Analyses for legal cases

  • GR-3789
  • Series
  • 1981-1988

The series contains primarily reports of sample testing conducted by the Environmental Lab for legal cases. These legal cases involve the B.C. Provincial Government and companies or their owners who were accused of violating environmental acts (such as the Fisheries Act), usually by knowingly depositing harmful substances into the environment which could affect ecosystems. The reports contain information about which samples (usually water) were dropped off at the Environmental Lab, by whom, in what type of bottles and the location and time of sampling. The reports also list the results of which chemical compounds were found in the samples and at what concentration.

While the reports include a legal case number, they do not summarize the findings or comment on the results in relation to the case or its harmfulness to the environment. Some files, labeled by case number, contain additional records including the name of the accused (usually a business), shipping receipts for the samples, and on occasion a subpoena requesting that a chemist from the Environmental Laboratory appear in court as a witness. As the Environmental Laboratory was summoned to these cases as a witness and is not directly involved with prosecution, there are no details of the actual court cases. One file contains a letter from a solicitor commenting on the short-notice of the subpoena but contains no solicitor-client advice and therefore is not restricted.

The series also contains a box of metal pieces assumed to have been used during the analysis process.

Anglican Synod correspondence

The series consists of three letterpress copybooks, which includes outgoing correspondence from Pemberton & Son, concerning the business affairs of the Anglican Synod of the Diocese of British Columbia. Pemberton & Son was the financial agent for the Synod, and invested money on their behalf. The labelling on the three volumes reads: "The Incorporated Synod of BC." There are also business records in the fonds dealing with transactions concerning the Synod of New Westminster.

Letters are arranged chronologically, with an alphabetical index of recipients. In the 1902-1903 volume, handwritten numbers on a letter indicate a cross reference to letters to the same recipient. It is not known why the fonds includes only letterpress books from 1901 to 1903.

Anglican Synod transfer ledger

The series consists of an account ledger book recording expenses and revenues on Victoria and Vancouver mortgages and rental properties held by the Anglican Synod of the Diocese of British Columbia and possibly the Archdeaconry of Vancouver. The books contain two-column account balance sheets, headed by mortgagor names, which record loan expenses and revenues and details including the loan terms, rating, and credit limit. The account balance sheets are arranged in alphabetical sections with an index at the beginning of each section. Victoria and Vancouver office docket file numbers occasionally appear at the top of account balance sheets or on the index pages. A damaged newspaper article on the Anglican Synod and a list of the 1945 "Synod Committee" members are attached to the inside front cover of the volume.

Annie Margaret Angus family papers

Diaries, documents and research notes concerning the family of Annie Margaret Angus, especially her father Major William James Anderson. Materials consist mostly of diaries (1885-1924) of Major Anderson, and his wife Laura, which cover his career in the British Army and the family's efforts in establishing a fruit orchard in the Kettle Valley/Rock Creek district of British Columbia. They also include papers regarding W.J. Anderson's military career, family history, Annie M. Angus' correspondence and research notes regarding here family's history, and her annotations and notes on her father's diaries. Also included are two family photograph albums which have been transferred to Visual Records.

Annie Margaret Angus was the eldest daughter of Major William James Anderson and his wife Laura. Born in Turkey, she was raised in Scotland and India before her family emigrated to the Rock Creek valley of British Columbia in 1909. There they worked at establishing a fruit ranch until her father's death in 1915 and the abandonment of the orchard for Vancouver in 1919. Annie Anderson attended the University of British Columbia from 1919-1923 and married Dr. Henry Angus in 1924. Following his retirement from the faculty of the University of B.C. in 1956, where he served as the dean of Graduate Studies, Dr. Angus was appointed Chairman of the Public Utilities Commission. Mrs. Angus was active in community affairs, serving as a member of the Vancouver School Board from 1952-1958, and on the Senate of the University of British Columbia from 1957 to the mid-1960s. She was also active in child welfare agencies in Vancouver and at the national level.

Major William James Anderson, 1860-1915, the father of Annie Margaret Angus, was the son of Colonel John Cumming Anderson of the Royal Engineers in India. As a young officer J.C. Anderson had been in charge of the defences of Lucknow during the Sepoy Mutiny. W.J. Anderson was also first cousin (on his father's side) to Alexander Caulfield Anderson, a chief factor with the Hudson's Bay Company in British Columbia. W.J. Anderson was raised in India and England and was commissioned in the British Army in 1882. He was posted in India, Crete and Turkey, where he served as a military consul from 1899 to 1903. In 1900 he married Laura Elsworth who was born in Wisconsin in 1870, and taught at an American missionary school for girls in Turkey where she and William Anderson met. With the rank of Major, William Anderson retired from the army in 1909. The family then emigrated to British Columbia to establish a fruit ranch in the Kettle Valley/Rock Creek district on land purchased from the "Kettle Valley Irrigated Fruit Lands Company". In 1915 Major Anderson was recalled to active duty and was killed while serving at Gallipoli on October 19, 1915. Laura Anderson was forced to abandon the orchard in 1919 and to move to Vancouver.

Annual reports and correspondence

This company, which produced Slinger's wines, British Columbia Logan Port and others, later became a subsidiary of Growers' Wine Company Records consist of annual reports and correspondence, 1928-1931.

Annual reports and directories

The series consists of several types of records the Provincial Council of Women of BC used as mechanisms for reporting and for communications. They have been grouped into one series by the archivist.

The series includes annual reports from local councils, dating from ca. 1940 to 1960. Often written informally, they include reports from the councils at Kamloops, Vancouver, Victoria, Chilliwack, New Westminster, Nanaimo, North Shore, Mission City, Trail and Burnaby. There are also annual reports from groups that were affiliated with the Council of Women, including the Canadian Association of Consumers, the Elizabeth Fry Society, Native Indian Service Council, Victorian Order of Nurses, Association for Retarded Children, Woman’s Missionary Society of the United Church of Canada, and the Women’s Christian Temperance Union.

The series also consists of more formal annual reports of the Provincial Council, in printed booklet form, in a complete chronological set dating from 1969 through 2001. These reports give a varying amount and depth of information over time, but include: lists of members and executives, the annual report by the president and by executives, the agenda and minutes of the annual meeting, financial reports, committee reports, reports of “federating societies,” and resolutions of the council.

A smaller group of records in the series consists of annual reports of the Vancouver Council of Women, ca. 1983 to 1999.

The series also consists of a collection of directories produced by the Provincial Council of Women, dating ca. 1968 to 1990. These consist of lists of executives and committee chairmen, including addresses and telephone numbers. These directories also cover local councils around the province, and affiliated organizations or “federating associations,” giving names of officers and current projects being undertaken. In addition to the Provincial Council directories, the series also includes directories of the White Rock and District Council of Women, ca. 1965 to 1990.

The series also consists of a collection of Provincial Council newsletters entitled “Provincial Council of Women of B.C. Bulletin.” This is a very incomplete chronological collection, dating from September 1960 to December 1968.
