Lillooet district land registers

This series consists of Lillooet Land District lot registers for lots 1-3000. The earliest record was entered in 1860 and all volumes were superseded by 1943 (i.e. no further entries were made after 1943).

The registers list lots in numerical order and record the alienation of land from the Crown (by purchase, pre-emption, lease, etc.). Information may include the name of the purchaser, dates and numbers of certificates issued (including Crown Grants), dates and amounts of payments, and reference numbers to correspondence files and field books. There is an alphabetical name index in each volume.

New Westminster Land Commissioner files

This series consists of records related to the administration, management and alienation of land in the New Westminster land district from 1882-1978. The records were primarily created by the provincial Government Agent and the Dominion Land Agent stationed in New Westminster. The majority of these records are homestead files created by the dominion government. These files contain information about homesteaders, their applications and the process of obtaining title to land.

Record types and subject matter include, but are not limited to: land alienation through pre-emption or purchase from the provincial government and homesteading or purchase from the federal government; a variety of leases of Crown land; other general subject files; and records regarding Indigenous Peoples or Indian Reserves.

Records related to land alienation include: applications for pre-emption, purchase or lease; land classification reports; forms completed by land inspectors of the Department of Lands Inspection Branch; declarations of occupation and permanent improvement on pre-emption claims; applications for homestead entry, cancellation, and abandonment; homestead Inspector’s reports; affidavits in support of an Application for Entry; land sales records; correspondence with settlers and other government officials; patents; Crown Grants; certificates; forms; maps and plans; financial records including receipts and cheques; court records, such as probates; survey records; notices of sale or cancellation; and sale agreements.

Records related to leases and other uses of Crown land include: grazing leases; foreshore leases; dredging leases; special use permits; timber permits; timber berths; water licenses; applications for dyking schemes; campsite leases; oyster bed leases; right-of-ways (ROWs) through land for railways, roads, powerlines or pipelines; petroleum and natural gas leases; quarry leases; bar leases; coal leases; mining leases; and mineral claims. Other uses include government reserves, the establishment of parks, and the reservation of land for school sites or other public uses.

Other more general subject files include: inquiries about land availability; preliminary plans and correspondence for the survey and sale of townsites; Soldier Settlement Board records including forms, correspondence and records of soldier land grants; correspondence files on specific topics such as canal construction, the reclamation of Hatzic Lake, the draining of Sumas Lake and the establishment of fish culture and fish hatcheries; and business records of the office, including inter-department correspondence, circulars, and memorandum related to matters of land administration.

Files also exist for specific Indian Reserves, and can include correspondence; water records; surveys; and inspection reports created in the process of allotting new, and canceling or amending existing Indian Reserves. Some files document instances of overlapping land use and conflict between settlers and Indigenous peoples on specific parcels of land.

Files are generally either correspondence files on a particular subject, or a variety of records related to a particular piece of land. Many files cover a wide time period and may be associated with multiple individuals or companies, as land rights were often transferred to others or cancelled and reapplied for.

Only the name of the first individual listed on the file is included in the file list. This means there may be additional names associated with files not included on the file list. The file list may also only include part of the legal description of land in cases where the description was exceptionally long, or included many different pieces of land. Single individuals may also have multiple files for each piece of land they are associated with.

The series also includes some files related to land in the Yale Division and Kamloops Division of the Yale Land District; as well as the Lillooet Land District. These records were created in the offices of the Kamloops and Clinton Government Agents, but at some point became intermingled with the New Westminster records.

Maps, plans and sketches indicating the parcels of land relevant to the file are commonly found throughout the records.

This series consists of Appraisal Reports of reverted government lands for the Lillooet Land District, 1932. The reports are arranged numerically by report number. Information may include assessment district registry office, legal description, land plan number, acreage, date of forfeiture, soil, water suitability, improvements, accessibility, supply, irrigation or dyking, nearest settlement or Post Office, nearest school, topography, and assessed and appraised value. The report usually contains a sketch map of the property, and this volume contains a sketch map of Lillooet townsite plus the lots across the Fraser River. The volume is indexed by report numbers to the legal land description.

Lillooet County Court sale of goods register

The series is an index or register related to the Sale of Goods Act, including liens, conditional bills of sale, bills of sale, promissory notes, and receipts for labour. Names are entered alphabetically. The left side of each folio lists the vendors alphabetically and the right side lists the names of the purchaser. Each entry includes the file number, date of filing, nature of instrument/purchase, name of the vendor and name of the purchaser.

The sales were made under subsection 4 of section 2 of the “Sale of Goods Act Amendment” (SBC 1916, c. 56) which states “The office for filing shall be the office of the Registrar of the County Court holden in or nearest to the place where delivery of the chattels is made or required to be made.”

Lillooet County Court partnership declarations and dissolutions

The series consists of two volumes relating to partnership declarations in the Lillooet County Court.

Volume one (1909-1938) is a register recording declarations. It is divided into three sections: declarations of individual and firm partnerships, declaration of trade names and declarations of dissolutions of partnerships. Items are ordered by filing date. There are some original firm declarations pasted into the volume.

Volume two (1909-1969) contains original signed partnership declarations, declarations of firm names and dissolutions of partnerships. The different kind of declarations are numbered by filing date and are interfiled together.

Volume 1 covers 1913-1914 and a few records from 1920-1930. Volume 2 covers 1920-1977 and includes some loose correspondence relating to citizenship procedures.

Volume 2, pre-emption claim certificates, nos. 331-418 (1870-1874, 1881). Volume 3, pre-emption claims, nos. 89-128 (1862-1863) consisting of sketches pasted into ledger of cash collected for road tolls, 1862-1865. Lillooet County Court suitor’s funds register

The series is a register of suitor’s funds for the Lillooet County Court and Lillooet Supreme Court. The volume is arranged chronologically by the date a receipt is received. The left page of each folio in the volume contains information on receipts where suitor’s money is paid into the County Court of Cariboo holden at Lillooet. The right side contains information on payments where the suitor’s money is payed out of the court.

Each entry includes receipts and payments. Information in the ledger includes: date payment received, style of cause, number of suit, from whom received, date payed out, signature of recipient and amounts.

Yale police district subject files and reports

This series consists of crime reports and subject files related to the “C” division of the Provincial Police Department primarily from 1931-1950. The records may have been created by the Ashcroft office of the Yale District within the larger “C” division, as the majority of the records relate to the Ashcroft area. There are also some records that relate to locations in the Kamloops, Lillooet and Vernon Police Districts.

The majority of the records are reports recording details particular crimes reported to police. These records may be arranged alphabetically by the correspondent, under the name of the related legislation (ex. Juvenile Delinquents Act, Motor Vehicle Act, Indian Act, etc.), or by the type of crime (ex. Theft, murder, fraud, etc.). Other types of records include administrative files, personnel files, correspondence files, court records, crime statistics, evidence such as photographs and other subject files.

Indexes to crime reports for the years 1932 and 1945-1947 are located in container 913432-0890.

Volume 2 includes January 1948 to September 1951. The books list date, prosecutor, defendant, charge, costs, fines, arresting office, presiding magistrate or judge, and remarks such as plea. Additional records may be pasted into the volume.

Land and resource management committees

This series contains records relating to land use management in various parts of the province. The records document the creation and activities of various committees established by the planning region to address specific projects as needed.

The records represent the work of committees dedicated to the management of planning teams, emergency and disaster responses, information sharing, consultation guidelines, information management, safety, construction projects and communications.

Part of the series includes the Vedder River Management Committee which was chaired by the Water Management Branch. Other members included representatives from the Engineering Section of the Water Management Branch, Fisheries and Oceans, Fish and Wildlife Management, Inspector of Dykes, Ministry of Agriculture and the District of Chilliwack.

The records from the Peace Managers concern land management committees in the Northern Interior region as well their sub-committees. The records come from the office of Don Roberts of BC Parks; Peace Liard District who was the chair of Peace Managers (IAMC) and the Peace Manager's Oil and Gas Committee. Andy Ackerman, Manager of Environmental Stewardship, later succeeded him as chair.The Omineca Peace Interagency Management Committee's role oversees and guides the implementation of Cabinet approved Land Resource Management Plans and government corporate land use policies. There are representatives from various provincial agencies including : Ministry of Forests, BC Environment, Ministry of Energy and Mines, BC Parks, Ministry of Agriculture and Food, BC Assets and Lands Corporation, Oil and Gas Commission, Ministry of Transportation and Highways, Land Use Coordination Office and Muskwa-Kechina (Program Manager).

The Deputy Minister's Committee on Drought was established in 2003 following a severe drought in British Columbia that put pressure on many water resources. This multi-agency committee and task force conducted studies on precipitation, temperature and ground water conditions in addition to proposing several action plans and programs to help with water conservation. Their records relate to presentations and tours on water conservation, proposals and a list of options for consideration, as well as update reports. The committee disbanded in 2005 however many of the programs continued to be monitored.

The records in this series also show other forms of land management including projects to build dykes, remove gravel, establish campgrounds, restore natural habitat (particularly for salmon species), build infrastructure and grant land leases for farming, public works and other initiatives. Records include memos, meeting minutes, lease guidelines and copies, maps, blueprints, correspondence, expense reports, approvals, invoices and project reports.

Another part of the series includes committees established to encourage and maintain meaningful consultation with various First Nation groups during Land and Resource Management planning. These records include the grants for funding, protocols, strategic plans, work plans and meeting minutes.

This series contains records relating to pre-emptions in the Cariboo, Lillooet, Lytton and Kootenay Districts recorded by various Gold Commissioners and Assistant Commissioners of Lands and Works. The records consist of correspondence, notices of claim, sketches and affidavits and pertains largely to records in the vicinities of Quesnel, Alexandria, Williams Lake, Lytton and Cache Creek. The series also includes a detailed account of town lot sales at Quesnellemouth held on 13 October 1863 as well as an application for wages due, correspondence on various land disputes, several water records, and proposed leases of government reserves.
