Campbell River Forest District silviculture records

This series consists of silviculture records from 1996-1998 by the Campbell River Forest District, a division of the Vancouver Forest Region. The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations. These records cover major licencees and woodlot licnces.

Victoria Supreme Court divorce orders

Series consists of decrees nisi, decrees absolute, and divorce orders issued by the Supreme Court of Victoria between 1877 and 1998. Decrees nisi were used inconsistently prior to the 1930s and required a waiting period before a decree absolute could be issued. Between 1968 and 1985, the waiting period was three months. A divorce was not legally in effect without a decree absolute. After 1985, divorce orders automatically came into effect 31 days after the divorce was granted, barring an appeal.

Volumes 1-11 and 19-43 are indexed. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51440-25.

Kamloops Forest Region forest tenures

This series includes records related to forest tenures in the Kamloops Forest Region from 1987-1998. The series currently includes records from the Kamloops Forest District, Penticton Forest District and Vernon Forest District within the larger Kamloops Forest Region.

Types of forest tenure records in this series include non-replaceable timber sale licences (TSLs), including licences issued under the Small Business Forest Enterprise (SBFEP) program and BC Timber Sales Program.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures under the Forest Act.

Records include correspondence; licences; logging plans; log hauling and harvesting contracts; preharvest silviculture prescriptions, reviews and amendments; harvest inspection reports and appraisals; stumpage calculations; records related to right of ways and Forest Service Road permits; reports; maps; and photos.

The series also includes legal documents for cutting permits for replaceable forest licences and tree farm licence (TFL) 35. These files may include some of the records described above, but primarily contain records related to silviculture prescriptions and surveys.

The records have been classified as 19500-45 and 19620-25 in the Forestry Operational Classification System (ORCS).

Industrial Townships Commission : reports, correspondence

The series consists of reports and correspondence from 1986 to 1997. These records were created and acquired by John G. Callan, Commissioner of the Industrial Townships Commission between 1989 and 1997. The records mainly consist of reports, illustrated with colour photographs, written for the Minister of Municipal Affairs. The reports give detailed information about the annual inspection trips of the three member Industrial Townships Commission to the Kemano townsite, which was run by the Aluminum Company of Canada, Limited (Alcan).

Ken Jubenvill fonds

The fonds consists of two series: films and videos produced for the Government of British Columbia under Ken Jubenvill's company JEM Productions, and films and videos produced for private clients. Among the private productions are several titles made for Canawest Film Productions, which exist in no other known format, and a film for EXPO 85 in Tsukuba, Japan. Sponsors of the Canawest films include the BC Telephone Company, the Red Cedar Shingle and Shake Bureau, the Workers Compensation Board of BC, and Global Television. Also among the Canawest Film Productions is the pilot episode for a TV series called "The X Factor" narrated by William Shatner. Under his JEM Productions identity, Jubenvill contracted for some of the EXPO 86 film documentation, including visits by Queen Elizabeth, Prince Charles and Princess Diana. JEM Productions also recorded construction of the Coquihalla Highway, and other publicly funded transportation initiatives such as the Seabus and Skytrain.

The fonds consist of the executive records of the Vancouver Island Rugby Union created between 1975 and 1988. The records typically provide information on the name of the deceased and their date and place of death, as well as the name and relationship of the appointed administrator. The series is arranged chronologically by the date that the grant was issued. In some cases, this may be several years after the date of death.

The series consists of volumes of grants of letters probate created in both the Supreme and County Courts of Vernon between 1892 and 1997. Records typically include the name of the execut-or/rix and to whom administration of the estate was granted, and are similar in content and form to grants of letters of administration. The granting of letters probate represents one step in probating the estate of a deceased individual, and grants authority to the executor or executrix to proceed with administering the estate.The majority of the records were filled out on Court forms 161 and 162. Wills are not annexed. The records are arranged chronologically by grant date.

There are no indexes to the grants specifically, but the grants themselves could be used as an index to probate records if no other index was available. The number of the probate to which the grant applies has been written at the top of each form.

First Nations taxation policy and procedure files

The series consists of policy and procedure files created by the Property Taxation Branch between 1985 and 1997. The files relate to First Nations taxation including legislation and self-taxation. Under self-taxation, the minister issues a self-taxation certificate to the First Nations band and the province vacates the area as taxing authority. Branch staff facilitate the transition to self-taxation.

The records in this series consist of files containing correspondence, briefing notes, legal advice and band lists used to establish policy and procedures for self-taxation.

The records have been classified as 45200-00 under the Property Taxation Operational Records Classification System (ORCS).

Land Use Branch planning files

This series contains administrative files relating to CORE planning activities kept by the Land Use Branch and its predecessor the Integrated Land Policy Branch of the Ministry of Environment, Lands and Parks. The dates of the majority of the records coincide with the existence of the Commission on Resources and Environment (CORE) which lasted from 1992-1996.

The records appear to have been kept for informational purposes, with a large portion of the records being copies received by the Branch from other agencies, mainly CORE and LUCO (Land Use Coordination Office). It is possible that some staff from the Ministry of Environment, Lands and Parks kept these records in their capacity as Senior Policy Advisor or member of the Integrated Resource Planning Committee.

Types of records include correspondence regarding policies and legislation reviews, information issues, LUCO decision notes, memos, cabinet submissions, technical reviews and analysis reports related to a variety of topics covered under CORE plans, comments on reports, participant interviews about CORE plans, summary of workshops as well as summaries of decision options. Other records include copies of terms of reference and minutes of meetings, particularly of ratification meetings and planning process meetings.

The records are classified using the Administrative Records Classification System (ARCS schedule 100001).

Ashcroft Supreme Court divorce orders

Series consists of original decrees nisi, decrees absolute, and divorce orders created between 1950-1958 and 1971-1997 by the Ashcroft Supreme Court registry. Between 1968 and 1985, a judgement by way of decree nisi required a three-month waiting period before a judgement by way of decree absolute could be applied for. During this time, a divorce was not legally in effect without a decree absolute. After 1985, divorce orders automatically came into effect 31 days after the divorce was granted, barring an appeal.

Decrees nisi and decrees absolute are filed together and arranged by case number, not by volume and folio or by date. This means that records of varying dates are interfiled. From 1950-1978, case file numbers were assigned chronologically and include the year a divorce was initiated. For example, no. 1/71 was the first divorce initiated in 1971, no. 1/72 was the first divorce of 1972, and so on. Starting in 1979, case file numbers continued sequentially across years from no. 14 in 1979 to no. 82 in 1997. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51440-25.

Okanagan Helicopters Ltd. fonds

The fonds consists of photographic material, correspondence, fact sheets, advertising material, reports, minutes, maps, architectural drawings, and film reels created and acquired by Okanagan Helicopters Ltd, its predecessor Okanagan Air Services Ltd., and its successor, Canadian Helicopters. The fonds consists of executive council records and material relating to the administration of the company, as well as records pertaining to both domestic and international operations. The records, which were created between 1945 and 1997, chart the company’s development and activities, including relationships with aircraft manufacturering companies, innovations in aerial fire-fighting equipment, and early involvement with the heli-skiing and heli-logging industries.

A portion of the records originated with other companies and were transferred to Okanagan Helicopters as a result of mergers and acquisitions. These companies include : Ambank Aircraft Limitée; Aerial Engineering Limited; Associated Helicopters Company Limited; Canadian Helicopters Limited; Creighton Helicopters Ltd.; Dominion Pegasus Helicopters Ltd.; Haida Helicopters Ltd. ; Heli-Aero Logging; Lac St Jean Aviation Limitée; Lecky Paper Ltd.; Sept-Iles Helicopter Services; and Smith, Davidson & Wright.

The fonds is arranged into 17 series created by the archivist : Accidents and crashes; associated companies’ records; awards and certificates; director and shareholder records; equipment; hangar and base records; leases and agreements; manuscripts and research material; news clippings and history files; newsletters; operation records – BC; operation records – extra-provincial; personnel records; proof sheets and photograph collections; promotional material; reports; and Sikorsky Aircraft records. The archivist has maintained the creator's file titles.

Of the films, those which did not directly relate to the operations and activities of Okanagan Helicopters Ltd have been removed from the fonds. A list of these items is available.

Municipal complaint case files

The series consists of written complaints and other correspondence on issues raised by the public, together with replies from public officials and records generated by the Ministry of Municipal Affairs Investigations Branch and Inspector of Municipalities. Examples of complaints include those concerning violations of zoning regulations or Board of Variance rulings, treatment of people at a municipal facility, property assessments and taxation, awarding of contracts, or allegations of conflict of interest and misuse of public funds. There are also many expressions of opinion in letters regarding public affairs including, for example, disputes over land use.

Each file includes a "master complaint form" at the front of the file which gives details in different parts of the form, including: the file number, the complainant in the case, the name of the investigator, the dates the complaint was received and date investigation was completed, the municipal area and location involved, the nature of the complaint, and the resolution of the case if any.

Each file title includes first the municipal area concerned and secondly a brief description of the nature of the complaint or issue involved. Complainant names are not in the file titles. The complainant’s name, address and telephone numbers is found on the master complaint form.

Other record types include correspondence, copies of zoning bylaws and community planning documents, committee and board meeting minutes, and news clippings.

Letters from the public were typically sent or copied to a chairperson of a municipality, the Premier or a cabinet minister (for example Minister of Municipal Affairs or Minister of Environment). In many cases the Inspector of Municipalities was involved with looking into the concern or complaint. The municipal bodies concerned include regional districts, cities and villages.

The records are evidence of the wide array of types of concerns raised by citizens, and they document the functions and activities of the ministry investigations branch.

The photographs in the series tend to have been used to support complaints made; they tend to be extraneous to the textual records which contain the main evidential and historic value.
