Royal Commission of Inquiry into the escape of prisoners from the Lower Mainland Regional Correction Centre, 1988

The series consists of records created by the Royal Commission of Inquiry into the escape of prisoners from the Lower Mainland Regional Correctional Centre in 1988.

Records include Commissioner's (Honourable Judge Ian L. Drost) report, lists of exhibits, witnesses, days of sitting, counsel appearing and the minutes of proceedings. In addition there are 70 exhibits, which include Commission administrative records such as a certified Order in Council appointing Drost as Commissioner, his oath, notice of public hearings and Gazette notices as well evidence presented to the Commission such as statements, policy and procedure and training books, photographs and drawings of the grounds, cells and individuals involved in the event, two videotapes of previous prison riots and three brass rods.

The series also contains 67 volumes of the transcript of proceedings which took place from January 29 to June 28, 1988.

This series consists of a sample of Lower Mainland Regional Correctional Centre inmate case files. These are progress files, records relating to daily contacts with inmates including monitoring changes in behaviour or attitude and any progress towards rehabilitation and warrant files, records relating to the admission, transfer and release of inmates.

Boxes 880340-2223 to 880340-2229 (8 to 14) are Subject Files. Box 880340-2230 (15) contains Indexes and Box 880340-2231 (16) contains Confidential exhibits.

Oakalla prison files

The series consists of punishment ledgers, correspondence, memos, and guidelines created at Oakalla Prison between 1941 and 1972. The records relate to the performance of both inmates and staff and the series includes several reference or review letters for prison employees. The punishment ledgers include the date of punishment, inmate name and number, age of inmate, number of previous infractions, nature of offense, by whom offense reported, sentence, date of sentence and any other remarks made by prison staff. The ledgers are arranged by date of infraction.

The series also consists of a number of memos and correspondence, some of which were written by inmates to the prison warden. The series also includes letters from the Inspector of Gaols to the Oakalla warden. This correspondence includes reports of incidents, escapes, hospitalizations, and conditions in the compound. The series also consists of one file detailing wartime conditions and blackout restrictions.

Records in the series are covered by ORCS 46020-08, 46020-20 and 59840-20 of the Corrections Branch records schedule (schedule 891849).

Provincial Mental Home (Colquitz) records

This series consists of Colquitz Mental Hospital records, 1919-1953, including correspondence of the supervisor and other staff, and a register of inmates. Correspondence of the supervisor with the Medical Superintendent are useful for showing the policies and procedures of the hospital. Records cover a variety of topics relating to the administration of the hospital.

The records are arranged in fairly close congruence with the changes in administrators of the institution. Each sub-series relates to particular supervisor(s) of the Provincial Mental Home at Colquitz:

There is also one index book titled "Vancouver office lockup calendar minute book " created by the Vancouver Provincial Police.

Gaol Service applications

This series consist of Provincial Police Department Forms of Application for Position as Constable used in conjunction with employment in the Gaol Service. Applications include the applicant's full name, occupation, nationality, religion, age, date of birth, height, weight, health, marital status, length of residence in British Columbia, references, experience, etc. submitted in the applicant's own handwriting. Many are accompanied by letters of reference and the Oath of Allegiance and Oath of Office; some are annotated.

New Westminster Gaol records

This series consists of records of the New Westminster Goal, including prisoner description books, monthly lists of prisoners, and prisoners' effects books, 1875-1917.

Description books are a record and description list of all prisoners received into New Westminster Gaol, showing date, name, occupation, age, height, hair, eyes, complexion, religion, nationality, proportions, weight, peculiar marks, read and write, married or single, temperate or intemperate, offence, sentence number of convictions and remarks.

Return of Prisoners confined in New Westminster Gaol are lists arranged by month showing prisoner number and name, offence or charge, date of trial, when received in gaol, where and by whom tried, sentence, religion, nationality, whether can read or write, date of discharge, conduct, occupation in gaol, and remarks.

Prisoners' effects books show date, name, property, officer, remarks, charge and sentence.

Records are arranged chronologically by type of record.

New Westminster Gaol

Correspondence with regard to provincial gaols

The series consists of correspondence created by the Superintendent of Police from 1910 to 1912. The letters, both inward and outward, are about Provincial gaols (jails) at Kamloops, Nanaimo, Nelson, New Westminster, Burnaby (Oakalla) and Victoria. The subjects covered include personnel and staffing matters, rules for convicts, transfer of prisoners, tenders for services and supplies, uniforms, accounts and other matters. During these years F.S. Hussey and Colin S. Campbell held the position of Superintendent of the Provincial Police, which included the responsibility of the Inspector of Gaols.

Provincial prison reports

The series consists of ten reports sent to Frederick Hussey in 1905 and 1911, in his capacity as Superintendent of Provincial Police and Inspector of Gaols. The wardens at each of the Provincial Gaols at Victoria, New Westminster, Nanaimo, Nelson and Kamloops returned an annual summary of the activity of the gaol with attached monthly reports and annual returns of the prisoners received. The reports include: lists of staff and salaries; financial expenditures, prisoner work statistics and number of prisoners in custody including the name, age, country of origin, profession, crime, sentence and conduct of each.

This series consists of the records of the Public Works Engineer related to the construction, renovation and maintenance of courthouses and other government buildings, such as gaols (jails), lockups, hospitals, and government offices. The records date from 1900-1907. The majority of the records are correspondence to and from the Engineer. Other types of records include: tenders, contracts, financial records, lists of supplies, specifications, architectural plans, blueprints, sketches, maps, and other plans.

The records cover public buildings in the following locations: Alberni, Ashcroft, Atlin, Chilliwack, Comaplix, Creston, Fernie, Golden, Grand Forks, Greenwood, Lillooet, Moyie, Nakusp, Nanaimo, Nelson, New Westminster, Poplar, Port Simpson, Princeton, Rossland, Sandon, Trout Lake, Vancouver, Vernon, and Victoria.

The records had no discernable original order. The Archivist has arranged the records alphabetically by the name of the relevant town, then chronologically.

Public Works correspondence, plans and specifications

The series consists of records created by the Dept. of Lands and Works between 1872 and 1896 regarding public works. The records contains contracts, specifications, correspondence, and some plans connected with the construction and repair of schools, government buildings, and smaller works.

A limited number of files contained plans and a few files contained plans only. These files are indicated in the finding aid by * and ** respectively. All plans have been removed from the files and accessioned in the Map Collection as M856047. Appendix 1 of the finding aid lists the plans.

The file list provides the file number assigned by Public Works, the original contract number in square brackets, the name of the building or work, and the date of the contract.
