This series contains briefs submitted to the Minister of Lands and Forests regarding proposals by Eurocan Pulp and Paper Co. Ltd. and Crown Zellerbach Canada Ltd. for the establishment of a mill at Kitimat, B.C. The briefs are grouped into four sections: (1) General, (2) support for the Eurocan proposal, (3) support for the Crown Zellerbach proposal, and (4) objections to both proposals.

It includes photographs that have been pasted within. The second brief concerns the Royal Commission on Forest Resources (1975) specifically in regards to Pest Management: a neglected aspect of the Forest-Tenure Policy and Agreements by N.E. Alexander and J.H. Borden. The third is a brief submitted to the Royal Commission on Forest Resources in 1975, and lastly the series also contains a submission to the Royal Commission on the British Columbia Railway (1977). The last set of records also includes press clippings.

This project was established in 1981 to do research in preparation for the 75th anniversary of the Forest Service in 1987 and to facilitate transfer of archival records to the Provincial Archives. This series consists of papers and reports prepared, coordinated, or collected by the project.
