New Westminster Gaol records

This series consists of records of the New Westminster Goal, including prisoner description books, monthly lists of prisoners, and prisoners' effects books, 1875-1917.

Description books are a record and description list of all prisoners received into New Westminster Gaol, showing date, name, occupation, age, height, hair, eyes, complexion, religion, nationality, proportions, weight, peculiar marks, read and write, married or single, temperate or intemperate, offence, sentence number of convictions and remarks.

Return of Prisoners confined in New Westminster Gaol are lists arranged by month showing prisoner number and name, offence or charge, date of trial, when received in gaol, where and by whom tried, sentence, religion, nationality, whether can read or write, date of discharge, conduct, occupation in gaol, and remarks.

Prisoners' effects books show date, name, property, officer, remarks, charge and sentence.

Records are arranged chronologically by type of record.

New Westminster Gaol

Provincial Game Warden records

This collection is comprised of records relating to the development, implementation and administration of game management policies in British Columbia from 1905-1927. It includes correspondence, reports, vouchers and licences, as well as information regarding firearms regulation and prosecutions under game laws. Records were created by the Provincial Game Warden, Deputy Game Wardens and other related staff.

Researchers will find these records particularly useful for tracking the development and implementation of early provincial game management policies. General correspondence and reports from Deputy Game Wardens throughout the province contain information regarding the status of game in various areas over time. Difficulties in enforcing policies such as regulation of trophy hunters and the need for firearms licences are documented in these materials. Development of the game base as an economic resource through payment of licence fees, and international promotion of the province as a sportsperson's centre, were key components of A. Bryan Williams' approach to game management and the results of this can also be studied in these records. Conflicts between the provincial approach to the game resource and that taken by some Indigenous peoples can be studied in this collection. Additional subjects include fishing, fur farming, wildlife management and conflict between hunting with other forms and land and resource use. Many of the Deputy Game Wardens saw military service abroad during World War I and the records include some relevant correspondence.

Daily Provincial Police reports

This series consists of four page report forms completed each month by BC Provincial Police Force constables at police stations throughout the province. The form provides a space for describing each day's activities and also lists personal and extra equipment issued to the constable. The completed reports were submitted to the Chief constable of the Police District, and forwarded by him to the office of the Superintendent.

The series also includes two volumes of log books recording the receipt of the reports from constables across the province. The books are likely from the office of the Police Superintendent. One volume is dated 1913-1920 and includes a list of correspondence received by R.E. Hose, secretary of the Game Board, Vancouver. The other volume includes monthly reports from October 1904 to February 1908. The actual reports for these earlier years are not included in this series.

Executive Council records

This series consists of records of the Executive Council, 1859-1913. Records include minutes of Colonial and Provincial Executive Council, ministerial reports, State Books, orders-in-council, registers, and indices (1859-1913), along with petitions, dispatches, and correspondence inward to Lieutenant- Governor in Council (1871-1909).

The Executive Council papers are among the most important of the early provincial government records held by the B.C. Archives. The value of the papers stems from the fact that the Council itself is the most important and influential level of government in the province. It is at the Executive Council level that government policies and regulations are discussed, formulated, and implemented; it is at this level that decisions are made regarding the overall running of the province. During the the period covered by GR-0444, it was also the responsibility of the Executive Council to handle the many contentious issues which affected Dominion-Provincial and Imperial-Provincial relations.

The Executive Council received and considered virtually all of the dispatches sent to the Lieutenant-Governor from Ottawa or London. Most of the petitions and memorials submitted by individuals or groups in the province to the Lieutenant-Governor were considered by the Council, too. In addition, the Executive Council dealt with correspondence from private citizens, as well as reports emanating from government ministries, departments, and agencies. In short, the Executive Council dealt with a myriad of issues - as is evidenced by the volume, range, and diversity of the papers in this record group.

Since the cabinet is the executive arm of the government, it has the authority to enact regulations, as defined by the Regulations Act (RS 1979 c. 361), Regulations, so defined, include rules, orders, proclamations, and bylaws of a legislative nature, made under or by the authority of any act passed by the legislative assembly. Among the regulations are Orders-in-Council which are formally described as "official documents promulgating Government decisions concerned with the day-to-day operation of the Province. Researchers consulting GR-0444 should note that Orders-in-Council are made under the authority of the Lieutenant-Governor or, more precisely, the Lieutenant-Governor in Council. The latter implies the Lieutenant Governor acting by and with the advice of, or by and with the advice and consent or in conjunction with, the Executive Council" (Interpretation Act, RS 1979, c.206). Thus, the term "Lieutenant-Governor in Council" occurs frequently with reference to business conducted by what is otherwise known as the Executive Council, or cabinet.

Provincial Secretary executive records

This series consists of executive records of the Provincial Secretary, covering a wide variety of topics. The Provincial Secretary's department was responsible for a broad range of legislation and activities - including the civil service, provincial elections and (until 1946) health and welfare services. These records comprise part of the former Provincial Secretary's Central Registry. This registry consisted of general correspondence, policy directives, branch reports, inter-departmental memoranda, circulars, grant applications, and a host of miscellaneous documents.

The finding aid consists of two parts. Part I is a box/file list showing the original order and arrangement of the records. The records fall into six categories or subseries:

A. General correspondence: correspondence inward (with replies), reports, circulars, etc.
B. Appointments: correspondence, commissions, oaths of allegiance of coroners, magistrates, and other appointed officials.
C. Resident Physicians: correspondence re: grants paid to physicians in isolated communities
D. Grants: correspondence and reports pertaining to grants paid to various community groups and charitable organizations, service clubs, etc.
E. Workmen's Compensation Board: circulars, etc.
F. Contemporary card indexes: alphabetical subject index cards. Part II: Subject Index

Part II of this finding aid consists of a subject index compiled by the Provincial Archives of BC. The index indicates the main topics or subject areas - e.g. Provincial Infirmary, Elections, Industrial Schools, etc. which are documented in GR-0496. The index does not claim to be comprehensive or exhaustive, but it should help researchers to locate documents which concern particular institutions or activities.

Council of Public Instruction records

This series consists of official orders and correspondence inward from the Superintendent of Education, primarily regarding acquisition, disposal of school lands and staff appointments; record of business conducted by the Council, Oct. 16, 1928 to Oct. 24, 1929; and minutes of Council meetings, June 17 to Aug. 3, 1929.

Superintendent of Education correspondence and other material

GR-0450 consists of letterbook copies of correspondence outward from Superintendents John Jessop (1872-1878), C.C. McKenzie (1878-1884), S.D. Pope (1884-1899), Alexander Robinson (1899-1919) and S.J. Willis (1919-1946). The letterbooks document the multifarious duties of the Superintendents of Education, who were responsible for the administration and overall management of the provincial public school system. The first seven years of correspondence may have been written in the Superintendent's capacity as Chairman of the Board of Education.

Due to its artifactual value, only volume 1 was retained after microfilming.

Indexes to correspondence outward are included in this unit. However, the indexes have certain characteristics and idiosyncracies which researchers should note before consulting the records. No index exists to correspondence outward for 1872 and most of 1873. Correspondence outward for the period December 1873 - March 1881 is indexed in the letterbooks for those years (vols. 2-5). Another overlapping index for the period 1878-1881 will be found in vols. 192 and 193.

A more comprehensive system of indexing commenced in April 1881 and continued on through December 1905. Correspondence outward for this period was indexed in separately bound volumes (vols. 194-207). In 1906 the bound volumes were replaced by boxed index cards. GR-0450 includes index cards up to and including 1915. Regrettably, cards for the years 1916-1919 have not survived and, as a result, vols. 148-191 are not indexed.

Researchers should also be aware of the indexing methods used in the Education Office over time:

  1. Correspondence outward, Pre-1901 (Vols. 2-5; 192-205)
    Correspondence outward, 1873-1900, was indexed alphabetically, by name of recipient. For example: correspondence concerning a school would be addressed to the secretary of the local board of school trustees; it was then indexed under the name of the secretary, not under the name of the school or school district. Researchers will need to know the names of school board secretaries in order to search the indexes for documents pertaining to a particular school. The best way of identifying these officials is to consult the Annual Reports of the Public Schools. In the appendices of the Reports researchers will find an alphabetical list of public schools, showing the names of local school trustees and indicating which of the trustees had been designated secretary.

  2. Correspondence outward, 1901-1913 (Index vols. 206-207; Index card boxes 208-212)
    Beginning January 1901, correspondence outward was indexed alphabetically, by name of school or school district. Between 1906 and 1913 special index headings were reserved for correspondence with the Department of Public Works (re: the construction and maintenance of school buildings) and with provincial School Inspectors.

  3. Correspondence outward, 1914-1915 (Card Index Boxes 213-216)
    Outgoing correspondence was divided into four broad categories: General, Cities, Municipalities, and Rurals. Within each category, correspondence was indexed alphabetically. "General" correspondence includes routing circulars, acknowledgements of petitions for schools, replies to applications for teaching appointments, etc. In the "General" category special index headings were also reserved for correspondence relating to school gardens (Agriculture), school law (Attorney-General), Cadet Corps, Finance, the Free Text-Book Branch, Provincial Normal Schools, Public Works Depts., School Inspectors, Technical Education and U.B.C. Under "Cities" will be found correspondence relating to Graded City Schools; under "Municipalities," correspondence pertaining to Rural Municipality Schools. "Rurals" describes correspondence concerning the small Rural and Assisted Schools in the province.

To determine the status of a particular school i.e. whether it was classified as a graded city school, a municipal school, etc., consult the published Annual Reports of the Public Schools.
