Silviculture opening records

Series consists of silviculture opening records created by the South Vancouver Island district and its predecessor the Port Alberni Forest district from 1943-2008. The ministry defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.” These files document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings.

The files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence. Pre-1980 documents are usually photocopies but there are also many original documents from those years.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending. These computer printouts are dated from 1986 or 1990. They provide a history of crop establishment and tending and provide information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents (which provide the management plan for the area), stand tending cards and reports (that show what forest treatments were taken), traverse sheets (that provide location information), pruning examination cards and printouts, planting reports, final harvesting reports, site preparation reports. Pre-1970 documents usually consist of copies of logging inspection reports.

The files are arranged numerically by a classification number. The first part of that number corresponds with the National Topographic System location codes and the second part of the number consists of a sequential number applied to each file.

South Island Forest District resource inventories and land use plans

This series consists of a variety of resource inventories and land use plans. The records were created by the South Island Forest District and its predecessor the Port Alberni Forest District from 1975-2007.

Many of the records are recreation resource inventories. These relate to the identification of opportunities from the Provincial Forest recreation resource, to ensure that recreation values are considered in resource management decisions.

Other records include land use planning studies, protected area studies, landscape inventories integrated resource management and recreation plans, as well as questionnaires and consultation with user groups. Records regard land across the South Island Forest District, including TFL 25, TFL 44, TFL 46 and other areas near Clayoquot Sound and Barkley Sound.

These records have been classified as 16350-20 in the Forestry Operational Classification System (ORCS). However, some records may have been misclassified.

South Island Forest District executive records

This series consists of executive correspondence, briefing notes and associated records created by the South Island Forest District for the years 2000-2007. Correspondence may be replying to letters from other government bodies, other levels of government, First Nations, members of the public, and forestry companies. Records relate to a variety of subjects. Most regard concerns with logging in a particular area, forestry practices, and consultation with First Nations. Records regard forest use across southern Vancouver Island, including Clayoquot Sound.

Records are covered by the Administrative Records Classification System (ARCS) numbers 280-20 and 280-30.

Port McNeill Forest District forest development plans

This series consists of forest development plans created from 1985-2002 by the Port McNeill Forest District, a division of the Vancouver Forest Region. The majority of the records relate to Tree Farm Licences (TFL).

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 6, TFL 25, TFL 37, TFL 39, TFL 43 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013).

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with impacted First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; maps and map overlays; reports; and charts.

The series also includes development plans for the following other types of timber tenures: replaceable forest licences, replaceable timber sale licences, and woodlot licences.

Campbell River Forest District operational records

This series consists of a variety of operational records created by the Campbell River Forest District, a division of the Vancouver Forest Region, from 1990-2001. This includes land and resource management records, range tenures, and procedure files.

The series includes the following types of records:

Records relating to Land and Resource Management Plans (LRMP) consider all resource values within a given area of land. This area of land can consist of a TSA, a forest district, or other areas as designated. Each plan is prepared by an Interagency Planning Team in consultation with the public. These plans can be further subdivided into resource units and resource management zones. The participants in the planning process may build scenarios that include a set of resource management objectives and strategies both for the entire planning area and for each of the smaller units it contains. This primary includes the development, monitoring and review and amendment of plans for specific areas, and input from the public. The series includes terms of reference for the establishment of LRMPs.

Records relating to Local Resource Use Plans (LRUPs) to resolve resource use conflicts in specific areas at the local level. Includes records relating to data concerning a specific area - usually a watershed or other distinct resource management unit.

Utilization records regard the guidelines followed by the Ministry of Forests concerning the harvesting of timber
and the resulting affects on fish habitat. Includes guidelines, audits of licensees to ensure compliance with
guidelines, action/assessment plans.

The series also includes one district inventory program file and a range tenure file. There are also procedures related to engineering, road damage, forest service roads, district program planning, nurseries silviculture obligations and silviculture treatments.

Port McNeill Forest District operational records

This series consists of various operational records created from 1986-1994 by the Port McNeill Forest District, a division of the Vancouver Forest Region.

The series currently consists of fish and forestry guidelines created for tree farm licences (TFLs) and other forest tenures. Guidelines are provided for major licensees and smaller scale companies operating as part of the Small business forest enterprise program (SBFEP). The records relate to the guidelines followed by the Ministry of Forests concerning the harvesting of timber and the resulting affects on fish habitat. The records include maps, photos, guideline assessment action plans, correspondence, reports, and audits related to compliance or completed work.

Tree farm cutting permits from the Port Alberni Forest District

The series consists of tree farm cutting permit files from the Port Alberni Forest District. These files document the permit application process and the general administration of existing cutting permits in forests that are part of tree farm licences (TFL) 20, 21, 22, 44, 46 and 54. The records were created between 1955 and 1992.

The series is arranged by accession, then the tree farm number followed by the cutting permit number. The files contain forms, reports, correspondence and maps. The files consist of cutting permit applications, ministry approvals, revisions to the permit, forest appraisals, a description and maps of the area that will be logged, future plans for the area as well as ministry audits of the work that has been undertaken.

The files are for TFL 44, TFL 20 and TFL 21. In 1984, TFL’s 20 and 21 were consolidated to create TFL 44.

Photographs depict visits to Victoria and Vancouver by Prince Philip and Prince Andrew as part of a Royal tour which included the Commonwealth Games in Edmonton, AB. Timber sale harvesting licences from the Port Alberni Forest District

The series consists of timber sale harvesting licences (TSHL) from the Port Alberni Forest District. Timber sale harvesting licences were first introduced in 1967 and provided individuals and businesses with a permit to cut a volume of timber. This series documents the Government’s administration of timber licences during the period of 1970-1982.

The series contains records for TSHL’s A00633 and A02810. There are multiple files for each TSHL and each file corresponds to specific cutting permit. Each file contains correspondence, reports and may also contain maps of the cutting area. The files also contain the TSHL application, cutting permit, timber value appraisals and reappraisals, stumpage rate notices, cutting plan maps, and inspection reports.

This series consists of Vancouver Forest District operational records, 1912-1979. The series has been arranged into 11 sub-series: timber sale sketches; special use permit sketches; park use permit letter and sketches for Mount Seymour; scaling and royalty records including timber leases, timer licenses, fee ledgers, records of accounts, crown grants, and other material; statistical graphs; logging inspection legers for various ranger districts; pole and piling return from Anton Pole and Lumber Co.; payroll accounts of Fraser River Repair Station; a variety of disbursement ledgers; scaling and royalty deposit accounts; and general accounts under section 113 of the Forest Act.

Timber sale sketches contain X and A files, in three colour spirit duplication. These show tenure boundaries, physical features, some contour lines and cultural features such as roads and railways and are in file number order. Special use permit and park use permit sketches are similar to the timber sale sketches.

The series consists of four folders of summaries and statements created by the Taxation Branch and its predecessor body the Surveyor of Taxes between 1906 and 1973.

Folder 1 contains compiled statements of ownership and assessment of timbered parcels on Vancouver Island and some adjacent islands, 1930.
Folder 2 contains miscellaneous tax statements showing revenue and estimates of tax on certain types of properties between 1900 and 1930, compiled around 1931.
Folder 3 contains particulars of taxation of timberland class from 1943 to 1969, compiled between 1950 and 1973.
Folder 4 contains an assessment roll of the Fruitland Rural School District from 1906.

Vancouver Island and Gulf Islands crop reports

The series consists predominantly of fruit and vegetable crop reports and figures for District I, Vancouver Island and Gulf Islands, for the years 1926-1955. Other records included in this series relate to crop production and climate on Vancouver Island and the Gulf Islands. Also included in this series is a partial run of the annual Department of Agriculture publication “The Climate of British Columbia” (1924-1945). Some records also document the involvement of the Chinese community in the operation of greenhouses and market gardens.

Some of these records were created by Alan Littler, who served as District Horticulturalist for Vancouver Island and Gulf Islands (District I) between 1952-1971 (from 1971-1981 he served as Supervising Horticulturalist for the Coast). However, the majority of the files were created by Littler’s predecessor, E.H. White, who also served as District Horticulturalist for District I. The District Horticulturalist for Vancouver Island and Gulf Islands was responsible for monitoring and reporting on fruit and vegetable production, primarily on southern Vancouver Island.

The series contains records relating to mining leases (3 vols.). Volumes 1 and 2 are entitled Records of Mining, Leases and are registers of leases issued. They are arranged by Mining District. Volume 3 is a record book of applications for mining leases recorded at Victoria, B.C., for the Stikine and Liard Mining Divisions of Cassiar District and Victoria District.

Sayward Land District township register

Provincial Museum photos of Jordan Meadows

The series consists of photographs taken or acquired by George A. Hardy of the Provincial Museum in 1947 and 1948, in order to produce "A report on a study of Jordan Meadows, Vancouver Island." The Jordon Meadows valley is on Southern Vancouver Island between Jordan River and Shawnigan Lake. This report was published as part of the Provincial Museum's annual report for 1948 and contains reproductions of eight of the photographs.

The photographs consist of 21 negatives and 27 prints (accession 198206-046), mostly taken by Hardy during his 1947 and 1948 field trips to document the natural landscape of Jordan Meadows. All but two of the negatives have accompanying prints. Approximately six of the prints were copied from photographs loaned to Hardy by Mrs. C. Bannerman (née Cis Weeks, one of the early settler family Weeks that settled in the Jordan Meadows valley). The photographs contain images of the natural topography and foliage of the valley, as well as photographs of the Weeks family home and the earlier cabin. In addition there are two notecards containing a rough timeline of activity in the Jordan Meadows area, probably compiled by Hardy during his research.

There are also six glass lantern slides made from the negatives, possibly intended for an illustrated lecture (accession 198203-106). These slides mainly show the old cabin and area.

Alberni Land District lot register

This series consists of an Alberni Land District lot register for lots 1-291 on Vancouver Island. The earliest entries are from 1872 and the volume was superseded by 1947 (i.e. no further entries were made after 1947). The register lists lots in numerical order and records the alienation of land from the Crown (by purchase, pre-emption, lease etc.). Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. A summary of the auction sale of subdivided lots from the Eastern portion of District Lot 1, is shown on pp. 86-90. The volume contains an alphabetical index of names.
