Cariboo district land records

This series contains the records of the Gold Commissioner, Government Agent, and Assistant Land Commissioner, Cariboo District (Quesnel). The records consist of lot registers, certificates of purchase, certificates of pre-emption, registers of pre-emptions (canceled and allowed), registers of land applications and lands purchased, register of leaves of absence granted pre-emption on active service, minute books containing lot register of lands along the route of the Pacific Great Eastern Railway, and registers of hay and pasture land leases. The series also includes townsite registers for Quesnel, Barkerville, and Wells and lot registers for some townships in the Peace River Block. Volumes 89-98 and 153-158 are oversize.

The series consists of one volume of the naturalization register created at the County Court of Quesnel. Records date to between 1914 and 1977. The ledger is arranged alphabetically and entries provide information on the full name of applicant, their occupation, former place of residence, current place of residence, the date notice and papers were filed, the date naturalization certificate was issued, the date it was delivered and to whom it was delivered. Places of residence include Quesnel, Cottonwood, Moose Heights, Wells, Hixon, Barkerville, and Van Winkle. The register also includes a “declaration of intent” list tucked into the front cover.

Quesnel Supreme Court cause book and indexes

The series consists of cause books created by the Quesnel Supreme Court between 1915 and 1977. While the records are largely civil in nature, the cause book for the period 1973 to 1977 also includes some criminal charges. The series also consists of indexes arranged alphabetically by surname. Each cause book entry includes the case number, the style of cause, solicitors' names, the nature of the charges, and a list of the proceedings. Cause books are often the first step in Supreme Court research and can often be used to locate court orders.

This series consists of various administrative and operational records created by the Cariboo Forest District and its predecessors from 1923-1978. The records are arranged by the following categories of subject matter:

General records. This includes a variety of administrative and operational records, including: meeting minutes, meeting agendas, correspondence, annual reports and other reports. Records relate to topics such as: unit organization, research, engineering and recreation projects, Royal Commission on Forest Resources, pesticides, herbicides, resource management, provincial forests, and forest fires.

Grazing and range management records. This includes: grazing district annual reports, range readiness, range improvement, horse control, leasing inquiries, hay permits, and grazing permits.

Timber tenure records. This includes: PSYU (public sustained yield unit) records, engineering and recreation projects, TSLs (timber sale licences, including "X" files and "A" files), TSHL (timber sale harvesting licenses), LC (licences to cut), and Christmas tree permits.

The collection mainly consists of oral history interviews with Cariboo district residents, mainly recorded by Dr. John Roberts and Reg Beck. This series consists of a list of sawmills, planer mills and barker-chippers organized by Ranger District until 1979 and by Forest District thereafter, compiled by the District forester/Regional Manager. Contains information as to name of mill or mill owner, address, physical location, type, i.e.: portable, stationary, farmer, planer in connection with saw mill, or equipped with gang saws, capacity per shift in cubic meters (mbm before metrication) and projected expansion. Compiled twice a year until 1955, annually thereafter.

Fort Fraser Government Agent land records

This series consists of records related to land use, management and alienation in the Range IV Coast District, Range V Coast District and the Cariboo Land District. The records date from 1911-1980. The records were created by various government officials stationed in Fort Fraser and Burns Lake.

The series includes subject files and correspondence files with settlers discussing the pre-emption, lease and purchase of specific parcels of land.

Other records include certificates of pre-emption; lists of pre-emptions, crown grants, cancellations, purchases and leases; Cariboo country lands registers; Atlin Townsite land register; Endako townsite land register; registers of pre-emption records; register of purchased land; Fort Fraser hay and pasture lease register; one volume of government agent record of receipts and payments financial records; and one file of Smithers mining recorder correspondence.

Quesnel Supreme and County Court probate cause books

Records are arranged chronologically and show the name of the deceased, the name of the petitioner, and the steps taken to administer the estate, included but not limited to conducting searches of the Central Wills Registry. This series contains the operational records of the Kamloops Forest District relating to range and timber management. The records include correspondence files pertaining to improvements, pest control, public sustained-yield units, timber berths, tree farm licences, farm woodlots and timber marks. Some records were inherited from Cariboo, Vernon and Southern Interior Forest Districts, and from the Canadian Forestry Service during its administration by the Railway Belt.

This volume also includes Supreme Court civil cases, January 1922-July 1952 (No. 1/1922 - No. 14/1952)- and County Court criminal cases. Indexes are included. The series also consists of container 929018-0028 with a 1953-1956 plaint and procedure book (index included), and indexes for the period 1957 to 1984. Plaint and procedure books for 1957 to 1984 do not appear to have been transferred to the Archives.

Prince George Forest District operational records

This series contains operational records of the Prince George Forest District relating to forest administration, 1919-1981. Records are arranged according to the Forest Service filing system. These records include annual reports, ranger meeting summaries, records regarding timber exports, forest protection, forest reserves, the Peace River hydroelectric projects, the Mica Dam flood basin, land use, timber cruising, silviculture, aerial photography, rights-of-way, timber sales, timber licenses, Public Sustained Yield Units, tree farm licences, and forest wood lot licenses. Also contains construction and maintenance reports pertaining to ranger stations, lookouts, forest roads and trails, boathouses, telephone lines and other Forest Service facilities. Records consist of correspondence, memoranda, reports, licenses, permits, plans, etc.

100 Mile House Forest District timber sale harvesting licences

The series consists of timber sale harvesting licences (TSHL) from the 100 Mile House Forest District. Timber sale harvesting licences were first introduced in 1967 and provided individuals and businesses with a permit to cut a volume of timber. This series documents the Government’s administration of timber licences during the period of 1963-1990.

Each file contains correspondence, reports and may also contain maps of the cutting area. The files also contain the TSHL application, cutting permit, timber value appraisals and reappraisals, stumpage rate notices, cutting plan maps, charts, clearance status inquiries, and inspection reports. The files are numbered with the licence number and, in many cases, a cutting permit number.

The records have been classified as 19590-45 in the Forest Operational Classification System (ORCS).

Cariboo Region land and resource management committee files

This series consists of land and resource management committee files and executive records from the Cariboo Region, 1990-1998. Records relate to a variety of environmental and land use issues in the Cariboo Chilcotin area, including: wildlife management, water, use of range land, Taseko Mines proposal, fishing, land and resource management plans (LRMPs) and the development and implementation of the Cariboo Chilcotin Land Use Plan. Records include correspondence, reports, minutes, reference material and briefing notes.

Executive records include referral replies, files of reference material and some files regarding specific issues and projects involving the Minister and other Executives.

Records include minutes and other operational records of several different committees. Most records are from the Cariboo Regional Interagency Management Committee and Commission on Resources and Environment (CORE). There are also related files from the Cariboo Chilcotin Regional Resource Board, Cariboo Chilcotin Land Use Committee and meeting files from various regional mangers and executive groups.

Files may include consultations with and comments from community groups, resource users and First Nations regarding the development of management plans, land use and environmental issues.

Records have been selected for permanent retention and are scheduled under Administrative Records Classification numbers 204-20, 280-30 and 102-20.

Minutes and annual reports

The series consists of the annual reports, publications and minutes of various health units in the Okanagan and Kootenay regions. The records were in the custody of the Interior Health Authority and it appears that the Health Authority received them after 20 smaller health units were merged to create one geographically-based health authority in 2001.

The series consists of the annual reports of the South Okanagan-Similkameen, the Cariboo, the Northern Interior, the North Okanagan, West Kootenay, Central Kootenay, East Kootenay, Skeena and Selkirk health units. Although the records date to between 1914 and 1999, not every health unit is represented by a complete run of annual reports. The Legislative Library of BC also has many of the same annual reports, and it is possible that any gaps in this series can be filled by their holdings. The annual reports provide statistics and overviews of matters of public health and safety.

The series also consists of the minutes of the South Okanagan-Similkameen Board of Health, and the Health Officers’ Council of British Columbia. The minutes document key decisions made by the Board.

The records are covered by ARCS 202-20, 338-20 and 442-20.

100 Mile House District range management records

This series consists of range management records transferred from the 100 Mile House Forest district in the Cariboo Forest Region, 1923-2000. This series may contain records created by the 100 Mile House, Kamloops, Cariboo, Williams Lake and Clinton Forest Districts and/or Grazing Districts. Note that the names and boundaries of districts and regions varied over the years.

Records relate to the administration of Grazing Licences and Grazing Permits as defined under the Range Act, and Grazing Leases as defined under the Land Act, including issuance, amendments, transfers, billing, monitoring, policy administration, and plans specific to tenures, such as Grazing System Plans. Also includes records concerning additions and deletions of land and/or authorized Animal Unit Months (AUM) from grazing tenures. Records include tenure application forms, grazing plans, authorized livestock, correspondence, maps, records determining range boundaries and use, and information on range improvements and clearing.

Each file relates to a particular range tenure. Note that there may be additional individuals or companies who held the tenure who are not listed in the file title. Files are arranged alphabetically.

Cariboo Forest Region resource management plans

This series consists of records related to resource management and use planning from the Cariboo Forest Region, 1993-2001. Records currently relate to the following Forest Districts within the Forest Region: Williams Lake and Horsefly. In 2003 these two Forest Districts were amalgamated to form the Central Cariboo Forest District.

Records relating to the development of Integrated Resource Use Plans by the Ministry of Forests and Range which are designed to resolve resource use conflicts in specific areas at the local level. Records relate to the use, management and access to various resources.

Plans include the Churn Creek Local Resource Use Plan (LRUP) and lake classification records. Records include correspondence, maps, reports, data, reports, meeting minutes, and consultation with the public and First Nations.
