These are files of the Research Division of the British Columbia Hospital Insurance Service. In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare and tasked with administering the premium payment plan which provided hospital care benefits for acute illness at the standard ward level to residents of the province. The role of the B.C.H.I.S. quickly grew to include hospital financing, inspection, and advisory services related to hospital construction. The name of the branch changed from British Columbia Hospital Insurance Service to Hospital Programs in 1975, as part of a reorganization within the Ministry of Health. In the early years the B.C.H.I.S. was also responsible for the administration of the Welfare Institutions Licensing Act (transferred to the Dept. of Social Welfare in 1950) and the Provincial Infirmaries (transferred to the Health Branch in 1964). The Research Division was created in the second year of operation of the B.C.H.I.S. In the annual report of BCHIS for 1950 the responsibilities of the Research Division are listed as "this branch of the Service supplied all statistics necessary to the Service, which included compilation of progress and annual reports, surveys, and other information". In the 1951 annual report this description is broadened slightly, "maintained monthly progress reports, compiled statistics concerning hospitalization experience, and conducted special studies on matters related to the Service". There are two series of files, one series containing correspondence with individual hospitals and one series containing subject files. The first series in this unit, the bulk of these files, relate to individual hospitals and contain correspondence of the division with the hospitals, news releases of the ministry relating to the hospital, reports of the division relating to the individual hospitals and other research material relating to individual hospitals. The bulk of this series is from 1953-1965, with some material as late as 1975. The second series of files are subject files of the Research Division on such topics as rehabilitation, mental health, indian affairs, morbidity, social welfare, and pediatrics. They include minutes of the Planning Group (1974-1975), the BCHIS Management Group (1971-1974), Functional Program Review Committee (1970-1971), and the Radiological Advisory Council and Committee (1976-1979). The indexes to the Equipment Committee and the Rate Board minutes are included although the minutes are not.

Earlier minutes of the Planning Group (1965-1974) are catalogued under GR-2651.

Files of J.W. Mainguy and P.M. Breel. Mainguy was the manager of the Consultation and Inspection Division of the BCHIS, later the Assistant Deputy Minister in charge of Hospital Insurance, 1972-1975. He was the original chairperson of the Planning Group, which was responsible for planning health care development in B.C. This accession includes his Planning Group files, 1966-1974, and the minutes of the Planning Group, 1965-1974. Breel was the Director of the Hospital Consultation and Inspection Division before being appointed Senior Director of Hospital Programs in 1976. This accession includes his subject and hospital files, 1974-1978.

Within the Planning Group files, the files for each regional hospital district include correspondence of the ministry with the local hospital board, letters from citizens, and intergovernmental memos.

Records of the Hospital Insurance Inquiry Board

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

Tranquille Sanatorium records

In 1907 the British Columbia Anti-Tuberculosis Society built the Tranquille sanatorium for the care of persons afflicted with Tuberculosis. The provincial government purchased the sanatorium in 1921 from the Society. This unit includes a small amount of material from the pre-1921 period (1909-1920).

This unit includes records of the Anti-Tuberculosis Society, correspondence of the medical superintendent of Tranquille Sanatorium with his counterparts at many sanatoria in North America and with the Deputy Provincial Secretary. The reports of the Central Council of the Tuberculosis Division and the Coordinating Committee at Tranquille give a good picture of life in the institution, as does the file labelled "Pests". The lectures and examinations for student nurses give a useful view of the understanding and treatment of the disease. The unit also includes packages for various departmental conferences in the 1930s which show how the various branches of the Department of the Provincial Secretary were coordinated.

In 1958, when it was no longer required as a tuberculosis hospital, Tranquille was transferred to Mental Health Services.

In 1948 the "Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. The British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. During its early years the BCHIS experienced many difficulties, particularly in collecting premiums. This difficulty was solved in 1954 when the government amended the Hospital Insurance Act abolishing premiums and providing that the Service be financed from consolidated revenue. An additional 2% was added to the sales tax effective April 1, 1954. These records illustrate the difficulties of collecting premiums, and other aspects of the work of the fledging BCHIS.

This accession is a small part, A - I, in an alphabetical series, of the Hospital Insurance Services' general office files. It includes material relating to the Liability and Adjustment division, the Inspector of Hospitals, the Hospital Advisory Council, as well as the executives, L.F. Detwiller (Commissioner) and D.M. Cox (Assistant Commissioner). The bulk of the files relate to the premium collections work, including correspondence with delinquent rate payers. The last part of this series, J-Z, did not arrive with this accession; its whereabouts, and whether it still exists, are unknown.

These records document the activities of the Hospital Consultation Division, including its liaison with and supervision of public hospitals throughout the province. The records are arranged alphabetically by the geographic location of each institution, from Abbotsford to Williams Lake. Records relating to each hospital are separated into files for general correspondence (1964-1978), reports (1955-1976), functional program (1971-1978) and equipment (1974-1978). Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.

The series consists of photographs created by the British Columbia Hospital Programs and its predecessor body, the British Columbia Hospital Insurance Service, between 1949 and 1975 and including photographs back to 1929. The photographs are mostly black and white prints but there are also negatives and some colour prints. The photographs are in no particular order and document proposals, construction, ceremonies and openings of provincial hospitals. There are also press photos of senior staff, ministers, MLA's and branch staff. Occasionally a piece of correspondence relating to the photograph is included in the file.

The series consists of photograph files created by the British Columbia Hospital Insurance Service between 1949 and 1974 and including photographs back to 1920. The photographs, mostly black and white prints, are arranged in files alphabetically by community and consist of photographs of interior and exterior shots of hospitals and hospital construction, In addition to the files, there is a scrapbook of hospital photographs, also arranged alphabetically by community. The accompanying negatives are arranged by number.

Facility construction project case files

The series consists of records created between 1949 and 1995 by the Facilities Planning and Construction division of the Ministry of Health, and its successor divisions, the Design and Construction division and the Facilities Construction division. The majority of the records date to the 1980s and 1990s. The series consists of meeting minutes, requests for proposal, agendas, contract documents, change orders, financing approvals, and planning reports for the construction and alteration of hospitals and health care facilities across the province in accordance with the Hospital Act (RSBC 1996, c . 200), Hospital District Finance Act (RSBC 1996, c. 203) and the Building Safety Standards Act (RSBC 1996, c. 42).. The records document all aspects of health facility planning, construction, and renovation across the province. Some early files include complete inventories of ward equipment and many files contain long-range plans for health care facility development.

The series is covered by ORCS 50700-20. Files are arranged alphabetically by location within each accrual. Due to the fact that records arrived at the Archives in multiple accruals, files relating to a single facility or project can be found throughout the accession in several different boxes .

Private hospital establishment and inspection records

The series consists of incoming and outgoing correspondence, memoranda, financial statements, lists and inventories and sale agreements relating to private hospitals across the province. The records were created between 1941 and 1982 by the British Columbia Hospital Insurance Service and its successor body, the Hospital programs branch of the Ministry of Health. The records provide evidence of the licensing function of the branch, and provide information about the administrative structure of private hospitals in the province. Under the Hospital Act (RSBC 1960, c. 178, s. 10) no private hospital could be licensed without first receiving approval from the Chief Inspector. The series also provides evidence of the closure of private hospitals and the transferal of patients to other facilities. The series also includes a number of inspection reports for private facilities, although these are by no means complete and GR-2565 and GR-2567 provide additional inspection reports.

The series is arranged alphabetically by property name.

Hospital land titles and authorization records

The series consists of correspondence, memoranda, news releases, notes, financial statements, leases, land deeds and certificates for hospital land across British Columbia. The records were created between 1942 and 1986, with the majority of the files dating to the 1960s and 1970s. The series was created by the Hospital Programs branch of the Ministry of Health and documents the Division’s property management functions. The series consists of case files relating to the acquisition and disposal of hospital property, as well as responses to surveys sent by the Ministry of Health, and correspondence with various Land Registry Offices across the province. The surveys sent by the Ministry of Health requested that hospitals send details of their property in order to verify the existing property information held on record by the Ministry. Many of the records appear to have been generated in response to section 41 of the Hospital Act (RSBC 1960 c. 178), which states that, if a hospital is leased or transferred to another body, this action requires the written approval of the Minister.

Records in this series are covered by a variety of BC government ARCS numbers. Files are generally arranged alphabetically by the name of the hospital, although correspondence, survey, and disposition files are sometimes interfiled out of alphabetical order.

Hospital constitutions and bylaws

The series consists of correspondence, memos, annual reports, draft bylaws, procedures, short reports, constitutions, certificates created under the Societies Act, and small booklets, usually pertaining to a hospital society’s constitution and bylaws. The records provide evidence of the process of developing and amending constitutions and bylaws for hospital societies across British Columbia. Hospital societies appear to have been governed under both the Hospitals Act and the Societies Act, and the Revised Statutes of British Columbia has noted that “notwithstanding the Society Act, a society that owns or operates a hospital shall not exercise any of the borrowing powers conferred by the Society Act without the prior approval of the minister.” (RSBC 1979, c. 176) Under later iterations of the Hospitals Act, a society could not change its constitution or bylaws without ministerial approval. In many cases, however, amendments appear to have been made to the consitutions and bylaws in this series in order to comply with changes made to the Societies Act.

Records in this series are arranged alphabetically by institution name. The BC Cancer Foundation has been filed under “c” for “Cancer Foundation,” and the Mount Waddington Hospital Society was filed under “P” for Port McNeill.

Some of the files originally had records on both the left and right side of the file folder. The metal clips holding these records in place have been removed for preservation purposes. Records that were originally on the left side of the file can be found on the top of the records and are face down. Records that were originally on the right side of the file are on the bottom of the pile, and are face up.

Response to the Royal Commission on Health Care records

This series consists of responses to the Royal Commission on Health Care from the Royal Commission Response Office of the Ministry of Health, 1979-1992.

The series includes records received from various healthcare related associations and organizations, such as hospitals, nurses, midwives, acupuncturists, podiatrists, optometrists and others. These include their submissions to the Commission, responses to the Commission’s final report or general information about the professions and issues impacting their work.

Records created by the Ministry address specific recommendations from the Commission to improve Ministry of Health policies and practices. Issues were divided into the following working groups:

Working group 1 (W1): better management
Working group 2 (W2): regionalization
Working group 3 (W3): governance of professions & financing

These files include correspondence, reports, planning documents, policy documents, meeting minutes, statistics, maps, journal articles, newspaper clippings, work plans, and agendas. Issues addressed in the file include managing health information, immunization, sexually transmitted diseases, and healthcare regionalization and governance models. Records culminated in responses to the Commission’s recommendations and a series of discussion papers.

Note that some files have been removed by the Ministry for tobacco litigation.

Minister of Health executive records

The series consists of the executive records of Peter Albert Dueck (Minister of Health 1986-1989). The records document a broad range of administrative and operational activities of the Minister of Health’s office in 1989. Some of the subjects covered include the province of BC’s responses to abortion and AIDS; the Medical Services Commission issuance of the new CareCard; services for seniors; public/community and family health; regulation of health professions; health care administration; board and committee appointments; health related accolades and complaints; and monitoring of, and requests for infrastructure development funding from regional health care facilities in BC.

This record series is arranged alphabetically by subject. Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. Records include incoming and outgoing correspondence between the Minister of Health and other government executive members, the public, health colleges, boards and commissions, health professionals, and regional health care facilities. The series also includes memoranda and reports; policy papers; briefing notes, speaking notes, and meeting materials; treasury board submissions; and other internal records on branch activities. Records of the Assistant Deputy Minister, Institutional Services

This series consists of the records of the Assistant Deputy Minister, Institutional Services of the Ministry of Health from 1982-1990. This Assistant Deputy Minister position existed from 1976-1991, and was succeeded by the Assistant Deputy Minister, Care Services from 1991-1993. The Assistant Deputy Minister, Institutional Services provided direction and leadership to the programs that administered hospital care and continuing care. These programs included the Office for Seniors, BC Ambulance Service, Continuing Care Division, Facilities Planning and Construction Division, Hospital Programs Division, Institutional Management Resources Division, and Emergency Medical Assistants Licensing Branch.

The series includes administrative records showing the day to day operations of the office and depicts changes and directives to related programs.

Records include the ADM’s daily correspondence; files on relevant acts and legislation; correspondence and other material from related health associations and societies; government committee and commission files, including the management committee and Assistant Deputy Minister Management Job Evaluation Committee; cooperation and liaison with other BC government bodies, other provincial governments and the federal government; subject files; files on related plans and programs; budgets; reports and statistics; treasury board submissions; and other administrative records.

Records are arranged roughly by date, then by file code number, except for some records from 1982 which are arranged alphabetically by file title.

The records include policy precedents, lists of staff and administrators, and information on financial proceedings and grants. The records were created under the Hospital Act (RSBC 1979, c.176), the Hospital District Act (RSBC 1979, c.178), and the Hospital Insurance Act (RSBC, 1979, c. 180). They were created by the BC Hospital Programs Division and its predecessor, BC Hospital Insurance Service, both under the Ministry of Health.

The series consists of correspondence and other records of the executive director’s office, Hospital Programs, Ministry of Health. The correspondence is between members of the Health Programs executive team (executive director, regional directors, Assistant Deputy Minister, Deputy Minister, and Minister of Health) and regional hospitals or health care facilities in British Columbia. The correspondence documents routine business activities relating to hospital reviews, hospital programs, staffing levels, hospital expansion, hospital expenditures, operating budgets and other financial/funding issues, hospital complaint files, hospital annual reports, and regional hospital district matters. The records were created by the Ministry of Health’s Hospital Programs division and Hospital Insurance Service between 1974-1989. These records were created under the Hospital Act (RSBC 1996, c. 200), Health Act (RSBC 1979, c. 161), and Health District Act (RSBC 1996, c. 202).

Deputy Minister of Health executive records

The series consists of executive records documenting the activities of the Deputy Minister of Health’s office from 1987-1989 (mainly Deputy Minister, John Noble). These records provide evidence of the deputy minister office’s role: advising the minister and supporting the following ministry operations and programs: institutional services, community care/family health, and preventative health. They also document the ministry’s mandated/legislated relationship with health-related commissions (Medical Services, Emergency Health Services) and various associations. Deputy minister correspondence and subject files demonstrate the office’s advisory/supporting role in delivering effective health services across the province. Ministry of Health executive committee meeting materials provide evidence of the management of programs, policies, and people in the ministry. These records were created under legislation administered by the Ministry of Health such as: Ministry of Health Act (RSBC 1996, c. 301), the Hospital Act (RSBC 1996, c. 200), and Medical Service Plan Act, 1981 (RSBC 1979, c. 18).

Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. The files also contain an internal file code. Records include incoming and outgoing correspondence between the Deputy Minister of Health, Minister of Health, and other government executive members, the public, and regional health care facilities and organizations. The series also includes memoranda and reports, briefing notes, meeting materials, and other records documenting ministerial activities. The records are covered by the Executive Records schedule (schedule 102906). Routine administrative records were destroyed.
