Victoria School Board minutes and other material

This series contains a bound volume of minutes of meetings of the Victoria School Board, along with receipts of payments made by the Board. The series includes minutes of meetings of school board electors (showing votes cast by individual electors for particular candidates) and contains copies of provincial government circulars relating to education and copies of schools-related bills, by-laws, rules and regulations.

The files may also include oath of residence and certificates of naturalization.

Vancouver Island Supreme Court of Civil Justice bench book

Series consists of one bench book for Colony of Vancouver Island Supreme Court of Civil Justice civil and criminal cases heard by Judge David Cameron at Fort Victoria from November 1853 to January 1856 and one criminal case at Nanaimo in May 1854. It also includes civil cases heard at Victoria in the Inferior Court of Civil Justice in 1856. The volume additionally served as a criminal record book for 1853, a cause book for 1856, and a Registrar's record book for 1853. It opens with a notation that Judge Cameron's commission was read and that he took his seat on 6 October 1853. The Registrar also notes that he received the court seal from Judge Cameron.

The series consists of microfilmed copies of the Victoria Court of Appeal order volumes 2-7; 1915 to 1947 and bound order volumes 8-15 for the period 1948 to 1975.

The records consist mainly of orders in response to motions for leave to appeal lower court judgements and sentences, and include both civil and criminal matters. They are bound in folio number order by volume with a nominal index at the front of each volume.

Vancouver Island Supreme Court of Civil Justice fee books

This series consists of 7 volumes of Vancouver Island Supreme Court fee books maintained by the Registrar, 1859-1870. The volumes record fees owing to the Supreme Court. Volume 2 also includes the registrar's office diary.

Although the colonies of Vancouver Island and mainland British Columbia were united in 1866, the Supreme Court of each Colony remained as two separate Supreme Courts until they were merged in 1870 as the Supreme Court of British Columbia, based in Victoria.

Pemberton, County Court Judge, Dec. 1879 - Dec. 1880; Edwin Leigh, Registrar, Feb. 1883 - Nov. 1884; and Harvey Combe, Acting Registrar, Jan. 1885 - Nov. 1886.

Victoria Supreme Court civil orders

The series consists of civil orders issued by the Supreme Court in Victoria between 1880 and 2008. Orders dating from 1880 until December 1946 were microfilmed and the originals destroyed. Records after this period are maintained in their original form. Many, but not all, volumes dating up to the late 1970s include nominal indexes. Orders are the formal expression of the ruling of the court. The records relate to a variety of civil matters including adoptions, divorces, and bankruptcies.

The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51400-25.

This series consists of 19 volumes of Victoria Supreme Court daily diaries, 1907, 1910-1912, 1916-1919, 1923-1932, 1934. Volume 1 includes weather reports as well as matters of the court.

Vancouver Island Road Tax Commissioner records

This series consists of records created by Road Commissioners from various road districts in the Colony of Vancouver Island, from 1861-1875. This includes the Victoria, Esquimalt, Esquimalt Town, Lake, Saanich, Metchosin, Sooke and Highlands Road Districts.

The records include financial records such as cash books, account books, road tax assessment rolls and ledgers. These track the fines and taxes collected for each district, and the expenses for road construction and maintenance. Some records indicate the individuals who paid for and worked on specific roads in the Victoria area that are still in existence today.

Other records include correspondence and minute books recording the decisions and priorities of the commissioners. These indicate where and how roads were constructed as the colony was growing.

Helmcken family papers

Papers of J.S. Helmcken and members of his family, including correspondence, 1848-1920, account books, 1871-1903, deeds, contracts, certificates, 1825-1890, medical notebooks, case books and account books, 1845-1890, notes and papers concerning the Beacon Hill Park Bowling Club, 1898-1914, rough notes and drafts for articles in newspapers, speeches, and reminiscences. Account books pertaining to the estate of Arthur Thomas Bushby, 1875-1901. Papers of Harry Dallas Helmcken, 1866-1894, and William Ralph Higgins, 1890-1903. J.S. Helmcken's confederation diary and reminiscences are also on microfilm. John Sebastian Helmcken was born in Spitalfields, London on 5 June 1824, the fourth child and eldest son of Claus Helmcken and Catherine Mittler. After attending St. George's German and English school from 1828 to 1839 Helmcken apprenticed himself to Dr. W.H. Graves as a chemist and druggist. On 2 October 1844, Helmcken registered as a student at Guy's Hospital, London, and in March 1848 was admitted as a Member of the Royal College of Surgeons. Two months later he was serving as surgeon aboard the Malacca until, on 12 October 1849, he received an appointment from the Hudson's Bay Company as surgeon and clerk for a five year term. Helmcken arrived at Esquimalt on 24 March 1850 and was first posted to Fort Rupert before being ordered to return to Fort Victoria in December 1850. On 27 December 1852 he married Cecilia Douglas, eldest daughter of Governor James Douglas. In 1856 Helmcken was elected to represent Esquimalt and Victoria District in the Legislative Assembly of Vancouver Island and served as Speaker of the Assembly until union with British Columbia in 1866. Governor Musgrave appointed Helmcken to the Executive Council of British Columbia in December 1869 while he was also serving as a member of the Legislative Council of B.C., and in the summer of 1870 he travelled to Ottawa as one of three confederation delegates from the colony. With the entry of British Columbia into Confederation in 1871, Helmcken retired from active politics. Helmcken also served as president of the Board of Directors of the Royal Hospital, remained physician to Victoria's jail until 1910, and contributed numerous articles on the early history of Vancouver Island in his later life. Dr. Helmcken died on 1 September 1920. The records include the papers of J.S. Helmcken and members of his family: correspondence, 1848-1920, account books, 1871-1903, deeds, contracts, certificates, 1825-1890, medical notebooks, casebooks and account books, 1845-1890, notes and papers concerning the Beacon Hill Park Bowling Club, 1898-1914, rough notes and drafts for articles in newspapers, speeches and reminiscences. There are also account books pertaining to the estate of Arthur Thomas Bushby, 1875-1901, and papers of Harry Dallas Helmcken, 1866-1894, and William Ralph Higgins, 1890-1903. J.S. Helmcken's Confederation diary and reminiscences are also on microfilm [A00810]. An index to the records is available as part of the hard copy finding aid kept in the reference room.

Parliamentary portraits

The series consists of large format photographic prints known as "Parliamentary portraits", taken between 1991 and 2022. The portraits are generally taken once per Parliament and show the members of the Legislative Assembly in the Legislative Chamber, at the Parliament Buildings in Victoria, B.C. Dates and Parliamentary sessions are noted and some photographs are accompanied by legends, naming each person in the photograph. Each photograph is taken from the entrance to the chamber and typically shows the Premier, the Leader of the Opposition, the Speaker and other members of the Speaker's and Clerk's office in the centre by the Speaker's chair. The MLA's are at their desks, the government members traditionally sit on the Speaker's right and the opposition on the Speaker's left.

Correspondence and contracts for public works projects

The series consists of correspondence and contracts between Surveyor General W.S. Gore, on behalf of the Chief Commissioner of Lands and Works, with various contractors regarding three public works projects. The projects are the building of the Victoria Law Courts, correspondence and contracts from February to June 1887; Kamloops bridge, correspondence and contracts from March 1887 to February 1888; and Lillooet Bridge, correspondence and contracts from August 1887 to March 1888.

John Copeman personal and business papers

The series consists of the personal and business correspondence, diaries, estate papers and personal financial records of lawyer John Young Copeman, mainly pertaining to life in England and abroad. Includes correspondence from brothers and friends in England, Africa, Borneo, India and Brazil which describe issues of the day, including taxation problems in India and Ireland as well as impressions of Africa prior to the First World War; balance sheets and correspondence of Victoria-based Colville Properties Ltd., the stock and property holding company of Lord Colville of Culross; and papers pertaining to the settling of parents' and relatives' estates in England.
Letters prior to 1914 were divided by correspondent, whereas, after 1919, most of the correspondence was divided by year.

In regard to Colville Properties Limited, the company was incorporated in 1915 as a holding company for the investments of Lord Colville of Culross, whose holdings included stocks as well as property in the Victoria and Cowichan Lake areas.

The correspondence is addressed mostly to lawyer W.E. Oliver, Colville's agent. It seems likely that Copeman, a friend of the Colville family, took over the administration of the Colville investments in 1920, the year Oliver died and the company was dissolved.

Essays and accounts

The series consists of microfilmed transcripts of short essays on various subjects, including the transport and mining industries in B.C., the history of B.C., descriptions of Victoria and other B.C. cities by Cariboo grocer Leonard A. Coton. Also includes accounts of car trips taken by L.A. Coton to the Okanagan, the Cariboo and on Vancouver Island in the 1950s.

Victoria Supreme Court probate/estate files

This series contains probate files for estates probated in Victoria, ca. 1859-1941. The probate files from 1859 to 1917 are organized more or less alphabetically within date groups or ranges and have been numbered, sequentially, from 1 to 5307. From 1918 onwards, probate files were assigned numbers by year in the order of filing and are more or less in chronological order. The originals of files 1 to 5307 have been retained as well as being microfilmed. Files from 1918 onwards are only available on microfilm.

In addition to the file names provided in the finding aid, an index for this collection is also available on microfilm (see GR-1417, reel B01990). Reel B01990 should be used if a name is not found on the file list, as there are 103 missing files. If a will number is provided, it can be used to locate a copy of the will in GR-1052 or GR-1574.
