Okanagan Shuswap Forest District operational records

This series consists of operational records of the Okanagan Shuswap Forest District and its predecessors, 1987-2011. This series may contain records created by the Salmon Arm Forest District, Penticton Forest District and Vernon Forest District in the Kamloops Forest Region. These districts (or parts of them) were amalgamated to form the Okanagan Shuswap Forest District in 2003.

Records primarily relate to resource management, silviculture audits, appeals and procedures.

Resource management related records regard integrated resource planning guidelines, geomorphology studies, fish inventory reports, stream classification studies, watershed research projects, community watershed policies, pesticide application reports and a local resource use plan (LRUP) for Cherryville. Records include correspondence, briefing notes, manuals, forms and reports.

Silviculture audit and assessment files audit the processes and status of timber cut blocks to ensure foresters are keeping sites clean, following rules and complying with their silviculture obligations. Major licencees’ files can include multiple assessment forms for different cut blocks. Records can include pre-harvest silviculture prescription regulation checklists, pre-harvest silviculture prescriptions, correspondence, Forest Practice Board audit and investigation records for specific timber sale licenses (TSLs), and compliance reports for soil conservation, regeneration, and free growing obligations.

Appeal records include a few files from the Timber Harvesting Appeal Board, appeals to the Chief Forester and pricing appeals to the Regional Manager. Records can include procedures, decisions and correspondence.

Procedure and policy files regard residue and waste measurement, forest revenue inspector investigations, utilization, timber harvesting, billing, accounts receivable, pricing, silviculture compliance, silviculture, timber sale licences, district evaluation, protection, fuel management, fires, aviation management, trespass, collection management, timber export, waste management, scaling, compliance, tree farm licences, soil degradation, hydrology, geomorphology, research, visual resource management and forest planning. Records include correspondence, briefing notes, manuals, forms, reports, reference materials and training materials.

This series consists of records related to range management from the Okanagan Shuswap district and its predecessors, 1952-2010. This series may contain records created by the Salmon Arm Forest District, Penticton Forest District and Vernon Forest District in the Kamloops Forest Region. These districts (or parts of them) were amalgamated to form the Okanagan Shuswap Forest District in 2003, and continued to manage the existing tenures in the new District.

Files relate to grazing licences or permits and range improvement files. Each file relates to a particular topic or range tenure.

The majority of records relate to the administration of Grazing Licences and Grazing Permits (ORCS 15700-20) as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy administration, and creation of plans specific to tenures, such as Grazing System Plans. Also includes records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records include tenure application forms, grazing plans, authorized livestock, correspondence, maps, photos, First Nations consultation records, documents determining range boundaries and use, and information on range improvements and clearing. Note that there may be additional individuals or companies who held the tenure who are not listed in the file title.

Range improvement files (ORCS 15740-20, 15740-35) relate to structural and non-structural resource improvements. Records concerning structural improvements may include: fences and cattleguards, water developments and trails. Non-structural improvements may include prescribed burns, silvicultural treatments for forage enhancement, grass seeding, fertilization, salting, weed management and timber harvesting. Records include correspondence, improvement authorizations, maps of location of planned improvements, invoices, improvement reports, project specifications, contracts, progress reports, invoices, improvement completion reports and water licences.

Okanagan Shuswap Forest District timber tenure records

This series consists of forest tenure records from the Okanagan Shuswap district and its predecessors, 1969-2004. This series may contain records created by the Salmon Arm Forest District, Penticton Forest District and Vernon Forest District in the Kamloops Forest Region. These districts (or parts of them) were amalgamated to form the Okanagan Shuswap Forest District in 2003, and continued to manage the existing tenures in the new District.

The series includes a variety of forest tenure records, including tree farm licences, replaceable forest licence cutting permits, timber licence cutting permits, licences to cut, non-replaceable timber sale licences, replaceable timber sale licences, woodlot licences and special use forest use permits. Files contain forest development plans, management plans, legal documents, annual reports, operations information and a TFL management plan recreation analysis report. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures

Records in these files include licences, correspondence, maps, photos, road permits, annual reports, inspection reports, pre-harvest prescriptions and assessments, cutting permits, licence replacements, licence applications, silviculture prescriptions, harvest inspection reports, status clearance forms, logging plans and records regarding cancellation, extension of licences, and some archaeological impact assessments.

The majority of files consist of replaceable forest licence cutting permits. These files provide licences to harvest windblown salvage timber, harvest salvage from pine beetle infested timber, burn logging debris, clear timber for road right-of-ways, etc. Records include maps, silvculture information system definitions, silviculture and stand treatment reports, activity reports, amendments, burn plans, logging inspection reports, logging plans, harvesting reports and some photos.

This series consists of one cause book from the Vernon Supreme Court for civil cases between Sep 1914 and May 1937. Cause books provide the skeletal framework for Supreme Court civil action proceedings and may include the names of parties, the dates when proceedings occurred, and can be used to determine a volume and folio number for locating final orders. Subjects include a variety of financial matters, divorces, probates and estate administration, adoption orders, and other civil cases.

Vernon Supreme Court orders

The series consists of orders issued by the Supreme Court in Vernon between 1901-1930 and 1958-1959. Researchers should note that orders for the period 1931 to 1957 are missing. Orders are the formal expression of the ruling of the court and judgements are the final orders issued in a case. Records relate to a variety of civil matters including divorces, bankruptcies, foreclosures, and some adoptions.

Microfilm reel B16147 contains volume 1 (May1901-November 1916) and volume 2 (October 1916-July 1920) of the orders. Container 831041-0001 contains original paper copies of orders as well as several indexes, although it is unclear to which orders these refer. They appear to index more than what was transferred in the box. When the records arrived at the Archives, they had been divided into folders based on year, and are arranged in rough chronological orders. Records relating to the same case can be found across several folders. The paper records also contain a small number of interfiled judgments.

The series consists of 27 audio recordings, on 33 audio cassette tapes. There are also 38 interview summaries, including 11 additional interviews for which tapes were not received. Interviews are with Fish and Wildlife Branch officials, trappers, hunters, fishermen, and other Okanagan residents regarding the fish and wildlife populations of the Okanagan Region.

The interviews were recorded by Donna Butler and Jill Pruden. The project was supervised by Jack N. Bone, Wildlife Technician for the B.C. Dept. of Recreation and Conservation, Fish and Wildlife Branch, Okanagan Region.

Royal Commission on the Tree-Fruit Industry of British Columbia

This series contains records relating to the Royal Commission on the Tree-Fruit Industry of British Columbia.

The Royal Commission on the Tree-Fruit Industry of British Columbia was established by Order in Council 3181 on 21 December 1956 pursuant to section 3 of the Public Inquiries Act with Earle Douglas MacPhee appointed as sole commissioner. The Commission was to inquire into the problems of production, packing, storage, processing and marketing of the products of the tree-fruit industry of the Province, and in particular into what constitutes an economic unit of production; the economics of packing, storage, and processing facilities, procedures, and techniques employed in the Province; and the factors involved in the marketing of tree-fruit products.

The Commission established offices in Penticton and conducted public and closed hearings and meetings between January 1957 and August 1958. A three-volume report was submitted in October 1958.

The series consists of hearing and meeting transcripts, exhibits, research surveys, studies and reports, correspondence, administrative files and a final report. Missing are a number of the formally registered exhibits however correspondence and geographically arranged files appear to contain copies of similar briefs or information. Receipts indicate that some exhibits containing business records were returned to submitters.
