Board of Directors records

The series consists of records created and received by the British Columbia Buildings Corporation’s Board of Directors between 1978 and 2005. The records include copies of legislation, Directors' Books, third party reports, share certificates, meeting agendas and minutes, recommendations, resolutions, strategic plans, budgetary approvals, and informational items. The records deal with the acquisition, lease, and disposal of specific properties as well as with expenditure reviews and broader corporate affairs. Some records provide information on the organizational structure of the Corporation.

The series is arranged into two subseries. The first subseries (accessions 94-5048, 94-6951, and 95-0374) consists of meeting agendas and minutes generated by Board of Directors held between 1996 and 2005. These are arranged in chronological groupings and provide insight into the decision-making processes of the Board. Some meeting records also include reports or copies of presentations that supplemented meetings.

The second subseries (accession 95-4044) consists of reference material and correspondence created and received by the Board of Directors. This includes third-party reports, copies of legislation, correspondence relating to the appointment and renewal of Board members, lists of Board expenses, share certificates and Directors' books. The Directors' books provide a comprehensive overview of the Corporation and include a list of every decision made by the Board between 1976 and 2000, as well as a list of the roles and responsibilities of Board members, a list of Board members in 2000 and the name and office of the minister responsible for the Corporation. Accession 95-4044 included copies of a presentation on both paper and plastic transparencies. Due to preservation issues, the transparencies were disposed of and photocopies were made of the two slides that did not already have a corresponding print copy.

BC Heritage Trust funding project files

The series consists of records which document the financial assistance, for the purpose of heritage preservation, provided by the British Columbia Heritage Trust to organizations and individuals in the province of B.C.

The assistance involved initiatives and projects for the conservation, preservation, repair, restoration and maintenance of properties and structures. It also included historic site conservation, artifact conservation, archaeology projects, interpretive projects, research projects and management plans, oral history projects, and the creation of pamphlets, books and documentary films.

Grants and scholarships were awarded for one-year terms. Grants were available to registered non-profit societies, local governments, First Nations bands, and post-secondary institutions and students. Scholarships were available to BC university students and student prizes were available to BC high school graduate who were continuing on to post-secondary institutions. Study grants were available to professionals or volunteers from local government, non-profit organizations, or First Nation band councils to participate in workshops, symposia, or academic/professional courses.

Program staff reviewed the grant, scholarship and student prize applications and made recommendations to the BC Heritage Trust Board. Upon application, a case file was created for each applicant unless the applicant was clearly not eligible for funding. Most of the records are arranged by a file code which consists of that case file or project number (e.g. 00-79).

The records include: correspondence, applications for assistance and supporting documentation, photographs, architectural plans, feasibility studies, heritage building inventories, project budgets, business plans, letters to the Heritage Trust requesting payment, approved and rejected applications for financial assistance, maps, sketches, plans, press clippings, various reference materials, architectural plans and studies. Also included are progress reports, interim reports and final reports on projects, which often include photographs to document work in progress or completed. Payment records pertaining to applications receiving financial assistance include the name and details of prospective and/or completed heritage projects. The series also includes some annual reports and performance plans and board meeting minutes of the BC Heritage Trust.

The series includes records regarding creation of heritage trusts for Barkerville, together with records concerning management agreements between the Province and local trusts for the management and operation of historic sites. Records also relate to the devolution of the operation of heritage sites prior to the elimination of the British Columbia Heritage Trust in 2003.

Some projects involved the writing and publication of books and other published materials. The final products -- books and other published materials -- are located throughout the series.

British Columbia Heritage Trust

Records of the Vice President (Visitor Experiences) and President and CEO of Tourism BC

The series consists of both inbound and outbound executive correspondence created by Tourism BC. The records were largely created by Rick Lemon (Vice President, Visitor Experiences) and Rod Harris (President and CEO, Tourism BC). The series also includes one folder of other executive correspondence written by a number of other Tourism BC employees. The correspondence was created between 1999 and 2005, and is arranged first by writer and then chronologically by date. Correspondence packages consist of outbound Tourism BC correspondence, as well as either a Ministry routing slip with a brief description of the original letter, or a copy of the original incoming correspondence itself. Other relevant inter-ministerial correspondence may also be included in some cases.

The majority of correspondence deals with complaints from visitors to the province, but also includes some requests for promotional or informational material, or complaints or questions from tourism operators themselves. In most cases, inbound correspondence was referred to either the Vice President of Visitor Experiences, or the President of Tourism BC himself, although lesser matters were also routed to other employees.

Women’s issues case files

The series consists of articles, meeting minutes, briefing notes, reports, guides and resource guides created or received by the Women’s, Seniors’, and Community Services division of the Ministry of Community Services. The series includes a 2005 report issued by the Federal Government. The series also consists of the results to an anonymous questionnaire regarding women’s economic security and pay equity, as well as reports from the Save the Children foundation about issues affecting Aboriginal women and youth. The series, which covers issues affecting both Native and non-Native women, also consists of statistical profiles of Aboriginal and Metis communities in BC. The records provide evidence of the provincial government’s programs and services for women.. The records were created or received between 1996 and 2005. It is unclear whether the records were created by a branch of the Women’s, Senior’s, and Community Services division, or by the division itself. Other, slightly later, records pertaining to women’s issues were created by the Women’s and Seniors’ Policy branch and this branch is listed in the current ORCS (as of 2016) as the office of primary responsibility.

The records are arranged first numerically by file code and then alphabetically by file title, and are covered by ORCS 20000-20 and 20050-20 of schedule 117476 (Women’s Equality).

Pharmacare strategic planning and consultation files

The series consists of correspondence, reports, newsletters, meeting minutes, checklists, and memoranda documenting Pharmacare’s policy development and strategic planning. The records were created by the Pharmacare division between 1974 and 2005, although the records date predominantly to the 1980s and 1990s. The records provide evidence of program and policy development and the creation of new Pharmacare programs. The series documents relationships between Pharmacare and various external bodies and agencies, including the College of Physicians and Surgeons, the Canadian Wholesale Drug Association, and the Workers’ Compensation Board. The series also contains consultation files, which document the provision of expert advice on pharmacology or other aspects of the Pharmacare program. This advice was often tied to the decision-making process and development of Pharmacare programs.

Records of the Deputy Minister, Environmental Assessment Office

The series contains records originating from the office of Joan Hesketh, Deputy Minister and Executive Director of the Environmental Assessment Office, Ministry of Sustainable Resource Management. Many of the records appear to have been accumulated for reference purposes with only a portion of the records actually being created by Ms. Hesketh.
Within the series are the Deputy Minister’s calendar and house books, as well as a day book in which the DM files their correspondence relating to new appointments and general issues. The series also contains the day books of the Minister of Sustainable Resource Management, Hon. George Abbott, the Minister of Water, Land and Air Protection, Hon. Bill Barisoff, and the Minister of State for Resort Development, Hon. Sandy Santori. It appears that these day books were kept by the Environmental Assessment Office as the correspondence and reports within them relate to various projects that were being assessed by the EAO. This includes projects like the Jumbo Glacier Resort near Invermere, B.C.
Other records found in this series are minutes, draft reports, workshop documents and guides from the Environmental Assessment Advisory Committee, federal agreements, as well as general briefing notes on projects requiring the approval of the Environmental Assessment Office.

This series contains legislative programs from the Ministry of Agriculture and Lands and its predecessors. The records stem from the Policy and Legislation Branch of the ministry and includes historical summaries of Acts, backgrounds into issues, letters from the minister to the premier regarding the ministry’s strategic priorities, requests for legislation, regulatory criteria exemption forms, overview notes for Acts/repeals, certificates of readiness, House Binder briefing notes, excerpts of minutes from cabinet meetings, memoranda and accompanying correspondence. Some files also include information on the legislation process and drafting instructions.
Note that some files also contain proposals and information notes from other ministries that directly affect the Ministry of Agriculture and Lands. These were kept for informational purposes.

100 Mile House Forest District operational records

This series consists of resource management plans and procedures from the 100 Mile House Forest District, 1970-2005. The 100 Mile House Forest District is part of the Cariboo Forest Region. Note that their exact boundaries may have changed over the years.

The majority of files relate to the development of Integrated Resource Use Plans which are designed to resolve resource use conflicts in specific areas at the local level. Each file includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit. Types of plans include Resource Folios, Coordinated Access Management Plans (CAMP), Coordinated Resource Management Plans (CRMP) and Integrated Watershed Management Plans (IWMP). Files may include correspondence, reports, maps, photos, meeting minutes, community and indigenous consultation, and a variety of other records which may document the creation of plans, the annual review of plans by stakeholders, and the execution of the plan.

Procedure files relate to timber harvesting, silviculture treatments, stumpage rates, trespass, timber sale licences and harvesting weight scales. There is also a file related to road damage and an access study for English Lake.

The series consists of executive correspondence and committee records created and received by the division responsible for strategic policy, legislation, and intergovernmental relations of the Ministry of Health Services (2001-2005) and the Ministry of Health from 1988-2001. The executive correspondence provides evidence of the interaction between the public and ministry executive regarding significant health service issues. The correspondence was sent by members of the public to Ministers, Deputy Ministers and Assistant Deputy Ministers; drafts were prepared by ministry staff for executive review and approval. This series also documents the functions and activities of major cross-jurisdictional committees such as the Advisory committee on Health Services, the Federal/Provincial/Territorial conference of the Ministers of Health, the Advisory committee on Population Health and Health Security, the Health Council of Canada, and the Minister's Advisory committee on Ethical Issues in Health Care. These records provide evidence of the ministry's role in these committees and its position on national health service delivery issues.

The correspondence files are arranged by executive creating office or topic and date; the committee files are arranged by committee/conference name and date. The records consist of correspondence, correspondence assignment forms, briefing materials, meeting and conference materials, reports, memoranda, drafts, and project files. Each file is assigned an Administrative Records Classification System (100001) file code, predominantly ARCS 280-30 executive correspondence referral replies and ARCS 206 committees and commissions – inter-provincial/federal.

Prince George recreation sites and trail management files

This series consists of recreation site and trail management files created by the Prince George Forest District from 1940 onwards. These records relate to the routine maintenance, rehabilitation and development of Forest Service recreation sites and trails. Includes records relating to the planning, designation, assessment, design and construction of recreation sites and trails. Note that the dates in the file list are approximate, as most files only contain records from the year the file was opened. All files were closed in 2005, but may not include records created up to that date.

Trust fund and project reports

The series contains the records of the Ministry of Forests relating to Land Resource Management Plans (LRMP) and projects, specifically those of the Muskwa-Kechika Management Area (MKMA). The Ministry of Forests (Fort Nelson and Fort St. John Forest Districts) was part of the working group formed by government to develop plans for the entire MKMA. Other members of the group consisted of representatives from the Ministry of Environment, Lands and Parks and the Ministry of Small Business, Tourism and Culture. First Nation groups were also added to the group, with representatives from Kaska Dena Council, Muskwa-Kechika Advisory Board, Fort Nelson First Nation, Prophet River First Nation. The working group was chaired by Ron Rutledge of the Fort St. John Forest District.
Land Resource Management Planning is the sub-regional component of integrated resource planning in British Columbia. LRMPs establish directions for land use and specify broad resource management objectives and strategies for areas. These plans provide a comprehensive management framework to guide resource development and more detailed planning.
The records consist primarily of final reports and plans regarding land resource management for the MKMA or surrounding areas. There are also copies of correspondence and memos from other agencies participating in the planning process.
The series also contains annual reports from the Muskwa-Kechika Trust Fund for which the Minister of Environment was the Fund Trustee. The Trust Fund supports wildlife and wilderness resources of the management area through research and integrated management of natural resource development. It also maintains the diversity and abundance of wildlife species and the ecosystems on which they depend throughout the management area. Annual reports provide general information about the management area, information on board members, activity highlights, fundraising financial contributions, expenditures and project descriptions.

Land and Water British Columbia Inc. correspondence

The series contains the executive correspondence, including briefing notes, of Land and Water British Columbia Inc. (LWBC). LWBC was a Crown Corporation reporting to the Ministry of Sustainable Resource Management starting in 2002 when the previous British Columbia Assets and Land Corporation was renamed. In 2005, the functions and responsibilities of Land and Water British Columbia Inc. were transferred to the Ministry of Agriculture and Lands. As per the records in this series, the new Ministry continued to refer to the office responsible as LWBC during and for a time after the transition process.
Land and Water British Columbia were responsible for managing Crown land leases, tenure applications, grants and sales related to land owned by the Provincial Government. They also managed water resources, including water licenses and allocations. As such, the records in this series mainly deal with questions from developers, local governments, etc. regarding the process of their applications, the possibility to buy leased land, proposals for development, meeting requests or other related issues. There are also briefing notes and correspondence between the Corporation/BC Government and First Nations groups regarding the consultation process in relation to their land title rights.

Water use planning records

The records in this series relate to Water Use Plans in British Columbia.
In 1998 the province formally initiated a Water Use Planning (WUP) program. WUP is a cooperative effort involving BC Hydro, the provincial government, Fisheries and Oceans Canada and First Nations and other key interested parties. Guidelines were published describing steps required to complete and implement a water use plan. At each facility these plans attempt to define suitable operating parameters which balance environmental, social and economic values. The WUPs are intended to accommodate other water use interests through incremental changes in how existing water control facilities store and release water. WUP are not intended to be comprehensive watershed management plans to deal with water management issues associated with other activities in the watershed such as forestry and mining.

Each hydro facility had their own Consultative Committee of stakeholders, representing a range of interests. These committees held meetings with the aim to establish operating objectives for water use and management for the various water systems. Committee reports express their interests, values, and recommendations and document the consultative process. It is a supporting document meant to help inform and prepare BC Hydro’s Water Use Plan. This series contains both committee reports and the final version of BC Hydro’s Water Use Plans that were submitted to the Comptroller of Water Rights for review under the Water Act.
The reports include a system description (basins, rivers, dams, reservoirs etc.), methodology, hydro operation studies and results.

The series also contain BC Hydro data and interim orders from the Comptroller of Water Rights. Interim orders appear to be proposed operational changes to achieve flows which will provide incremental improvements for fish while the water use plan process was underway and assessment was still being made to determine what the most suitable or preferred flows for fish should ultimately be.

Finally, a few documents in the series deal with redevelopment plans to support BC Hydro water license applications in light of recommendations established in the Water Use Plans.

Ministry of Environment executive records and briefing notes

This series consists of a variety of executive records, including, briefing notes, decision notes, ministry Orders in Council, ministerial orders and Cabinet submissions from 1998-2005. The records were created by the Ministry of Environment and its predecessors, the Ministry of Environment, Lands and Parks, and the Ministry of Water, Lands and Air Protection. The records were created by several offices for the information or decision of the Minister, Deputy Minister, the Assistant Deputy Minister of Environmental Protection, Assistant Deputy Minister of the Enforcement Programs, and other executive members of the ministries.

Records may address any subject related to the mandate of the ministries. The records are arranged by accession number, then by file code, then chronologically by date.

Accession 95-5839 contains briefing notes from the Parks Division. Briefing notes in yearly files are arranged by District, then month and day. The topics of the briefs concern the creation and development of new parks and conservations areas; the deletion, removal or transfer of park lands; the construction of infrastructure in parks including roads and powerlines; park use permits and fees; the changing uses of park lands for recreation; issues surrounding mining and logging in and around park lands; response to pine beetle infestations; safety concerns and accidents involving park visitors; changes to legislation; First Nations treaty negotiations regarding park land; as well as approval and development of park Master Plans and Management Plans.

Accession 95-7183 contains briefing notes from the Environmental Protection Division. The topics of the briefs concern waste control and management, environmental health, climate change, pollution prevention, recycling and waste disposal programs, among other related topics.

Accession 96-0944 contains briefing notes from the Enforcement program. The topics of these records mainly concern enforcement services regarding non-compliance with environmental standards, the Conservation Officer Service (including their training and firearms safety), contaminated sites, wildlife, and habitat protection as it relates to environmental laws.

Accession 95-8904 contains executive records from the Deputy Ministers Office. Records include briefing notes, decision notes, ministry Orders in Council (OICs), ministerial orders, Cabinet submissions, correspondence, and related reference material. Subjects and issues addressed may cover all programs and divisions of the ministry. Records may be addressed specifically to the Deputy Minister for their signature or approval, or they may be informational reference copies from the Minister of other Executives. Some of the records may be duplicated in other accessions.

Records in this series are classified under ARCS numbers 135-35, 135-60, 201-40 and 280-20.

Cariboo Forest Region silviculture records

This series consists of silviculture records from the Cariboo Forest Region and its predecessors, 1950-2005. The region has included a variety of different forest districts over time. Records may regard the following Forest Districts: Williams Lake, Horsefly, Chilcotin, Likely, Cariboo and 100 Mile House. Note that the names and boundaries of districts and regions varied over the years.

The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Most files consist of silviculture opening records which document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries, changes in site prescriptions and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; traverse sheets, which provide location information; pruning examination cards and printouts; planting reports; final harvesting reports; site plans; site preparation reports; and logging inspection reports.

Opening files are arranged in several numerically ordered groups by a classification number. The first six digits (ex. 93A 001) corresponds with the National Topographic System location codes and the last three digits consist of a sequential number applied to each file. File titles may also include the related forest tenure number or other information for that parcel of land.

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations.

The series also includes: a procedure file on nursery stock storage and transport; one woodlot licence file; one file on protected areas strategy old growth considerations; and four files on local resource planning including correspondence, meeting minutes and final copies of coordinated access plans for Bonaparte, Kluskus, Spruce Lake and Chilko Lake.

Gender reassignment surgery human rights complaints

This series consists of human rights complaints related to gender reassignment surgery from 2005. These records were created by the Ministry of Health, and its predecessors, in response to complaints filed with the Human Rights Tribunal.

Records relate to the assessment and decisions regarding requests for Medical Services Plan (MSP) funding for gender reassignment surgery (GRS). Gender reassignment surgery requires pre-authorization for MSP funding. The beneficiary’s physician refers the request to MSP, where the application is assessed by Medical Services Branch staff, the consultant psychiatrist, and the Gender Reassignment Surgical Review Committee, who issues the letter of decision. This includes the resulting human rights tribunal case and actions resulting from the decision.

The series includes records of one case regarding discrimination based on sex resulting from different coverage provided to individuals undergoing male to female, and female to male transitions, as described in the records.

Record types include correspondence, memorandum, reports, briefing notes, copies of complaint, investigation and resolution records, financial records and the decision document of the BC Human Rights Tribunal.

Prince George Forest District timber tenures

This series consists of various timber tenure records from the Prince George Forest District, created from 1957-2005. The majority of the records were created in the 1990s. The Prince George Forest District was part of the larger Prince George Forest Region from 1978-2003, and the Northern Interior Forest Region from 2003-2010. Records from prior to 1978 were created by the original Prince George Forest District, which covered a much larger area with multiple sub regions. All records in this series relate to the area surrounding the city of Prince George.

Types of forest tenure records in this series include: licences to cut, special use permits, forest licences, cutting permits, timber sale licences, and woodlot licences. There are also records related to tree farm licences (TFL) numbers TFL 28, TFL 29, TLF 30, TFL 31, TFL 34, and TFL 53.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of forest tenures, as well as operations information. Operations information includes business and planning records regarding the establishment and operations of mills and other forestry related projects. Stumpage adjustment summary reports

The series consists of stumpage adjustment summary reports generated by the Revenue Branch of the Ministry of Forests. These are reports that have been printed from the Ministry of Forest computer system. They were used determine the fees to charge forest companies.

The files cover all areas of the Province and were created in accordance with the Forest Act (RSBC 1996, c. 157). The Province is divided into two appraisal regions for the purposes of stumpage. These regions are the Coast and Interior and each of these is documented in separate reports.

Most of the reports document the mean value index for timber and help forecast the revenue to the province. The reports have a wide range of information and include district summaries, rate calculations arranged by district, value of species, and mark volume.

The ministry ran reports from January, April, July and October. Each report is dated and named and there are also coloured sheets of paper at the front of each file that correspond with the month of the report. Blue sheets are from January, green sheets are from April, pink sheets are from July and yellow sheets are from October. The records arrived in the archives in no discernible order. The archives has arranged them by date and region.

These records are classified as 21710-30 in the Forest ORCS which states that the records are retained for seven years by the ministry and then transferred to the archives.

The series consists of packages of meeting agendas and minutes, agreements, presentations, memos and correspondence, briefing notes, and records of decision created between 2001 and 2005 by the Health Authorities division of the Ministry of Health Services. The Leadership Council consists of the Deputy Minister, senior ministry staff, and the Chief Executive Officers of the province’s six health authorities.

The series documents strategic planning for the delivery of quality health care, as well as actions required to address provincial health care priorities and improvements. The series consists of records that provide evidence of the performance of the health care system. The series also includes records documenting the involvement of the Leadership Council in the devolvement of Riverview Hospital.

The series is arranged in reverse chronological order by meeting date and is covered by ORCS secondary 25700-20 in the Health Authority Performance Management schedule (schedule 122352).

Prince George Forest District silviculture records

This series consists of silviculture records from the Prince George Forest District, 1994-2004. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture obligation or prescription exemption case files allow for exceptions under section 129.11 of the Forest Act. Silviculture prescriptions document planned silviculture activities prior to logging begins. Activities can include seed collecting, site preparation, artificial and natural regeneration, brushing, spacing and stand tending in order to establish a new free growing crop of trees of a commercially valuable species. Silviculture prescriptions were introduced in the 1980s and exemptions were formally implemented in 1993.

This series consists of timber tenure records created by the Vanderhoof Forest District from 1965-2004. Types of tenures include forest licences, licences to cut, timber sale licences, timber sale harvesting licences, woodlot licences and cutting permits. Licensees were required to apply for a forest licence or similar tenure and cutting permits in order to harvest timber. Records may regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures.

The files may consist of records such as applications, ministry approvals, copies of the permit or licence, revisions, correspondence, legal documents, annual reports, operations information, development plans, charts, procedures, audits, reviews, photos, development plans, timber cruise compilations, stumpage rates, appraisals, cruise cards, survey notes, photos, and maps.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures.

New Westminster Supreme Court orders and judgements

This series contains New Westminster Supreme Court orders from January 1940 to May 1945 and January 1948 to December 2004 (predominantly up to April 2001). Orders are the formal expression of the ruling of the court and judgements are the final orders issued in a case. Records relate to a variety of civil matters including divorces, bankruptcies, foreclosures, probates, and some adoptions.

Records are arranged by volume and folio number as assigned by the court registry. Beginning in May 1950, orders and judgements were separated and volume numbers 49-108 are duplicated. Beginning in March 1976, orders and judgements are interfiled. Between October 1990 and December 2004, orders, default judgements, certificates, and determinations related to financial cases were separated into their own volumes, 148-204, once again creating duplicated volume numbers. Researchers are encouraged to check volume numbers against dates when searching for specific records. Most, but not all, volumes include indexes or volume file lists. However, beginning in July 1990, volumes include a file list by case number only. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51400-25.

Integrated Cadastral Initiative Society records

This series contains records relating to the Integrated Cadastral Initiative Society (ICIS).
ICIS is a non-for-profit organization and a partnership between local governments, the Province of British Columbia and major utility companies in British Columbia. The goal of this initiative is to develop, use and maintain a province-wide integrated cadastral database of all legal land parcels and their related infrastructure (spatial data). ICIS would handle infrastructure to enable access to the data by its members which would benefit business communications and processes by only needing to go to a single source to obtain the data required to meet operational needs. This would encourage quality data and cost savings resulting from the elimination of duplication of effort.

Currently, the series contains records dating from before its incorporation in 2002 up until 2004. The records were kept by the manager of the Spatial Data Management Section, Crown Land Registry Services of the Ministry of Sustainable Resource Management and by the MSRM Partnerships Branch. The records represent a provincial government’s perspective into this multi-member partnership.

The records were mostly classified under ARCS number 200-20: General Committees however the records cover nearly every aspect of ICIS daily functions and activities. Primarily, the records cover project management, administration, and financial information. Records relating to project management include meeting minutes and agenda from the steering committee, board meetings, annual general meetings and director meetings. They also include numerous reports (including annotated drafts) related to the establishment of the organization, Integrated Cadastral Fabric (ICF) standards and specifications, database design, marketing plans and business plans. Project charters, focus group meetings, short and long term plans, and executive summaries are also included.

Administration-related documents include correspondence regarding general inquiries, comments, and memberships. There are also signed and draft agreements with partners, relating to membership terms and to confirm sharing and licensing agreements. There is also information on ICIS history, constitution and by-laws, policies, procedures and organizational structures.

Financial information in this series covers funding, grants, banking services proposals, balance sheets, financial statements and audits.

Corporate registry files

The series consists of registry files created by the Corporate Registry, documenting the registration, corporate history and dissolution of all companies, societies and co-operatives that operated in British Columbia, and were dissolved between 1860 and 1993. In accordance with the Company Act, companies, societies and co-operatives that carry on business in British Columbia must register with the Corporate Registry and must regularly submit reports and other records to the registry office. For example, companies must file an annual report each year along with forms recording any changes to the head office and/or records office locations, and changes to the company directors. The file that the Corporate Registry creates may contain an assortment of documents.

These documents include articles of incorporation, certificates of incorporation, articles of association, annual reports, director's resolutions, notices of directors, notices of office, changes of office, encumbrance and mortgage documents, ledger cards, ordinary and special resolutions, constitutions and by-laws, memoranda, correspondence with the Corporate Registry, and dissolution documents. The pre-1970 files may also contain return of allotment information.

The series is arranged into twenty sub-series that reflect the type of company and the company act that was in force at the time that the company was registered. Each sub-series has its own numbering system, preceded by a set of initials that designates the sub-series. Each company file is numbered sequentially within these sub-series. For companies with head offices in British Columbia, there are six sub-series. For companies with head offices in British Columbia, and registered between 1860 and 1910, there are five different sub-series that correspond to the five different company acts that were in force in this period. These sub-series are identifiable by the following initials: QA 1860 Company Act QB 1862 Company Act QC 1878 Company Act QD 1890 Company Act QE 1897 Company Act. Since the 1910 Companies Act, the Companies Office has maintained one sub-series, and numbering system, for all companies with head offices in British Columbia. This sub-series is identifiable by the initials "BC."

There are also sub-series documenting societies, co-operatives and extra provincial companies that carried out business in BC. Societies and co-operatives are identifiable by the following initials: S society CP co-operatives Extra provincial companies have several designations reflecting the date that they were registered. Since the 1920's, all extra-provincial companies have been given an "A" designation but prior to that date a number of different registrations were used.
