Records pertaining to care of indigents and destitute persons

The series contains records pertaining to the care of indigents and destitute persons created by the Dept. of the Provincial Secretary between 1911 and 1925. Files consist of applications for relief, supporting documents from police constables and government agents, case files, administrative reports, and general correspondence. Reports on unemployment in specific communities in British Columbia, ca. 1911-1918 are also included.

Records created prior to 1923 were filed numerically and constituted a separate records series within the Provincial Secretary's office. Records created after 1923 were kept alphabetically, by name of applicant. Regrettably, contemporary registers and indices for these records have not survived.

Although it was "the duty of every city and district municipality to make suitable provision for its poor" [Municipal Act, RSBC 1911, c.170 s.526], the Department of the Provincial Secretary was largely responsible for the care of indigents and other destitute people in British Columbia. In fact, prior to the creation of the Department of Health and Welfare in 1946, the Provincial Secretary's office was often the only source of support for deserted wives and children, indigent widows and elderly persons, disabled workers and others in need of public welfare. The Provincial Secretary administered funds to such groups through charitable accounts, the Workmen's Compensation Board, the Provincial Board of Health, and other agencies. At the local level, relief payments were often distributed by Provincial Police constables or Government Agents.

Department of Education correspondence files

This record series was maintained by the Administrative Services Branch of the Department of Education and relates to almost every facet of the Department's work. It includes correspondence of the Minister and department staff with the public and associations such as the B.C. Parent Teacher Federation, B.C. School Trustee's Association, B.C. Teachers' Federation and Canadian Association for Adult Education as well as correspondence with educational institutions including private schools, colleges and universities.

There are also 12 architectural drawings of schools, removed and given map registration numbers 24231C - 24242C.

The results of school trustee elections in B.C., 1962-1966, are also included in this collection in box 30.

This record series is composed of the 1960-1963 files of the then Minister of Education, the Hon. Leslie Peterson. The files contain his ministerial correspondence and briefs that he received as a member of the cabinet. The filing system is not consistent over the four years.

The files contain material on almost all types of education activity in the province including home economics, correspondence schools, curriculum, community programs, private schools, technical and vocational education, text books, tests, standards and measurements, religious education, teacher recruitment, the school attendance of Doukhobor children and other subjects. They also contain correspondence with the B.C. Parent Teacher Federation, the B.C. School Trustees Association, the B.C. Teacher's Federation, the Canadian Education Association, the University of British Columbia, the University of Victoria, Simon Fraser University, Jericho Hill School for the deaf and blind and other interest groups and educational institutions.

The records include grant applications from charitable organizations (e.g. Salvation Army Rescue and Maternity Home, Vancouver); petitions from various citizens groups and trades organizations (e.g. re: Pacific Great Eastern railway, prohibition, and Weekly Half Holiday Act); plus files on diverse topics such as the Belgian Relief Fund (which was administered by the Provincial Secretary), the Progress Club of Vancouver, the provincial coat-of-arms, prohibition, half-day closing, the Provincial Archives and W.W. Walkem's "Stories of Early British Columbia".

Indigents Fund applications

The series consists of Application for Relief forms created by the Dept. of the Provincial Secretary between 1939 and 1941. Each form gives applicants' name, age, place of residence, marital status, financial status and number of dependents.

The forms, which are numbered from 600501 to 604500, were evidently a part of a larger registry. Unfortunately, other application forms from the registry have not survived. Contemporary registers and indexes to the application forms have not survived either.

Most of the forms in this series are from August-November 1939, although a few are dated as late as November 1941. The forms are arranged by community, with a very few discrepancies in the order. Application forms from the city of Vancouver are, for the most part, arranged alphabetically by the first initial of the applicants' surname.

An oath of allegiance was required from those applying for financial assistance from the provincial government. Oath of Allegiance forms from the years 1940-1942 are to be found in Box 7 of this collection. There is no discernible order to the Oath forms, although a number of them refer to the Application for Relief forms noted above.

Elementary School Agricultural Education correspondence

The series consists of correspondence between the director of Elementary Agricultural Education (J.W. Gibson) and school boards throughout the province, created between 1915 and 1929. The correspondence is mainly concerned with gardens in local elementary schools and includes detailed reports on the types of gardens being cultivated at various schools. Some reports also include plans and drawings of gardens.

The files are arranged alphabetically by name of community and chronologically by year. For correspondence for 1919 see GR-1446 [reel B02033].

The series consists of records created by the Dept. of Education between 1915 and 1924. The records include teachers' "Reports on Instruction Given in Rural Science," submitted to J.W. Gibson, director of Elementary Agricultural Instruction. The reports show name of teacher, teacher's length of service at the school, qualifications in rural science, and previous experience with school gardening. The reports also contain information re: syllabuses, textbooks, equipment, etc., as well as monthly calendars of gardening activities of various schools.

The reports are filed alphabetically by teachers' names. Researchers should consult the Public Schools Reports for these years to determine the names of teachers at particular schools.

Elementary School Agricultural Education correspondence and reports

The Elementary Agricultural Education Branch was established in 1915 to promote nature study and rural science in the public schools of British Columbia. The director of the branch was John Wesley Gibson (1874-1954) who, with a team of district supervisors, established one of the most successful school gardening programmes in the country. As well as developing school gardens, the branch was also involved with patriotic fund raising projects, home garden clubs and agricultural fairs.

The series consists of records created by the branch between 1916 and 1929. It includes correspondence and reports from District Supervisors of Agricultural Instruction, submitted to Superintendent of Elementary Agricultural Education, J.W. Gibson. Included with the correspondence are the supervisors' monthly reports, giving the names of schools inspected, comments on school projects and details of events pertaining to horticulture and agriculture. It also includes memoranda and letters from applicants seeking positions as instructors. The correspondence was filed alphabetically under the names of the school district supervisors.

(1937). This unit also includes brochures re: the Overseas Education, 1976.
