Ministry of Health executive correspondence and committee files

The series consists of executive correspondence and committee records created and received by the division responsible for strategic policy, legislation, and intergovernmental relations of the Ministry of Health Services (2001-2005) and the Ministry of Health from 1988-2001. The executive correspondence provides evidence of the interaction between the public and ministry executive regarding significant health service issues. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers; drafts were prepared by ministry staff for executive review and approval. This series also documents the functions and activities of major cross-jurisdictional committees such as the Advisory committee on Health Services, the Federal/Provincial/Territorial conference of the Ministers of Health, the Advisory committee on Population Health and Health Security, the Health Council of Canada, and the Minister's Advisory committee on Ethical Issues in Health Care. These records provide evidence of the ministry's role in these committees and its position on national health service delivery issues.

The correspondence files are arranged by executive creating office or topic and date; the committee files are arranged by committee/conference name and date. The records consist of correspondence, correspondence assignment forms, briefing materials, meeting and conference materials, reports, memoranda, drafts, and project files. Each file is assigned an Administrative Records Classification System (100001) file code, predominantly ARCS 280-30 executive correspondence referral replies and ARCS 206 committees and commissions – inter-provincial/federal.

Personnel administration files

The series consists of files from the Personnel Administration Branch of the Ministry of Health, and its predecessor, the Dept. of Health, created between 1974 and 1984. The series includes general files on discipline, hours of work, and labour relations files including correspondence and negotiations with BCGEU (British Columbia Government Employees Union), BCGPEA (B.C. Government Professional Employees Association), CUPE (Canadian Union of Public Employees), RNABC (Registered Nurses Association of B.C.), and RPNABC (Registered Psychiatric Nurses Association of B.C.). The files also include daily copies of the outgoing correspondence of several senior personnel officers.

Provincial Child Care Facilities Licensing Board administrative records

In 1969 the Community Care Facilities Licensing Act replaced the Welfare Institutions Licensing Act in regulating private care facilities in the province. The next year the responsibility for the supervision and administration of the act was transferred from the Department of Rehabilitation and Social Improvement to the Health Branch of the Department of Health Services and Hospital Insurance, along with the chief inspector and his staff.

The Provincial Child Care Facilities Licensing Board came into being ca. 1976 when the Community Care Facilities Licensing Board split into two boards; adult care and child care boards. Membership on the board included staff of the Department of Health, Department of Human Resources, Department of Education and community representatives.

These records are files of the staff of the Provincial Child Care Facilities Licensing Board (earlier the Community Care Facilities Division). The files include correspondence of the executive officer of the board.

Provincial Child Care Facilities Licensing Board records

Members on the board included staff of the Department of Health, Department of Human Resources, Department of Education as well as community representatives.

These records consist of files created and received by the Provincial Child Care Facilities Licensing Board (previously the Community Care Facilities Board). They include correspondence with universities and colleges in B.C. relating to the topic of early childhood education and day care supervision courses. They also contain general correspondence with school districts and health units.

Public and preventative health records

The series consists of public and preventative health records relating to the development of programs and policies for the provision of prevention services directed at persons and groups who are at risk for developing a health problem, disease or disorder. These programs are guided by the Health Act (RSBC 1996, c. 179); some programs may also fall under the Health Act Communicable Disease Regulations (BC Regulation 567/98), and the Dentists Act (RSBC 1996, c. 94). This series includes records relating to ensuring best evidence policy and program development and maintenance, community health services issues pertaining to cardiovascular disease, communication disorders, musculoskeletal disorders, neurological and behavioral disorders, nutrition issues, and health prevention and promotion; and health services for mentally challenged adults living in the community. Some of the programs/projects documented in these records include ActNow BC, Dial-a-Dietician, BC heart health project, Pregnancy Outreach program, and Action Schools!. These records were created and received by the Population Health and Wellness Division, Ministry of Health between 1987 and 2006 in BC.

The records are arranged alphabetically by project or program, or by issue or title. Record types include correspondence, reports, presentations, briefing notes, research materials, research data, financial statements, program/project planning materials, drafts, notes, and workshop/outreach materials. These records are classified under section 3 public and preventative health of the Community Health Programs ORCS (schedule 122353), 2011. The files are assigned an alphabetical acronym code and the following ORCS numbers: health promotion and prevention projects, programs, initiatives, and strategies (62330-30); non-communicable disease project and program files (62390-30); nutrition project files (62420-30); nutrition program and initiative files (62420-40); and communication disorder hearing and audition projects (62250-30). The series also includes annual, operational, research, statistical, and other reports (62420-45). Some files have been removed for tobacco litigation. Public health engineering plans

The Health Act of 1893 (SBC 1893, c. 15) established a system by which the government would review and approve public water supplies, and systems of sewerage, that are contemplated by municipalities and incorporated companies, and, in later health act revisions, individuals. The series contains engineering plans from ca. 1920 to 1989.

The records consist of copies of engineering plans submitted to the government by third parties and approved by government in accordance with the Health Act. The plans are of various scale and sizes. They government stamped the plans to show the date of the approval. The plans are numbered sequentially from 1 to 18171. Each number represents an application. There are also plans at the end of the series that are numbered from 12-001 to 14-002. Most applications consist of one plan though some applications consist of multiple plans. An index to plans 1-18171 are available in GR-3547.

Public health water plan indexes

The series consists of an index to the water system engineering drawings in GR-3546. The index is arranged by name of applicant and numerically by plan number. The applicant index covers the years 1920 to 1989. The numerical index covers the years 1967 to 1989.

The series also includes three additional files. Letters of acknowledgement consists of correspondence with applicants between the years 1966-1983. The water systems and microfilm files detail updates to the index and the microfilming of the original plans.

Records of the Assistant Deputy Minister, Community Care Services

The series consists of the records of the Assistant Deputy Minister, Community Care Services, Ministry of Health from 1981-1985. The records reflect the mandate of the division: to manage, develop, and administer efficient and effective programs in Mental Health Services, Forensic Psychiatric Services, Alcohol and Drug programs, and Vital Statistics. Many of the records are minister’s referrals or Minister/Deputy Minister/Assistant Deputy Minister “flimsies” or correspondence files documenting program specific activity between these executive offices. Records consist of incoming correspondence to the minister and minister’s replies; often drafted by members of the Community Care division that are sent to the minister for approval and signing. The records reflect topics such as phasing out Brannen Lake treatment Centre in Nanaimo, the opening of the Maples in the Lower Mainland for children and youth with mental health issues or other troubling behavior, and the efficacy of drug and alcohol treatment programs. These records were created under legislation administered by the Ministry of Health such as the Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and the Mental Health Act (RSBC 1996, c. 288).

The records are arranged alphabetically by topic or document type. They consist of correspondence, reports, meeting notes, meeting materials, and memoranda. The records were classified under the Assistant Deputy Minister’s files one-time schedule (881159); records documenting routine administrative activities were destroyed.

Records of the Assistant Deputy Minister, Institutional Services

This series consists of the records of the Assistant Deputy Minister, Institutional Services of the Ministry of Health from 1982-1990. This Assistant Deputy Minister position existed from 1976-1991, and was succeeded by the Assistant Deputy Minister, Care Services from 1991-1993. The Assistant Deputy Minister, Institutional Services provided direction and leadership to the programs that administered hospital care and continuing care. These programs included the Office for Seniors, BC Ambulance Service, Continuing Care Division, Facilities Planning and Construction Division, Hospital Programs Division, Institutional Management Resources Division, and Emergency Medical Assistants Licensing Branch.

The series includes administrative records showing the day to day operations of the office and depicts changes and directives to related programs.

Records include the ADM’s daily correspondence; files on relevant acts and legislation; correspondence and other material from related health associations and societies; government committee and commission files, including the management committee and Assistant Deputy Minister Management Job Evaluation Committee; cooperation and liaison with other BC government bodies, other provincial governments and the federal government; subject files; files on related plans and programs; budgets; reports and statistics; treasury board submissions; and other administrative records.

Records are arranged roughly by date, then by file code number, except for some records from 1982 which are arranged alphabetically by file title.

Records of the Continuing Care Division

Records of the Continuing Care Division, a successor of the Long Term Care program. The Long Term Care program became effective 1 January 1978. It was designed to meet the needs of persons who could not live without help because of health-related problems which did not warrant care in an acute care hospital. The Ministries of Health and Human Resources were jointly responsible for the program. In 1983, the program's official designation was changed from Home Care/Long Term Care to Continuing Care Division, Institutional Services.

Box 1 - Physical Plant surveys for hospitals from AbbotsfordZeballos, done by James A. Hamilton and associates in 1948. Gives a good snapshot of hospitals and hospital services available at the time in different parts of B.C. The published report based on this information, A Hospital Plan of a Professional Educational Programme for the Province of B.C. (1949), gives only a general review of the suitability of various buildings. This report is available in GR 2650 box 3.

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Note that some files have been removed by the Ministry for tobacco litigation.
