Assessment appeal books

The series consists of records created by the British Columbia Taxation Branch, and its predecessor body the Superintendent of Taxes, between 1924 and 1965. The series contains books which record the outcome of Court of Revision appeals held on the Gulf Islands regarding the assessment of property for taxation purposes. The series also includes a transcript of proceedings from 1959 regarding an appeal by the Saanich Municipality against the assessment roll.

Board of examiners meeting files

The series consists of the meeting records of the board of examiners, a statutory body established under the Local Government Act (RSBC 1996, c. 323) to recognize and support the work of local government employees in the province by awarding certificates in local government administration through the certification program, and providing scholarship awards/financial assistance to local government employees who are pursuing courses leading to certification through the scholarship program. Established in 1948, the principal goal of the three-member board, appointed by the Lieutenant Governor in Council on the minister’s advice, is to improve the professional skills of British Columbia's local government administrators. These records were created between 1996 and 1998 under the Ministry of Municipal Affairs and Housing.
The records are arranged chronologically by meeting date. They consist of correspondence, meeting minutes, annual reports, and meeting agendas. These records are classified under 55100-20 (meeting files) and 55100-25 (meeting minutes) of the Local Government Services ORCS approved in 2006.

Inquiry Into the Administration of Mount View High School

This series consists of the records of the Inquiry Into the Administration of Mount View High School, 1943-1944.

This Inquiry was established by OIC1096 8 July 1943; John Owen Wilson was appointed as sole Commissioner to inquire into the administration of Mount View High School (Saanich), particularly the methods of discipline and alleged excessive corporal punishment. The collection contains correspondence, administrative records, proceedings, exhibits and the inquiry report.

The Inquiry into the Administration of Mount View High School was established under Section 5 of the Public Inquiries Act by Order in Council 1096, dated 8 July 1943 with John Owen Wilson appointed as sole Commissioner. The Commissioner was to inquire into the administration of Mount View High School, Saanich, and in particular into the methods of discipline and alleged excessive corporal punishment administered by the Principal or by any other teacher. The Report of the Inquiry was submitted on 4 September 1943 and tabled with the Legislature on 3 February 1944.

John Munro fonds

The fonds consists of personal and professional records of John Munro and document parts of his career with the British Columbia Provincial Police and his time as a jail warden. The records are comprised of 22 b&w family photographs (1909-1947), one patrol journal (1906-1907), and one scrapbook (1903-1917).

Munro was appointed to the British Columbia Provincial Police in 1902 in Vancouver, and was appointed Warden of the Nanaimo Gaol in 1910 and of the Saanich Prison Farm in 1914. He served as Constable at Colquitz in 1918. The patrol journal was kept while he travelled into the Cassiar District in search of Simon Gun-a-noot, who had been accused of murdering two white men. The journal was created partly as he carried out his professional duties, and partly for his own interest.

The scrapbook contains newspaper clippings and ephemera of famous cases or prisoners in his charge.

The 22 family photographs primarily show Munro and his wife and children on the grounds of the Saanich Prison Farm (now Wilkinson Road Jail). The photographs have been assigned the following numbers: J-00107; J-00108; J-00109; J-00110; J-00111; J-00112; J-00113; J-00114; J-00115; J-00116; J-00117; J-00118; J-00119; J-01028; J-01029; J-01030; J-01031; J-01032; J-01033; J-01034; J-01035; and J-01036.

Munro, John

Photographs of institutions operated by the Mental Health Services

The series consists of approximately 5250 black and white photographic negatives taken by Mental Health Services between 1948 and 1967. The negatives are acetate and are mostly in a 4 x 5 format with some 35 mm. There are 62 black and white prints interfiled with the negatives.

The photographs are of various British Columbia mental health institutions including the Boys Industrial School, Colony Farm, Colquitz Mental Home (Saanich), the Home for the Aged in Vernon and in Terrace, Woodlands School, Essondale (Coquitlam) and the Crease Clinic.

The photographs depict the grounds and buildings (both internal and external views) of the mental health institutions as well as photographs of construction and equipment. There are photographs of staff and patients involved in a variety of activities including medical treatments, events, ceremonies, leisure activities and other programs.

The negative files are arranged numerically in seven boxes: 1-657, 658-1004, 1005-1135, 1136-1242, 1245-1325, 1326-1409 and 1410-1499.

Provincial Gaol punishment book

Riverview Hospital historical collection

This series consists of a variety of records created by various provincial mental health institutions from 1872 to 2008. Records relate to the administration and operation of Riverview Hospital and related mental health facilities at the Essondale site in Coquitlam, as well as other facilities across the province. These mental health institutions include: Victoria Asylum, New Westminster Provincial Asylum (later Public Hospital for the Insane or Provincial Hospital for the Insane), Home for the Aged Coquitlam (later Valleyview), Home for the Aged Terrace (later Skeenaview), Home for the Aged Vernon (later Dellview), Crease Clinic, Colony Farm, Colquitz, Woodlands School, Tranquille and other medical facilities.

The names and administrative structure of these institutions changed over time. Mental health functions were originally part of the Provincial Secretary’s mandate; they were transferred to Mental Health Services when it was created in 1950.

These government records were collected by the Riverview Historical Society and include a wide variety of subject matter and media. This includes subjects such as: early development of the Essondale lands and Colony Farm; the construction and expansion of the facility; admissions, transfers, and discharges of patients; administration of patient care; administration of therapy programs; patient and staff recreation; staff and nurse training; operation of the audiovisual department; library services; research into new medical and therapeutic practices; research by staff regarding mental health practices at Riverview and further afield; community involvement; volunteer activity; policy development; the redevelopment of the Riverview lands; general administration; and, administration of other services at the site such as postal, food, laundry, banking, transportation and safety services.

Saanich Prison Farm records

This series consists of records documenting the admission and discharge of prisoners, their daily activities and medical needs; account books for the running of the gaol; time books for the guards and gaolers; and a letterpress book of correspondence outward from the warden, J. Munro. Volumes 1-5 are statements showing the Employment of Prisoners in Saanich Prison Farm. This is a daily record which shows the date, number and name of prisoner, all are male, all do hard labour, most are under sentence and a few are under capital sentence.

The fonds includes a visitor's book (1876-1884) and attendance registers for South Saanich School (1878-1881, 1884-1886, and 1888-1897). It also includes attendance registers for East-South Saanich School (1882-1884). Some of the registers include the courses taken by the students.

Vancouver Island Road Tax Commissioner records

This series consists of records created by Road Commissioners from various road districts in the Colony of Vancouver Island, from 1861-1875. This includes the Victoria, Esquimalt, Esquimalt Town, Lake, Saanich, Metchosin, Sooke and Highlands Road Districts.

The records include financial records such as cash books, account books, road tax assessment rolls and ledgers. These track the fines and taxes collected for each district, and the expenses for road construction and maintenance. Some records indicate the individuals who paid for and worked on specific roads in the Victoria area that are still in existence today.

Other records include correspondence and minute books recording the decisions and priorities of the commissioners. These indicate where and how roads were constructed as the colony was growing.
