This event was organized to celebrate the signing of the Treaty of Versailles which took place a few weeks before. The event was hugely successful with an estimated 30,000 people in attendance. The crowds in this picture appear to be waiting for an official address from dignitaries. Lieutenant-Governor Sir Francis Barnard, Major General R.G.E. Leckie and Premier John Oliver were all speakers at the event.

The event was hugely successful with an estimated 30,000 people in attendance. This snapshot was taken at the corner of Government and Belleville streets. The Naval car was described in the Daily Colonist of Sunday July 20th: "Great applause greeted the Naval car depicting Britannia and her guardians. High upon a central pyramid sat the silver-helmeted Queen of the Seas, lads in blue with fixed bayonets faced towards all the compass points, and two mighty bulldogs stood awatch to port and starboard of the car. Two vast white ensigns formed the major drapings of the great car." The cars behind them are carrying officials of the Patriotic Fund.
