Files of J.W. Mainguy and P.M. Breel. Mainguy was the manager of the Consultation and Inspection Division of the BCHIS, later the Assistant Deputy Minister in charge of Hospital Insurance, 1972-1975. He was the original chairperson of the Planning Group, which was responsible for planning health care development in B.C. This accession includes his Planning Group files, 1966-1974, and the minutes of the Planning Group, 1965-1974. Breel was the Director of the Hospital Consultation and Inspection Division before being appointed Senior Director of Hospital Programs in 1976. This accession includes his subject and hospital files, 1974-1978.

Within the Planning Group files, the files for each regional hospital district include correspondence of the ministry with the local hospital board, letters from citizens, and intergovernmental memos.

Hospital Consultation Division records

These records document the activities of the Hospital Consultation Division, including its liaison with and supervision of public hospitals throughout the province. The records are arranged alphabetically by the geographic location of each institution, from Abbotsford to Williams Lake. Records relating to each hospital are separated into files for general correspondence (1964-1978), reports (1955-1976), functional program (1971-1978) and equipment (1974-1978). Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.

Hollywood Hospital fonds

There are two series of files: MS-3092 consists of 510 case files for patients treated with hallucinogenic drugs at Hollywood Hospital, with opening file dates from 1957 to 1968. As some patients returned for later treatments some of the material may date from the early 1970's. These files were kept in a separate series from Hollywood's other patient case files.

Most of the files contain correspondence and an autobiography recording answers to questions about early childhood, family relations, sexual history, mental health issues and problems with addictions. A standard file would also include a Minnesota Personality Profile, an analysis by a psychiatrist, a medical report on overall health, and a detailed log of the drugs that were administered and the patient's behavior while undergoing the hallucinogenic experience. Patients were also encouraged to prepare a report on their experience after the session, and to evaluate its benefit.

The case files are arranged in ascending order by patient case file number. Box 1 of MS-3092 contains index cards, filed alphabetically by patient name. Based on this index, more than 800 patients were treated with hallucinogenic drugs at the Hollywood Hospital, but only two thirds of the files have been located and transferred.

MS-3093 contains alphabetically-arranged index cards (Boxes 121 and 122) and selected patient case files for Hollywood Hospital patients who were NOT treated with hallucinogens (10 boxes). The majority of the patients were treated for alcoholism. MS-3093 patient files were created between 1944 and 1975.

The files consist mainly of Patient Identification Sheets, Physician's Orders and Progress Notes, Clothing and Article Lists, Laboratory Reports, History and Physical Examinations, Admission-Separation Records, and Consent for Treatment forms. Approximately 8% of the original 15,000 files were selectively retained, based on their year of file closure.

In 1948 the "Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. The British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. During its early years the BCHIS experienced many difficulties, particularly in collecting premiums. This difficulty was solved in 1954 when the government amended the Hospital Insurance Act abolishing premiums and providing that the Service be financed from consolidated revenue. An additional 2% was added to the sales tax effective April 1, 1954. These records illustrate the difficulties of collecting premiums, and other aspects of the work of the fledging BCHIS.

This accession is a small part, A - I, in an alphabetical series, of the Hospital Insurance Services' general office files. It includes material relating to the Liability and Adjustment division, the Inspector of Hospitals, the Hospital Advisory Council, as well as the executives, L.F. Detwiller (Commissioner) and D.M. Cox (Assistant Commissioner). The bulk of the files relate to the premium collections work, including correspondence with delinquent rate payers. The last part of this series, J-Z, did not arrive with this accession; its whereabouts, and whether it still exists, are unknown.

Records of the Hospital Insurance Inquiry Board

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

Hospital programs photographs

The series consists of photographs created by the British Columbia Hospital Programs and its predecessor body, the British Columbia Hospital Insurance Service, between 1949 and 1975 and including photographs back to 1929. The photographs are mostly black and white prints but there are also negatives and some colour prints. The photographs are in no particular order and document proposals, construction, ceremonies and openings of provincial hospitals. There are also press photos of senior staff, ministers, MLA's and branch staff. Occasionally a piece of correspondence relating to the photograph is included in the file.

The series consists of correspondence, 1913-1916, that was originally a part of the Provincial Secretary's Central Registry. The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Facility construction project case files

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Note that some files have been removed by the Ministry for tobacco litigation.

Box 1 - Physical Plant surveys for hospitals from AbbotsfordZeballos, done by James A. Hamilton and associates in 1948. Gives a good snapshot of hospitals and hospital services available at the time in different parts of B.C. The published report based on this information, A Hospital Plan of a Professional Educational Programme for the Province of B.C. (1949), gives only a general review of the suitability of various buildings. This report is available in GR 2650 box 3.

Tranquille Sanatorium records

In 1907 the British Columbia Anti-Tuberculosis Society built the Tranquille sanatorium for the care of persons afflicted with Tuberculosis. The provincial government purchased the sanatorium in 1921 from the Society. This unit includes a small amount of material from the pre-1921 period (1909-1920).

This unit includes records of the Anti-Tuberculosis Society, correspondence of the medical superintendent of Tranquille Sanatorium with his counterparts at many sanatoria in North America and with the Deputy Provincial Secretary. The reports of the Central Council of the Tuberculosis Division and the Coordinating Committee at Tranquille give a good picture of life in the institution, as does the file labelled "Pests". The lectures and examinations for student nurses give a useful view of the understanding and treatment of the disease. The unit also includes packages for various departmental conferences in the 1930s which show how the various branches of the Department of the Provincial Secretary were coordinated.

In 1958, when it was no longer required as a tuberculosis hospital, Tranquille was transferred to Mental Health Services.
