employees.

Government communications project records

The series consists of communication project records created by the government communications office (Public Affairs Bureau) Ministry of Citizens’ Services (2009-2011) and its predecessors : Ministry of Labour and Citizens’ Services (2005-2009), Ministry of Management Services (2001-2005), and Ministry of Finance and Corporate Relations (1999-2001) in BC. The records relate to the design, development, and implementation of communication projects by the community and rural development communications office. Communication projects are strategies for the release of information; the project types range from drafting speeches or event planning, to creating minister’s speaking notes for question and answer sessions, or announcing a new government initiative. Some of the methods of communication projects can be through websites, events, or written media. These records document the public communication of the provincial government’s platforms and initiatives. This series of records relates to communications between the ministry and the public on such diverse topics as the BC Winter Olympic games, BC Arts council, community development initiatives, legislation, local government and Union of BC Municipalities (UBCM), regional economic development, sports, and tourism.
These records are arranged by subject. The records include communication plans, news releases, event planning material and rollout plans, information bulletins, key messages, issues alerts, articles, presentations, letters to the editor, copies of model release and copyright agreements for images used, opinions and editorial submissions, media advisories, site maps, source material, questions and answers (Q and As), speeches and speaking notes, maps, and audiovisual material). This series is classified as communication projects (23100-30) under the Government Communications ORCS (schedule 881035).

Ministry correspondence and briefing notes

The series contains the executive services records of the Ministry of Sustainable Resource Management and its successor the Integrated Land Management Bureau (ILMB). Records include briefing notes for distribution (including information notes and decision notes) to executives of the Ministry regarding a variety of topics related to land use planning and implementation while ILMB records have a strong focus on First Nations issues as they relate to land use planning. Records also include executive correspondence and referral replies. Correspondence is between the Ministry and the public or organizations/associations and covers mostly the same topics as in the briefing notes.

The records are classified according to the Administrative Records Classification System (ARCS) schedule 100001. The records are arranged for the most part by year and then by topic.
The majority fall under ARCS primary number 280: Executive Services. The primary numbers -20 and -30 correspond to Executive Briefing Notes and Executive Correspondence Referrals respectively. There are however a very small number of documents from accession 95-9631 that were filed alongside executive services documents that are included in this series as misfiles. These records may also be closely related to the correspondence files and complement the detailed responses from the Ministry in regard to matters concerning LRMPs in the region. Records from accession 95-9631 relate to the monitoring process of the Skeena Region following the approval of its Land and Resource Management Plans (LRMP). The majority of the records come from the Regional Director’s office of the Ministry of Sustainable Resource Management in Smithers, B.C. Earlier records came from the Kispiox Forest District of the Ministry of Forests who chaired the implementation and monitoring process of the region’s LRMP prior to those responsibilities being transferred to the Ministry of Sustainable Resource Management in 2001.
Furthermore, these records document the creation of the LRMP monitoring committees and the Ministry’s involvement with monitoring and making changes to the Skeena Region’s Land and Resource Management Plans. Committee files include terms of reference, presentations and a series of invitations, nomination forms, recruitment letters, newspaper ads and contributions, correspondence, meeting minutes and draft recommendations.
There are also a small number of plans and programs for the region proposed by the Ministry, which include resource inventory, resource assessments, habitat mapping, recreation opportunities, timber, environmental assessments and other related data studies. Records relating to agreements surrounding these projects detail appointments, contracts and funding provided by the ministry.

British Columbia Lottery Corporation (BCLC) Ombudsperson’s investigations

The series consists of the ombudsperson’s investigation into the British Columbia Lottery Corporation (BCLC)’s prize payout procedures. BCLC retailers and BCLC retailer employees (the people who handle players’ winning tickets) appeared to be winning major prizes at a higher rate than other players in the province. The public and the media expressed concern that some of those winning tickets may actually belong to ordinary players. The ombudsperson’s investigation commenced when the public and media’s questions about whether the rightful owner of a winning ticket was paid the correct prize, were not adequately answered by the BCLC or its government regulator, the Gaming, Policy, and Enforcement branch. This series of records was created and received by the British Columbia Lottery Corporation (BCLC) between 1999 and 2010. The Ombudsperson’s report was released in 2007.
The series contains the original freedom of information request file, correspondence between the ombudsperson and BCLC president and CEO, documentation requests and BCLC responses, consumer complaints and incident reports, records released, statistics of winners and retail winners, interviews with prize winners, internal BCLC policy and procedures documents, telephone logs, consumer and other investigation files, security and enforcement files. These records are governed by the Ombudsperson Act (RSBC 1996, c. 340) which sets out how disputes about government actions arise and are resolved.
The records are arranged by binder number or topic. They include correspondence, reports, master document lists, presentations, statistics, memoranda, and claims files. They are also assigned an internal control number. The series is covered by the Administrative Records Classification System (schedule 100001) ARCS 155-20 (Ombudsperson’s investigations).

Stumpage adjustment summary reports

The series consists of stumpage adjustment summary reports generated by the Revenue Branch of the Ministry of Forests. These are reports that have been printed from the Ministry of Forest computer system. They were used determine the fees to charge forest companies.

The files cover all areas of the Province and were created in accordance with the Forest Act (RSBC 1996, c. 157). The Province is divided into two appraisal regions for the purposes of stumpage. These regions are the Coast and Interior and each of these is documented in separate reports.

Most of the reports document the mean value index for timber and help forecast the revenue to the province. The reports have a wide range of information and include district summaries, rate calculations arranged by district, value of species, and mark volume.

The ministry ran reports from January, April, July and October. Each report is dated and named and there are also coloured sheets of paper at the front of each file that correspond with the month of the report. Blue sheets are from January, green sheets are from April, pink sheets are from July and yellow sheets are from October. The records arrived in the archives in no discernible order. The archives has arranged them by date and region.

These records are classified as 21710-30 in the Forest ORCS which states that the records are retained for seven years by the ministry and then transferred to the archives.

Series consists of legal issue files created by the Ministry of Energy and Mines. The majority of the files document the creation or revision and administration of legislation and regulations,

The majority of the files consist of legal opinions, reports, background research, notes, draft documents, copies of existing legislation and regulations from BC and other jurisdictions, committee minutes, briefing notes to ministers and ministry staff, and cabinet submissions. The legal opinions provide advice for administering current legislation and creating new legislation. The research files include photocopies of records dating back to 1873.

The 19 CD-ROMS and DVD contain copies of research notes, most of which has been printed and placed in the files.

The records are arranged numerically by file number.

Freedom of information requests

Series consists of freedom of information request case files received by the Ministry of Education, and other ministries, between 2000 and 2002.
During this period some ministries shared information and privacy offices and this series includes records from the Ministry of Education, Ministry of Advanced Education, and Ministry of Advanced Education, Training and Technology.

The files consist of freedom of information requests that were investigated by the Office of the Information and Privacy Commissioner (OIPC). Files also include a copy of the original application for records, correspondence between staff and the applicant, forms documenting the status of request, correspondence between the ministry and the OIPC, submissions to the OIPC, correspondence with the Legal Services Branch, and a copy of the OIPC order. These files also include photocopies of the requested pages that show those portions that were severed prior to release.

The files are arranged by a file number that starts with year and ends with a chronological number for each year’s request. Each number also includes an acronym that is based on the ministry responsible for the request. The following acronyms have been used as part of the file number: EDU (Ministry of Education), AET (Ministry of Advanced Education, Technology and Training) and AVE (Ministry of Advanced Education). All files were classified as 292-30 in the Administrative Records Classification System (ARCS).

Integrated Cadastral Initiative Society records

This series contains records relating to the Integrated Cadastral Initiative Society (ICIS).
ICIS is a non-for-profit organization and a partnership between local governments, the Province of British Columbia and major utility companies in British Columbia. The goal of this initiative is to develop, use and maintain a province-wide integrated cadastral database of all legal land parcels and their related infrastructure (spatial data). ICIS would handle infrastructure to enable access to the data by its members which would benefit business communications and processes by only needing to go to a single source to obtain the data required to meet operational needs. This would encourage quality data and cost savings resulting from the elimination of duplication of effort.

Currently, the series contains records dating from before its incorporation in 2002 up until 2004. The records were kept by the manager of the Spatial Data Management Section, Crown Land Registry Services of the Ministry of Sustainable Resource Management and by the MSRM Partnerships Branch. The records represent a provincial government’s perspective into this multi-member partnership.

The records were mostly classified under ARCS number 200-20: General Committees however the records cover nearly every aspect of ICIS daily functions and activities. Primarily, the records cover project management, administration, and financial information. Records relating to project management include meeting minutes and agenda from the steering committee, board meetings, annual general meetings and director meetings. They also include numerous reports (including annotated drafts) related to the establishment of the organization, Integrated Cadastral Fabric (ICF) standards and specifications, database design, marketing plans and business plans. Project charters, focus group meetings, short and long term plans, and executive summaries are also included.

Administration-related documents include correspondence regarding general inquiries, comments, and memberships. There are also signed and draft agreements with partners, relating to membership terms and to confirm sharing and licensing agreements. There is also information on ICIS history, constitution and by-laws, policies, procedures and organizational structures.

Financial information in this series covers funding, grants, banking services proposals, balance sheets, financial statements and audits.

British Columbia. Ministry of Sustainable Resource Management

Forestry executive correspondence referrals replies

Series consists of correspondence between members of the public and the Ministry of Forests between the years 2000-2004. The majority of the correspondence consists of letters from the public sent to the Minister of Forests. The letters deal with multiple subjects including forestry policy, forestry companies, employment, the impact of forestry on the environment and other subjects. The original letters were mailed to the ministry from members of the public, forestry companies and other businesses and interest groups. There are also numerous form letters amongst the correspondence.

When the ministry received these letters, the Correspondence Branch registered a unique number to each letter in the ministry’s correspondence tracking database called Cliff. The branch would then research the issue, request information from ministry staff and draft a response. The draft responses were then forwarded to the minister’s office who would review the letter and either sign it or return it to the branch for further revisions.

The records cover the years 2000-2004, however, there are no records from 2003. The letters are arranged numerically by the registration number. There are large gaps in the records in terms of the correspondence numbers. The ministry placed documents in each box that show which individual letters were transferred. These are stored in the individual boxes.

The files contain the letter from the public, notes and registration forms by the ministry, draft replies and a copy of the final response. Some letters were accompanied with attachments such as reports, photographs, and videos. There are some letters, such as form letters, and information brochures, that the ministry did not reply to. These are stored in “FYI” files.

The records were classified by the ministry under 280-30 in the Administrative Records Classification System (ARCS).

South Island Forest District executive records

This series consists of executive correspondence, briefing notes and associated records created by the South Island Forest District for the years 2000-2007. Correspondence may be replying to letters from other government bodies, other levels of government, First Nations, members of the public, and forestry companies. Records relate to a variety of subjects. Most regard concerns with logging in a particular area, forestry practices, and consultation with First Nations. Records regard forest use across southern Vancouver Island, including Clayoquot Sound.

Major real estate project files

The series consists of textual records and architectural plans for significant real estate projects managed by the British Columbia Buildings Corporation between 2001 and 2006. In many instances, the projects focused on the disposal or reuse of significant properties in BCBC’s portfolio. The series consists of records relating to the Vancouver Island Technology Park, Glendale Hospital, Burnaby Youth Correctional Centre and Woodlands projects.

The series consists of copies of Powerpoint presentations, leases and other contractual agreements, property condition reports, appraisals, correspondence, architectural plans and reference material. Accession 95-3410 includes three identical CD-ROMs that contain 102 different directories of emails received by Paul Beckwith, the director of the Business Partnership Services and Vancouver Island Technology Park. Box 953410-0001 contains a printout of the directory names. BCBC staff printed some, but not all of this correspondence. In many cases, the emails included attached files and reports.

The series is arranged by project and is covered by Accommodation and Real Estate Services ORCS 77000-20.

Records of the Assistant Deputy Minister, Integrated Land Management Bureau

The series contains records pulled from the office of Ken Baker, Assistant Deputy Minister of the Resource Management Division, Ministry of Sustainable Resource Management. In 2005, the functions of this office were moved to the Strategic Initiatives Division of the Integrated Management Bureau, Ministry of Agriculture and Lands. These Records were used to inform the executive of current issues being dealt with by the ministry.
The records in this series mainly deal with important issues relating to Land Use Plans in land management areas. The records contain mainly briefing notes and correspondence sent to the executive explaining changes to Land Management programs, terminology, as well as updates on the progress with First Nations (mainly Haida) consultations and treaty negotiations related to land use planning. The records also contain numerous subject files on executive issues including several topics related to conservation, sustainable resource management plans, and plans for resource development such as mining, water, oil and gas. These files mainly contain correspondence, updates from committees, backgrounders, briefing or information notes, minutes of conference calls, presentations about land management/land use planning and assessment reports.
There are also copies of admin-related files that were reviewed by the ADM, such as changes in organizational structure, hiring, employee reviews and budget updates.

This series contains financial records pertaining to land and resource planning programs and initiatives. The records cover business expense approvals, accounts payable invoices, budget allocations, journal and travel vouchers, copies of contracts, transfer payments, payroll reports and credit card statements. Women’s health and reproductive issues files

The series consists of reports, correspondence and memoranda dealing with the research, cure, and prevention of women’s diseases and conditions, including issues related to reproductive health. The records were created and received by the Women’s, Seniors’ and Community Services division of the Ministry of Community Service between 2001 and 2003. It is unclear whether all the records were created by the Women’s and Seniors’ Policy branch of the division, or whether they were created by other offices within the division. The series includes a draft framework for action regarding fetal alcohol spectrum disorder as well as records relating to a variety of reproduction issues.

Integrated Land Management Bureau executive issues

This series contains subject files from the Integrated Land Management Bureau (ILMB) of the Ministry of Agriculture and Lands and its predecessor bodies including the Ministry of Sustainable Resource Management. Classified under ARCS number 280-40: Executive issues, these records are a collection of information on issues being dealt with by the Bureau.

Most files pertain to First Nations groups as the date of the majority of the records coincide with a period in which the strategic land and resource management program was directed to complete outstanding LRMPs through negotiations with affected First Nations who had not participated, or who did not agree to support the LRMP table recommendations. The ILMB was an important agent in addressing land and resource issues with First Nations and facilitating First Nations decision-making and consultation capacities. Some files deal with broader issues such as mining, power projects and the Protected Areas Strategy (PAS). The records document which issues were being monitored and handled by the Bureau.
The files contain a variety of records on selected topics. Most records are arranged into files by First Nations group or by topic, however there are also general First Nations issue files. Types of records that can be found are correspondence, presentation slides, briefing notes, meetings, agreements, agenda, minutes, plans, guidelines, frameworks, workshop materials, and copies of project charters. The main topics that are covered in the records are land use on traditional First Nations territories and terms of consultations.

Forest Practices Board special reports

This series consists of special reporting case files created by the Forest Practices Board from 2001-2007. Special reports relate to the Forest Practices Board's overall duties or a particular case investigated by the Forest Practices Board. The Chair of the Forest Practices Board makes the decision to issue a special report if it is determined to be in the public interest or if an in-depth special investigation is not required. Special reports may focus on audits, compliance investigations, reviews and appeals, or other matters relating to forest practices.

The largest amount of material regards the creation of a report titled “A results based assessment of range practices under the Forest Practices Code in maintaining riparian values”. This related to a range riparian special project in Penticton, Kamloops, Cranbrook and Horsefly. The project assessed the effectiveness of range use planning in maintaining riparian and wildlife habitat using a field based assessment of ecological health in several areas to determine gaps and areas that could be better managed by the Forest Practices Code. It includes range, stream, lake and wetland assessment cards recorded in the field; cut block assessments; charts; photos; maps; correspondence; and copies of related range use plans.

Other reports relate to: water quality objectives; protection of domestic water under the Forest Practice Code; marbled murrelet habitat management; Kemess south mine powerline right of way; Caribou; non-timber forest products; road access management; forest health and wildfires; post fire hazard assessment; forest stewardship plans; and protecting karst in coastal BC.

Files may include copies of drafts of final reports as well as records used in the creation of reports. Record types include reports and studies, statistics, correspondence, reference material, photos, maps, meeting minutes and field notes.

Women’s education issues files

The series consists of reports, correspondence, and memoranda relating to training programs and the education of women and girls in British Columbia. The series consists of records relating to women’s participation in non-traditional trades, as well as gender-inclusive recruitment and training programs designed to overcome the traditional pattern of gender segregation in the workplace. The records were created and used by the Women’s, Seniors’ and Community Services division of the Ministry of Community Services between 2001 and 2003. It is unclear whether the records were created by a branch of the Division, such as the Women’s and Seniors’ Policy branch, or whether the records were created elsewhere within the division.

The series is arranged numerically by file code and then alphabetically by file title. The series is covered by ORCS 22000-20 and 22100-20 of schedule 117476 (Women’s Equality).

Leadership Council meeting files

The series consists of packages of meeting agendas and minutes, agreements, presentations, memos and correspondence, briefing notes, and records of decision created between 2001 and 2005 by the Health Authorities division of the Ministry of Health Services. The Leadership Council consists of the Deputy Minister, senior ministry staff, and the Chief Executive Officers of the province’s six health authorities.

The series documents strategic planning for the delivery of quality health care, as well as actions required to address provincial health care priorities and improvements. The series consists of records that provide evidence of the performance of the health care system. The series also includes records documenting the involvement of the Leadership Council in the devolvement of Riverview Hospital.

The series is arranged in reverse chronological order by meeting date and is covered by ORCS secondary 25700-20 in the Health Authority Performance Management schedule (schedule 122352).

Contaminated Sites Branch records

This series contains records from the Crown Contaminated Sites Program. The Program was under the administration of different offices depending on the year. The records in this series originate from the Crown Contaminated Sites Branch of the Ministry of Agriculture and Lands and its predecessor in the Ministry of Sustainable Resource Management.

The series contains committee files, correspondence, briefing notes and executive issues files relating to the contamination of lands and their surrounding environment.

Committee files include various records of committees and subcommittees tasked with inquiring into and making recommendations to remediate contaminated areas. The records stem from the office of the Director of the Crown Contaminated Sites Program of the Ministry of Sustainable Resource Management.

The series contains briefing notes addressed to the Deputy Minister of the Ministry of Sustainable Resource Management on topics related to remediation of contaminated sites. Correspondence files cover the same topics and include correspondence between agencies, non-profits and the general public.

The series also includes a series of files related to the remediation project at the Britannia Mine Site. Filed under executive issues, the records relate to the clean-up of the mine and the resulting dispute with Copper Beach Estates. Types of records include mine safety inspection plans, proposed work plans and their evaluations, Memoranda of understanding and records related to cost-sharing of the clean-up, correspondence, infrastructure program application forms, investigations, tests and monitoring analyses, removal options, reports and selected minutes from the Britannia Steering Committee.

Office of the Premier transition binders

The series consists of seven binders of transition information created by the Office of Premier in June 2001. They were prepared for the Premier Designate, Gordon Campbell, by the office of Premier Ujjal Dosangjh. The records include a letter dated June 4, 2001 from Deputy Minister to the Premier Philip Halkett, to Deputy Minister to the Premier (Designate) Ken Dobell regarding organizational change and training required. The letter was accompanied by seven volumes of information on the following topics:
Advice to Premier Designate: includes sections on getting organized, machinery of government, governance issues and government decision making process.
Major issues: includes briefing notes from ministries on critical issues in progress.
Fiscal situation: includes sections on outline of BC economy, economic outlook, fiscal history and outlook, and annual budget and reporting cycle
Ministry profiles: Includes a brief profile of the active ministries, their major functions and associated legislation.
Crown Corporation and Government organization profiles: includes overview of Crown Corporations, budget process and governance framework as well as brief profiles of active Crown Corporations.
Implementation: Includes sections on Office of the Premier organization issues, benefits and severance and office space.
Contacts: Includes contact information for Government organizations, , local Government organizations, Ministry third party organizations and active Ministries.
The series also includes a complete copy of the volumes on CD-ROM.

The records give a unique and complete snapshot of the Government of British Columbia, as it was in June 2001.

Health Authorities committee files

This series consists of committee files from the Health Authorities Division and its precursor, the Performance Management and Improvement Division from 2002-2007, which included the following branches: Evaluation and Strategic Directions Branch, Health Authority Branch, Home and Community Care Branch, Mental Heath and Addictions Branch and Provincial Branch.

The committees in this series are high level province wide committees with representatives from the Ministry of Health, the Provincial Health Services Authority, the regional health authorities, academic institutions, and non-government health service and planning organizations. Ministry of Health representatives may include the deputy minister, assistant deputy ministers, and management level staff.

Many of the committees report to the BC Health Leadership Council, which is chaired by the Ministry of Health Deputy Minister. Most of the committees have a mandate that involves defining strategies and priorities in particular areas of the provincial health care system (e.g., surgical services, critical services, emergency services, eHealth).

Records include minutes, agendas, terms of reference, agreements, correspondence, survey, reports and other reference materials utilized in committee meetings.

Forest Practices Board special investigation case files

This series consists of special investigation case files created by the Forest Practices Board from 2002-2011. Special investigations are initiated by the Forest Practices Board. The Board annually identifies issues of major public importance and of high significance for public confidence in the management of the province's public forests. Issues may relate to practices that have resulted in many complaints or for matters of larger public interest and concern. These issues may arise from prevailing environmental conditions such as major forest fires or insect infestations; from public concerns such as conserving endangered species or protecting community watersheds; or from technical issues such as the management of roads and bridges or riparian areas. The records document matters of significant public interest that may not be addressed through another complaint investigation or an audit.

Investigations may involve field investigations, research, and liaison with relevant Forest Districts and other stakeholders. Many records in this series are likely copies of records created by Ministry of Forests officials which were collected during the course of the investigation.

Investigations may relate to a specific area, or issues that are more widespread throughout the province. Subjects of special investigation include: free growing, biodiversity, terrain stability and landslides, post fire site rehabilitation, Forest Service Road (FSR) maintenance, compliance with section 86 of the Forest Planning and Practices Regulation, soil conservation, high retention harvesting, fish passage at stream crossings, Oil and Gas Commission ALR Agreement Audit, fire hazard assessment and abatement, compliance inspections and management data, species at risk on the Sunshine Coast, establishment of conservation areas for old growth and wildlife habitat in the Squamish and Chilliwack Forest Districts, effect of range practices on grasslands, and Little Lamb Creek.

Environmental fund project reports

The series consists of reports documenting oil and gas development research and studies funded primarily through the Science and Community Environmental Knowledge (SCEK) fund. The fund financially supported and facilitated research, technological innovations, and demonstrations of findings on environmental issues relating to oil and gas exploration and development in BC . The final project reports were created by the Oil and Gas Commission under the Oil and Gas Commission Act (SBC 1998, c. 39), the Petroleum and Natural Gas Act (RSBC 1996, c. 361), the Pipeline Act (RSBC 1996, c. 364), the Forest Act (RSBC 1996, c. 157, s. 51) and the Waste Management Act (RSBC 1996, c. 482) between 2002 and 2009.
The records are arranged by year and internal project number. They include correspondence, reports, and maps. In the 2005 version of the Oil and Gas Regulation ORCS (schedule 163507), the final reports are classified as environmental fund projects – pending/approved (21300-20). In the 2019 Oil and Gas Regulation ORCS, this classification was closed because the funding program was replaced by an independent society external to the Oil and Gas Commission.
