Frontier College report

This series contains a report on the work of Frontier College in British Columbia for 1953. Frontier College was a voluntary organization designed to promote citizenship and education among migratory workers in isolated camps and settlements. The College was founded in 1900 and incorporated in 1919. Instructors were recruited from Canadian universities to work as labourers-teachers in the summer months. Instructors usually worked as paid labourers by day and conducted classes in the evenings. The majority of the students were recently arrived immigrants. The report is illustrated with black and white photographs of railway labourers and workers at Kitimat and Kemano. Photographs and biographical sketches of instructors are also included.

Council of Public Instruction correspondence and other material

This series consists of correspondence, minutes, briefs, memoranda, etc., of the Council of Public Instruction. Most of the records in this unit date from the 1967-1970 period. Included are records relating to Indian schools, private schools, universities and colleges, curriculum development, vocational programmes, and the Dept. of Education's Instructional Media Committee. Also included are records of the department's Community Programmes Branch which, in April 1970, was transferred to the Department of Recreation and Conservation. The minister's and the superintendents correspondence, and the Accreditation and Legislation Committee files in this collection are restricted.

GR-0899 consists of correspondence, minutes, briefs, and memoranda of the Council. The outside dates for material in the collection are 1954-1970, but most of the files date from the period 1967-1969. The collection includes material relating to Indian schools, private schools, universities and colleges, the Provincial Board of Examiners, curriculum development, and the Department of Education Instructional Media Committee. Also included are records of the department's Community Programmes Branch (19641970), a branch which was transferred to the Department of Recreation and Conservation on 01 Apr 1970.

The series consists of "historical" files maintained by John S. White, Director, Technical and Vocational Education Branch. Includes an historical overview of Technical and Vocational Education in B.C. (1906-1962); memorandum on the "Functions and Activities of Adult Education Branch" (1956); and essay by White entitled "History of British Columbia Institute of Technology" (1969). Also included are notes on the development of B.C. Vocational Schools in Prince George, Nanaimo, and Victoria, and transcripts of speeches given by the Premier and the Minister of Education at the opening of the regional vocational school at Dawson Creek (1967).

Division of Vocational Curriculum photographs

The series consists of photographic negatives, possibly produced by PEMC, and predecessor agencies including the Division of School of Radio Broadcasts, Division of Visual Education, Division of Audio-Visual Services and Audio-Visual Services Branch. These agencies were responsible for providing media services to public education institutions. The records document school sites and educational programs for vocational program students in British Columbia.

Photographs are arranged alphabetically by subject and show students participating in various vocational programs located throughout the province. Locations are often provided in photograph annotations. Photographs are generally ordered within subject using a system of abbreviations and numbers ie) AE stands for aeronautics, and AU stands for automotive.

This record series was maintained by the Administrative Services Branch of the Department of Education and relates to almost every facet of the Department's work. It includes correspondence of the Minister and department staff with the public and associations such as the B.C. Parent Teacher Federation, B.C. School Trustee's Association, B.C. Teachers' Federation and Canadian Association for Adult Education as well as correspondence with educational institutions including private schools, colleges and universities.

There are also 12 architectural drawings of schools, removed and given map registration numbers 24231C - 24242C.

The results of school trustee elections in B.C., 1962-1966, are also included in this collection in box 30.

Western Council of Arts in Education Associations fonds

The fonds consists of the records of the Western Council of Arts in Education Associations (which also operated as Arts in Education Council of B.C.). The Council advocated for fine arts instruction in schools, sponsored programs and activities for teachers and students, and prepared reports and publications for submission to government and commissions. These activities are documented in the records, which consist of board minutes, publications and newsletters, reports, surveys, projects, and correspondence.

Program Coordinating Committee records

The series consists of records of the Program Coordinating Committee of the Universities Council of British Columbia. One of four standing committees, the legislated purpose of the committee was to advise and make recommendations to the Council on all matters pertaining to university programs. The role of the committee was to review and make recommendations on proposals for new programs of study at the public universities; to review existing university programs to identify special areas of interest and expertise at each university and to reduce unnecessary duplication; to identify areas for inter-university cooperation; to assist in the coordination of the delivery of distance education; and, to examine the role of the universities in the development of in-service training and re-training for the professions.

The records document the committee’s function of evaluating proposals for new undergraduate and graduate programs at the University of British Columbia, Simon Fraser University, the University of Victoria, and the Open Learning Institute. The committee numbered each proposal, and these original codes were maintained by the archivist.

Record types include correspondence, memoranda, press releases and clippings, committee resolutions, course/program descriptions, reports, and discussion papers. The records typically include the wording of motions concerning new programs which the Program Coordinating Committee sent to Council. Correspondence typically is to and from the committee, the council, university presidents and vice presidents, and faculty heads and members.

The subject matter of the records reflects the criteria the committee used in weighing the merits of each specific proposed new program of study. For this reason, the records reflect information on the credentials to be awarded to graduates; a description of each new university program; discussion of the need for and objectives of the proposed program; enrolment projections; institutional resources and need (new faculty or administrative staff required); budget required (indirect and direct costs); employment prospects for graduates of the new program; the relationship with other existing programs at BC universities (including duplication); and the results of consultation with the other BC universities and non-university groups, including letters of support for the new program proposals.
