Rocky Mountain Forest District timber tenures

This series consists of timber tenures from the Rocky Mountain Forest District for the years 1946-2008. This series may also include records created by the Cranbrook, Invermere and Kootenay Lake Forest Districts, as well as the Nelson and Southern Interior Forest Regions. Note that the names and boundaries of districts and regions varied over the years.

Timber tenures include replaceable forest licences, licences to cut, replaceable timber sale licences, non-replaceable timber sale licences, woodlot licences, special use permits and Christmas tree permits. There are also records regarding tree farm licence (TFL) 13, TFL 14, TFL 26, TFL 36 and TFL 37.

Files contain cutting permits, legal documents, operations information, charts, applications, development plans, annual reports, management plans, an “A” number bid deposit register, correspondence, maps, reports, amendments, logging inspection reports, logging plans, licences, policy, procedures, and a variety of other documents.

The series also includes some records related to silviculture. These include silviculture openings, obligations, as well as silviculture experiment (SX) files regard trials completed under the jurisdiction of the silviculture program. Includes records detailing silviculture trials conducted, working plans, results, evaluations, reports, models, maps and data. Silviculture obligations may relate to major licensees, woodlot licences or the small business program.

First Nations issues files

The series consists of correspondence, briefing notes, reports, copies of court orders and studies created or received by the Local Government First Nations Relations section of the Ministry of Community Services. The records were created between 1955 and 2008, although the records predominantly date from the early 1990s onwards. The series is divided into three subseries : band issues files, local government case files, and First Nations organizational files. The division was made based on the original classification scheme assigned to the records by the creator.

The first subseries (containers 956965-0001 to 956965-0003) consists of band issues files. The records are arranged alphabetically by First Nations band name. Researchers should note that the creator used the official First Nations band names (for example, “Tsilhqot’in” rather than “Chilcotin,” and “Snuneymuxw” rather than “Nanaimo”). The records consist of correspondence, briefing notes, legal records, and press releases and provide evidence of the effect that actions of local First Nations bands had on non-Aboriginal municipalities, organizations, and individuals. Many of the files relate to taxation matters under the Indian Self-Government Enabling Act (RSBC 1996 c. 219). The subseries is based on Local Government Services ORCS (schedule 123679), secondary 55500-20.

The second subseries (container 956965-0003) consists of local government case files and provides evidence of the effect that the actions of local governmental bodies (i.e. municipalities, villages, and districts) had on First Nations bands. The records are arranged alphabetically by municipality name. The subseries is based on Local Government Services ORCS (schedule 123679), secondary 55500-30.

The third subseries (container 956965-0003 and 956965-0003) consists of First Nations organization files. These records provide evidence of the work of organizations such as the Indian Taxation Advisory Board and First Nations Financial Association. The files are organized in alphabetical order by the name of the association or board. The subseries is based on Local Government Services ORCS (schedule 123679), secondary 55500-50.

Electronic records from both the floppy disk and the CD ROM were printed and placed into their respective files. The Excel spreadsheet on the floppy disk did not appear to have been filled out, and instead appears to be a template. There did not appear to be any formulas or functions in the cells. The workbook is divided into 8 spreadsheets : specific targeted programs, roll-up of targeted programs, branch consultation costs, roll-up of consultation costs, interim measures by objective, roll-up of interim measures, branch resources for treaties, and division resources for treaties.

Premier’s correspondence

The series consists of incoming and outgoing correspondence received and created by the Office of the Premier between 1974 and 2008. The records were managed by the Correspondence Branch and include correspondence with the public and representatives of other governmental bodies.

Incoming correspondence from the public is arranged alphabetically by surname in groupings based on year. In many cases, members of the public enclosed video tapes, audio cassettes, artwork, books, and ephemera with the correspondence. Many of these items, particularly those deemed to be oversized, were removed by Correspondence Branch staff and placed at the end of the accession with an out-guide noting the sender’s name, date of correspondence, and details such as title or video running time. However, staff did not place corresponding out-guides in the file with the original letter.

Correspondence from the public addresses a variety of concerns, including personal grievances, letters of protest or support for government decisions, and thoughts on issues of local, national or international interest. The series covers the terms of premiers Bill Bennett, Bill Vander Zalm, Mike Harcourt, and Glen Clark. Accession 91-5458 is the only accession to have any material dating from Rita Johnston's premiership.

The series also includes the copies of outgoing letters sent from the Premier’s office, known as "flimsies," usually sent in reply to correspondence received from the public. Flimsies are arranged by date and are often grouped into files based on month.

The series also consists of messages sent by the Premier congratulating sports teams or individuals, or in recognition of special events and letters to other governmental bodies.

Governmental correspondence is generally arranged by date and level of government and was filed at the end of each accession.

The series also consists of correspondence sent to the Premier's office by other government bodies for reference purposes, including correspondence from MLAs and the Ombudsman, as well as copies of letters from the public that were sent to specific ministries and carbon copied to the Premier.

In some cases the Correspondence Branch created files based on the subject of the correspondence rather than on the sender. Therefore, researchers should not assume that file titles containing association or company names contain correspondence from that body. It is entirely possible that the file contains several pieces of correspondence relating to the body in question.

Some boxes contain "issue lists" created by the originating office, but these were not included for every box. Researchers wishing to find correspondence relating to a particular topic are advised to consult all correspondence files from the relevant time frame.

The series is covered mainly by ORCS primary 11100 (Correspondence-General) of schedule 881099 (Office of the Premier and Executive Council). Some of the records are covered by ORCS primaries 11180 (Correspondence with Governments-British Columbia), 11200 (Correspondence with Governments-Canada, 11260 (Correspondence with Governments-Local), and 11280 (Correspondence with Governments-Provincial and Territorial).

Integrated Land Management Bureau correspondence referral replies

This series contains correspondence referrals and replies from the Integrated Land Management Bureau. Currently, this series contains the records from two offices that reported to the Bureau, the Species at Risk Co-ordination Office (SARCO) and Strategic Initiatives Division. The files contain letters received from the public about species at risk, notably mountain caribou, spirit bear and spotted owl, and the public’s desire to protect those species. Some correspondence also addresses actions taken to protect species, such as closures of snowmobiles areas. Other files group correspondence from a variety of topics, from land use recommendations, BC Parks recreation and conservation, First Nations consultations, appointments and budgets.

Correspondence files contain the original letter received by government, a referral slip asking the concerned office to draft a reply or to keep a copy of the correspondence for informational purposes. Files appear to be arranged by topic and then by referral number. Some files are arranged by geographic location for letters received from outside the province.

The files are classified under the Administrative Records Classification System (Schedule 100001) under the primary and secondary numbers 280-30: Executive correspondence referrals. One file possibly misfiled alongside the other records belongs to 280-40 : Executive issues and includes reports from the Coast Sustainability Trust.

LRMP financial records

This series contains financial records pertaining to land and resource planning programs and initiatives. The records cover business expense approvals, accounts payable invoices, budget allocations, journal and travel vouchers, copies of contracts, transfer payments, payroll reports and credit card statements. Some files are accompanied by correspondence to give context to the financial records.

BC Parks In-house materials master files

This series consists of a variety of graphic materials from the BC Parks in-house materials master files from 1937-2008. The files include mock-ups, drafts and finished examples of activity books, pamphlets, signs, badges, stickers, logos, name tags and pins for use in parks programming or display in Provincial Parks.

Pre-2000 records include park trail guides and maps including wildlife watching pamphlets and other special interest activities popular in provincial parks. The series also includes Canada Parks Day graphic design samples, parks news releases and press clippings, promotional materials including stickers, bumper stickers, pins, colouring pages, activities for children, road maps, camping site information and things to do in the area. There are also visitor guides, brochures, interpretive trail guides, and a limited amount of correspondence. Records cover provincial parks around the whole province, though some may be missing.
While some records do not appear to be organized in a specific way, maps, trail guides and related pamphlets are organized to some extent by region and year of publication.

Pharmacare executive records and briefing notes

This series consists of executive correspondence, reference material and briefing notes of the Pharmacare Division, 1998-2008. Records regard all aspects of the operation and maintenance of the Pharmacare program.

Briefing books include information about the history and operations of the Pharmacare division, put together for MLAs and other Executives, such as budgets, advice to Minister, and information on coverage, cost and use for specific drugs in the Ministry of Health estimates debate.

Briefing notes are usually arranged by year and include an index at the front listing all topics addressed. Briefing notes may be filed with associated approval forms, drafts, final copies, correspondence, and reference material. Briefing notes relate to hardship appeals, changes to coverage, drug availability, drug costs, reviews of new drugs and program priorities.

Other reference material includes fact sheets on various aspects of the Pharmacare program and drug review fact sheets, for use of MLAs and other executives, and Bibliographies of alphabetical copies of reports or studies related to pharmaceuticals.

The series also includes correspondence referral replies from the Executive Director, Pharmacare and Assistant Deputy Minister, Pharmaceutical Services. Most letters may be from other government bodies, private companies, charities, advocacy groups, Doctors, MLAs or private citizens. Most letters relate to cost and availability of specific treatments.

First Nations issues : topical files

The series consists of meeting minutes, reports, presentations, correspondence, work plans, briefing notes, and summaries of court decisions. The records were created between 1989 and 2008 by the Local Government First Nations Relations section of the Ministry of Community Services and are arranged alphabetically by topic. The records document the relationship between the provincial government and First Nations representatives, and provide evidence of the overall approach for developing effective working relations between the two. The series includes several files on Aboriginal litigation, and includes records citing the Delgamuukw case. The series consists of records dealing with capacity building, amendments to reserve land and boundary extensions, First Nations taxation, the Economic Measures fund, treaties and planning. The series is covered by BC ORCS schedule 126379 (Local Government Services), secondary 55500-40.

Real estate acquisition and disposal files

The series consists of project files detailing BCBC’s acquisition and disposal activities. The files include correspondence, third party assessment and appraisal reports, realtor information, contracts, site investigation and environmental reports, and notification letters to First Nations groups and municipalities, all of which were generated through the property acquisition or disposal process. The records primarily focus on disposal activities. Files that deal solely with property acquisition have “”acq” or “acquisition” in the file title. Accommodation and Real Estate Services has called the records the “most comprehensive source of information” on properties owned and managed by the BC Buildings Corporation. Although some material dates back to 1961, the files predominantly date from around 1991 to 2005.

The series is arranged alphabetically within each accession by file code. Acquisition and disposal files are interfiled. File codes are based on city and address abbreviations and are followed by a numerical project number. Some file titles include building, land, or complex numbers, which begin with a B, N, or X respectively. This number can often be cross-referenced to properties within the building inventory series, GR-3451. Photographs, maps, and CD-ROMs are frequently interfiled with textual material in the files. The CDs usually contain emails relating to a particular project and include general correspondence, inter-office inquiries and reports.

The series is arranged into two subseries. The first subseries consists of files dealing with Aboriginal relations (accession 94-1283). These files are arranged in reverse alphabetical and numerical order.

The second subseries consists of BCBC’s acquisition and disposal case files for specific properties (accessions 94-5567, 94-5885, 94-6965, 95-0400, 95-0998, 95-1184, 95-2007, 95-3510 and 95-4443). The variety of properties includes group homes, daycares, residences, office buildings, and parking lots. Although files differ in their content, many include environmental assessment reports, correspondence with third parties, professional reports on market value and listing price, marketing strategies, requests for appropriation, preliminary site investigation reports, remediation closure reports, and realtor presentations.

Approved plans, studies, and terms of reference

This series contains approved plans, studies and terms of reference produced as part of land use planning in British Columbia, particularly Land and Resource Management Plans. The records document the initial scopes of the plan and provide the framework and ground rules to which all plans adhered. The records provide evidential and informational value in regard to scope and mandate of the plans, as well as planning teams’ participant roles, responsibilities and authority.

Types of records in this series include the actual approved plans and terms of reference from different planning regions, as well as publications of planning strategies. Records also cover specific topics such as biodiversity and timber impacts, completion studies, and project feasibility studies that would impact the planning process.

The records are arranged according to the Resource Management Operational Records Classification System (schedule 144100) using the following primary numbers:

17580: RMP – Landscape Unit Plans
17670: RMP – Regional Land Use Plans

The records from the associated accession(s) cover all types of land use and resource planning, including landscape unit plans, sustainable resource management plans, land and resource management plans, local and regional resource use plans, and other land and/or resource use plans as they were all part of a greater land-use strategy.

Integrated Land Management Bureau executive issues

This series contains subject files from the Integrated Land Management Bureau (ILMB) of the Ministry of Agriculture and Lands and its predecessor bodies including the Ministry of Sustainable Resource Management. Classified under ARCS number 280-40: Executive issues, these records are a collection of information on issues being dealt with by the Bureau.

Most files pertain to First Nations groups as the date of the majority of the records coincide with a period in which the strategic land and resource management program was directed to complete outstanding LRMPs through negotiations with affected First Nations who had not participated, or who did not agree to support the LRMP table recommendations. The ILMB was an important agent in addressing land and resource issues with First Nations and facilitating First Nations decision-making and consultation capacities. Some files deal with broader issues such as mining, power projects and the Protected Areas Strategy (PAS). The records document which issues were being monitored and handled by the Bureau.
The files contain a variety of records on selected topics. Most records are arranged into files by First Nations group or by topic, however there are also general First Nations issue files. Types of records that can be found are correspondence, presentation slides, briefing notes, meetings, agreements, agenda, minutes, plans, guidelines, frameworks, workshop materials, and copies of project charters. The main topics that are covered in the records are land use on traditional First Nations territories and terms of consultations.

Northern Interior Forest Region operational records

This series consists of a variety of operational records from the Northern Interior Forest Region, 1975-2009. The Northern Interior Forest Region was previously known as the Prince George Forest Region. The region has included a variety of different forest districts, and the series may include records from additional districts outside the region’s boundaries. Records may regard the following Forest Districts: Cassiar, Dawson Creek, Fort Nelson, Fort St. John, Fort St. James, Kalum, Kispiox, Mackenzie, Morice, Prince George, Quesnel, Robson Valley, and Vanderhoof. Note that the names and boundaries of districts and regions varied over the years.

This series includes a wide variety of types of records and subjects. Each records type has been assigned an ORCS number of the Ministry of Forests schedule (881261). This number is included at the beginning of each file code in the finding aid. These are the file numbers used by the creator. In order to search for a particular file type, try searching for all or part of the ORCS number in the finding aid.

The following types of records are included in this series:

Local resource planning Integrated Resource Use Plans are designed to resolve resource use conflicts in specific areas at the local level. Plans generally relate a specific area - usually a watershed or other distinct resource management unit. Types of Local Integrated Resource Use Plans include: Local Resource Use Plans (LRUP) and Integrated Watershed Management Plans (IWMP). Local resource use plans (LRUPs) were replaced by SRMPs between 1999 and 2003 and functioned similarly. The series includes LRUPs for several areas. Files may include correspondence, meeting minutes, community and indigenous consultation, terms of reference, reports, planning team records, final approved plans, and a variety of other records which may document the creation of plans, the annual review of plans by community members and stakeholders, and the execution of the plan. Classified under ORCS numbers 12600-20 and 12600-60.

Sub-regional LRMP policy and procedure records relate to the development of a procedural framework concerning LRMPs. Includes records concerning the development of procedural methods for a variety of LRMP phases, including public input, resource analysis, development, interagency planning teams, implementation and monitoring of plans, and reviews and amendment of plans. Classified under ORCS numbers 12446-00, 12446-01, 12446-04, 12446-06, 12446-08, 12446-10 and 12446-11.

Regional Program Management Plans relate to the development of plans and review of operational program accomplishments at the regional level. Includes draft and approved program management plans (including updates) for programs within regional offices. Classified under ORCS numbers 12360-25 and 12360-30.

Timber product export records relate to the application for and granting of permission to export timber, timber products and surplus timber residues from the Province. These records include Ministerial order exemptions, Order In Council (OIC) Approvals, some Timber Advisory Committee records and chip export reports. Classified under ORCS numbers 20740-03, 20740-04, 20740-05 and 20800-03.

Pricing appeal records relate to appeals and protests concerning timber prices (stumpage rates) set by the Province, and resolved by decision of the Regional Manager. Records include correspondence, summary of evidence, decisions, exhibits, photos and maps. Classified under ORCS numbers 21680-20.

Procedure files regard a wide variety of topics related to all aspects of the Region’s operations.
Silviculture procedures include: prescriptions, obligations, audits and assessments, contracted services, nursery services and pesticides. Forest tenure and timber procedures include: replaceable forest licences, timber licences, woodlot licenses, mill licences, timber harvesting, timber marks, timber export and log salvage. Other procedures regard visual resource management, geomorphology, cone and seed services, residue and waste management, local resource planning, regional management plan development, district program planning and evaluation, special use permits, free use permits, forest service roads, access plans, utilization, pricing, scaling, and cruising. Records include correspondence, briefing notes, manuals, forms, reports, reference materials and training materials. Some files include information about contractors and third party service providers. Procedure records have the secondary “-02” and are classified under a variety of ORCS numbers. Additional procedures may be in related series.

There are also files on a variety of miscellaneous topics, most of which only contain one or two files. These include: scaling examinations; research project reports; damage to roads; timber harvesting contract regulation registers of arbitrators and mediators; silviculture program implementation policies; Interior utilization guidelines; Coast utilization guidelines; access plans; and timber harvest appeals. This series consists of range management records from the Rocky Mountain Forest District for the years 1940-2008. This series may also include records created by the Cranbrook, Kootenay Lake and Invermere Forest Districts, as well as the Nelson and Southern Interior Forest Regions. Note that the names and boundaries of districts and regions varied over the years.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act. This includes their issuance, amendment, transfer, billing, monitoring, policy, and administration. This may include records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. There are also a few range tenure appeal files.

Each grazing permit and licence file relates to a particular range tenure. Note that there may be additional individuals or companies who held the tenure over time which are not listed in the file title. Files within each box are arranged alphabetically by file title.

The series also includes individual range unit files which relate to the management of larger range units. These are areas of range land that may be shared by multiple tenure holders. This includes operational records such as range unit plans, inspections covering more than one range tenure, and general information concerning the history of the management of specific range units. This includes a files regarding the impact of the flooding on rage use resulting from the Libby Dam.

Records in this series include tenure application forms, grazing plans, range use plans, correspondence, maps, photos, surveys, reports, records determining range boundaries and use, and information on range improvements and clearing. Improvements can include infrastructure such as fixing mudholes, constructing fences, corrals, trails or gates, range seeding, and improving access to water sources for livestock.

Aboriginal relations and reconciliation communication office - communication projects

The series consists of records documenting communication projects developed by the office of Aboriginal Relations and Reconciliation, Public Affairs Bureau. These records were created and received by the ministries that had responsibility for this office between 1996-2008: Ministry of Labour and Citizens' Services (2005-2009), Ministry of Management Services (2001-2005), and Ministry of Finance and Corporate Relations from 1996-2001.. The records in this series relate to the design, development, and implementation of communication projects for government agencies and ministries responsible for aboriginal relations and reconciliation across government, particularly the Ministry of Aboriginal Relations and Reconciliation. Communication projects are strategies for the release of information to the public. The project types range from drafting speeches or event planning, to creating minister’s speaking notes for question and answer sessions, or announcing a new government initiative. Many of these projects relate to communicating to the public about treaty negotiations and agreements such as agreements in principle, treaty agreements, interim measures and funding agreements between Indigenous groups and the government. The series also includes advertising project files which contain a communications project approval form, details of advertising costs and orders, order placement forms, and samples of the advertisement. Several files cover communication strategies on BC’s referendum on treaty principles in 2002.
The series is arranged by subject. It consists of communication plans, news releases, event planning materials, information bulletins, key messages, issues notes, articles, presentations, letters to the editor, submissions, media advisories, forms, questions and answers (Q and As), and speeches and speaking notes. The records are classified as 23100-30 communication projects and 23040-30 advertising projects under the Government Communications ORCS (schedule 881035).

Agriculture risk management executive files

This series contains records from the Risk Management and Competitiveness Division of the Ministry of Agriculture and Lands, and later the Strategic Industry Development Branch. More specifically, these records originated in the office of Harvey Sasaki who was Assistant Deputy Minister in that division.

The records cover a variety of executive functions, notably committee work, correspondence, and briefing notes. Within committee and group work, the series contains Strategy meeting agendas and meeting minutes. These files concern agricultural issues, fisheries issues and minister’s issues. The files are accompanied by copies of presentations, technical reviews, action items, notes and reports. There are also a significant amount of files from the Canada-British Columbia Agricultural Framework Implementation Agreement Management committee, Executive/Directors meetings, Executive Committee of the Investment Agriculture Foundation. MAFF chapter leads meeting and Competitiveness Circle meetings. Please note that meetings regarding policy discussions and recommendations related to an agricultural framework for Canada can be found in GR-3894.
There are also a small number of files dealing with executive issues. These files are arranged into folders by issue and contain meeting minutes, reports, financial statements, correspondence and memos from ad-hoc groups tasked with discussing these issues. This includes topics such as the Orchard Replant Program and disaster planning, among other topics.

Briefing notes in this series cover topics related to the Risk Management and Competitiveness division and are typically destined to the attention of the Deputy Minister or Minister. Briefing notes are divided by tabs and folders contain a cover page listing a table of contents with information such as CLIFF number, issue title, date, tab number and the originating branch that sent the briefing note.

Correspondence files contain letters written by the ADM Risk Management and Competitiveness Division or letters on which the ADM was copied to. Letters are mainly replies to inquiries sent from other government agencies to Sasaki or his associates. There are also letters addressed to agricultural foundations, courts, agriculture councils and industry members.

Aboriginal liaison and First Nations consultation case files for the Cariboo Region

This series consists of Aboriginal liaison and First Nations consultation case files, primarily for the Cariboo region, from 1985-2008. These records document the Ministry of Environment and its successors' resource management involvement with First Nations groups and consultation with respect to resource management plans. Each file documents consultation and communication with a particular First Nation, Tribal Council or other Indigenous group regarding a variety of issues and practices related to resource management and use. File may be related to land claims, land use planning, the creation of sustainable resource management plans (SRMPs) and sub-regional area plans, or specific resource management and land management issues, including forestry, water rights, wildlife management and hunting, mining, protection of parks and cultural sites, and the creation of roads.

The files in this series were titled and organized in most instances as case files, based on the name of the First Nation involved in the consultation process. Many files document the creation and finalization of various kinds of agreements between the Ministry and First Nations groups. Files also include the planning and execution of joint projects, workshops and meetings to consult First Nations about the creation of resource management plans or to address specific resource management issues.

Files may include correspondence, reports, memorandums of understanding, agreements, financial records, business records of the relevant indigenous group, consultation protocols, maps, and newspaper articles and government responses to them.

Health Authorities committee files

This series consists of committee files from the Health Authorities Division and its precursor, the Performance Management and Improvement Division from 2002-2007, which included the following branches: Evaluation and Strategic Directions Branch, Health Authority Branch, Home and Community Care Branch, Mental Heath and Addictions Branch and Provincial Branch.

The committees in this series are high level province wide committees with representatives from the Ministry of Health, the Provincial Health Services Authority, the regional health authorities, academic institutions, and non-government health service and planning organizations. Ministry of Health representatives may include the deputy minister, assistant deputy ministers, and management level staff.

Many of the committees report to the BC Health Leadership Council, which is chaired by the Ministry of Health Deputy Minister. Most of the committees have a mandate that involves defining strategies and priorities in particular areas of the provincial health care system (e.g., surgical services, critical services, emergency services, eHealth).

Records include minutes, agendas, terms of reference, agreements, correspondence, survey, reports and other reference materials utilized in committee meetings.

South Island Forest District resource inventories and land use plans

This series consists of a variety of resource inventories and land use plans. The records were created by the South Island Forest District and its predecessor the Port Alberni Forest District from 1975-2007.

Many of the records are recreation resource inventories. These relate to the identification of opportunities from the Provincial Forest recreation resource, to ensure that recreation values are considered in resource management decisions.

Other records include land use planning studies, protected area studies, landscape inventories integrated resource management and recreation plans, as well as questionnaires and consultation with user groups. Records regard land across the South Island Forest District, including TFL 25, TFL 44, TFL 46 and other areas near Clayoquot Sound and Barkley Sound.

These records have been classified as 16350-20 in the Forestry Operational Classification System (ORCS). However, some records may have been misclassified.

Campbell River Forest District timber tenures

This series consists of timber tenures from 1955-2007 by the Campbell River Forest District, a division of the Vancouver Forest Region. The majority of the records are Tree Farm Licence (TFL) cutting permits.

TFLs are a type of timber tenure which grants a virtually exclusive right to harvest timber and manage forests in a specified area. They are issued for a term of 25 years, but can be replaced every 5-10 years. The records relate to TFL 2, TFL 7, TFL 19, TFL 22, TFL 25, TFL 36, TFL 39, TFL 45 and TFL 47. Over the years, TFL boundaries and rights holders may have changed. There are also two cutting permits for forest licence A19233.

Other types of timber tenures in this series include: replaceable forest licences, licences to cut, timber licences, replaceable timber sale licences, non-replaceable timber sale licences, special use permits, and woodlot licences.

Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation, deletion and extension of these timber tenures. The files may consist of applications, ministry approvals, copies of the permit or licence, revisions, correspondence, legal documents, annual reports, operations information, development plans, charts, procedures, audits, reviews, maps, photos and silviculture records.

Tree nursery files

Series consists of nursery files by the Ministry of Forests’ Nursery Services unit between 1995 and 2007. These files document the administration of tree nurseries by the ministry in the southern interior region of British Columbia. These nurseries provide seedlings for the reforestation of Crown Lands.

There are two types of files in this series. The first type consist of policy and procedure documentation relating to the ordering of summer stock seedlings and the cold storage of seedlings.

The second type consists of pesticide application reports. These reports document the types of pesticides used at nurseries throughout the southern interior. Many of the nurseries in the province were managed by private contractors and many of the reports were created by the contractor. There are also copies of BC Government computer printouts taken from the Nursery and Shipping Administration System (NSA). These reports list the location of the nursery, the type of pesticide applied and the purpose of the pesticide.

Administrative records of the Ministry of Sustainable Resource Management

The series consists of administrative records concerning land and resource use planning activities related to legislation, agreements, committees, reports and programs. The majority of the records come from the Ministry of Sustainable Resource Management, however some files originate from its successor body the Integrated Land Management Bureau, part of the Ministry of Agriculture and Lands. Some records may also originate from the Land Use Coordination Office.

A portion of the records deal with legislation. These records include files related to Ministry meetings on legislation, legislative programs, projects and the deregulation of statutes as recommended by the Ministry of Sustainable Resource Management, These records include proposals and numerous Requests for Legislation (RFLs), as well as status reports on the progress of bills, records of changes and a legislative calendar. Deregulation records include ministerial orders. Other orders cover the appointment of new members on advisory boards, commissions and councils (including First Nations). The records also include position statements on issues submitted by other ministries.

Report files include presentations related to land use planning and implementation, including public review drafts for general reference purposes, and trust reports such as that of the Coast Sustainability Trust.

Other records relate to conferences and committee work done by the Ministry. This includes work with the Mining Association of British Columbia, the Union of BC Municipalities, and Land and Water BC. There are also several records from committees working with or for the Fraser Basin Council Board, the Georgia Basin Ecosystem Initiative, BC Indicator’s Networking Group, and BC Rural Team. It also includes ministerial meetings and liaisons with federal agencies.

Records are mainly summary reports, agendas, summaries of decisions and actions, progress reports, minutes, schedules, information notes, speaking notes and copies of correspondence. Belonging to this series is a number of records of informational value that were physically arranged beside or near the committee files. These concern agreements such as those with Environment Canada to develop public reports and work, and with the United States to work together on the Puget Sound/Georgia Basin International Task Force, treasury board submission guidelines and the transfer of records related to commercial back country recreation from the custody of Ministry of Sustainable Resource Management to the Ministry of Small Business and Economic Development. There are also files on conferences, seminars, and symposia, again mostly related to the work of the committees. These include First Nations engagement workshops, Corporate Sustainability conference, Living Lakes conference, Fraser Basin State of the Basin conference, Georgia Basin-Puget Sound research conference, Governance for Sustainability conference, and Union of BC Municipalities conference. These files include invitations, correspondence, terms of reference, briefs, updates, event programs, organizers and sponsors, backgrounders, participants, facilitator notes, and workshop guidelines. The series also includes a limited amount of Grant files, however many grant forms are also included in committee or conference files.

Women’s issues case files : Bountiful, BC

The series consists of reports, agendas, briefing notes, correspondence and collections of news articles relating to the polygamist settlement at Bountiful, BC. The records were created between 2005 and 2007 by the Women’s and Seniors’ Policy branch of the Ministry of Community Services. Many of the records appear to have been collected in a call for responsive records in order to fulfill a Freedom of Information request. The published news articles appear to have been collected by Branch employees in attempts to monitor popular coverage of issues surrounding polygamy and the community at Bountiful. Some of the records also relate to potential legal action started by former members of the group.
