Indexes to Orders in Council

The series consists of volumes of indexes to Orders in Council (OIC) created between 1872 and 1984. The indexes relate to GR-0113 Orders in Council. The oversize volumes were maintained by the Provincial Secretary's office prior to the introduction of an automated indexing system in 1985 and digitization of the records, now available on the BC Laws website: http://www.bclaws.ca/. In most instances, OICs are indexed under the name of the statutes to which they relate. The series also includes ledgers recording documents issued under the Great Seal. The ledgers are arranged by Act name and list the relevant OIC as well as the name and address of the appointee mentioned in the OIC.

Joint Reserve Commission records received by the Provincial Secretary

The records in this series consist of correspondence and reports inward to the Provincial Secretary from the Joint Indian Reserve Commission (Alexander Caulfield Anderson, Dominion Commissioner, Archibald McKinlay, Provincial Commissioner, and Gilbert Malcolm Sproat, Joint Commissioner). The records include reports; summaries of work; minutes of decision; census of Indian population, livestock and acreage of reserves; and two memoranda dated 1869 by J.W. Trutch regarding disputes about Indian lands in Cowichan district.

Copies of correspondence inward to the Lieutenant Governor from the Commissioners and certain correspondence with Dominion Officials is also included in the record. The records are as originally filed. In most cases, the original Provincial Secretary's file number may be seen on the first document in a file, eg., for file 3 the number is 664/76, representing the 664 document received in the year 1876.

Joint Reserve Commission

Records pertaining to care of indigents and destitute persons

The series contains records pertaining to the care of indigents and destitute persons created by the Dept. of the Provincial Secretary between 1911 and 1925.

Files consist of applications for relief, supporting documents from police constables and government agents, case files, administrative reports, and general correspondence. Reports on unemployment in specific communities in British Columbia, ca. 1911-1918 are also included.

Records created prior to 1923 were filed numerically and constituted a separate records series within the Provincial Secretary's office. Records created after 1923 were kept alphabetically, by name of applicant. Regrettably, contemporary registers and indices for these records have not survived.

Although it was "the duty of every city and district municipality to make suitable provision for its poor" [Municipal Act, RSBC 1911, c.170 s.526], the Department of the Provincial Secretary was largely responsible for the care of indigents and other destitute people in British Columbia. In fact, prior to the creation of the Department of Health and Welfare in 1946, the Provincial Secretary's office was often the only source of support for deserted wives and children, indigent widows and elderly persons, disabled workers and others in need of public welfare.

The Provincial Secretary administered funds to such groups through charitable accounts, the Workmen's Compensation Board, the Provincial Board of Health, and other agencies. At the local level, relief payments were often distributed by Provincial Police constables or Government Agents.

The Provincial Secretary was responsible for the administration of grants to public hospitals, and later regulation of the the hospitals, until the Hospital Insurance Service was established as the third branch of the Department of Health and Welfare in 1948. At that time the regulation of hospitals became the responsibility of the Hospital Insurance Service Branch. This collection is comprised of 6 series of records relating to the administration of the public hospitals of B.C.: files for individual public hospitals relating to special grants (1915-1947), annual reports of the public hospitals (1921-1933), correspondence of the Provincial Secretary and the Deputy Provincial Secretary with the public hospitals (1921-1933), a card series detailing monthly grants to the individual hospitals (1923-1941), a card series entitled "Liquor profits to hospitals" (1922-1929) and a card series detailing grants to orphanages and other charitable institutions and organizations (1890-1934). The series are not all complete. While there are annual reports of the hospitals for the years 1921-1937, the only complete sets are for 1921, 1923-1925, 1934 and 1936. Photographs of institutions operated by the Mental Health Services

The series consists of approximately 5250 black and white photographic negatives taken by Mental Health Services between 1948 and 1967. The negatives are acetate and are mostly in a 4 x 5 format with some 35 mm. There are 62 black and white prints interfiled with the negatives.

The photographs are of various British Columbia mental health institutions including the Boys Industrial School, Colony Farm, Colquitz Mental Home (Saanich), the Home for the Aged in Vernon and in Terrace, Woodlands School, Essondale (Coquitlam) and the Crease Clinic.

The photographs depict the grounds and buildings (both internal and external views) of the mental health institutions as well as photographs of construction and equipment. There are photographs of staff and patients involved in a variety of activities including medical treatments, events, ceremonies, leisure activities and other programs.

The negative files are arranged numerically in seven boxes: 1-657, 658-1004, 1005-1135, 1136-1242, 1245-1325, 1326-1409 and 1410-1499.

Certified copy of juror roll for Vancouver judicial district

The series consists of certified lists of grand and petit jurors for the judicial district of Vancouver, created in 1900 and sent to the office of the Provincial Secretary. The lists contain the names, addressed and occupations of the jurors as well as their number on the jurors roll.

The series consists of a photograph album created by the Dept. of the Provincial Secretary sometime between 1920 and 1940. The album contains 215 black and white prints of varying sizes showing the buildings, grounds and patients at the Public Hospital for the Insane at New Westminster, Essondale and Colony Farm. The photographs are captioned but not dated.

Several of the exterior shots of the buildings and grounds were taken by professional photographers and have been connected together to show panoramas. There are also exterior photos of farm activities and labour performed by patients. The majority of the photographs are of the patients themselves. These photographs illustrate various pathological types that were treated at the hospitals. They include men, women and children; shown as individuals and in groups.

Hospital construction and equipping cost statements

The series consists of financial statements solicited by the Provincial Secretary's office in 1920. Forms were sent to hospitals throughout the province requesting that each hospital provide the cost of constructing and equipping their hospital for the period 1903 to 1920. Some of the completed forms are accompanied by correspondence.

The series consists of miscellaneous films (some original footage and some composite prints) and videocassettes about British Columbia. It includes films about the BC Pavilion in Osaka (1970), British Columbia House in San Francisco (ca. 1965) as well as the opening of the 1971 BC International Trade fair, a film about lumbering in British Columbia (1925) and Crown Zellerbach lumber activities (1966) and a reel from ca. 1970 about sailing activities.

The series also includes two video copies of BBC films, one about lumbering activities and one about a search and rescue operation.

The photographs and at least some of the films were formerly held by British Columbia House in San Francisco. Some of the films are composite prints; F1984:10/002 appears to be original footage.

This series contains general correspondence between the Deputy Minister and Agents-General for British Columbia in London. The series includes a confidential report from the Fire Marshall on a fire that occurred at Government House in 1957. There is also general correspondence with the B.C. Commissioner for Trade and Tourism, San Francisco (1962-1974) and general inquiries to the Hon. the Premier (1953-1969). Letters includes notes and petitions from Vancouver City Archivist (Major Matthews) to HM the Queen, praying that the Westminster Regiment be allowed to bear the suffix "Royal." There are also three photographs of BC House in London, England, taken in 1951.
