Hospital programs photographs

The series consists of photographs created by the British Columbia Hospital Programs and its predecessor body, the British Columbia Hospital Insurance Service, between 1949 and 1975 and including photographs back to 1929. The photographs are mostly black and white prints but there are also negatives and some colour prints. The photographs are in no particular order and document proposals, construction, ceremonies and openings of provincial hospitals. There are also press photos of senior staff, ministers, MLA's and branch staff. Occasionally a piece of correspondence relating to the photograph is included in the file.

The series consists of records documenting the operations and administration of hospitals in BC from 1959-1987. The records cover programs within individual hospitals, finance and construction, personnel, medical staff bylaws, rules and regulations, equipment and other topics. They also include accreditation surveys and results, hospital reviews, and reports by Ministry of Health staff on topics such as medical records. The records include policy precedents, lists of staff and administrators, and information on financial proceedings and grants. The records were created under the Hospital Act (RSBC 1979, c.176), the Hospital District Act (RSBC 1979, c.178), and the Hospital Insurance Act (RSBC, 1979, c. 180). They were created by the BC Hospital Programs Division and its predecessor, BC Hospital Insurance Service, both under the Ministry of Health.

The series is arranged by hospital or topic, then by date. The records include correspondence, reports, financial records, bylaws, project files, strategic plans, and policy documents. The records are classified under the one-time Hospital Programs operational files (schedule 880238).

Minister of Health executive records

The series consists of the executive records of Peter Albert Dueck (Minister of Health 1986-1989). The records document a broad range of administrative and operational activities of the Minister of Health’s office in 1989. Some of the subjects covered include the province of BC’s responses to abortion and AIDS; the Medical Services Commission issuance of the new CareCard; services for seniors; public/community and family health; regulation of health professions; health care administration; board and committee appointments; health related accolades and complaints; and monitoring of, and requests for infrastructure development funding from regional health care facilities in BC.

This record series is arranged alphabetically by subject. Most of the subject files are either health-related topics or the names of health organizations and regional health care facilities in the province. Records include incoming and outgoing correspondence between the Minister of Health and other government executive members, the public, health colleges, boards and commissions, health professionals, and regional health care facilities. The series also includes memoranda and reports; policy papers; briefing notes, speaking notes, and meeting materials; treasury board submissions; and other internal records on branch activities. The series consists of records created by the Dept. of Health Services and Hospital Insurance between 1953 and 1965.
They contain the executive files of the Minister, Eric Martin and include files relating to Woodlands, the Provincial Mental Hospital, Valleyview, Dellview, Skeenaview, Tranquille, the Crease Clinic, various mental health centres, and legislation relating to mental health. The files also include monthly reports on the activities of the various branches of the Mental Health Services for the years 1960-1964.

Amateur film. Harriet Gerry shot this film during an automobile journey from Rosedale to Williams Lake and Soda Creek on the Cariboo Highway, and part of the return trip via the Dog Creek Road, in the summer of 1941. Includes footage of wagons en route to the Williams Lake Stampede; rodeo events (various horse races, bucking broncs, etc.); Indians at stampede playing the team gambling game "lahal". Unidentified Indian village or mission settlement(s); boys at the swimming hole; women display their embroidery; fiddler plays and women with cane dances a jig. Livestock. Dip net fishing in Fraser River. School and convent buildings at St. Joseph's Mission, Williams Lake. Beaver aircraft at dock and taking off from lake. Staff of Williams Lake Indian Hospital. Patient assessment

Training film. This program covers the pre-hospital and hospital approach to patient assessment, with emphasis on physical assessment. It also contains a demonstration and explanation of the Glasgow Coma Scale.

P.L. James architectural records

Specifications and correspondence concerning residential and commercial structures designed by James; Loring P. Rixford's 1913 specifications for the proposed East Wing of the Provincial Royal Jubilee Hospital; specifications, plans, notebooks, committee meetings, etc. concerning the East Wing of the Provincial Royal Jubilee Hospital designed by James and constructed during the 1920s. Percy Leonard James, AIBC, AIC, FRAIC, RAIC, was born in England where he began his architectural career and specialized in the design of hospitals and infirmaries. In 1908, James moved to Victoria and practiced until the outbreak of hostilities in August, 1914 when he returned to England to join the Army. Upon completion of his military service overseas, James returned to Victoria and resumed his architectural practice which he continued until his retirement in 1954. James died on January 3rd, 1970, at the age of 91, in Victoria. The architectural papers of James span the years 1913-1940 and have been arranged in four series: I Residential Arranged alphabetically by the name of the architect's client, this group of papers consists of specifications and correspondence concerning residential structures, alterations and additions designed by James. II Commercial Arranged alphabetically by the name of the structure, or the name of the company concerned, this group consists of specifications, correspondence, etc. regarding commercial structures designed by James. III Provincial Royal Jubilee Hospital: Loring P. Rixford's specifications Loring P. Rixford's 1913 specifications for the proposed new East Wing of the hospital. IV Provincial Royal Jubilee Hospital: Percy Leonard James This group of papers consists of specifications, plans, notebooks, committee minutes, etc. concerning the East Wing of the hospital designed by James and constructed during the 1920's. Original photographs have been removed from the collection and transferred to Visual Records and accessioned as 198109-003. Some sketches and plans have been removed and replaced by photocopies. Originals may be found in map accession M856029, registration numbers 14970-14978. (see list at the end of this finding aid).

Private hospital establishment and inspection records

The series consists of incoming and outgoing correspondence, memoranda, financial statements, lists and inventories and sale agreements relating to private hospitals across the province. The records were created between 1941 and 1982 by the British Columbia Hospital Insurance Service and its successor body, the Hospital programs branch of the Ministry of Health. The records provide evidence of the licensing function of the branch, and provide information about the administrative structure of private hospitals in the province. Under the Hospital Act (RSBC 1960, c. 178, s. 10) no private hospital could be licensed without first receiving approval from the Chief Inspector. The series also provides evidence of the closure of private hospitals and the transferal of patients to other facilities. The series also includes a number of inspection reports for private facilities, although these are by no means complete and GR-2565 and GR-2567 provide additional inspection reports.

The series consists of correspondence, 1913-1916, that was originally a part of the Provincial Secretary's Central Registry. The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Provincial Secretary executive records

This series consists of executive records of the Provincial Secretary, covering a wide variety of topics. The Provincial Secretary's department was responsible for a broad range of legislation and activities - including the civil service, provincial elections and (until 1946) health and welfare services. These records comprise part of the former Provincial Secretary's Central Registry. This registry consisted of general correspondence, policy directives, branch reports, inter-departmental memoranda, circulars, grant applications, and a host of miscellaneous documents.

The finding aid consists of two parts. Part I is a box/file list showing the original order and arrangement of the records. The records fall into six categories or subseries:

A. General correspondence: correspondence inward (with replies), reports, circulars, etc.
B. Appointments: correspondence, commissions, oaths of allegiance of coroners, magistrates, and other appointed officials.
C. Resident Physicians: correspondence re: grants paid to physicians in isolated communities
D. Grants: correspondence and reports pertaining to grants paid to various community groups and charitable organizations, service clubs, etc.
E. Workmen's Compensation Board: circulars, etc.
F. Contemporary card indexes: alphabetical subject index cards. Part II: Subject Index

Part II of this finding aid consists of a subject index compiled by the Provincial Archives of BC. The index indicates the main topics or subject areas - e.g. Provincial Infirmary, Elections, Industrial Schools, etc. which are documented in GR-0496. The index does not claim to be comprehensive or exhaustive, but it should help researchers to locate documents which concern particular institutions or activities.

Records of the Assistant Deputy Minister, Institutional Services

This series consists of the records of the Assistant Deputy Minister, Institutional Services of the Ministry of Health from 1982-1990. This Assistant Deputy Minister position existed from 1976-1991, and was succeeded by the Assistant Deputy Minister, Care Services from 1991-1993. The Assistant Deputy Minister, Institutional Services provided direction and leadership to the programs that administered hospital care and continuing care. These programs included the Office for Seniors, BC Ambulance Service, Continuing Care Division, Facilities Planning and Construction Division, Hospital Programs Division, Institutional Management Resources Division, and Emergency Medical Assistants Licensing Branch.

The series includes administrative records showing the day to day operations of the office and depicts changes and directives to related programs.

Records include the ADM’s daily correspondence; files on relevant acts and legislation; correspondence and other material from related health associations and societies; government committee and commission files, including the management committee and Assistant Deputy Minister Management Job Evaluation Committee; cooperation and liaison with other BC government bodies, other provincial governments and the federal government; subject files; files on related plans and programs; budgets; reports and statistics; treasury board submissions; and other administrative records.

Records are arranged roughly by date, then by file code number, except for some records from 1982 which are arranged alphabetically by file title.

Records in this series are scheduled under the Executive Records schedule (number 102906).

Some files have been removed for tobacco litigation. These files are identified in the file list as [removed].

Records of the Hospital Insurance Inquiry Board

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

Box 1 - Physical Plant surveys for hospitals from AbbotsfordZeballos, done by James A. Hamilton and associates in 1948. Gives a good snapshot of hospitals and hospital services available at the time in different parts of B.C. The published report based on this information, A Hospital Plan of a Professional Educational Programme for the Province of B.C. (1949), gives only a general review of the suitability of various buildings. This report is available in GR 2650 box 3.
