They were charged with investigating all matters relating to municipal taxation in British Columbia as well as the financial relationship between the Government of British Columbia and the municipalities. In their report, the commissioners addressed responsibility for social services including mothers' pensions, administration of justice, schools and education, mental hospitals, unemployment relief, etc.
