This series consists of files kept by R. Ross Napier in his capacity as Supervisor of Assessors and Government Agencies, including agency folders with inspections and reports on personnel. In the addition, the series contains files on special projects: Merville fire relief, Lang Bay, Britannia Beach flood relief, investigations of Liquor Board, and refugees of the 1923 Yokohama earthquake. The series also includes a body of files created in 1909 by the Grading Commissioners appointed pursuant to the Civil Service Act to adjust salary levels and classification of servants.

This series contains records related to the Fire Insurance Commission of 1910. The commissioners, R.S. Lennie of Nelson, Day Hort MacDowell of Victoria and A.B. Erskine of Vancouver, were appointed to inquire generally into the business of fire insurance as carried on in the province of British Columbia. The records consist of typescript volumes of evidence taken at the Vancouver sittings (March 1910), Victoria sittings (March 1910), Nelson sittings (April 1910) and the evidence and argument at the final sittings at Victoria (June 1910). Also included is the report of the commissioners in which they stress the need for the provincial government to create an insurance department and to issue proper regulations.

Commission records consist of the original signed report, maps, exhibits, petition in favour of incorporation and evidence taken at the hearings.

This series consists of the records of the Royal Commission on Matters Relating to the Sect of Doukhobors in the Province of British Columbia, 1912. Commissioner William Blakemore was appointed in August 1912 to enquire into the organization, habits, customs and practices of the Doukhobor communities in British Columbia.

The records include Letters Patent appointing the commissioner (GR-0793.1, File 1, Reel B17011), three volumes of transcripts of evidence presented at proceedings (GR-0793.2, File 2, Reel B06072), the commissioner's report (GR-0793.2b, File 2b, Reel B17011), exhibits (GR-0793.3, File 3, Reel B17011) and a scrapbook of newspaper clippings (GR-0793.4, File 4, Reel B17011). The series also includes a photograph album entitled Doukhobor Commission photographs : Photographic views to illustrate the report of the Doukhobour [sic] Commissioner (see GR-0793.5). The album is frequently referred to throughout the report.

This series consists of the records of the Royal Commission to Inquire Into the Administration of South Vancouver Municipality, 1912. The commissioner, Vancouver accountant Matthew Joseph Crehan, was appointed on 6 May 1912 to inquire into the affairs of the Municipality of South Vancouver. He investigated the administration of school affairs (purchasing of school sites, supplies, awarding of contracts, etc.) as well as the administration of the departments of the municipal government. Commission records consist of the original signed report, plus copy and five volumes of typewritten transcripts of proceedings.

The Commissioner was appointed "to ascertain to what extent registration has been effected of subdivision of lands granted by the Crown since the passage of the Land Act Amendment Act, 1896, and what lots and blocks of land comprised in such subdivisions have been reconveyed to the Crown in accordance with the requirements of the said Act, and an Act to amend and consolidate the laws affecting Crown Lands.". The commissioner, Vancouver barrister Henry Osborne Alexander, was appointed to investigate the actions of past and present Boards of School Trustees of the City of Vancouver with regard to purchase and sale of school sites and school property, the purchase of furniture and supplies and generally all matters coming under the Board's jurisdiction. He was to investigate also the personal actions of all Board members, officers and employees, and appointments made by the Board.
