Human rights and discrimination against women files

The series consists of reports, correspondence and memoranda created and received by the Women’s, Seniors’ and Community Services division of the Ministry of Community Services between 1994 and 2003. The records document issues of human rights and discrimination affecting women and girls across the province. Files include records on workplace diversity, and the series includes anti-racism booklets and resources on multiculturalism in BC.

The series is arranged numerically by file code and then alphabetically by file title. The series is covered by ORCS 24000-20 in schedule 117476 (Women’s Equality).

Parks and Outdoor Recreation operational records

The series consists consists of a wide variety of operational records created by the Parks and Outdoor Recreation Division, and its predecessor the Parks Branch, predominantly from 1960-1994. The records relate to setting long term management direction for the creation, use, development and protection of provincial parks and protected areas. Management directions are established through master plans, management plans, management direction statements and purpose statements. Systemic planning involves consultation with the Premier’s office, land use planning offices, and regional and federal government agencies. The records also concern participation in inter-agency resource management planning, such as land, marine and coastal land use plans.

Records include: integrated resource planning project files; inter-ministry co-operation files (Parks with other ministries such as Health, Mines, Forests, etc.); trail corridor planning files; end of season assessment reports on interpretative, information and education programs in parks; recreational activities files; files concerning facilities and safety and security in parks; background documents used in establishing management directions; consultation with communities, user groups and First Nations; and files regarding various other operational policies and procedures. See for example, files concerning policies on boating, camping, caving, skiing, etc.

Note that all records concerning the Alexander Mackenzie Trail fall under various titles including: Nuxalk-Carrier Grease Trail, the Alexander Mackenzie Trail, Alexander Mackenzie Grease Trail, and Alexander Mackenzie Heritage Trail.

Record types include correspondence, memoranda, news clippings, maps, committee minutes, reports, studies, proposals, seminar papers, environmental surveys, newsletters, signage, photos, promotional materials and departmental branch meetings.

The series include records concerning the numerous private organizations and associations which coordinated with the Parks and Outdoor Recreation Division. It includes the AGM records, annual reports, financial statements, and meeting minutes of those organizations and associations. The series also includes records regarding financial support to these organizations.

Note that the new Parks and Protected Areas ORCs includes a concordance table which cross references new ORCS classification numbers with the old ORCS numbers by which these files were classified. Many of these records would be classified under the primary 98800 in the new Parks and Protected areas schedule (186896).

Information and Privacy Commissioner investigations

The series consists of Information and Privacy Commissioner investigations resulting from freedom of information requests from citizens of BC to the Ministry of Children and Family Development and its predecessors on matters such as adoption, children in foster care, allegations of abuse in the home, and support services for children requiring additional care. The request for access to records and subsequent investigations were conducted by the Information and Privacy/Records office, Ministry of Children and Family Development (2001-) and its predecesors; the reviews were conducted by the Office of the Information and Privacy Commissioner (OIPC). Following the completion of the freedom of information request, the applicant may ask the OIPC to review decisions to release, not release, or sever records made by the ministry. This series of records consists of a copy of the original access request, correspondence between staff and the applicant, correspondence between the ministry and the OIPC, submissions to the OIPC, and a copy of the final report. The files often contain intake reports and packages, investigation and interview notes, acknowledgement of receipt of records forms, and copies of materials such as criminal records, social worker handwritten notes, child protection checklists, adoption files, medical records, and judicial records.

The records are arranged by applicant surname and are classified as either family support services or adoption services. The records include copies of correspondence, memoranda, reports, information packages, copies of affidavits, checklists, and legal files. The records in this series were classified as 290-20 in the BC Government Administrative Records Classification System (ARCS). Ministry staff also assigned an additional number that consisted of the year of the investigation followed by a sequential number.

Fonds consists of 8 series of records including minutes of the Provincial Council (1938-2002), scrapbook (1920-1996), photo of Canadian Federation Registered Music Teachers National Convention, Empress Hotel, Victoria [ca. 1942], miscellaneous files [ca. 1974-1995], financial statements (1977-1996), home fund for retired music teachers of British Columbia (1934-1962), ledger (1939-1992), proclamation for Canada Music Week (1992-1995). Records include both textual records and photograph intermingled together. Fonds also includes records accumulated while the organization was known as the Vancouver Music Teachers' Association, British Columbia Music Teachers' Federation, and British Columbia Music Teachers Association.

Minutes of the Provincial Council from 1985 to 2002 were donated in 2023.

Women’s issues: program and resource files

The series consists of administrative and operational records related to women’s issues and programs in the Ministry of Women's Equality, and the Ministry of Government Management Services and Minister Responsible for Women’s Programs. Additionally, there are several files relating to women’s issues and projects under the guidance of different ministries in British Columbia, as well as inter-ministry working groups and commissions. A full list of ministries with records relating to women’s issues and programs in this series can be found in the attached file list.

The records cover a variety of topics as they relate to women, including: employment (non-traditional employment, women in trades, women in technology, statistics on women’s employment, and ministry job descriptions); education; aboriginal women; immigration; family violence and violence against women; children; sexual harassment; and maternity leave among others.

The records are comprised of program descriptions and overviews; resources, such as discussion papers and reports; memoranda; correspondence between ministries; briefing notes; meeting minutes and agendas; records of committees; and policies and programs from other provinces. The series also contains several published reports and pamphlets. Some of the records are covered by section 1 Women's Issues of the Women's Equality ORCS (schedule 11746).

Municipal library case files

The series consists of records documenting municipal library development across the province. The records date predominantly to between 1989 and 1999 and include constitutions, bylaws and agreements, financial statements, budgets, agendas, and minutes. In some cases, files also include annual reports. The series is arranged alphabetically within each accession by the name of the municipal library. The records of accession 92-9822 are heavily interfiled with files from GR-3470. Accession 92-9822 also includes correspondence relating to the provision of library services to the Songhees and Esquimalt First Nations. The series is covered by ORCS 21900-20

Duncan Supreme Court civil orders

The series consists of civil orders created in the Supreme Court in Duncan between 1950 and 2002. Orders are a formal expression of the court’s will, and orders in this series cover a variety of issues, including adoption and divorce.

The series is arranged by volume, and then by folio. From volumes 1 to 48, the volume and folio numbers are provided on the records themselves. After volume 48, this information is not always provided. Sometimes the records bear file numbers which appear to be sequential and which restart every year. Sometimes even these numbers are not listed on the records and the only way to identify them is by filing date.
The dates listed in the file list are derived from the date on which the order was filed. Although the filing date for the majority of the records corresponds closely to when the order was issued, this is not always the case, and there are instances in which orders were filed months after being issued.

Originally the majority of the files were arranged in binders based on volume number. If an index existed for the volume, it would be placed in the front of the binder. For space and preservation reasons, the records have been removed from the binders and placed in acid-free folders. Records from binders tend to span two folders, which are linked by volume number. The first of the two binders will house the index for the entire volume, if one was included.

Vanderhoof Supreme and County Court orders and reasons for judgement

The series consists of civil orders and reasons for judgement created by the Supreme and County courts of Vanderhoof between 1977 and 2002. Orders from Supreme and County courts have frequently been interfiled together. The records deal with a variety of civil matters, including adoption, divorce, granting of letters probate, and foreclosures. Civil orders represent the formal expression of the court’s will, whereas the reasons for judgement provide the rationale for the court’s decision. The series includes a number of certified copies of probates, the originals of which are awaiting transfer to the BC Archives as of September 2018. These probates date to the 1990s and early 2000s.

Records in this series were arranged in various ways, including by court registry file number and by volume and folio number. In some instances, the folio and volume number have been reversed on the orders themselves.

Records have been managed and retained under the Court Services ORCS (schedule 100152) 51400-25.

Fernie Supreme Court orders

The series consists of orders from the Supreme Court in Fernie. The orders date from 1983 to 2002 and the series is largely composed of divorce orders. There is one folder of adoption orders and one of general court orders, which also includes orders related to probates and estates. Divorce orders were originally arranged by volume and folio number, but this system appears to have changed in 1999 and the records were subsequently arranged by filing date. Researchers should note that there is sometimes a gap between the date the order is issued and the date it is filed. Other orders appear to be arranged by filing date.

Quesnel Forest District resource management records

This series consists of a variety of records related to resource use and recreation management created from 1982-2002 by the Quesnel Forest District, a division of the Cariboo Forest Region. These records relate to the use and management of natural resources in the area, as well as recreation resources in Provincial forests. This includes trails and historical sites with value for tourism or other recreational uses. The records document the location, management, promotion and use of such sites.

The series includes the following types of records:

Local Resource Use Plans (LRUP) for the Barkerville and Blackwater areas. These plans are designed to resolve resource use conflicts in specific areas at the local level.

Resource management inventory files relate to the identification of the present and future opportunities from the Provincial Forest recreation resource, such as heritage trails. This also includes files on archaeological sites.

Resource management planning records relate to the establishment of recreation management objectives for the Provincial Forest recreation resource. Includes general information about types of plans as well as specific information concerning individual plans including: provincial, regional and district recreation plans, rivers and trails plans, cave or karst management plans, and historic (heritage) trail management plans.

Forest Service project site/trail files relate to the routine maintenance, rehabilitation and development of Forest Service recreation sites and trails. Includes records relating to the planning, designation, assessment, design and construction of recreation sites and trails.

Recreation brochures and maps were used to inform the public about forest etiquette, integrated resource management practices and field conditions. Also includes information about recreation signs and posters as well as general tourism information and notable sites in the area.

The series also includes procedures on the following subjects: recreation program implementation referrals; commercial use of crown forests; and resource management inventories.

Types of records vary widely, but can include correspondence, reports, studies, published material, photos, and maps.

A small number of records contain correspondence and personal records related to Wallace’s family history in addition to collected ephemera related to centennial celebrations.

Nanaimo Supreme Court orders and judgments

The series consists of Nanaimo Supreme Court civil orders and reasons for judgment, 1900-2002. Civil court orders are the formal expression of the rulings of the court, whereas the reasons for judgment are the explanation that the court gives at the conclusion of a hearing, explaining why an order is being made.

The civil court orders date from 1900 to 1994 and contain divorce orders interfiled throughout. The orders are generally arranged by volume and folio number. The orders were originally added to a shannon file volume in file date order and given folio numbers from 1 to 200 or 300. Each volume is indexed.

Reasons for judgment, filed between 1985 and 2002, were not intermingled, but rather were housed separately in accordion files. They are arranged by court file number within each folder.

Commercial river rafting records

The series contains records relating to commercial river rafting operations in BC Parks land. The records cover legislation relating to river rafting, notably the Commercial River Rafting Safety Act and includes copies of correspondence, statute revision memos and committee notes relating to amendments and requests for legislation.

A significant portion of the series also covers handbooks, compliance manuals and examination course manuals for ‘river rafting guides’ (operators of commercial river rafting businesses) which outline regulations, standards, terms of conditions, endorsement and certification procedures, sample administrative forms and an administrative systems user manual.

The series also covers documentation of river rafting accidents.

The series also includes a published report by the Advisory Committee on Commercial River Rafting in British Columbia.

This series contains client files from the Campbell River Addictions Services (previously Campbell River Alcohol and Drug Services). Files cover adult clients with last names beginning with PA through SA. It is believed these records were retained as a sample, as all other boxes with patient’s files in this accession have been destroyed.

The files are arranged alphabetically by client’s last name. Each file contains a client information form with questionnaires regarding alcohol use, gambling and drug use along with medical screenings, follow-ups, discharge and/or transfer summaries, appointment slips, treatment plans, wait list forms, case conference consultation notes, consent forms, applications for accommodation fee and other notes as necessary.

Cariboo Forest Region timber tenure records

This series consists of timber tenure records from the Cariboo Forest Region and its predecessors, 1973-2002. Records currently relate to the following Forest Districts within the Forest Region: Williams Lake and Horsefly. In 2003 these two Forest Districts were amalgamated to form the Central Cariboo Forest District.

The series includes a variety of forest tenure records, including: woodlot licences, licences to cut, timber sale licences, forest licences, timber sale licences and a special use permit. Files contain cutting permits, annual reports, management plans, legal documents and operations information, correspondence, maps, reports, licences and other forms. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures.

Merritt Supreme Court probate/estate files

Many of the earlier files were created and managed by County Court in Merritt, while later files were created in the Supreme Court. Probate files often contain copies of the individual's will and were created during the course of administering the deceased's estate. Kelowna Supreme Court wills

The series consists of original copies of wills probated in the Kelowna Supreme Court between 1986 and 2002. The wills are organized by probate number, and are generally arranged in numerical order. Files in boxes 15 and 16 contain wills dating from approximately 1987 to 1993 that were not filed elsewhere in the accession. Researchers are encouraged to check these boxes if they cannot locate the file they are looking for in the other boxes. While the wills are generally filed by probate number, there is one file that has been arranged alphabetically. This spans several years and appears to contain wills that were missed in the original filing.

An nominal index to probate records for Kelowna can be found in GR-2226. Researchers should use this index to identify the probate number for the relevant individual, and then use this number to find the original will.

Executive briefing notes

Series consists of executive briefing notes prepared for the executive of the Ministry of Advanced Education, and its preceding ministries: the Ministry of Advanced Education, Training and Technology, and the Ministry of Education, Skills and Training. The briefing notes are created to provide a succinct overview of issues relevant to the Ministry executive, and as a result the notes cover a broad range of issues related to education in British Columbia. The notes typically contain recommendations for action or response.

The files are comprised of briefing notes as well as internal correspondence, discussion papers, and notes and summaries on programs from other provinces and countries. Also included in this series are preparatory materials for a presentation on 2002 legislation (which contains reference to the Degree Quality Assessment Board; for more information see GR-3549). There is also a Ministry profile which includes an organizational chart of the Ministry in 2002.

Property transfer tax court/arbitrator files

The series consists of property transfer tax court/arbitrator files created by the Taxation Branch between 1990 and 2002. Property transfer tax is a registration tax that was imposed in 1987 under the authority of the Property Purchase Tax Act (SCB 1987, c. 15). It requires all property purchasers to pay the tax when they register transfer at a land title office. The tax rate is based on the property's fair market value. Exemptions are available for some transactions.

If an exemption is denied by the Minister, taxpayers may appeal the decision either in the Supreme Court of British Columbia or by arbitration. The arbitrator's decision is binding and can only be appealed to the Supreme Court of British Columbia if the appeal is on a question of procedure or law. The appeal in Supreme Court is a new hearing that is not limited to the evidence and issues that were before the minister. Decisions of the Supreme Court may be appealed to the BC Court of Appeal.

The records in this series consist of case files containing correspondence, briefing notes, system screen prints and legal documents used to prepare recommendation to the Minister re appeals and to prepare documents for court cases.

Port McNeill Forest District forest development plans

This series consists of forest development plans created from 1985-2002 by the Port McNeill Forest District, a division of the Vancouver Forest Region. The majority of the records relate to Tree Farm Licences (TFL).

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 6, TFL 25, TFL 37, TFL 39, TFL 43 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. TFL holders are required to submit a management plan every five years to the Chief Forester (RSBC 1996, c. 157, s. 35, and BC Reg. 23/2013).

These records include draft and final management or development plans; revisions or amendments to existing plans; correspondence between the ministry and licence holders, as well as correspondence with ministry staff; records related to public review of the development plans; consultation and correspondence with impacted First Nations; reasons for why a plan or amendment was or was not approved; advertisements in newspapers and the Gazette; maps and map overlays; reports; and charts.

The series also includes development plans for the following other types of timber tenures: replaceable forest licences, replaceable timber sale licences, and woodlot licences.
