Vernon County Court indexes

The fonds consists of project files created by Jean Jacques André Consultants Ltd., and André & Associates Interpretation & Design Ltd., a Victoria-based company. Headed by Jean Jacques André (1932-2021) and his wife, Joan André, and later his daughter, Bianca Message, the family company planned and designed exhibits for museums, historical organizations, and cultural and visitor centres across North America and around the world. The fonds cover the period 1967 to 2014.

Assistant Deputy Minister of Human Resources executive records

The series consists of the executive records of the office of the Assistant Deputy Minister of Human Resources. The records document key activities of the Assistant Deputy Minister’s office related to administering the ministry’s social services and income security programs. The Assistant Deputy Minister supports the Deputy Minister to deliver programs related to income assistance, disability services, supports for seniors, family and children’s services, child protection services, Pharmacare, and other social services. The records were created and received by the Assistant Deputy Minister’s office between 1966-1979 in British Columbia. During this time period, the Assistant Deputy Minister’s office fell under the Ministry of Human Resources (1976-1986), Department of Human Resources (1973-1976), Department of Rehabilitation and Social Improvement (1970-1973), and the Department of Social Welfare (1959-1970). Some of the files relate to child care, community health and human resources centres, family and children’s services, seniors’ services, health care, PharmaCare, the Vancouver Resources Board, and the regionalization of social programs and services. The latter reinforces the regional service delivery structure of the ministry, defined by geographic areas.

The records are arranged alphabetically by subject. They consist of correspondence, news clippings, memoranda, reports, meeting materials, policy documents, and research files. The records are covered by the Executive Records schedule (schedule 102906).

Telegrams and other correspondence of the Premier

The series consists of John Robson’s correspondence and telegrams created and received in 1888, the year Robson was Provincial Secretary, Minister of Mines, acting Premier, and MLA (Member of the Legislative Assembly) for New Westminster. Robson was acting Premier during Premier Alexander Edmund Batson Davie’s long illness and upon his death in 1889, Robson became Premier. The series documents the functions and activities of a senior government official who occupied many roles. Noteworthy topics include a report of small pox among Indigenous people in Squamish and correspondence from Robson to the mayor of Vancouver, David Oppenheimer, emphasizing federal jurisdiction over Indigenous health; correspondence regarding small pox outbreaks south of the river on the mainland and Dr. Richard Bentley’s appointment as health officer; correspondence to and from Prime Minister John A. Macdonald to the Premier of BC regarding the Alaska boundary issue; construction of a railway in the Kootenays; correspondence from Robson to Mayor Oppenheimer regarding the storage of dynamite within city limits, and the response from the Mayor promising its removal to a magazine near Dead Man’s Island.

The series is arranged chronologically from Jan 1888 to Dec 1888. The records consist of correspondence files and telegrams. They were preserved by the Office of the Premier and were found in museum storage in 1980. These records were transferred to the BC Archives without a schedule.

Records were received in ten labelled boxes containing file folders with labels corresponding to their contents arranged alphabetically. Files contain records related to contemporary issues and events; local, provincial, and federal. Record types include correspondence, newspaper clippings, pamphlets, publications, editorials, reports, briefs, memoranda, and notes.

Records are arranged into series that roughly correspond to box labels. Files within series are arranged in the order in which they were found. In some cases, files were condensed or created to house similar records. Series include:

BC towns and cities maps

The series consists of copies of maps of various towns and cities in British Columbia, collected by the Map Division of the Provincial Archives. Between 1974 and 1981, the Map Division wrote to town clerks and other municipal officials asking for copies of town maps for reference purposes. The maps sent in range in date and quality and include published street maps, copies of survey maps and other ephemera. The files were arranged in alphabetical order by name of town, village or city and kept in the Archives Map Division filing cabinet.

The series consists of records created by Cabinet committees, Deputy Ministers' committees and sub-committees between 1969 and 2005. Records include agendas, records of decisions, and meeting minutes as well as related reports, briefing notes, backgrounders, recommendations, communication plans, information packages and correspondence associated with or referenced in meetings. Most files contain records related to a particular meeting, however, there may also be subject files, publications, document requests, correspondence files, committee trips and administrative files from the committees.

Committee files provide evidence of their discussions, decisions and policy creation. Cabinet committee deliberations focus on strategic priorities and substantive issues, the acceptance or rejection of recommendations, and the early notification and review of contentious issues. Cabinet committees provide a forum for thorough analysis of an issue or fulfill mandates enunciated by statute. The Premier establishes committees, and determines their mandate, authority and membership.

Many files relate to Environment and Land Use Committees (ELUC). A large portion of these committee files relate to appeals for the use of land in the Agricultural Land Reserve (ALR). The ELUC is responsible for deciding on appeals from Agricultural Land Commission decisions related to the exclusion or addition of land in the ALR. Land may be requested for exclusion from the ALR so it can be used for commercial, residential or other uses. These files may be the original application and appeal files from the Agricultural Land Commission. There are also subject files and reports on land use projects, such as the creation of parks, hydroelectric projects, mines, as well as files on subjects such as foreign ownership. These files may contain maps and other cartographic material.

The series includes Cabinet (Executive Council) meeting case files. Cabinet is chaired by the Premier and consists of all Cabinet ministers. It is the central decision-making body of government and a collective body for Cabinet ministers to decide significant government issues.

The series includes Deputy Ministers' meeting case files. This council is a strategic planning and problem-solving forum for deputy ministers, with a focus on corporate issues.

The series includes Core Review and Deregulation Task Force meeting files between 2001-2003. This task force was responsible for conducting a general review of government operations and Crown corporations, to help prepare ministry service plans.

This series also contains open cabinet meeting materials. One of the key commitments of the BC Liberal government's 2001 election platform was to hold open, televised Cabinet meetings that were broadcast live on the Internet at least once a month. The Premier of the time, Gordon Campbell, stated this was to ensure that major capital spending decisions and land-use decisions involving the Agricultural Land Reserve (ALR), new parks, land claims and tenure reform were decided by Cabinet in public, and not behind closed doors. From 2001 to 2004 the Liberal government held approximately 30 open cabinet meetings.

The series does not include the records of the Cabinet Committee on Legislation or the Deputy Ministers’ Committee on Legislation; these records can be found in series GR-3677.

Coloured file removal slips in the boxes indicate files which were removed for the tobacco litigation case in the late 1990s and early 2000s.

Records in the series are covered by ORCS 10400-20 of schedule 881099 (Office of the Premier and Executive Council) and were scheduled for full retention. Deputy Minister's Council files are covered by ORCS 10500-20. Cabinet meeting case files are covered under ORCS 10200-20.

Condolence books for the death of Queen Elizabeth II
