  • 1993 - 2010

The series consists of records relating to support provided by Medical Services Plan (MSP) for the initiation, approval, and development of clinical practice guidelines and protocols for physicians in BC between 1993-2010. Guidelines and protocols are developed by physician working committees under the umbrella of the Guidelines and Protocols Advisory Committee (GPAC), co-chaired by MSP and the BC Medical Association (BCMA), which meets approximately six times per calendar year. GPAC is responsible for documenting the discussion of topics that may become the subject of a future guideline or protocol. If GPAC determines that a guideline or protocol is required, responsibility for developing the guideline or protocol relating to the topic is assigned to a working committee. MSP supports the development of protocols and guidelines by providing information, analysis and review services to physician working committees; secretariat services to the working committees; and by retaining documentation relating to the development of protocols and guidelines. The records were created under the Medicare Protection Act (RSBC 1996, c. 286).
The records are arranged chronologically by meeting date or by working committee, then by guideline or protocol. They include correspondence, policy files, agendas, critical documents packages containing records of decision, and reports. The records are classified under the following Medical Services Plan ORCS guidelines and protocols - initiation and approval (40220-00, 40220-02, 40220-31) and guidelines and protocols - development classifications (40240-00, 40240-02, 40240-21). Health authority performance agreement development files

  • GR-3515
  • Series
  • 1992-2010

The series consists of correspondence, discussion papers, briefing notes, and draft agreements created between 1992 and 2010 by the Health Authorities division of the Ministry of Health and its predecessor, the Performance Management and Improvement division. Due to numerous reorganizations within the Ministry of Health and Ministry of Health Services, there is evidence that earlier records may have changed custody several times. However, the records stayed with the successor body of the creating agent. The series documents the development, negotiation and approval of performance agreements between the provincial government and provincial health authorities. The records are arranged by topic and by health authority. Records pertaining to one topic or health authority may be found in several different accessions within the same series.

The records are arranged according to the original BC Government ORCS classification scheme and are covered by ORCS schedule 122352 (Health Authority Performance Management), secondary 25320-20. Except in cases where records were clearly misclassified, the series have been based on the ORCS number. Records in all accessions were heavily interfiled which has led to significant cross-over between the series, and in many cases there is clear evidence of misclassification of records. Researchers are advised to consult finding aids for the following related series in order to better and more fully understand the records : GR-3512, GR-3513, GR-3514, GR-3516.

  • Series
  • 1991-2011

The series consists of correspondence, issue papers, copies of briefing notes, copies of memoranda of understanding, Canadian Blood Services reports, corporate plans, budgets, and financial statements created between 1991 and 2011. The records were created by two bodies within the Ministry of Health : the Health Authorities division (and its predecessor, the Performance Management and Improvement division), and branches within the Medical Services division. A large amount of these committees were created to evaluate different programs in the ministry. For example, the purpose of the Oil Spill Task Force was to examine marine oil spill prevention, response initiations and to make recommendations. This was an international endeavor with the participation of British Columbia and the states of Alaska, Washington, Oregon and California. The records document the progression of talks between participants on the subject.
The Corporate Committee records include their discussions regarding an Environment, Lands and Parks agenda for BC that would outline the priorities of the ministry while the Enforcement Evaluation Steering Committee records discuss how to evaluate the enforcement function ministry-wide. The committees’ records discussing administrative and prosecutorial enforcement activities aimed at protecting the environment, the public and property by encouraging compliance with ministry legislation and regulations, punishing offenders or deterring potential offenders and increasing public awareness. There are also records outlining initiatives to update training and equipment for conservation officers.
The types of records found in the series include meeting minutes, memos, news releases, correspondence, agenda, draft policy reports, risk analysis, conference papers, news clippings, proposals, presentations, studies, notes, financial estimates, reference material and publications. The following final reports are included in the records: Alternative Response Technologies - In Situ Burning and dispersants; Drills and Exercises - Recommendations to Prevent Marine Oil Spills Caused by Human Error; Oiled Wildlife Care Facilities; Dedicated Rescue Tug; Spill Reporting and Notification Alternatives in BC, among others.

Conservation Officer Service wildlife attack final reports

  • GR-4005
  • Series
  • 1991-2012

The series consists of final reports summarizing wildlife attacks on humans created by the Conservation Officer Service, part of the Enforcement program of the Ministry of Environment and its predecessors under the Environmental Management Act (SBC 2003, c. 53) between 1991--2012. The final reports cover the response and related activities of the Conservation Officer Service (COS) to human-wildlife conflicts that pose a threat to public safety (e.g., wildlife attacks, repeated dangerous wildlife encounters at or near public locations, situations where dangerous wildlife has become habituated or food conditioned and now represents a risk to public safety, and livestock-large predator conflicts) in BC. COS also responds to certain cases of injured or dead wildlife (e.g., large carnivores or ungulates). The records document the investigation and outcome of wildlife attacks that threaten human safety and may result in human fatality or serious injury. They illustrate the evolution of wildlife attack investigative technique, causes of wildlife attacks, and methods used to dispatch wildlife. They may be used to inform wildlife conflict reduction strategies, policies and procedures, and educational materials developed by COS.

The records are arranged by geographic area and type of animal attack. They consist of memoranda and reports containing copies of photos, news clippings, memoranda, correspondence, case summaries, and exhibit materials. The records are classified by an internal filing code and ORCS classification 31040-14 (wildlife attack final reports) under the Conservation Officer Service ORCS (schedule 201311).
