Home and community care policy and planning

The series consists of correspondence, decision documents, presentations, cabinet submissions and policy manuals created between 1984 and 2007 by the Health Authorities division of the Ministry of Health. The series covers acute care policy as well as home and community care policy and procedures. The series consists of several home care nursing policies as well as excerpted chapters of different manuals. The series is covered by the Health Authority Performance Management ORCS (schedule 122342), secondary 25500-00.

There is one CD in container 964650-00016. This is a commercially-produced CD and does not contain original records from the creator. Records from this series were heavily interfiled with other records from the Health Authorities division, its successors and its predecessors. Researchers are encouraged to consult finding aids for GR-3512, GR-3513, GR-3514, GR-3515, and GR-3516 in order to fully understand the rationale behind decisions made by the Health Authorities division.

Home Economics Branch photographs

The series consists of photographs taken by the Ministry of Education Home Economics branch between 1950 and 1977. The photographs depict home economics classes in progress at Alert Bay, Lytton, Prince George and Kelowna. Students are shown cooking, sewing and learning about infant care. The series also includes photographs of staff members and classrooms.

This series contains correspondence, reports, memoranda, briefs, bulletins, etc., of the Home Economics Branch of the B.C. Department of Education. The collection begins with the introduction of domestic science into the public school system and runs until the branch was disbanded in 1981. It includes correspondence relating to operations of the Branch and home economics in general; curriculum development materials; teaching aids; lists of textbooks, teachers and circulating library materials; histories of the Branch; informational packets for teachers; and bulletins and newsletters prepared and issued by the Branch. It also includes a box of plans of home economics classrooms and a slideshow of a nursery school operated at Kelowna Secondary School.

A wide range of general departmental circulars were removed from the collection and catalogued separately.

Home support programme files

Files relating to the Home Support program, a component of the Long Term Care program, including day and subject files of the Provincial Home Support Co-ordinator. The Home Support Program seems to have evolved from the Special Care, Adult Division (SCAD) which first appeared in the Department of Human Resources annual report organization chart in 1973. SCAD was involved in subsidizing elderly and handicapped persons who were cared for outside their own home and whose income was insufficient to meet the costs of the supportive services they needed, and in providing support services to elderly persons in their own homes. The Long Term Care Program became effective 1 January 1978. It was designed to meet the needs of persons who could not live without help because of health-related problems which did not warrant care in an acute-care hospital. The Ministries of Health and Human Resources were jointly responsible for the program. In 1983, the program's official designation was changed from Home Care/Long Term Care to Continuing Care Division, Institutional Services. Hospital constitutions and bylaws

The series consists of correspondence, memos, annual reports, draft bylaws, procedures, short reports, constitutions, certificates created under the Societies Act, and small booklets, usually pertaining to a hospital society’s constitution and bylaws. The records provide evidence of the process of developing and amending constitutions and bylaws for hospital societies across British Columbia. Hospital societies appear to have been governed under both the Hospitals Act and the Societies Act, and the Revised Statutes of British Columbia has noted that “notwithstanding the Society Act, a society that owns or operates a hospital shall not exercise any of the borrowing powers conferred by the Society Act without the prior approval of the minister.” (RSBC 1979, c. 176) Under later iterations of the Hospitals Act, a society could not change its constitution or bylaws without ministerial approval. In many cases, however, amendments appear to have been made to the consitutions and bylaws in this series in order to comply with changes made to the Societies Act.

Records in this series are arranged alphabetically by institution name. The BC Cancer Foundation has been filed under “c” for “Cancer Foundation,” and the Mount Waddington Hospital Society was filed under “P” for Port McNeill.

Some of the files originally had records on both the left and right side of the file folder. The metal clips holding these records in place have been removed for preservation purposes. Records that were originally on the left side of the file can be found on the top of the records and are face down. Records that were originally on the right side of the file are on the bottom of the pile, and are face up.

Hospital construction and equipping cost statements

The series consists of financial statements solicited by the Provincial Secretary's office in 1920. Forms were sent to hospitals throughout the province requesting that each hospital provide the cost of constructing and equipping their hospital for the period 1903 to 1920. Some of the completed forms are accompanied by correspondence.

This series consists of files of the Hospital Consultation and Inspection Division of the BC Hospital Insurance Service. Records have been divided into a subseries relating to individual public and private hospitals, and a subseries of various subject files.

In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare to administer the premium payment plan. The plan provided hospital care benefits for acute illness at the standard ward level to residents of the province. At that time the Inspector of Hospitals was transferred from the Department of the Provincial Secretary to the Hospital Services Division of the new BCHIS. The name of the Division was changed in 1951 to the Hospital Consultation and Inspection Division. The division had both a Vancouver and a Victoria office. These appear to be records of the Victoria office.

The files relating to individual hospitals contain inspection reports, notes regarding communications with hospital personnel, correspondence with hospital managers or representatives, and internal memoranda regarding the hospital. They sometimes also include floor plans of the facilities and other types of reports. The subject files include a wide variety of materials, including correspondence.

These records are from the office of the Director of Hospital Construction and Inspection Division. They include minutes of the Planning Group (1974-1975), the BCHIS Management Group (1971-1974), Functional Program Review Committee (1970-1971), and the Radiological Advisory Council and Committee (1976-1979). The indexes to the Equipment Committee and the Rate Board minutes are included although the minutes are not.

Earlier minutes of the Planning Group (1965-1974) are catalogued under GR-2651.

Also included is outward correspondence of H.R. McGann, the Director of the Construction and Inspection Division (1976-1977) and the Minister of Health (1976-1978).
