Hospital construction and equipping cost statements

The series consists of financial statements solicited by the Provincial Secretary's office in 1920. Forms were sent to hospitals throughout the province requesting that each hospital provide the cost of constructing and equipping their hospital for the period 1903 to 1920. Some of the completed forms are accompanied by correspondence.

Dept. of the Provincial Secretary miscellaneous films and videos

The series consists of miscellaneous films (some original footage and some composite prints) and videocassettes about British Columbia. It includes films about the BC Pavilion in Osaka (1970), British Columbia House in San Francisco (ca. 1965) as well as the opening of the 1971 BC International Trade fair, a film about lumbering in British Columbia (1925) and Crown Zellerbach lumber activities (1966) and a reel from ca. 1970 about sailing activities.

The series also includes two video copies of BBC films, one about lumbering activities and one about a search and rescue operation.

The photographs and at least some of the films were formerly held by British Columbia House in San Francisco. Some of the films are composite prints; F1984:10/002 appears to be original footage.

Provincial Secretary executive records

This series consists of executive records of the Provincial Secretary, covering a wide variety of topics. The Provincial Secretary's department was responsible for a broad range of legislation and activities - including the civil service, provincial elections and (until 1946) health and welfare services. These records comprise part of the former Provincial Secretary's Central Registry. This registry consisted of general correspondence, policy directives, branch reports, inter-departmental memoranda, circulars, grant applications, and a host of miscellaneous documents.

The finding aid consists of two parts. Part I is a box/file list showing the original order and arrangement of the records. The records fall into six categories or subseries:

A. General correspondence: correspondence inward (with replies), reports, circulars, etc.
B. Appointments: correspondence, commissions, oaths of allegiance of coroners, magistrates, and other appointed officials.
C. Resident Physicians: correspondence re: grants paid to physicians in isolated communities
D. Grants: correspondence and reports pertaining to grants paid to various community groups and charitable organizations, service clubs, etc.
E. Workmen's Compensation Board: circulars, etc.
F. Contemporary card indexes: alphabetical subject index cards. Part II: Subject Index

Part II of this finding aid consists of a subject index compiled by the Provincial Archives of BC. The index indicates the main topics or subject areas - e.g. Provincial Infirmary, Elections, Industrial Schools, etc. which are documented in GR-0496. The index does not claim to be comprehensive or exhaustive, but it should help researchers to locate documents which concern particular institutions or activities.

Records with regard to neglected children

The series consists of correspondence of the Superintendent of Neglected Children, the Deputy Superintendent of Neglected Children and the Superintendent of Welfare relating to Doukhobor children. The files contain correspondence, lists of children, case files for some of the children and a 1950 thesis. The bulk of the material relates to the period 1929 1935.

Films and videos

This series consists of films and videos held by the Provincial Mental Hospital, Essondale (later Riverview Hospital). Film dates range from 1930-1963 and videos as late as 1994, though many are undated. The majority of films seem to have been created by the hospital as records of operations and events, or as visual aids for medical studies. There is little to no information about the creation of these films or their contents. A few films have sign out cards in their cannisters, indicating staff were able to check them out and view them. All films have titles and some have dates or additional technical information. There may be multiple short films on a single reel or tape; each part has been identified with it's own title in the item list when possible.

Many films cover hospital events, such as patient dances, carnivals, graduations, parades, sports days and the opening of the Crease Clinic. There are films recording the Essondale grounds and building construction. There are also films regarding pathology, some of which are recorded in the GR-3420 index of pathological photographs. These films record various physical or mental conditions. They were generally filmed for particular doctors studying a condition or patient.

The series also includes a few commercial films likely used by the hospital for instructional purposes, and a copy of the National Film Board documentary titled "Breakdown".

Many of the films have video copies which may be more easily accessible. Films were not reviewed by archives staff. The existence of a video copy for particular films is estimated based on film descriptions and the contents of videos. Possible copies are indicated in the item list.

Unemployment Relief Committee files

The series consists of Unemployment Relief Committee files kept by the Provincial Secretary from 1931 to 1933. The files contain records regarding the provision of direct relief for unemployed men and include: organization charts, financial information, circulars, copies of registration forms, correspondence between Provincial departments as well as intergovernmental correspondence between the Provincial and Federal or Municipal governments. There are also memoranda prepared for the Provincial Secretary and reports and requests for information from the Provincial Police, Government Agents, District Engineers and other groups.

The series consists of records relating to school and community drama created by the Dept. of Education. It includes copies of theatre programmes from communities throughout the province from 1933 to 1939; correspondence regarding the 5th Annual BC Drama Finals in Vernon, 1957; and a British Columbia Drama Association cashbook dated 1932 to 1955.

Records with regard to Royal visits

The series consists of records with regard to Royal visits created by the Dept. of the Provincial Secretary between 1939 and 1959. The records include correspondence, circulars, programmes, press releases, menus, etc. concerning the visit to British Columbia by King George VI and Queen Elizabeth, 1939. Also includes programmes re: 1958 visit of the Princess Margaret and the visit of H.M. the Queen and Prince Philip in 1959.

The series also contains 2 photographs of paintings and some maps.

Indigents Fund applications

The series consists of Application for Relief forms created by the Dept. of the Provincial Secretary between 1939 and 1941. Each form gives applicants' name, age, place of residence, marital status, financial status and number of dependents.

The forms, which are numbered from 600501 to 604500, were evidently a part of a larger registry. Unfortunately, other application forms from the registry have not survived. Contemporary registers and indexes to the application forms have not survived either.

Most of the forms in this series are from August-November 1939, although a few are dated as late as November 1941. The forms are arranged by community, with a very few discrepancies in the order. Application forms from the city of Vancouver are, for the most part, arranged alphabetically by the first initial of the applicants' surname.

An oath of allegiance was required from those applying for financial assistance from the provincial government. Oath of Allegiance forms from the years 1940-1942 are to be found in Box 7 of this collection. There is no discernible order to the Oath forms, although a number of them refer to the Application for Relief forms noted above.

Memorandum with explanatory notes regarding voting regulations

The file consists of a 12 page memorandum created by Special Officer G.H. Ward for the Dept. of the Provincial Secretary in 1941. The memo concerns the B.C. general election held on October 9, 10, 11, 1941 and the B.C. Active Service Vote in the United Kingdom with explanatory notes re active service voting regulations.

Newsletters

This series consists of a variety of newsletters created for hospital patients and the public from 1947-2008. These records were created by Provincial Mental Hospital, Essondale (later Riverview) and Crease Clinic staff and patients. Patient newsletters provide an account of the events and activities which occurred at Riverview from a patient perspective. These newsletters provide valuable insights into patient life at Riverview from a non-clinical perspective. Several different newsletters are included:

The Leader was a weekly publication of the provincial mental hospital and Crease clinic, Essondale BC. Prepared by the Department of Recreational Therapy and other hospital staff with the help of patients. In later years the newsletter was primarily created by patients. Drawings and articles were contributed by patients throughout the years. The size and content varies over time, but often includes information on recreational activities available to patients, weekly movies, outings, church information, puzzles, new additions to the library, updates for each ward, some photos and articles on a variety of topics. Dates range from 1947 to 1976.

The Riverview Reporter, New Horizons and Penn Hall Chronicles include writing, poems and art from patients, as well as general information for patients on health, wellness and hospital amenities. Dates range from the 1980s to early 2000s.

Riverview Hospital Connections is a more public facing newsletter providing information on the operations of the hospital, staff spotlights, and research being done. Dates range from 1993 to 2002.
