Provincial Secretary executive records

This series consists of executive records of the Provincial Secretary, covering a wide variety of topics. The Provincial Secretary's department was responsible for a broad range of legislation and activities - including the civil service, provincial elections and (until 1946) health and welfare services. These records comprise part of the former Provincial Secretary's Central Registry. This registry consisted of general correspondence, policy directives, branch reports, inter-departmental memoranda, circulars, grant applications, and a host of miscellaneous documents.

The finding aid consists of two parts. Part I is a box/file list showing the original order and arrangement of the records. The records fall into six categories or subseries:

A. General correspondence: correspondence inward (with replies), reports, circulars, etc.
B. Appointments: correspondence, commissions, oaths of allegiance of coroners, magistrates, and other appointed officials.
C. Resident Physicians: correspondence re: grants paid to physicians in isolated communities
D. Grants: correspondence and reports pertaining to grants paid to various community groups and charitable organizations, service clubs, etc.
E. Workmen's Compensation Board: circulars, etc.
F. Contemporary card indexes: alphabetical subject index cards. Part II: Subject Index

Part II of this finding aid consists of a subject index compiled by the Provincial Archives of BC. The index indicates the main topics or subject areas - e.g. Provincial Infirmary, Elections, Industrial Schools, etc. which are documented in GR-0496. The index does not claim to be comprehensive or exhaustive, but it should help researchers to locate documents which concern particular institutions or activities.

The materials are arranged into categories that reflect the nature of the records, with each group being arranged chronologically. All items in their respective folders remain in original order. These records consist of numerous surgery and x-ray ledgers, hospital admission records, and other general administrative records.

Private hospital establishment and inspection records

The series consists of incoming and outgoing correspondence, memoranda, financial statements, lists and inventories and sale agreements relating to private hospitals across the province. The records were created between 1941 and 1982 by the British Columbia Hospital Insurance Service and its successor body, the Hospital programs branch of the Ministry of Health. The records provide evidence of the licensing function of the branch, and provide information about the administrative structure of private hospitals in the province. Under the Hospital Act (RSBC 1960, c. 178, s. 10) no private hospital could be licensed without first receiving approval from the Chief Inspector. The series also provides evidence of the closure of private hospitals and the transferal of patients to other facilities. The series also includes a number of inspection reports for private facilities, although these are by no means complete and GR-2565 and GR-2567 provide additional inspection reports.

The series is arranged alphabetically by property name.

Amateur film. Miscellaneous footage taken during the time that Miss Gerry worked as a nurse for the federal Dept. of Indian and Northern Affairs. Includes footage of Indian reserves and villages, celebrations and school children; a First Communion procession at St. Paul's Indian Catholic Church in North Vancouver; hospital and clinic scenes; residential schools and Coqualeetza Indian School and Hospital; Cariboo highway and scenery; Williams Lake Stampede; etc. Also includes OUR CARIBOO NEIGHBORS, a discrete two-reel film that depicts a 1941 automobile journey to visit Indian reserves and missions in the Cariboo. Hospital land titles and authorization records

The series consists of correspondence, memoranda, news releases, notes, financial statements, leases, land deeds and certificates for hospital land across British Columbia. The records were created between 1942 and 1986, with the majority of the files dating to the 1960s and 1970s. The series was created by the Hospital Programs branch of the Ministry of Health and documents the Division’s property management functions. The series consists of case files relating to the acquisition and disposal of hospital property, as well as responses to surveys sent by the Ministry of Health, and correspondence with various Land Registry Offices across the province. The surveys sent by the Ministry of Health requested that hospitals send details of their property in order to verify the existing property information held on record by the Ministry. Many of the records appear to have been generated in response to section 41 of the Hospital Act (RSBC 1960 c. 178), which states that, if a hospital is leased or transferred to another body, this action requires the written approval of the Minister.

Records in this series are covered by a variety of BC government ARCS numbers. Files are generally arranged alphabetically by the name of the hospital, although correspondence, survey, and disposition files are sometimes interfiled out of alphabetical order.

The fonds consists of minutes of the executive and annual meetings, constitution and bylaws, newsletters, correspondence and handbooks, photographs and other ephemera of the British Columbia Association of Health-Care Auxiliaries from between 1945 and 1999.

The series consists of two accessions that were donated in 1989 and 1999. Records of the Hospital Insurance Inquiry Board

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

Hospital Consultation and Inspection Division files

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

Box 1 - Physical Plant surveys for hospitals from AbbotsfordZeballos, done by James A. Hamilton and associates in 1948. Gives a good snapshot of hospitals and hospital services available at the time in different parts of B.C. The published report based on this information, A Hospital Plan of a Professional Educational Programme for the Province of B.C. (1949), gives only a general review of the suitability of various buildings. This report is available in GR 2650 box 3.

Records regarding private hospitals. These files consist mostly of the copies of the annual return forms filed by private hospitals with the Province of B.C. (1952-1958) and later, with Health and Welfare Canada (1959-1976). There are also correspondence, audit and finance files in relation to some of the hospitals.

Facility construction project case files

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .

In 1948 the "Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. The British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. During its early years the BCHIS experienced many difficulties, particularly in collecting premiums. This difficulty was solved in 1954 when the government amended the Hospital Insurance Act abolishing premiums and providing that the Service be financed from consolidated revenue. An additional 2% was added to the sales tax effective April 1, 1954. These records illustrate the difficulties of collecting premiums, and other aspects of the work of the fledging BCHIS.

This accession is a small part, A - I, in an alphabetical series, of the Hospital Insurance Services' general office files. It includes material relating to the Liability and Adjustment division, the Inspector of Hospitals, the Hospital Advisory Council, as well as the executives, L.F. Detwiller (Commissioner) and D.M. Cox (Assistant Commissioner). The bulk of the files relate to the premium collections work, including correspondence with delinquent rate payers. The last part of this series, J-Z, did not arrive with this accession; its whereabouts, and whether it still exists, are unknown.
