Royal Commission of Inquiry, Health and Environmental Protection, Uranium Mining

The Commissioners, David V. Bates, James W. Murray and Vaulter Raudsepp were appointed in 1979 to inquire into the adequacy of existing measures to provide protection in all aspects of uranium mining in British Columbia especially as to worker and public safety and protection of the environment. Early in 1980, the Government of British Columbia declared a moratorium on exploration for and mining of uranium. In the wake of this decision, the Commission was rescinded by order-in-council 442/80 on 27 February 1980.

The records in GR-2582 consist of: verbatim transcripts of public hearings held by the Commission (72 vols.), indexes to transcripts and statements of evidence; a witness list; and an index to the Commission's research library (the Uranium Information Centre). A published three volume Commissioners' Report is held by BC Archives Library, call number: NW 338.274932/B 862. Video tape recordings of hearings are available under accession numbers: V1981:16/122 and V1988:50/162. Additional records of the Commission, transferred in 1980, are held in GR-0882. Most of the commission's records were transferred to the BC Archives in 1980. The library of the Commission was transferred to B.C. Research in Vancouver where it became known as the Uranium Information Centre.

Energy: it's your problem too slide show

The series consists of a slide show created by the Conservation and Renewable Energy branch of the Ministry of Energy, Mines and Petroleum Resources in 1979. The slides show various aspects of the problem of overconsumption of energy and the plans to conserve. It is accompanied by a script and an audio cassette.

Credit union monthly and quarterly reports

This series consists of credit union monthly financial and status reports from 1982-1987. Most files were created by the Superintendent Responsible for Credit Unions, Co-operative Insurance and Trust Companies. This office was part of the Ministry of Consumer and Corporate Affairs from 1979-1986 and the Ministry of Finance and Corporate Relations from 1987-1989. The office was replaced by the Financial Institutions Commission in 1989.

The records document the financial activities of credit unions. They were collected so that inspectors could regularly review credit union’s financial records and to assess if they operating in a prudent manner.

Before 1986, credit unions filed quarterly reports with the Superintendent. Credit unions only filed monthly reports if they were experiencing difficulties and were considered “under supervision”.

After 1986, all credit unions filed monthly reports. This information was entered into the Credit Union Financial Information System.

Records include C.C.U.s, computer generated printouts summarizing statistical information from credit unions quarterly financial and statistical reports from 1979-1984. There are also credit union monthly financial and status reports from 1986-1987, and some from 1985 (for credit unions under supervision).

Haida Gwaii Forest District studies

This series consists of reports and studies created as part of the planning of forest resources, often as part of planning timber sale areas (TSAs). Most files were created between 1990 and 2003. Most reports are prepared by private contractors hired by the Ministry. Culturally modified tree (CMT) reports were conducted by the Haida Nation.

Files are arranged in the order received by the Archives. Most files relate to studies done for a particular TSA or other area. Files may include additional types of reports related to the same area, even if not specifically listed in the file title, or a similar type of report for multiple locations.

The series contains studies such as: terrain stability assessments, reconnaissance studies, wildlife surveys or studies, culturally modified tree surveys, site plans, stream classification, hydrology studies, geological studies and engineering reports for site access construction projects.

Many files are layout studies which plan how an area will be used, including, cut block boundaries, harvest method, access routes, site plans, silviculture prescriptions and impacts on nearby bodies of water.

There are also reports utilized in the Haida Land and Resource Planning program (LRMP) process; these files include documents regarding creation of reports and background information used in workshops and consultation.

Records include final reports, photos, aerial photos, maps, correspondence, statistics, field notes, tables, land profiles, and floppy disks containing electronic records. One file contained a sample of tree cores.

This series is classified under ORCS number 12090-20, 12440-25, 18920-30 and 19400-20 of the Ministry of Forests schedule (881261).

Fort Nelson Forest District timber tenures

This series consists of cutting permits and other forest tenure records created from 1979-1999 by the Fort Nelson Forest District, a division of the Prince George Forest Region. All files were managed as part of the Fort Nelson Forest District when the files were closed and transferred to the archives.

The series includes the following types of timber tenures: forest licences and one silviculture audit file. The majority of files relate to cutting permits. Licensees were required to apply for a forest licence or similar tenure and cutting permits in order to harvest timber. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures.

The records include legal documents, operations information, correspondence, forms, reports, maps, licences, permits, permit amendment or renewal documentation, applications, logging plans, reports, silviculture prescriptions, stumpage adjustment, and financial records.

BCRIC share applications

The series consists of a selected file of British Columbia Resources Investment Corporation (BCRIC) share applications from 1979. The company was incorporated on February 22, 1978 and purchased interests in various resource development companies. Shares were offered to the public by sale in order to raise investment funds for resource development in B.C. and B.C. residents were each offered 5 free shares.

The selected file covers the Fruitvale area, file code 07940-001. The applications are arranged in batches with a batch transmittal cover sheet and contain the applications for 5 free shares per person. Information on the application includes the name of the person, address, personal id numbers and confirmation of 5 shares. Children are listed on the form with their mother or guardian. Once confirmed, applicants would be given share certificates.

The series also includes copies of two pamphlets created to explain BCRIC company and share offerings to the public, copies of the BCRIC prospectus, copies of the procedures manual for share distribution circulated by the Ministry of Finance and copies of blank application forms.

Fire safety inspections

The series consists of records relating to prevention and compliance inspections of buildings and properties in accordance with the Fire Services Act (RSBC 1996, c. 144, s. 21). The Act stipulates that the fire commissioner and the commissioner’s inspectors may inspect any premises (whether a complaint has been issued or whether it is believed advisable regardless of whether a complaint has been issued) to insure that the premises do not endanger life or property. Orders are issued in the event of fire safety hazards. Appeals to these orders can be found at GR-3576: Fire safety appeals.

The records include reports, notes, photographs, sketches, correspondence and memoranda.

Other related records may be found in GR-3572: General office files of the Fire Commissioner. In particular, fire inspection records may be identified by the file code 14000, the previous ORCS code for these records.

Continuing Care Division executive records

The series consists of policy, program, and committee files from the executive director’s office, Continuing Care Division, Ministry of Health, 1979 to 1987. These records document the division’s core function of administering continuing care programs (Home Nursing Care, Community Physiotherapy, and Long-Term care) that enable individuals with health-related problems to maintain personal independence as much as possible. The records demonstrate how the division supports personal, family, and community involvement in the planning and provision of care for these individuals. Examples include: community physiotherapy, home nursing care, and long-term care (from home support to residential care). The records were created by BC’s Ministry of Health under the Community Care Facility Licensing Act (RSBC 1979, c. 57) and the Hospital Act (RSBC, c. 176).
The records are arranged by subject and numerically by ministry code. They consist of correspondence, reports, meeting agendas and minutes, program guidelines, memoranda, and briefing notes. The records are covered by the Executive Records schedule (schedule 102906). Routine administrative files were selected for destruction.

Pesticide Control Branch general office files

This series consists of the administrative and operational records of the Pesticide Control Branch, part of the Ministry of Environment from 1979-1987. The records were created under the authority of the Pesticide Control Act (1979, c.322). They relate to the regulation, management and use of pesticides and herbicides across the Province.

Many of the records are correspondence files related to various subjects and individuals such as Branch executives; BC Hydro, Environmental Appeal Board, Environmental Laboratory; and from members of the public raising concerns and complaints related to the use of pesticides on the environment or public health. This also includes copies of the Minister of Environment's briefing notes and correspondence related to the Pesticide Control Branch.

There are committee and meeting files from various local, provincial and federal groups related to pesticide management and the environment, including: B.C. Pesticide Control Committee.

Other records include: files on legislation and regulations from BC and other jurisdictions; financial records; files on permits, vender licences and service licences, including suspended and cancelled licences; staff training material; files on specific pesticides and their application; and policy files.

The series also includes permit data files. These include keys and codes for understanding the file numbers of pesticide use permits in GR-4033.

Rural property tax roll

The series consists of rural property tax roll records created by the Property Taxation Branch between 1979 and 2000 for the purposes of billing. The tax roll covers every parcel of rural land in BC on which taxes are imposed. The roll is based on assessed values determined by the British Columbia Assessment Authority, parcel taxes calculated by regional districts and tax rates set by the provincial government and local taxation authorities for the the various classes of real property.

The tax roll records are on over 8500 COMfiche (computer output microfiche) sheets and are arranged first by year and then by collection district. Within each collection district the fiche are arranged by the first part of the folio number (same as the school district number) and on each fiche sheet the individual records are arranged by folio number. The fiche sheet has a folio listing in the bottom right hand corner which provides the grid reference location on that sheet for the particular folio.

The collection districts may change from year to year as districts are renamed, renumbered or new districts are added, consult the file list to verify the collection district number for the year in question.

Each folio contains the name and address of the legal owner of the property, the legal description of the property and the property taxes owed for that year.

The records have been classified as 45540-14 under the Property Taxation Operational Records Classification System (ORCS).

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Note that some files have been removed by the Ministry for tobacco litigation.

Oil, gas and water production reports

This series consists of statistical reports related to the production, operation, processing and disposition of oil, gas and water. The records were used by the Petroleum Resource Branch of the Ministry of Energy, Mines and Petroleum Resources from 1979-1987. They were created under the Petroleum and Natural Gas Act (RSBC 1979 c.323) to document the production of oil, natural gas, butane, propane, sulphur and water in British Columbia, and the disposition of each of those products. These reports were submitted, usually on a monthly basis, to the Ministry by the owners of the wells and drilling sites.

The reports record statistics on the volume of material extracted, processed or transported. Records may relate to particular wells, drill sites or pipelines. Many of the forms are copies of federal statistics Canada documents. The records provide production and transport trends overtime.

The records are arranged by the type of report, then in roughly reverse alphabetical order by the name of the well or drill site operator.

Series consists of records management studies. Includes studies about the establishment and organizational structure of the records management programs in the British Columbia government (including the 1981 Acton "Records Management Study" and the 1980 report by Archives staff, "Records Management in the Government of B.C."), record surveys of the holdings of government ministries, a 1984 survey of computer programs, and British Columbia Archives studies on archival programs. Many of these reports were maintained in the Records Management Branch's library for reference purposes.

Records of the Assistant Deputy Minister, Corrections Branch

The series consists of memoranda, reports, meeting minutes, discussion papers and correspondence created and received by the Assistant Deputy Minister of the Corrections Branch of the Ministry of Attorney General. The records were created between 1979 and 1997, and document the functions of the Branch. In particular, the records provide evidence of the administration of the Corrections system and the experiences of inmates. The series includes letters of complaint from inmates housed in correctional facilities across BC as well as correspondence and reports on various incidents, such as cases of self-harm, attacks by other prisoners, and the Oakalla prison riot. The series also provides evidence of programs administered by the Corrections branch, including probation, supervision and monitoring, recreational activities for inmates, and meal planning at correctional facilities.

The majority of the records were arranged by a coding system used by the Corrections branch, although this was later replaced by the ARCS/ORCS system in use today. Larger accessions were arranged in several batches based on the date that records were sent off-site. In most cases, the archivist did not physically rearrange the records, but intellectually arranged the file list so that all related records are collocated as they most likely would have been in the office of origin. Records arranged by ARCS/ORCS number have been placed towards the end, along with chronological correspondence files and uncoded subject files.
