Council of Public Instruction records

This series consists of official orders and correspondence inward from the Superintendent of Education, primarily regarding acquisition, disposal of school lands and staff appointments; record of business conducted by the Council, Oct. 16, 1928 to Oct. 24, 1929; and minutes of Council meetings, June 17 to Aug. 3, 1929.

Superintendent of Education correspondence and other material

GR-0450 consists of letterbook copies of correspondence outward from Superintendents John Jessop (1872-1878), C.C. McKenzie (1878-1884), S.D. Pope (1884-1899), Alexander Robinson (1899-1919) and S.J. Willis (1919-1946). The letterbooks document the multifarious duties of the Superintendents of Education, who were responsible for the administration and overall management of the provincial public school system. The first seven years of correspondence may have been written in the Superintendent's capacity as Chairman of the Board of Education.

Due to its artifactual value, only volume 1 was retained after microfilming.

Indexes to correspondence outward are included in this unit. However, the indexes have certain characteristics and idiosyncracies which researchers should note before consulting the records. No index exists to correspondence outward for 1872 and most of 1873. Correspondence outward for the period December 1873 - March 1881 is indexed in the letterbooks for those years (vols. 2-5). Another overlapping index for the period 1878-1881 will be found in vols. 192 and 193.

A more comprehensive system of indexing commenced in April 1881 and continued on through December 1905. Correspondence outward for this period was indexed in separately bound volumes (vols. 194-207). In 1906 the bound volumes were replaced by boxed index cards. GR-0450 includes index cards up to and including 1915. Regrettably, cards for the years 1916-1919 have not survived and, as a result, vols. 148-191 are not indexed.

Researchers should also be aware of the indexing methods used in the Education Office over time:

  1. Correspondence outward, Pre-1901 (Vols. 2-5; 192-205)
    Correspondence outward, 1873-1900, was indexed alphabetically, by name of recipient. For example: correspondence concerning a school would be addressed to the secretary of the local board of school trustees; it was then indexed under the name of the secretary, not under the name of the school or school district. Researchers will need to know the names of school board secretaries in order to search the indexes for documents pertaining to a particular school. The best way of identifying these officials is to consult the Annual Reports of the Public Schools. In the appendices of the Reports researchers will find an alphabetical list of public schools, showing the names of local school trustees and indicating which of the trustees had been designated secretary.

  2. Correspondence outward, 1901-1913 (Index vols. 206-207; Index card boxes 208-212)
    Beginning January 1901, correspondence outward was indexed alphabetically, by name of school or school district. Between 1906 and 1913 special index headings were reserved for correspondence with the Department of Public Works (re: the construction and maintenance of school buildings) and with provincial School Inspectors.

  3. Correspondence outward, 1914-1915 (Card Index Boxes 213-216)
    Outgoing correspondence was divided into four broad categories: General, Cities, Municipalities, and Rurals. Within each category, correspondence was indexed alphabetically. "General" correspondence includes routing circulars, acknowledgements of petitions for schools, replies to applications for teaching appointments, etc. In the "General" category special index headings were also reserved for correspondence relating to school gardens (Agriculture), school law (Attorney-General), Cadet Corps, Finance, the Free Text-Book Branch, Provincial Normal Schools, Public Works Depts., School Inspectors, Technical Education and U.B.C. Under "Cities" will be found correspondence relating to Graded City Schools; under "Municipalities," correspondence pertaining to Rural Municipality Schools. "Rurals" describes correspondence concerning the small Rural and Assisted Schools in the province.

To determine the status of a particular school i.e. whether it was classified as a graded city school, a municipal school, etc., consult the published Annual Reports of the Public Schools.

Cabinet committees meeting case files

The series consists of records created by Cabinet committees, Deputy Ministers' committees and sub-committees between 1969 and 2005. Records include agendas, records of decisions, and meeting minutes as well as related reports, briefing notes, backgrounders, recommendations, communication plans, information packages and correspondence associated with or referenced in meetings. Most files contain records related to a particular meeting, however, there may also be subject files, publications, document requests, correspondence files, committee trips and administrative files from the committees.

Committee files provide evidence of their discussions, decisions and policy creation. Cabinet committee deliberations focus on strategic priorities and substantive issues, the acceptance or rejection of recommendations, and the early notification and review of contentious issues. Cabinet committees provide a forum for thorough analysis of an issue or fulfill mandates enunciated by statute. The Premier establishes committees, and determines their mandate, authority and membership.

Note that committees may be identified by their full name, part of the name or an acronym in the file list.

Many files relate to Environment and Land Use Committees (ELUC). A large portion of these committee files relate to appeals for the use of land in the Agricultural Land Reserve (ALR). The ELUC is responsible for deciding on appeals from Agricultural Land Commission decisions related to the exclusion or addition of land in the ALR. Land may be requested for exclusion from the ALR so it can be used for commercial, residential or other uses. These files may be the original application and appeal files from the Agricultural Land Commission. There are also subject files and reports on land use projects, such as the creation of parks, hydroelectric projects, mines, as well as files on subjects such as foreign ownership. These files may contain maps and other cartographic material.

The series includes Cabinet (Executive Council) meeting case files. Cabinet is chaired by the Premier and consists of all Cabinet ministers. It is the central decision-making body of government and a collective body for Cabinet ministers to decide significant government issues.

The series includes Deputy Ministers' meeting case files. This council is a strategic planning and problem-solving forum for deputy ministers, with a focus on corporate issues.

The series includes Core Review and Deregulation Task Force meeting files between 2001-2003. This task force was responsible for conducting a general review of government operations and Crown corporations, to help prepare ministry service plans.

This series also contains open cabinet meeting materials. One of the key commitments of the BC Liberal government's 2001 election platform was to hold open, televised Cabinet meetings that were broadcast live on the Internet at least once a month. The Premier of the time, Gordon Campbell, stated this was to ensure that major capital spending decisions and land-use decisions involving the Agricultural Land Reserve (ALR), new parks, land claims and tenure reform were decided by Cabinet in public, and not behind closed doors. From 2001 to 2004 the Liberal government held approximately 30 open cabinet meetings.

The series does not include the records of the Cabinet Committee on Legislation or the Deputy Ministers’ Committee on Legislation; these records can be found in series GR-3677.

Coloured file removal slips in the boxes indicate files which were removed for the tobacco litigation case in the late 1990s and early 2000s.

Records in the series are covered by ORCS 10400-20 of schedule 881099 (Office of the Premier and Executive Council) and were scheduled for full retention. Deputy Minister's Council files are covered by ORCS 10500-20. Cabinet meeting case files are covered under ORCS 10200-20.

Issues in policy and planning files

The series consists of memos, newspaper clippings, correspondence, press releases, briefing notes, meeting minutes, reports, and Cabinet submissions created by the Office of the Premier between 1980 and 1996. The records provide evidence of Cabinet’s work in policy creation. The records address a variety of issues, including women’s employment, education, First Nations issues, and income assistance. The records reflect important topics of the day and the policy-creation process.

Records are arranged in alphabetical chunks throughout the different accessions.

There is evidence that records in the series were used in Tobacco Litigation in the 1990s.

The ORCS number used for these records was later used for legislation review and approval case files, as it was believed that this description better reflected the records that were being filed under the secondary. Researchers may wish to consult GR-3677 (Legislation review and approval case files) as there is a degree of overlap, particularly with the later records in this series.

Park management files

The series consists of park management files created by the Parks and Outdoor Recreation Division and its predecessor body the Parks Branch between 1957 and 1981.
The files are arranged in numerical order by the parks file code and include files about specific land and marine parks as well as general files relating to planning, park management, equipment, agreements and other matters.

Quesnel Supreme and County Court probate cause books

The series consists of volumes of probate cause books for the Supreme and County Courts of Quesnel. Records are arranged chronologically and show the name of the deceased, the name of the petitioner, and the steps taken to administer the estate, included but not limited to conducting searches of the Central Wills Registry. Container 831222-0001 contains an alphabetical index to the volume in 831222-0002.

Transportation minister correspondence

Series consists of correspondence between members of the public and the Ministry of Transportation between the years 1993-2003. The majority of the correspondence consists of letters from the public sent to the Minister of Transportation. The letters deal with various forms of transportation including automobiles, ferries, marine, railroads, transit, pedestrian and cycling. The subjects include the condition and maintenance of transportation infrastructure including highways, roads, sidewalks, bridges and ports and sidewalks. Some of the letters relate to transportation issues that also fall under the jurisdiction of municipalities and the Federal Government.

When the ministry received these letters, the Correspondence Branch assigned a unique number to each letter in the ministry’s correspondence tracking database called Cliff. The branch would then research the issue, request information from ministry staff and draft a response. The draft response was then forwarded to the minister’s office who would review the letter and either sign it or return it to the branch for further revisions.

The files contain the letter from the public, notes and registration forms by the ministry, draft replies and a copy of the final response. Some letters were sent to the ministry with attachments such as reports, photographs, and videos.

The letters are arranged numerically by the Cliff number or by another number. The letters from 1993-1998 are arranged annually by a sequential number that begins at 1 at the beginning of each year.

There are gaps in the records. Some file folders were transferred to the archives empty. Between 1993 and 1997 the ministry often “batched” letters that are similar in nature. This is especially true for things such as petitions. During this same time they would also create separate files for letters that the ministry did not respond to. The file titles for these were labelled as “no response” or “FYI” in the file titles.

The records were classified by the ministry under 280-30 in the Administrative Records Classification System (ARCS).

Stumpage adjustment summary reports

The series consists of stumpage adjustment summary reports generated by the Revenue Branch of the Ministry of Forests. These are reports that have been printed from the Ministry of Forest computer system. They were used determine the fees to charge forest companies.

The files cover all areas of the Province and were created in accordance with the Forest Act (RSBC 1996, c. 157). The Province is divided into two appraisal regions for the purposes of stumpage. These regions are the Coast and Interior and each of these is documented in separate reports.

Most of the reports document the mean value index for timber and help forecast the revenue to the province. The reports have a wide range of information and include district summaries, rate calculations arranged by district, value of species, and mark volume.

The ministry ran reports from January, April, July and October. Each report is dated and named and there are also coloured sheets of paper at the front of each file that correspond with the month of the report. Blue sheets are from January, green sheets are from April, pink sheets are from July and yellow sheets are from October. The records arrived in the archives in no discernible order. The archives has arranged them by date and region.

These records are classified as 21710-30 in the Forest ORCS which states that the records are retained for seven years by the ministry and then transferred to the archives.

Municipal financial statement records

The series consists of year-end, audited financial statements and balance sheets, submitted by municipalities to the Department of Municipal Affairs, Inspector of Municipalities, dating from 1925 to 1956.

Year-end financial statements include statements of receipts and payments, and revenue and expenditure, for each municipality. Also included are year-end balance sheets for public utilities such as waterworks, which include the statement of the utility’s assets, liabilities, revenue and expenditures. The series also consists of records of revenues, expenditures and indebtedness for bodies such as hospital boards and school districts.

The records provide significant financial information about local governments not readily available elsewhere and offer evidence of an important function of the Department of Municipal Affairs -- that of oversight and review of the finances and activities of municipalities in the province. The Local Government Act required municipalities and regional districts to submit to the inspector of municipalities audited financial statements.

The series is arranged alphabetically by municipality.

The records were previously, for unknown reasons, in the custody of UBC Library, Special Collections, and transferred from there to BC Archives.

Nanaimo Supreme Court family orders and reasons for judgement

The series consists of orders and reasons for judgement concerning family law cases heard in the Nanaimo Supreme Court between 1984 and 1997. The records are arranged by case file number and are in roughly chronological order. Orders are the formal expression of the ruling of the court, whereas reasons for judgement provide the explanation for the order. Reasons for judgement are given at the conclusion of a court hearing. Family law records include those relating to divorces, child custody, and family maintenance.

The records are covered by secondary 51450-25 of the Court Services Operational Records Classification Schedule (schedule 100152).

Kelowna Supreme Court wills

The series consists of original copies of wills probated in the Kelowna Supreme Court between 1986 and 2002. The wills are organized by probate number, and are generally arranged in numerical order. Files in boxes 15 and 16 contain wills dating from approximately 1987 to 1993 that were not filed elsewhere in the accession. Researchers are encouraged to check these boxes if they cannot locate the file they are looking for in the other boxes. While the wills are generally filed by probate number, there is one file that has been arranged alphabetically. This spans several years and appears to contain wills that were missed in the original filing.

An nominal index to probate records for Kelowna can be found in GR-2226. Researchers should use this index to identify the probate number for the relevant individual, and then use this number to find the original will.

Records are retained under ORCS 51460-30 of the Court Services Operational Records Classification System (schedule 100152).

Tree farm licence annual reports

This series consists of annual reports submitted by the holders of tree farm licences. Each tree farm licence requires the licensee to submit an annual report. The licensee must report on:

  1. their performance over the previous calendar year in relation to its management of the licence area and their obligations under the licence,
  2. their success in meeting their management objectives, including all employment and economic activities,
  3. the processing or other use or disposition of the timber harvested under the licence, and,
  4. their goals and major initiatives for the next calendar year.

The series is arranged annually by the tree farm licence number. The reports have been placed in file folders which, in some cases, also contain copies of correspondence between ministry staff, and/or the Licensee and references to the applicable “0” lands file. Some of the reports contain attached photographs to provide additional information.

Records of the Royal Commission on Uranium Mining

The series consists of clippings files, reports, published material, and exhibits and submissions used in the work of the Royal Commission on Uranium Mining between 1979 and 1980, although some of the records themselves date back to the 1960s. At some point following their usage, the records were transferred to the Library Services branch of the Ministry of Employment and Investment. It is unclear whether or not the Library Services branch further arranged the records or whether material was added to the records at this time. Many of the reports and exhibits mirror Royal Commission holdings in other series, but the provenance of the newspaper clippings files is unclear.

The series is arranged by type of record. Containers 930210-0002 and 0004 contain third party reports. Many of these document work done in Japan. Containers 930210-0015, 0024, and 0027 contain clippings collected from newspapers across BC, as well as several from Alaska and the United Kingdom. Many of the newspaper articles are arranged by date, although some are arranged by subject matter. Container 930210-0034 contains published materials from a variety of sources, including the International Atomic Energy Agency, the United Nations, the World Health Organization and the works of the Royal Commission itself. Container 930210-0039 contains transcripts and submissions from the Royal Commission. Container 930210-0040 also contains exhibits from the Royal Commission. Records in boxes 930210-0039 and 930210-0040 are stamped with a unique four-digit “S” number. It is unclear whether this was a number assigned by the Royal Commission or whether it was added by the Library Services branch at a later date.

Accession records created while the records were still in the custody of the Library Services branch show that several boxes were destroyed after being deemed duplicates of material already held by the Archives. The records are classified under special schedule 112907 (Commission of Inquiry records), which states that “commission of inquiry records are the administrative and operational records of the office of the chair of any commission issued or inquiry held under the Inquiry Act (RSBC 1996, c. 224).

Tree farm cutting permits from the Port Alberni Forest District

The series consists of tree farm cutting permit files from the Port Alberni Forest District. These files document the permit application process and the general administration of existing cutting permits in forests that are part of tree farm licences (TFL) 20, 21, 22, 44, 46 and 54. The records were created between 1955 and 1992.

The series is arranged by accession, then the tree farm number followed by the cutting permit number. The files contain forms, reports, correspondence and maps. The files consist of cutting permit applications, ministry approvals, revisions to the permit, forest appraisals, a description and maps of the area that will be logged, future plans for the area as well as ministry audits of the work that has been undertaken.

The files are for TFL 44, TFL 20 and TFL 21. In 1984, TFL’s 20 and 21 were consolidated to create TFL 44.

Timber sale harvesting licences from the Port Alberni Forest District

The series consists of timber sale harvesting licences (TSHL) from the Port Alberni Forest District. Timber sale harvesting licences were first introduced in 1967 and provided individuals and businesses with a permit to cut a volume of timber. This series documents the Government’s administration of timber licences during the period of 1970-1982.

The series contains records for TSHL’s A00633 and A02810. There are multiple files for each TSHL and each file corresponds to specific cutting permit. Each file contains correspondence, reports and may also contain maps of the cutting area. The files also contain the TSHL application, cutting permit, timber value appraisals and reappraisals, stumpage rate notices, cutting plan maps, and inspection reports.

Assessment appeal books

The series consists of records created by the British Columbia Taxation Branch, and its predecessor body the Superintendent of Taxes, between 1924 and 1965. The series contains books which record the outcome of Court of Revision appeals held on the Gulf Islands regarding the assessment of property for taxation purposes. The series also includes a transcript of proceedings from 1959 regarding an appeal by the Saanich Municipality against the assessment roll.

The series consists of park management files created by the Parks and Outdoor Recreation Division and its predecessor body the Parks Branch between 1970 and 1981.
The files are arranged in numerical order by the parks file code and include files about specific land and marine parks as well as general files relating to planning, park management, equipment, agreements and other matters. Many of the park files include cartographic drawings.

Jack Webster radio broadcast collection

The collection consists primarily of radio broadcasts for 1977-1978, representing the period before Webster switched to broadcast television for his current affairs talk show. These broadcasts were recorded at both his Vancouver and his Victoria studio (Room 178 of the Empress Hotel). Also included are five (5) audio reels relating to interviews with Prime Minister Pierre Elliott Trudeau in 1972.

Also included are the original CJOR Webster Program log books for 1977-1978 and a small number of photos of Jack Webster and selected interviewees taken during these interviews.

Grand Forks Provincial Court offence and complaint books

The series consists of four volumes of offence and complaint books dating from 1924 to 1949. Two books appear to have been kept concurrently for the period 1943 to 1947. Offences do not appear to be duplicated between them. The volumes provide a brief description of the offence, the action taken by authorities, and the result. The volumes cover a variety of offences, from unattended livestock to allegations of domestic abuse. Typical entries list the name of the complainant(s) as well as names of those interviewed or searched. A nominal index is included in the front of the 1943-1947 and 1943-1949 volumes.

Records of the Assistant Deputy Minister, Corrections Branch

The series consists of memoranda, reports, meeting minutes, discussion papers and correspondence created and received by the Assistant Deputy Minister of the Corrections Branch of the Ministry of Attorney General. The records were created between 1979 and 1997, and document the functions of the Branch. In particular, the records provide evidence of the administration of the Corrections system and the experiences of inmates. The series includes letters of complaint from inmates housed in correctional facilities across BC as well as correspondence and reports on various incidents, such as cases of self-harm, attacks by other prisoners, and the Oakalla prison riot. The series also provides evidence of programs administered by the Corrections branch, including probation, supervision and monitoring, recreational activities for inmates, and meal planning at correctional facilities.

The majority of the records were arranged by a coding system used by the Corrections branch, although this was later replaced by the ARCS/ORCS system in use today. Larger accessions were arranged in several batches based on the date that records were sent off-site. In most cases, the archivist did not physically rearrange the records, but intellectually arranged the file list so that all related records are collocated as they most likely would have been in the office of origin. Records arranged by ARCS/ORCS number have been placed towards the end, along with chronological correspondence files and uncoded subject files.

This series consists of records of the Task Force on the Community College, 1974 under Chairperson, Hazel L'Estrange. Records include reports, memos, agendas, minutes, public submissions, briefs, and hearing records. The series includes submissions from Academic Board of British Columbia, Douglas College, Capliano College, Cariboo College, Okanagan College, Vancouver City College, Camosun College, and others. It also includes a sound recording of a submission from Malaspina College.

Although the colonies of Vancouver Island and mainland British Columbia were united in 1866, the Supreme Court of each Colony remained as two separate Supreme Courts until they were merged in 1870 as the Supreme Court of British Columbia, based in Victoria

This series consist of Provincial Police Department Forms of Application for Position as Constable used in conjunction with employment in the Gaol Service. Applications include the applicant's full name, occupation, nationality, religion, age, date of birth, height, weight, health, marital status, length of residence in British Columbia, references, experience, etc. submitted in the applicant's own handwriting. Many are accompanied by letters of reference and the Oath of Allegiance and Oath of Office; some are annotated.
