Cariboo district : tax assessment rolls

Series consists of Schedule B tax assessment rolls created by Government Agents or other government officials for the Cariboo District. There are rolls for Barkerville for the years 1888, 1890, and 1892 (two pages) and one roll for Quesnelle [Quesnel] for the year 1890. The records include names, occupation, numbers of livestock, lot information, and assessments for real property, wild land, personal property, and income taxes as well as dates of notice, total assessed taxes, and provincial revenue taxes.

This series contains the records of the Gold Commissioner, Government Agent, and Assistant Land Commissioner, Cariboo District (Quesnel). The records consist of lot registers, certificates of purchase, certificates of pre-emption, registers of pre-emptions (canceled and allowed), registers of land applications and lands purchased, register of leaves of absence granted pre-emption on active service, minute books containing lot register of lands along the route of the Pacific Great Eastern Railway, and registers of hay and pasture land leases. The series also includes townsite registers for Quesnel, Barkerville, and Wells and lot registers for some townships in the Peace River Block. Volumes 89-98 and 153-158 are oversize.

Cariboo East inquisitions

Series consists of five inquisitions held in 1864 before Peter O'Reilly, Coroner of Cariboo East (for Jonus Grunland alias Charles Robinson, William Crawford, Josepheus Reed and William F. Davidson), and in 1866 before W.G. Cox, Justice of the Peace in Cariboo East (for Hugh McLeod). Inquisitions (inquests) are investigations in which a coroners’ jury rules on the cause of death. Inquisition files often contain witness statements, transcripts, autopsy reports, and findings.

This series consists of various administrative and operational records created by the Cariboo Forest District and its predecessors from 1923-1978. The records are arranged by the following categories of subject matter:

General records. This includes a variety of administrative and operational records, including: meeting minutes, meeting agendas, correspondence, annual reports and other reports. Records relate to topics such as: unit organization, research, engineering and recreation projects, Royal Commission on Forest Resources, pesticides, herbicides, resource management, provincial forests, and forest fires.

Grazing and range management records. This includes: grazing district annual reports, range readiness, range improvement, horse control, leasing inquiries, hay permits, and grazing permits.

Timber tenure records. This includes: PSYU (public sustained yield unit) records, engineering and recreation projects, TSLs (timber sale licences, including "X" files and "A" files), TSHL (timber sale harvesting licenses), LC (licences to cut), and Christmas tree permits.

This series consists of range management records from the Cariboo Forest Region and its predecessors, 1954-2004. Records currently relate to the following Forest Districts within the region: Williams Lake and Horsefly. In 2003 these two Forest Districts were amalgamated to form the Central Cariboo Forest District.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act, including issuance, amendments, transfers, billing, monitoring, policy administration, and plans specific to tenures, such as Grazing System Plans. Also includes records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records include tenure application forms, grazing plans, authorized livestock, correspondence, maps, records determining range boundaries and use, and information on range improvements and clearing.

Each file relates to a particular range tenure. Note that there may be additional individuals or companies who held the tenure who are not listed in the file title. Files are arranged alphabetically.

Cariboo Forest Region resource management plans

This series consists of records related to resource management and use planning from the Cariboo Forest Region, 1993-2001. Records currently relate to the following Forest Districts within the Forest Region: Williams Lake and Horsefly. In 2003 these two Forest Districts were amalgamated to form the Central Cariboo Forest District.

Records relating to the development of Integrated Resource Use Plans by the Ministry of Forests and Range which are designed to resolve resource use conflicts in specific areas at the local level. Records relate to the use, management and access to various resources.

Plans include the Churn Creek Local Resource Use Plan (LRUP) and lake classification records. Records include correspondence, maps, reports, data, reports, meeting minutes, and consultation with the public and First Nations.

Cariboo Forest Region silviculture records

This series consists of silviculture records from the Cariboo Forest Region and its predecessors, 1950-2005. The region has included a variety of different forest districts over time. Records may regard the following Forest Districts: Williams Lake, Horsefly, Chilcotin, Likely, Cariboo and 100 Mile House. Note that the names and boundaries of districts and regions varied over the years.

The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Most files consist of silviculture opening records which document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries, changes in site prescriptions and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; traverse sheets, which provide location information; pruning examination cards and printouts; planting reports; final harvesting reports; site plans; site preparation reports; and logging inspection reports.

Opening files are arranged in several numerically ordered groups by a classification number. The first six digits (ex. 93A 001) corresponds with the National Topographic System location codes and the last three digits consist of a sequential number applied to each file. File titles may also include the related forest tenure number or other information for that parcel of land.

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations.

The series also includes: a procedure file on nursery stock storage and transport; one woodlot licence file; one file on protected areas strategy old growth considerations; and four files on local resource planning including correspondence, meeting minutes and final copies of coordinated access plans for Bonaparte, Kluskus, Spruce Lake and Chilko Lake.

The series includes a variety of forest tenure records, including: woodlot licences, licences to cut, timber sale licences, forest licences, timber sale licences and a special use permit. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures.

Cariboo Government Agency financial records

This series consists of a variety of financial records created by the Cariboo Government Agent and its successors from 1860-1948. Records are related to locations throughout the Cariboo and Chilcotin region, including, Quesnel (Quesnelle Forks or Quesnelmouth), Lightening Creek, Barkerville and Richfield. Records include collectorate cash books, waste books, records of payments of pre-emptions, assay office expenses, a mineral tax register, liquor sale records, a Bank of British Columbia bank book, a company stock journal, a tax assessment book, handwritten notes and invoices, and a list of arms borrowed from the Government Agent at Quesnelmouth. There is also a record book documenting supplies, equipment, memoranda's, and some records from the Lightening Creek Gold Commissioner's Court.

Collectorate books record the collection of various fees by the government agent. Such as trade licences, liquor licences, marriage licences, pre-emption records, water records, mining records, fines such as “Indian fines”, deposits and rent.

Cariboo government office records

This series consists of a wide variety of records received or created by government officials in the Cariboo region from 1868 to 1915. Most of the records are addressed to government officials or were created by courts in the following places: Richfield, Barkerville, Quesnelle Forks and other locations in the Cariboo district. Over the years, the government offices responsible for the entire Cariboo district were located in each of these towns. The majority of the records appear to have been received by the Government Office, Richfield.

At this time government offices held a very wide range of responsibilities which could be done by as few as one person. The records relate to several government officials: the Gold Commissioner, Government Agent, Magistrate, County Court judge and Supreme Court judge.

The majority of the records are related to leasing, purchasing or gaining access to water for mining claims. This includes some records from the Gold Commissioner court.

There are also many county court and supreme court records. These records include summons; wills; probate and other estate records; search warrants; assizes; court transcripts; evidence; coroner inquest records; assize court calendars; sheriff records; and notes of the Board of Liquor Licence Commissioners approving renewal of liquor licences.

Other types of records include general correspondence from settlers; census data; voters lists; voter registration forms from Keithley Creek; criminal statistics; Land Ordinances; pre-emption records and other records related to the Land Act; naturalization oaths; indentures; receipts and financial records; maps; petitions for liquor licences; a BC Savings Bank (Cariboo Branch) depositors book; and a register of letters inward and outward for 1910-1915.

The earliest entries start in 1862 and the volumes were superseded by 1922 (i.e. no further entries were made after 1922). The registers that supersede this series may be found in GR-2592.

This includes subdivision lot registers for Fort George, Summit Lake, Red Pass, and a McBride townsite register with a list of reverted lots offered for sale by public auction in 1923. Earliest entries dated 1914 and all volumes were superseded by 1949 (i.e. no further entries were made after 1949).

The registers list lots in numerical order and record the alienation of land from the Crown (by purchase, auction, etc.). Most of the files are for criminal cases and cover the following offences: theft, assault, forgery, burglary, carnal knowledge, fighting and bestiality.

Cariboo Region land and resource management committee files

This series consists of land and resource management committee files and executive records from the Cariboo Region, 1990-1998. Records relate to a variety of environmental and land use issues in the Cariboo Chilcotin area, including: wildlife management, water, use of range land, Taseko Mines proposal, fishing, land and resource management plans (LRMPs) and the development and implementation of the Cariboo Chilcotin Land Use Plan. Records include correspondence, reports, minutes, reference material and briefing notes.

Executive records include referral replies, files of reference material and some files regarding specific issues and projects involving the Minister and other Executives.

Records include minutes and other operational records of several different committees. Most records are from the Cariboo Regional Interagency Management Committee and Commission on Resources and Environment (CORE). There are also related files from the Cariboo Chilcotin Regional Resource Board, Cariboo Chilcotin Land Use Committee and meeting files from various regional mangers and executive groups.

Files may include consultations with and comments from community groups, resource users and First Nations regarding the development of management plans, land use and environmental issues.

Records have been selected for permanent retention and are scheduled under Administrative Records Classification numbers 204-20, 280-30 and 102-20.

Cariboo Small Debts Court cause books

The series consists of two cause books from the Small Debts Court in Barkerville. The first, in accession 75-G-053, was created between November 1933 and September 1940. This volume also includes proceedings under the Deserted Wives Maintenance Act. The series also includes a Sheriff's record book for the County Court of Cariboo, created between April 1895 and September 1899, listing summonses issued and served in Quesnel, 150 Mile House, Soda Creek, Richfield, Ashcroft Station and Clinton. The second Barkerville cause book, in accession 83-0774, was created between February 1941 and February 1950. It includes receipts issued by the Gold Commissioner’s office at Barkerville.

The series also consists of one ledger created solely by the County Court of Cariboo for small debts cases heard in Quesnel and Williams Lake. The cause book is arranged chronologically, but there is a loose alphabetical index included in the volume. Cases dating from 1921-1923 were heard in Williams Lake, and cases from 1925-1948 were heard in Quesnel. The spine bindings on this volume indicate that the ledger may have originally been in the possession of the the Government Agent of 150 Mile House.

Cariboo Wagon Road toll records

This series consists of various records related to the collection of road tolls along the Cariboo Wagon Road from 1862-1883. The collection of tolls for the road from Lytton or Lillooet to Alexandria began in 1862 pursuant to BC Proclamations 3 and 4, 1862. These tolls were later revised by legislation in 1876 and 1884.

Locations tolls were collected include Yale, Lillooet, Alexandria, Lytton and Clinton. The position of toll collector was often done by government officials holding other positions, including government agents, police constables, clerks and revenue officers. Some volumes include other financial information from these government officials, such as expenses and salaries from the government officials. Volumes may record freight or other items being transported up the road.

Cash records for the Quesnel post office

The series consists of 8 balance sheets covering the period May to December 1867 for the post office at Quesnelmouth, later known as Quesnel. The forms were signed by Frank Trevor, the local postmaster, and were forwarded for examination to A.T. Bushby, who was at that time acting postmaster in New Westminster. The forms show a variety of post office expenses, including stamps, registered letters, and newspapers.

The records were originally found in an accession of assorted colonial-era Cariboo records, including pre-emptions, gold commissioner files, partnership agreements and voters lists. The records were removed from this accession and later re-accessioned.

The series also consists of container 929018-0028 with a 1953-1956 plaint and procedure book (index included), and indexes for the period 1957 to 1984. Plaint and procedure books for 1957 to 1984 do not appear to have been transferred to the Archives.
