Canadian Pacific Railway Company collection

The collection consists of records created by the Canadian Pacific Railway Company in the process of carrying out activities which include the registration of its ships, the promotion of its travel and tourist facilities, and the operation of its mechanical department.

Although the records were created by the CPR, most had been in the custody of (and were donated by) individuals who were unrelated to the CPR. The records were assembled into a collection by BC Archives.

Types of records include correspondence, photographs, technical drawings (blueprints of equipment), and legal and government records in support of the registration of ships and other vessels.

The collection includes of 18 “Registration of Shipping” dossiers containing documents dating from ca. 1897 to 1938 regarding the registration of vessels related to the Canadian Pacific Railway Company (some refer to the CPR’s British Columbia Lake and River Service). The records relate to vessels built for, operated by, and sold or scrapped by the CPR. Arranged by ship name, they include vessels sailing coastal and inland B.C. waters, most of which were registered at the Port of Vancouver. The records include but are not limited to: correspondence, builder’s certificates, certificate of survey (under the Merchant Shipping Act 1854], applications for registry, declarations of ownership, declarations of the transfer of registry from one port to another, declarations of assets, bills of sale, and notice of name proposed for a British ship. The BC Archives accession file describes these records as the CPR’s copies; however, this provenance is doubtful. The correspondence is addressed to a government office (the Registration of Shipping office, Customs and Excise Department) and is stamped as received incoming letters. It appears the provenance is the government office and not the CPR. The records were acquired by the writer and editor Edward L. Affleck, were in his custody for an unknown length of time, and donated to BC Archives by him in 1989.

The collection also consists of an album of 53 black and white photographs, ca. 1920-1930, which includes images of CPR lodges, camp facilities and cabins, tea houses, chalets and nature scenes. The photos indicate they were taken by the Brigden (or Brigdens) studio. Accompanying indexing numbers appear to be those applied by Brigden. The album contains the notation: “Property of Canadian Pacific Railway– Please return to General Passenger Department, Vancouver, B.C.

Other records include: 51 blueprints primarily from the CPR mechanical department; photographs of interiors and exteriors of CPR trains, and of various public relations and tourist-related locations in BC and Yukon; photocopies of CPR loans, agreements and contract documents; a CPR railway ticket, Pincher Creek to Victoria; and a record of payments to people made for section two of the Trunk Road for the month of May 1885.

The fonds consists of textual, photographic, video, and audio records of the marketing department of the Bank of British Columbia, created from around 1964 to 1986.
Records document the following activities of the marketing department: selection of an advertising agency; creation of a corporate image; promotion of the bank including program development and associated promotional materials (pamphlets, mailings, posters, television and radio commercials etc.); administration of employee incentive programs; issuing press releases and tracking media coverage; production and dissemination of annual reports and shareholder reports; collection of historical documents relating to the bank and associated agencies; collection of staff photos for promotional use; and oversight of the opening of new branches.

Following these activities, the fonds has been arranged into the following 9 series: Advertising, media coverage and press releases; Shareholder and public relations records; Company relations and staff engagement records; Annual reports; Company calendar records; Marketing strategy, research, and promotion records; Bank history records; Staff profile records and; Branch opening records.

There have been two institutions in B.C.’s history operating under the name of the Bank of British Columbia, the first operating from 1862 until 1901. While the activities of these two institutions are unrelated, the shared namesake was often highlighted, and many members of the public communicated with the second Bank of B.C., sending its staff historical material related to the first Bank of B.C. These records can be located in the series “Bank history records”.

The records were received by the archives with no designated classification system and many of the textual records and the majority of the photographic records were loose in their boxes. A selection of photographs were selected for removal by the archivist as they lacked any identifiable connection with the Bank and its business. A selection of textual material and video cassettes were identified for removal due either to their deleterious physical condition or lack of context to the Bank’s business.
Additionally, while the Bank of B.C. collected newspaper clippings throughout its life, documenting its advertising campaigns and media coverage, those folders and scrapbooks comprised exclusively of newspaper clippings devoid of other context and featuring predominantly material from major newspapers, were not kept by the archivist.

They mostly consist of images of the British Columbia Electric Railway, including cars, models and stations. There are also images of the Pacific Great Eastern Railway cars and stations, the Skagit River Railway as well as images of BC scenery. Most of the slides are identified and dated.

Daniel Lawrence McMullan fonds

The fonds consists of three photograph albums created by Donald Lawrence McMullan between 1928 and 1946. The photographs document his work on forest survey teams for both the provincial and federal governments, as well as surveys conducted by logging and railroad companies.

The first two albums contain photographs from several survey jobs, arranged chronologically. They are divided into sections with an introductory page and a cartographic drawing showing where the particular survey took place. The photographs are usually dated with captions and are as follows:

The third album, created between 1940 and 1946, contains photographs from McMullan's later career and show general forestry activities on Vancouver Island, mainland British Columbia, Yukon and Alaska. Captions and dates are inconsistently applied.

The fonds also includes a copy of McMullan's thesis entitled "The Work of the Surveys Division: British Columbia Forest Service" written in 1932 during McMullan's studies at the University of British Columbia. This thesis is illustrated with five b&w prints and an annotated map. Also included in the fonds is a notice of permanent appointment to the British Columbia civil service dated March 25, 1937 with attached salary schedule and a letter to McMullan dated January 20, 1938 regarding a new classification grading system for Foresters.

Nora Mary Baldwin fonds

The fonds consists of two leather bound photograph albums documenting the life of Nora Baldwin. The black album contains 78 b&w photographs of Baldwin’s professional nursing life at Royal Jubilee Hospital in Victoria, between the years 1942-1945. There is a handwritten document tucked into the album documenting some humours characteristics of infants. The red leather album contains 223 b&w images, some of which consist of Baldwin’s nursing career, however other photographs include travel in Western Canada, as well as photographs of friends and special events, between the years 1942-1966. Also included is a copy of the funeral program for Nora Mary Baldwin in 2009.

Also included among the records is a small collection of pins and name tags belonging to Nora Baldwin and relate to her career as a nurse.

The fonds consist of records created by the International Alliance of Theatrical Stage Employees, local 168 (IATSE) created between 1909 and 1983. The bulk of the records detail the activities of the moving picture machine operators (also called Victoria Motion Picture Projectionists' Union) in Victoria who formed local 168. Most of the records appear to have been created by Secretary/Presidents R.A. Jones and R. Baiss.

The fonds includes minute books (1909-1913; 1927-1938); financial cash, audit and account books (1921-1952); miscellaneous correspondence and contract files, including blank forms and constitution and by-laws (1937-1957) and IATSE publications including a 1926 copy of combined convention proceedings held between 1893 and 1926 and two copies of the IATSE Bulletin from 1982 and 1983.

The records include: autograph books belonging to Mona (Olsen) Billwiller, 1927-1938; a notebook "compliments of Britannia Stores, Britannia Beach, B.C.", which contains no entries but includes printed information on the company and residents; a notebook kept by Mona (Olsen) Billwiller 1945-6 which includes diary entries for the time her son John was born; program etc. of the Britannia Mine High School Reunion, 1982. There are also photographs (including two albums) created or collected by Mona (Olsen) Billwiller and Paul Werner Billwiller documenting Britannia Beach, Townsite (including views from above), mine, staff, social and school activities, office buildings, houses, slide at Jane Camp; Empire Mine, Port McNeil, June-July 1958, 1964-65 (all photographs identified by P.W. Billwiller); Osoyoos Mines, ca. 1934 (album).

Drewry family fonds

The Drewry family fonds consists principally of the personal and business papers of William Stewart Drewry (1859-1939) and his son John Haworth Drewry (1894 – 1988). Both men were licensed surveyors who worked privately, and also for the B.C. government at various times. Also included are records relating to the Drewry households, and the personal correspondence of their wives, Clare Lillian (Hazard) Drewry and Donalda (Jennings) Drewry.

Further, the fonds also includes correspondence and military records of John Haworth Drewry who enlisted in the Royal Flying Corps in 1917 and saw active service in France during 1918, as well as publications, maps used and created by both men in the course of their work, and a collection of family photographs.

The records have been arranged in four series: the records of W.S. Drewry,(MS-3139), the records of J.H. Drewry, (MS-3140), the records of Donalda Drewry (MS-3141), and the Drewry family series (MS-3142). It should be noted that as J.H. Drewry worked for W.S. Drewry, there is some overlap between these two series.

Port Progress photo collection

The collection consists of 110 black and white negatives of the Port Progress (Blunden Harbour) settlement site and survey photos of the area. Included are ca. 10 images taken in Vancouver and Prince Rupert of diesel converted boats and Irish Fusiliers. There are also four black and white prints of the Port Progress group that were made from negatives but given separate id numbers.
The name of the photographer (or photographers) is unknown and there are several photographer numbering systems used so the collection may have been put together by David Mason Books, based on subject.

Herbert Anscomb fonds

The fonds consists of the records of Herbert Anscomb, who had one of the longest and most important political careers in the history of British Columbia. They document his activities as Reeve of Oak Bay, B.C., Mayor of Victoria, opposition member in the B.C. legislative assembly, cabinet minister in the B.C. government in numerous portfolios, leader of the Progressive Conservative Party of British Columbia, and member of the federal Royal Commission on Transportation from 1959 to 1962. Predominantly, the records relate to his political career which began with his election to Oak Bay council in 1924 and ended with his defeat in the provincial election of 1952. The fonds also consists of a relatively small number of records concerning his personal life, family, and his involvement in the wine and brewing industry.

The documentary forms most significant in number include correspondence, photographs, and speeches (in public, in the legislature, and for radio broadcast). In smaller numbers the documentary forms include handwritten notes which were passed from MLAs to Anscomb during sittings in the legislature, magazine articles, and political campaign literature such as brochures, posters and pamphlets. The fonds also includes collected editorial cartoons, caricature drawings and other art work, certificates, reports, guest and visitors books, and ephemera.

The records reflect a wide range of subjects; these include: government, politics and economic policy during the depression and World War II, the province’s coalition government, infrastructure building, political competition against the Co-operative Commonwealth Federation (CCF party), the single transferable vote electoral system, the process of appointment to government jobs, hospital insurance, and the history of the Conservative Party in B.C. and its relationship with the federal party.

Records of particular note include detailed diaries which Anscomb kept as Minister of Mines, Minister of Trade and Industry, Minister of Public Works, and Minister of Municipal Affairs in the early to mid-1940s. The fonds also consists of a rich collection of photographs which document in particular his career as mayor of Victoria and as a B.C. government cabinet minister.

The fonds also consists of a series of 12 volumes of newspaper clippings dating from 1924 to 1978. These scrapbooks cover Anscomb’s entire political career; subjects include all aspects of government and politics in Oak Bay, Victoria and the province of B.C., and not just articles pertaining to Anscomb himself. The fonds includes a manuscript of an unpublished autobiography Anscomb began in 1953.

Where possible the archivist has arranged records chronologically. Where files clearly had been used together as a group by their creator, that order was maintained.

Rosemary Brown fonds

The fonds consists of the records of Rosemary Brown, and were created in her capacity as a member of the British Columbia legislative assembly (MLA), and as a member of the New Democratic Party. A large number of the records reflect Rosemary Brown’s activities on legislative committees and her caucus critic responsibilities.

The records, in smaller numbers, were also created in her capacity as a public speaker, columnist, and university instructor, activities which were not directly related to her job as MLA, but which were carried on at the same time she was an MLA. The fonds also consists of a relatively small number of personal records which were intermingled with records relating to her MLA work.

The records were created by Rosemary Brown at the B.C. legislature, although whether they were created by her, immediate staff, or caucus research staff, is not always clear. Records were also presumably created in Brown’s constituency office.

Records reflect events in the two constituencies she served, although most reflect the time period after she left Vancouver-Burrard to serve as MLA for Burnaby-Edmonds, from 1979 to 1986. Although the majority of her correspondence was with people in the greater Vancouver area, the geographic scope of the records includes all of the province of British Columbia as she was concerned with province-wide issues, and also received letters from citizens throughout the province. In addition to concerning B.C. affairs there are reports and letters from outside B.C. and concerning issues of national and international relevance.

The records date predominantly from 1977 to 1986.There are virtually no records from the periods of Brown’s life prior to becoming an MLA in 1972 or after her retirement from B.C. politics in 1986. There are almost no records from her first years as MLA, from 1972 to 1975, when she was on the government side of the house.

The subject matter of the files includes all aspects of British Columbia politics and public policy. However there is a particular emphasis on records related to the subjects of her caucus critic responsibilities and legislative committees, and areas of her personal interest and activism. Her critic or spokesperson areas, reflected in the files, include the Human Resources ministry (and related areas of Health), feminism and the status of women, human rights and minority groups, Attorney General, and Consumer and Corporate Affairs. The files also reflect her interest in municipal affairs, education, environmental issues, labour rights, civil rights, minorities and each of these in an international context.

A large amount of the correspondence is from members of the public who expressed their opinions on political and social issues. Correspondence also includes “case work” (requests from the public for assistance with personal issues and problems). As Brown was a well-known public figure, the correspondence comes from various parts of the province and is not restricted to her constituents. There are also a significant number of records related to the policies and political activities of the New Democratic Party both in B.C. and across Canada.

The fonds consists of the following documentary forms: correspondence; memos; briefs on legislation and issues from government, organizations and non-governmental bodies; research information; copies of Hansard and government bills and budget documents; reports; newsletters; pamphlets; petitions; position papers; press releases; reports; petitions; studies; election campaign literature and voter lists.

The fonds also consists of a large amount of collected resource or reference material; these subject files include clippings, newsletters, magazines, pamphlets and photocopied articles. There are a small number of Brown’s speeches and articles written by Brown. Some records appear to have been given to Brown by research staff, with their suggestions that she use the information for her questions in the legislature or for speeches. There are also what appear to be Brown’s handwritten notes on issues.

A small number of files consist of personal correspondence (friends and acquaintances) and personal business records, (financial, real estate purchases, mortgage, MLA remuneration), and collected ephemera. These were intermingled with the records relating to her MLA work.

There are no photographs in the fonds.

The correspondence files are arranged as they were by the creator of the records, in chronological and alphabetical order.

The files were found to have no numbered classification system. They were usually well-labeled by the creator of the files, and organized by the creator according to subjects falling under the responsibility of a government ministry (i.e. the Human Resources ministry, Health, the Attorney General, and Consumer and Corporate Affairs, etc.). However, many appeared to be out of the order of their original filing system, so it was sometimes necessary for the archivist to reorganize the files to return them to this original subject arrangement, grouping files according to the subject matter as it appears in the title of the folder.

The archivist determined that distinct series could not be distinguished; the fonds therefore consists of only one series.
