The Ministry of Government Services' Government Information Services (GIS) was the centralized government agency for producing audio-video programs for all ministries and JEM Productions was contracted by the GIS to shoot and edit various programs.

This series represents provincial government functions and events representing various regions of British Columbia, including the lower mainland, Peace River and Okanagan regions.

The records consist of 10 videos and 1 film comprising current government initiatives and accomplishments; coal mining and dam developments; BC Place and BC Transit development; a 1986 premier's address; and development of the Coquihalla highway.

Public relations photographs

The series consists of photographs created by the Special Services Branch of the Ministry of Tourism and Government Information Services between 1980 and 1985 to document government activities for public relations purposes. There are 544 35mm rolls of colour and black and white film arranged by file number, date and title. Each file contains one or more rolls of film documenting a particular event. The file number consists of the last two digits of the year the event happened combined with the number of the file, eg. 80-001. In addition to the negative rolls of film, contact sheets were created and identified with the file number, roll number and title. The contact sheets are all b&w and were clearly used for quick reference. The events documented include official government activities such as the opening of buildings, delegations and other official visits, awards, tours, festivals and games.

"The Klondyke Gold Rush". Journal of a trip to the Klondyke from Victoria in 1897 by John Charles McGregor in which he describes his experiences while travelling and mining for gold in the Yukon. On this journey, McGregor was accompanied by R. Gibson, William Grey and A. McGregor. 13 leaves.

The series consists of memos, newspaper clippings, correspondence, press releases, briefing notes, meeting minutes, reports, and Cabinet submissions created by the Office of the Premier between 1980 and 1996. The records provide evidence of Cabinet’s work in policy creation. The records address a variety of issues, including women’s employment, education, First Nations issues, and income assistance. The records reflect important topics of the day and the policy-creation process.

Records are arranged in alphabetical chunks throughout the different accessions.

There is evidence that records in the series were used in Tobacco Litigation in the 1990s.

The ORCS number used for these records was later used for legislation review and approval case files, as it was believed that this description better reflected the records that were being filed under the secondary. Researchers may wish to consult GR-3677 (Legislation review and approval case files) as there is a degree of overlap, particularly with the later records in this series.

BC Parks survey reports

This series contains survey reports created by BC Parks. The majority of these reports were done to assess customer satisfaction during park day visits and overnight campground stays. They document visitor satisfaction trends, importance rankings of services and facilities and offer comparisons to other years as well as recommendations for improving visitor experience. This series also includes employee satisfaction survey reports in which BC Parks assesses the overall working culture at the agency and Visitor Programs annual reports which detail program and visitor centre visits, as well as recommendations for special programs, budgets etc. Finally the series also includes survey reports from Provincial Parks and Wilderness for the 90s which was an initiative that sought better management of protected areas for the purpose of conservation and recreation. These surveys allowed visitors to express their views on the program, ask questions and offer suggestions for future protected areas. The first 1,600 or so are written on a standard survey form typically submitted by individuals from the public. Later responses were sent letter-style on regular paper and are typically from organizations, businesses and non-profits. Some surveys include attached articles or pictures to support the views of the writer. The responses have been coded by a Parks employee to easily compile relevant information and are arranged by date received.

Some other survey reports that were conducted either by BC Parks or for BC Parks by external agencies are included in this series. This includes a BC Consumer Omnibus survey on outdoor recreation and other household surveys in which members of the public were asked to respond to a survey detailing their experience and opinion regarding outdoor recreation in BC. The results of these surveys were meant to inform BC Parks on future developments and business strategies.
Typically, files include a blank copy of the original survey as well as a written report summarizing the results and findings.
Other forms of documents related to or created from information found in the survey reports may also be found in this series such as briefing summaries for the Minister.

Vancouver County Court orders and judgements

This series consists of orders and judgements from the Vancouver County Court for civil cases between 1980-1994. Orders are the formal expression of the ruling of the court, judgements are the final orders issued in a case, and reasons for judgement provide the court's rationale. All BC County Courts ceased to exist after their merger with the BC Supreme Court in 1990. Any records dated after 1 July 1990 are for County Court proceedings that were initiated prior to that date.

Records are arranged by volume and folio number as assigned by the court registry. Original records were destroyed after microfilming; retrieve records using microfilm. The records were scheduled for retention under Court Services ORCS (schedule 100152) 53200-20.

Records of the Continuing Care Division

Records of the Continuing Care Division, a successor of the Long Term Care program. The Long Term Care program became effective 1 January 1978. It was designed to meet the needs of persons who could not live without help because of health-related problems which did not warrant care in an acute care hospital. The Ministries of Health and Human Resources were jointly responsible for the program. In 1983, the program's official designation was changed from Home Care/Long Term Care to Continuing Care Division, Institutional Services.

Pharmacare claims and adjustment files

The series consists of correspondence and claims history sheets created by Pharmacare between 1981 and 1984. The records document claims for reimbursement for prescription drugs and medical supplies. They include flow charts outlining the process from physician authorized prescription to Pharmacare payment to claimant. The series documents the reimbursement function of Pharmacare and provides evidence of the claims process.

The series is arranged by classification numbers that were assigned in the originating office. The records include charts, instructions, and samples of plan cards, prescriptions, pharmacy claims, covering invoices submitted with bundles of claims, computer rejected claims, error messages, lists of pharmacies to be paid, authority sheets, copies of journal vouchers, examples of claim forms, and examples of the old and the new Willea system. The records are covered by classification 70350 in the Pharmacare Services ORCS (schedule 123389).

North East Coal Development information books

The series consists of North East Coal Development information books of slides created by the Ministry of Industry and Small Business Development between 1981 and 1984. Each book or subseries covers a particular mine or project and within each book there are files of slides relating to that mine arranged in file number order. The slides show various aspects of the North East Coal Development project and are accompanied by an information portfolio which contains lists of the slides and copies of map of the North East Coal Development area around Tumbler Ridge and Chetwynd plus newsclippings about new provincial parks in the area.

North East Coal Development : historical slides, catalogued

The series consists of a binder of catalogued slides created by the Ministry of Industry and Small Business Development between 1981 and 1984. The slides show various aspects of the North East Coal Development project and include images of the Quintette Coal Limited mine, the Bullmoose (Teck) Mine, Tumbler Ridge, BC Hydro work and the highway built between Chetwynd and Tumber Ridge. The slides are duplicates of those taken by the Special Services Branch and were catalogued with the numbering system used for Government image bank photographs. They range from 23-00001 to 23-00723.. The classification system consists of region or subject group number followed by the image number.

This project was established in 1981 to do research in preparation for the 75th anniversary of the Forest Service in 1987 and to facilitate transfer of archival records to the Provincial Archives. File check list of Lands correspondence

The series consists of a copy of a 1981 file check list to Lands correspondence "O" files (or O series) 1918 to 1970, created by the Surveys and Land Records Branch.

The checklist lists O file numbers 1 to 40,000, arranged numerically. Inactive files, which were transferred to the BC Archives in 1980 and 1981 and returned to Crown Land Registry in 1997, have been annotated in the list with an original box number.

Use this list to determine whether a Lands "O" file is in the custody of the Crown Land Registry by finding the file number in the list and checking to see if there is an annotation next to it. If there is, contact Crown Land Registry for access.
If no annotation appears, check the file disposition list (GR-1225) for further information about other possible locations of files. Files may have been microfilmed, been transferred to another ministry or may have remained active with Crown Land Registry all along.

Aboriginal health program files

This series consists of aboriginal health initiatives program or project development and monitoring files from 1981-2010. The records relate to the development of programs to address the health needs of Indigenous people throughout all regions of the province, including health initiatives in urban centres. Records include correspondence, memoranda, notes, reports, grant application forms and statistics. Records were created by the Native Health, Aboriginal Health and Aboriginal Healthy Living groups under various health related Ministries over time.

Many of the files in accession 91-0802 related to alcohol, smoking and drug counselling programs for First Nations individuals in BC during the 1980s and the mid 2000s. These records include information on specific workshops, projects, and treatment centres across BC, including the Honour Your Health challenge and the Kick the Nic program. Records were created by the Native Health section of the Medical Services Commission and by the Aboriginal Health section of the Ministry of Healthy Living and Sport. Records in this series document the development and monitoring of health programs for Aboriginal citizens as well as liaison activities for Urban Aboriginal Health Centres. Records in accession 96-0893 also document the work of the International Network of Indigenous Health Knowledge and Development group, an international working group of which the BC government was a member.

Records in accession 96-1250 include files on a variety of programs including the Cowichan Valley Hul'q'umi'num Health Services Working Group, First Nations Health Forum, The Path to Health & Wellness Committee, Stehlaq Aboriginal Healing Society, Ts'ewulhtun Health Centre Feasibility Analysis, and additional files on the Honour Your Health challenge.

Records in this series are covered by ORCS 70050-20, 70050-30, and 70050-50 of the Aboriginal Health Program ORCS (schedule 128755). Records have been selected for full retention.

Energy projects review case files

This series contains records relating to assessing the environmental, economic, social, cultural, heritage and health impacts of energy projects under the Environmental Assessment Act. These records were created and kept by the Environment Assessment Office (EAO) that is involved in the entire process, providing advice and recommendations to the proponent.

The records in this series cover initial enquiries, reviewable and non-reviewable project enquiries. A non-reviewable project means that the proposed project may proceed without an environmental review. A project is determined to be non-reviewable if it does not meet or exceed the thresholds defined in the Reviewable Projects Regulation (B.C. Reg. 370/2002). Also, according to the Act (s. 10(1)(b)), a project which meets or exceeds these thresholds may also be deemed non-reviewable at the executive director’s discretion. Non-reviewable projects may also become reviewable if the proponent voluntarily asks for an environmental assessment (i.e., “opts in”) and the executive director agrees (s. 7) or if the minister deems the project to be reviewable.

All other projects which meet or exceed the thresholds are reviewable. For reviewable projects, terms of reference are created by the proponent, in consultation with the review agencies, in order to ensure that the application will contain the necessary information. Reports and studies are typically created by the proponent in order to fulfil the requirements of the Terms of Reference, but they may also be created by any other involved party at any stage in the review process. The application for an Environmental Assessment Certificate (EAC) is then submitted by the proponent and once the application meets the EAO’s standards, the formal review process begins. Application review includes: review by government agencies, First Nations, and the public; First Nation and public consultation; a formal public comment period; and opportunities for the proponent to respond to issues raised.

After the application review is complete, EAO staff prepare an Assessment Report for the minister, which documents the findings of the environmental assessment, including the issues raised in relation to the project and how these issues have been or could be addressed. The environmental assessment process concludes when a) The minister approves the EAC and the project proceeds, b) The minister rejects the project, c) The minister decides that no assessment is required, or d) The proponent withdraws the project. An EAC (previously known as a Project Approval Certificate [PAC]) may contain conditions to ensure that necessary mitigative and compensatory measures are in place to prevent or reduce any adverse effects of the project.

The records in this series document the business case for proposed projects, provide initial information to determine if projects meet the reviewable threshold or not, and documents the EAO ruling on whether or not the project is reviewable. Types of records that can be found in this series are certificates of public convenience and necessity, lists of options, applications for project approval certificates, memorandum, letters of intent for cooperation agreements (such as between a First Nations group and the proponent), correspondence, information notes, executive summaries of decisions, project descriptions, lists of environmental concerns (issue summaries), minutes of information presentation meetings, maps of proposed sites and a diverse range of reports and studies. Types of projects that appear in this series include natural gas pipelines, wind turbines, substation redevelopments, electric transmission systems, coal powered plants, hydroelectricity dams and others.

Liquor control and licensing illegal activities case files

The series consists of illegal activities case files created by the Liquor Control and Licensing branch, Ministry of Public Safety and Solicitor General. The records document the investigation of illegal activities in the distribution and sale of alcohol in the Province. Records relate to conducting enforcement investigations and inquiries into illegal activities taking place in a licensed premises or by manufacturers or their agents, pertaining to the illegal manufacture, sale, purchase or smuggling of illicit liquor in the province. Enforcement actions (e.g., liquor seizures) may be carried out by the Branch or other law enforcement agencies on behalf of the Branch in accordance with the Liquor Control and Licensing Act (RSBC 1996, c. 267) and Regulations (BC Reg. 244/2002), the Judicial Review Procedure Act (RSBC 1996, c.242), and subsequent legislation governing the operational responsibilities and functions of the creating agency.
Illicit liquor includes liquor that has been smuggled from other provinces, the United States or other international locations; liquor that has not been purchased, sold or kept in compliance with the Liquor Control and Licensing Act and Regulations as well as the terms and conditions of the licence; adulterated or watered down liquor; sale of personal use or illegally manufactured liquor including sale of U-brew, U-vin products, home distilled or home fermented liquor; and use of medicinal, confectionary, culinary, or other concoctions containing alcohol but not intended for consumption (e.g., Chinese cooking wines, mouthwashes and aftershave lotions).

A few of the records document the research and evaluation of current issues that affect the sale or production of liquor products such as rural agency stores, unlicensed motor vessels, fishing lodges and aboriginal affairs. Records may also contain information pertaining to alcohol-related incidents of special significance or importance to liquor control and licensing (e.g., death as a result of alcohol consumption) which may have influence over policy. Additionally, a few files relate to licensed manufacturers of beer, wine and spirits pursuant to the Liquor Control and Licensing Act (RSBC 1996, c.267, ss. 12, 15, 55, 56, 57 and 58). Manufacturers must be licensed to produce distilled spirits, wine, beer or cider. The records were created between 1981 and 2010 in British Columbia.

The records are arranged by the name of the establishment under investigation for illegal activities. They include correspondence, memoranda, reports, news clippings and legal documents, copies of coroner’s inquiries and coroner’s reports, policy reviews, research materials, licences, applications, renewal forms, and reports. The records are classified as illegal activities case files (71800-20) under the Liquor Control and Licensing ORCS (schedule 111801), published in 2006. Some records are classified as issues and topics of interest (70100-20) and policy and procedures files (73400-00).

Progress of provincial infrastructure photo album

The series consists of a photo album created by the Ministry of Industry and Small Business Development in 1981. The album contains 29 colour prints and 1 map showing the progress of provincial infrastructure in support of the North East Coal Development project. The photographs are of various infrastructure projects and show clearing of land for hydro transmission lines, highways and the municipality of Tumber Ridge, construction of hydro substations and bridges and work on tunnels and rail lines. The prints are taken from the Goverment image bank and have classification numbers 23-00826, 23-00858, 23-00859, 23-00456, 23-00857, 23-00856, 23-00855, 23-00468, 23-00854, 23-00870, 23-00871, 23-00861, 23-00862, 23-00864, 23-00865, 23-00867, 23-00876, 23-00492, 23-00877, 23-00628, 23-00602, 23-00497, 23-00564, 23-00878, 23-00880, 23-00881, 23-00882, 23-00883 and 23-00636. Photographs

The series consists predominantly of photographs (prints, negatives and slides) from 1983 and later, the period when Western Pulp Limited Partnership owned the mills at Squamish (Woodfibre) and Port Alice. The majority of the photographs document the modernization or “rebuild” of the Squamish mill from 1984 to 1986. Only a small number of the photographs (notably 64 colour slides) are images of the Port Alice site.

For the prints (most of which were mounted in photo albums), subjects include, among others: the natural gas pipe line, bleach plant and bleach plant demolition, kiln, chemical preparation, chemical unloading dock, stores warehouse, lab, hog fuel press, chip barge, chip handling and storage, pipe bridge brown stock area, effluent disposal, effluent excavation and landfill berm, and the construction of the landfill dump site.

There are also prints dating from the 1990s concerning the Squamish operation water supply, Mill Creek flume, snow shed, and aerial photographs of the mill site and environs.

The negatives, found in the file “Mill rebuild, negatives,” date from 1984 to 1986, and correspond to the images in the prints. The negatives were in their original envelopes as they came from the photo developer, and category numbers on these envelopes correspond to numbers written on the back of the prints. It appears many of the negatives were not developed; only some of the images in the negatives appear as prints in the albums.

The series consists of 35mm colour slides, also primarily concerning the rebuilding of the Squamish mill between 1984 and 1986. While subjects often overlap, the slides do not appear to be duplicates of the images contained in the prints and negatives. In addition, the slides include the following subjects: the ferry, helicopter transportation, pollution issues, the laboratory and its staff, office scenes and staff, training, shipping, and examples of pulp and paper products.

The file “Introduction to Squamish Modernization” dated Sept 11, 1984, consists of a slide presentation which is accompanied by a soundtrack narration on an audio cassette.

A small number of photographs (post-1983) can be found in the series MS-3131, Office files. Photographs from the era before Western Pulp Limited Partnership acquired the Squamish and Port Alice properties (pre-1983) can be found in series MS-3130, Predecessor companies, office files, and in MS-3136, Rayonier Canada (B.C.) Limited photographs.

Note also that there are photographs pertaining to the Squamish (Woodfibre) pulp mill and old townsite in other fonds held at BC Archives.
