Bills of sale

The series consists of indexes and bills of sale from the Quesnel County Court. The records were created between 1915 and 1925 and include bills of sale, agreements, liens relating to livestock, conditional sales, and Land Settlement Board soldier settlements.

The series consists of three volumes of indexes. The “FROM” volume is arranged alphabetically by seller’s name and the “TO” volume is arranged alphabetically by purchaser’s namer. The third volume is a complete register with both seller and purchaser’s names. This volume includes names, occupations, addresses, and the particulars of purchase. The “TO” and “FROM” volumes include file and page numbers that correspond to the bill of sale records in subsequent folders. The bills of sale are arranged by what the indexes call the “file” number.

The sales were made under subsection 4 of section 2 of the “Sale of Goods Act Amendment” (SBC 1916, c. 56) which states “The office for filing shall be the office of the Registrar of the County Court holden in or nearest to the place where delivery of the chattels is made or required to be made.”

Cariboo district : tax assessment rolls

Series consists of Schedule B tax assessment rolls created by Government Agents or other government officials for the Cariboo District. There are rolls for Barkerville for the years 1888, 1890, and 1892 (two pages) and one roll for Quesnelle [Quesnel] for the year 1890. The records include names, occupation, numbers of livestock, lot information, and assessments for real property, wild land, personal property, and income taxes as well as dates of notice, total assessed taxes, and provincial revenue taxes.

This series contains the records of the Gold Commissioner, Government Agent, and Assistant Land Commissioner, Cariboo District (Quesnel). The records consist of lot registers, certificates of purchase, certificates of pre-emption, registers of pre-emptions (canceled and allowed), registers of land applications and lands purchased, register of leaves of absence granted pre-emption on active service, minute books containing lot register of lands along the route of the Pacific Great Eastern Railway, and registers of hay and pasture land leases. The series also includes townsite registers for Quesnel, Barkerville, and Wells and lot registers for some townships in the Peace River Block. Volumes 89-98 and 153-158 are oversize.

Cariboo government office records

This series consists of a wide variety of records received or created by government officials in the Cariboo region from 1868 to 1915. Most of the records are addressed to government officials or were created by courts in the following places: Richfield, Barkerville, Quesnelle Forks and other locations in the Cariboo district. Over the years, the government offices responsible for the entire Cariboo district were located in each of these towns. The majority of the records appear to have been received by the Government Office, Richfield.

At this time government offices held a very wide range of responsibilities which could be done by as few as one person. The records relate to several government officials: the Gold Commissioner, Government Agent, Magistrate, County Court judge and Supreme Court judge.

The majority of the records are related to leasing, purchasing or gaining access to water for mining claims. This includes some records from the Gold Commissioner court.

There are also many county court and supreme court records. These records include summons; wills; probate and other estate records; search warrants; assizes; court transcripts; evidence; coroner inquest records; assize court calendars; sheriff records; and notes of the Board of Liquor Licence Commissioners approving renewal of liquor licences.

Other types of records include general correspondence from settlers; census data; voters lists; voter registration forms from Keithley Creek; criminal statistics; Land Ordinances; pre-emption records and other records related to the Land Act; naturalization oaths; indentures; receipts and financial records; maps; petitions for liquor licences; a BC Savings Bank (Cariboo Branch) depositors book; and a register of letters inward and outward for 1910-1915.

Cash records for the Quesnel post office

The series consists of 8 balance sheets covering the period May to December 1867 for the post office at Quesnelmouth, later known as Quesnel. The forms were signed by Frank Trevor, the local postmaster, and were forwarded for examination to A.T. Bushby, who was at that time acting postmaster in New Westminster. The forms show a variety of post office expenses, including stamps, registered letters, and newspapers.

The records were originally found in an accession of assorted colonial-era Cariboo records, including pre-emptions, gold commissioner files, partnership agreements and voters lists. The records were removed from this accession and later re-accessioned.

Creditor's relief procedure book

The series consists of one volume of the Creditor’s Relief Act procedure book. Typical entries include names of claimant and debtor, the amount of debt and costs, the date of judgement and a list of proceedings. Records are arranged chronologically and the volume is unindexed.

The records were created in accordance with the Creditor Relief Act (SBC 1902, c. 17).

Naturalization register

The series consists of one volume of the naturalization register created at the County Court of Quesnel. Records date to between 1914 and 1977. The ledger is arranged alphabetically and entries provide information on the full name of applicant, their occupation, former place of residence, current place of residence, the date notice and papers were filed, the date naturalization certificate was issued, the date it was delivered and to whom it was delivered. Places of residence include Quesnel, Cottonwood, Moose Heights, Wells, Hixon, Barkerville, and Van Winkle. The register also includes a “declaration of intent” list tucked into the front cover.

Quesnel Forest District range management records

This series consists of range management records created by the Quesnel Forest district in the Cariboo Forest Region, and its predecessors, from 1927-2002. This series may contain records created by the Prince George (also known as Fort George), Kamloops, Cariboo and Williams Lake Forest Districts and/or Grazing Districts. Note that the names and boundaries of districts and regions varied over the years. All files were managed by the Quesnel Forest District when the files were closed in or before 2006.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures.

The series also includes individual range unit files which relate to the management of larger range units. These are areas of range land that may be shared by multiple tenure holders. This includes operational records such as range unit plans, inspections covering more than one range tenure, and general information concerning the history of the management of specific range units.

Records in this series include tenure application forms, grazing plans, range use plans, correspondence, maps, photos, surveys, reports, records determining range boundaries and use, and information on range improvements and clearing. Improvements can include infrastructure such as fences, gates and improving access to water sources for livestock.

Each file relates to a particular range tenure. Note that there may be additional individuals or companies who held the tenure over time which are not listed in the file title. Files within each box are arranged alphabetically by file title.

Quesnel Forest District resource management records

This series consists of a variety of records related to resource use and recreation management created from 1982-2002 by the Quesnel Forest District, a division of the Cariboo Forest Region. These records relate to the use and management of natural resources in the area, as well as recreation resources in Provincial forests. This includes trails and historical sites with value for tourism or other recreational uses. The records document the location, management, promotion and use of such sites.

The series includes the following types of records:

Local Resource Use Plans (LRUP) for the Barkerville and Blackwater areas. These plans are designed to resolve resource use conflicts in specific areas at the local level.

Resource management inventory files relate to the identification of the present and future opportunities from the Provincial Forest recreation resource, such as heritage trails. This also includes files on archaeological sites.

Resource management planning records relate to the establishment of recreation management objectives for the Provincial Forest recreation resource. Includes general information about types of plans as well as specific information concerning individual plans including: provincial, regional and district recreation plans, rivers and trails plans, cave or karst management plans, and historic (heritage) trail management plans.

Forest Service project site/trail files relate to the routine maintenance, rehabilitation and development of Forest Service recreation sites and trails. Includes records relating to the planning, designation, assessment, design and construction of recreation sites and trails.

Recreation brochures and maps were used to inform the public about forest etiquette, integrated resource management practices and field conditions. Also includes information about recreation signs and posters as well as general tourism information and notable sites in the area.

The series also includes procedures on the following subjects: recreation program implementation referrals; commercial use of crown forests; and resource management inventories.

Types of records vary widely, but can include correspondence, reports, studies, published material, photos, and maps.

Quesnel Forest District timber tenures

This series consists of cutting permits and other forest tenure records created from 1967-2003 by the Quesnel Forest District, a division of the Cariboo Forest Region. Before 1978 the records were a part of the Cariboo Forest District. Records may also relate to the Williams Lake, Cariboo, and Prince George Forest Districts. All files were managed as part of the Quesnel Forest District when the files were closed and transferred to the archives.

The series includes the following types of timber tenures: forest licences, timber sale licences (TSL), timber sale harvesting licences (TSHL), cash sales, licences to cut, woodlot licences, farm woodlot licences, as well as Tree Farm Licences (TFL) 5 and 52. There is also one silviculture opening file. Some records regard the Big Valley, Bowron, Cottonwood and Narcosli public sustained yield units (PSYU). The majority of files relate to cutting permits. Licensees were required to apply for a forest licence or similar tenure and cutting permits in order to harvest timber. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures.

The records include legal documents, annual reports, development plans, management plans, operations information, correspondence, forms, reports, maps, licences, permits, permit amendments and renewals, logging plans, cruise compilations, compilation summaries, reports, silviculture prescriptions, Stumpage adjustment, timber marks, scale site designation, stumpage invoices, appraisal reports, harvesting reports, inspection forms, road layout or design information, financial records, timber scales, timber mark designations, inspection records, photos, and stumpage fees.

Accession 92-2643 also includes some administrative records related to timber tenures. This includes reports, policies, pulpwood agreements

Quesnel Magistrate's record book and daily diary

The series consists of a Magistrate's record book for Quesnel, created between December 1892 and July 1896. The volume continues as Provincial Police (Quesnel) daily diary from August 1896 to May 1915. Back pages include the following: applications for gun licences; constable's account book; police court and gaol inventories; and mining claims, 1912. A second volume is a register of motor-vehicles licences in the Quesnel area, from 1922 to 1924, giving owner's name, description of vehicle, and licence, engine and serial numbers. The volume continues with lists of individuals receiving chauffeur's licences, 1922 to 1924; and the remainder is a daily diary for Provincial Police (Quesnel), from September 1931 to July 1934. The back of the book has a list of motor vehicle registrations for1921.
