The fonds consists predominantly of records relating the publication of “Meet Mr. Coyote”, “Folklore of the Far West”, “The Native Tribes of British Columbia”, and “A Corner Stone of Canadian Culture”. In addition to these records there are correspondence and notes that tangentially relate to these publications and the creator’s interest in the artwork of B.C. indigenous populations. This includes works of art produced by both the Society for the Furtherance of B.C. Indian Arts and Crafts as well as William A. Newcombe.

The fonds includes drafts, additional legends and artwork that were not published as part of above listed works, correspondence, and records relating to the British Columbia Indian Arts and Welfare Society. Of note, the fonds also contains the doctoral certificate awarded to the creator in 1948 by the University of British Columbia and two examples of embroidery by the creator. These latter two are part of accession 199306-036 and have been assigned reference numbers PDP00679 and PDP00680.

Of those records relating to the writing of “Folklore of the Far West” some had already been re-housed and organized according to their geographic region of origin upon their initial arrival at the Archives; namely those in accessions 199306-036 and F/1/R19. This order was not further disturbed by the archivist in the process of arranging these records. Those records in accessions 86-064 and 81-152C, which had not been previously processed, were left in the order in which they were bound on entry to the archives and include records relating to each of the publications listed above.

This series consists of one register documenting applications to purchase unsurveyed Crown land. Information includes the date a notice was posted in the government gazette, the name of the applicant, the amount of acreage applied for, the district, location of the acreage, and a remarks column documenting whether or not the application was successful and any Dept. of Lands correspondence numbers relevant to the application. The register covers all areas of the province. There is an applicant name index in each register. Note that the volume also includes cancelled or disallowed entries.

This item is volume 2 and covers 1910-1913. Volume 1 is item GR-1069.II.136 and covers 1906-1910.

Alternative Payments program files

The series consists of applications, reports, forms, correspondence, printouts from government databases, and budget information received, maintained and created by the Ministry of Health and its successors. The records were created between 1968 and 2011 for the Alternative Payments program. The series documents the provision and monitoring of Medical Services Plan (MSP) funding for physician and health care practitioner services through alternative payment agreements to regional health authorities. The functions of the Alternative Payment program were controlled by the Physicians’ Compensation branch.

The Alternative Payments program is a method of funding physician services by the Medical Services Plan through means other than the fee-for-service method. The program is designed to secure sufficient access to care in situations where fee-for-service arrangements may not guarantee physicians the financial support or stability to be able to provide needed care, such as in teaching hospitals or community-based services in rural areas. There are two models for alternative payments : service agreements and sessional arrangements. Service agreements consist of a contract between the Ministry of Health and a Health Authority which retains physicians under contract or direct employment. Sessional arrangements are based on contracts between a Health Authority and a physician.

Records consist of alternative payment agreement accountability records case files. Records regard reviewing applications from regional health authorities for funding for programs within their geographic areas of responsibility; developing and monitoring agreements with regional health authorities; monitoring programs funded by alternative payments methods; and processing payments to regional health authorities in accordance with approved agreements. The series also include some files with related policies, procedures and forms.

The fonds comprises videotape copies of eight promotional, documentary or general-interest films produced for the Aluminum Company of Canada (or its successor, Alcan Canada Products) in the years 1951-1979. They depict the history, development and operations of the Kitimat project, including the Kenney Dam, the Kemano power plant, power transmission lines, Kitimat smelter, and the town and port of Kitimat. Four of these titles were made by Lew Parry Film Productions; two were produced by Crawley Films Ltd.

Analyses for legal cases

The series contains primarily reports of sample testing conducted by the Environmental Lab for legal cases. These legal cases involve the B.C. Provincial Government and companies or their owners who were accused of violating environmental acts (such as the Fisheries Act), usually by knowingly depositing harmful substances into the environment which could affect ecosystems. The reports contain information about which samples (usually water) were dropped off at the Environmental Lab, by whom, in what type of bottles and the location and time of sampling. The reports also list the results of which chemical compounds were found in the samples and at what concentration.

While the reports include a legal case number, they do not summarize the findings or comment on the results in relation to the case or its harmfulness to the environment. Some files, labeled by case number, contain additional records including the name of the accused (usually a business), shipping receipts for the samples, and on occasion a subpoena requesting that a chemist from the Environmental Laboratory appear in court as a witness. As the Environmental Laboratory was summoned to these cases as a witness and is not directly involved with prosecution, there are no details of the actual court cases. One file contains a letter from a solicitor commenting on the short-notice of the subpoena but contains no solicitor-client advice and therefore is not restricted.

The series also contains a box of metal pieces assumed to have been used during the analysis process.
