Acting gold commissioner register of licences and record register

The series consists of three registers that document registration of half yearly mining licences and mining claims, transfers, and forfeitures by the office of the Acting Gold Commissioner in 1864.

One volume, labeled Acting Gold Commissioner Record Register 1864, documents mining records registered with the gold commissioner. Two volumes document the registration of mining licences: one volume is labeled Acting Gold Commissioner Register of Licences 1864; the other is not. The handwriting in the unlabeled volume differs from the script in the other two registers in this series. However, the volume is a near duplicate of the labeled register.

These registers are organized into a tabular form (pursuant to Gold Fields Act, Section VI) and provide the following information: number, name, and amount (all registers); date of issue and expiration of license and remarks (licence register); and date [of entry?], amount, date of transfer and forfeiture, to whom transferred, page of entry in transfer book, and number of license (record register).

Activism posters and flyers

Series consists of 20 posters of various sizes, some in colour but most are printed or copied with black ink only. Many of the posters announce events presented or sponsored by the Progressive Workers' Movement (P.W.M.). Numerous are protesting the Vietnam War.

Activity log and diary of 2nd Vancouver (Fairview) Troop, Baden-Powell Boy Scouts and other material

The series consists of "Parade Notes" (i.e. activity log and diary) of 2nd Vancouver (Fairview) Troop, Baden-Powell Boy Scouts. Photographs transferred to Visual Records accession 198202-22.

The series also consists of two typewritten packages, one dating from 1913 and the other from 1914 and believed to be from the Fairview Troop. The 1913 package consists of the lyrics to "The Camp Song" as well as an editorial, the 1913 camp diary, and a list of names and patrols. The 1914 diary includes the "Fairview Trekking Song" as well as an editorial, the camp diary, and short blurbs about particular scouts.

Acts of General Council

Series contains authorizations from the General Council of the Sisters of Saint Anne in Quebec, which overseas the St. Joseph's Province Sisters of St. Ann.

In the matter of expenditure and other substantive or important issues affecting St. Josephs Province, including personnel, the provincial body was obliged to seek approval from the more senior, General Council (Conseil Majeur) especially if an expenditure exceeded a certain amount.

These decisions or Acts were generally made during the regular meetings of General Council. They were signed by the Superior General and countersigned by the General Secretary. Occasionally a special meeting was convened to address the request from the Provincial Council.

In cases of large land or expensive building purchases, the permission came from the Holy See.
Series consists of hand written acts (1859-1913) and typewritten (1914-1965) decisions of the General Council as well as telegrams approving various transactions when time was of the essence.

A.D. "Cowboy" Kean papers

Correspondence, newspaper cuttings, typescripts, and production memoranda relating to the life and career of A.D. "Cowboy" Kean. Many of the documents in this collection pertain to the making of "Policing the Plains" (1924-27), a dramatic silent film about the exploits of the North West Mounted Police. The collection also includes newsprint copies of Kean's popular yarns on cowboy and ranch life which appeared in the Toronto STAR WEEKLY (1929-1936), and scripts of some of Kean's radio plays about his experiences in western Canada.

Ad hoc committees on pollution

The series contains various correspondence and notes from public servants in the Ministry of Environment in regards to pollution monitoring. The records mainly comprise printed copies of emails. The ad hoc committee was started to look into public’s opinion of voluntary permittee self-monitoring. Essentially, it was determined that the public did not trust industrial polluters to monitor their own emissions and wanted the government to intervene and enforce these polluters to pay for a monitoring program and to produce quality and reliable data in relation the amount of pollution they were creating. The correspondence in this series consists of various members of this committee discussing ideas on how to improve both pollution monitoring programs and the public’s opinion of the government in enforcing such programs.

Administration and finance records

Series pertains to administration, planning and financial management of the Savona Timber operations under Savona Timber Company in British Columbia, 1952 to 1969, and Evans Products, post-1969. Records are in three sub-series: financial records, 1952-1977; month-end results reports, 1973-1978; and, general files, 1955-1985. The series is the first of four series in the Savona Timber fonds. Arrangement is chronological within each sub-series.

Financial records consist of financial reports, tax files, agreements, log purchase and sales records, contractor files, stumpage and scaling reports, debt records and planning files. Month-end results reports pertain to lumber, veneer and plywood production. General files consist of reports, correspondence, agreements and leases, fire crew files and human resource records. Agreements directly related to individual timber sales or harvesting licences are in series 2, 3, and 4 of the fonds.

The series consists of editions of the newsletter "Library Developments," copies of the Library Act, and a variety of memoranda and circulars sent to the director of the Library Services branch from other government branches and divisions. Many of the files appear to have been kept as reference material by the Library Services branch and do not relate directly to the branch’s routine functions. The records outline general government policy concerning use of technology, emergency procedures, awards, training needs, retrieval of records in times of litigation, and the online publication of government employees’ email addresses. Very few of the memoranda were sent specifically to the Library Services branch and were usually addressed to all directors within the Ministry.

The series consists of records which document the administrative and management functions of the Heritage Conservation Branch and its predecessor agencies. It consists of two sub-series: administrative records pertaining to a wide range of heritage resource management, and site records that pertain to the planning and development of specific sites.

The administrative files originate from the Heritage Conservation Branch and predecessor agencies of the Ministry of Recreation and Conservation and Ministry of Provincial Secretary. These records document policies, planning and management of heritage resources and some specific sites. The administrative files include correspondence, memos, agreements, reports, inventories, plans and various published materials. Several sets of records pertain to the advisory boards: Historic Sites Advisory Board (1972-1977), Archaeological Sites Advisory Board (1960-1977) and Heritage Advisory Board (1977-1983) as well as some records regarding the British Columbia Heritage Trust (1977-). Included in these records are minutes of meetings of the Historic Sites Advisory Board not available elsewhere.

The site files originate from the Heritage Conservation Branch, Administration and Development Division and its predecessor, Parks Branch, Historic Parks and Sites Division. They were accumulated during the years 1960 to 1983. They document the designation, planning and development of specific heritage sites in British Columbia. Heritage sites include buildings, settlements, artifacts, museums, points-of-interest, and heritage projects. The files are organized alphabetically primarily by the name of the site or project. Site files contain correspondence between the government and the public, inter-governmental correspondence, memos and agreements, reports and studies, published articles and newspaper clippings.

The series consists of administrative files and site files created by the Heritage Conservation Branch between 1963 and 2006. Different types of files may be mixed together, and multiple filing systems were used by the creator over time.

Administrative files document policy development relating to providing advice and information to the minister, local governments and other clients on legislation and conservation practices in order to enable effective conservation of heritage properties by the provincial government and communities. This included researching and providing advice on specific properties identified by the community as having heritage value.

Site files document the designation, planning and development of specific heritage sites. These sites include buildings, settlements, artifacts, museums, points-of-interest, and heritage projects. Records concern the administration, maintenance and operation of the sites, curator’s records, and the funding of and specific work carried out on the preservation and restoration of heritage sites.

Records include: correspondence, research and issue papers, studies, briefing notes, architectural plans and drawings, photographs, various published materials and saved reference materials (articles, newsletters, brochures), working papers, agreements, inventories, contracts for restoration work, invoices for work done, information for contractors and bidders, business plans and case analyses, progress reports, cost estimates, and legal documents regarding lease agreements and property transfers.

The series includes ca. 4200 photographs, in the form of 35mm colour slides and prints, of heritage buildings and sites throughout BC. These include images of the restoration of sites, including “before and after” photographs.

Administrative office files

The series consists of company records relating to a wide range of functions and activities concerning logging, mill production, and marketing of products. They also relate to the residential communities and employee facilities built at Honeymoon Bay and Gordon River logging camp, Vancouver Island, BC.

The textual records and a small number of maps include: annual general meeting and board of directors meeting records (agendas, minutes, and manager’s reports); camp committee meeting minutes; safety and accident prevention committee activities; an organization chart and staff directories; visits and tours information, including company histories; property and insurance appraisals; assessments for the Honeymoon Bay plant and Gordon River camp; mill and machinery inventories; townsite house and property lease information; cruise maps and timber estimates; newspaper clippings and press releases; information retained as library or reference material; company-union agreements; cost summaries and costs data; invoice books; employee earnings record books; mill sales ledgers; journals, notebooks, log books, supervisor’s record book, and weekly time book. Records related to personnel matters include seniority lists, salary information, change in status forms, and job descriptions.

The series includes company publications created by Western Forest Industries, Alaska Pine and Cellulose Limited, Rayonier Canada (B.C.) Ltd., ITT Rayonier Inc., Doman Industries Limited, British Columbia Forest Products Limited, Western Forest Products Ltd., Hillcrest Lumber Co. Ltd., and Seaboard Lumber Sales Co. & Seaboard Shipping Company.

Some of the records may have been created and maintained by departments, including accounting and personnel. Many appear to have been maintained in the manager’s office, as a large proportion of the records bear the name of Donald F. Hammond, who started with the company in the 1940s and became manager and corporate Vice-President. As no creator classification system was discernible, and file titles were often not used, many artificial files needed to be created by the archivist, based upon subject matter.
The series also consists of ca. 900 photographs (colour and black & white), including prints, slides, and negatives. (Many of the latter are undeveloped). The images include scenes of the Honeymoon Bay plant and workers, environs of the plant, machines and equipment, logging locations and old growth timber, and photographs of residences in the Honeymoon Bay townsite accompanied by property appraisals.

The series includes a weekly time book which appears to give employee names, days worked, amount paid out, and method of payment. It is dated from 1909 to 1916, which is much earlier than the creation of Western Forest Industries Limited, and also earlier than WFI’s predecessor companies. The book is without company or location information, and therefore of unknown provenance.

This series contains materials prepared to inform staff of changes during the process of the Ministry of Forests' reorganization. File 1 contains a 1978 background paper prepared by the Internal Reorganization Working Committee for distribution to Regional Managers and Divisional (Branch) Directors, on the role and responsibilities of the various parts of the new organization. File 2 contains "Update", a series of staff bulletins issued in 1979-1980 in order to inform staff of the progress of the reorganization process.

The Provincial Secretary was responsible for the administration of grants to public hospitals, and later regulation of the the hospitals, until the Hospital Insurance Service was established as the third branch of the Department of Health and Welfare in 1948. At that time the regulation of hospitals became the responsibility of the Hospital Insurance Service Branch. This collection is comprised of 6 series of records relating to the administration of the public hospitals of B.C.: files for individual public hospitals relating to special grants (1915-1947), annual reports of the public hospitals (1921-1933), correspondence of the Provincial Secretary and the Deputy Provincial Secretary with the public hospitals (1921-1933), a card series detailing monthly grants to the individual hospitals (1923-1941), a card series entitled "Liquor profits to hospitals" (1922-1929) and a card series detailing grants to orphanages and other charitable institutions and organizations (1890-1934). The series are not all complete. While there are annual reports of the hospitals for the years 1921-1937, the only complete sets are for 1921, 1923-1925, 1934 and 1936.
