Education Department Central Office notebooks

The series consists of notebooks maintained by senior clerks in the Education Department's Central Office, showing financial grants to schools (3 v. 1917-1944). The series also includes a notebook [probably kept by S.J. Willis, Superintendent of Education] containing memoranda re: school programmes, applications for employment, membership of curriculum revision committees, school inspectors, school buildings grants and education financing, 1931-1945. As well, this notebook contains typescripts by S.J. Willis on "Accredited High School," "Teacher Training (1934)," "School Finance" and "High School Curriculum & High School Correspondence Courses".

Correspondence regarding the Independent Schools Support Act

This series consists of correspondence inward to the Premier's office and the Minister of Education with respect to the Independent Schools Support Act (Bill 33), 1977. Under this legislation limited government funding was made available to private schools. Letters to the Premier dealing with this topic were forwarded to the Minister of Education for reply. Some responses are included. Records supporting the Bill were received from the Catholic Women's League, churches, and school districts. Records in opposition to the Bill include petitions, and letters from labour groups, school districts, teacher's associations and women's groups.

The series consists of records related to the Commission of Inquiry into Educational Finance, 1944-1946. Records include Provincial Secretary file 145-20 (1944-1946) which contains correspondence, vouchers and copy of the order in council appointing Maxwell A. Cameron as the commissioner; 75 briefs (1945) presented to the commission; the commissioner's signed report (1945) and a copy of the published report (1945).

This series consists of the records of the Commission on Provincial-Municipal Relations, 1946-1947. Commission records include Provincial Secretary file 145-23 which contains correspondence, vouchers and a copy of the Letters Patent appointing the commissioner; commission correspondence; transcripts of evidence presented; briefs; submissions; subject files; questionnaires on municipal finances and services; and the report. Proceedings were held in Victoria, Vancouver, New Westminster, Nanaimo, Prince Rupert, Prince George, Nelson, Trail, Kamloops and Kelowna.

Records of the Academic Council

This series consists of the records of the Academic Council and its predecessor, the Academic Board for Higher Education as well as board minutes from the various regional colleges and provincial institutes. This series also includes copies of correspondence outward of the chairman and director of the council, policy papers, research reports, and data books showing funding and enrollment levels in provincial post-secondary institutions.

In 1964 an Academic Board for Higher Education was established by an amendment to the Universities Act (S.B.C. 1963, c. 52). The board was empowered to set academic standards for regional (community) colleges, to assist colleges in securing adequate staff and facilities, and to approve funding for college programs. The board was conducted by a chairman, appointed by cabinet, and functioned under the auspices of the Department of Education. The Academic Board was replaced in 1978 by the Academic Council of British Columbia, a crown corporation which derived its authority from the Colleges and Provincial Institutes Act (S.B.C. 1977, C. 67). The new council was established to coordinate academic, technical, and career programs in community colleges and in other provincially funded training institutes. As well, the council monitored admission and transfer arrangements between colleges, institutes, and universities.

"Colleges", as defined by the 1977 Act, were institutions whose objects were to provide (a) comprehensive courses of study equivalent to those given by a university at the first and second year postsecondary level, (b) postsecondary education or training, and (c) continuing education. "Provincial institutes", though not specifically defined by the Act, referred to institutions which provided occupational or vocational training and which offered programs for continuing education. The Academic Council was abolished in 1983, at which time many of its duties were assumed by the Academic Technical Programs Branch of the Ministry of Education.

Commission on School District Administrative Costs (1983)

This Commission was established by Education Minister, the Hon. William Vander Zalm in 1983 to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as commissioners. Hearings were held in several BC communities but hearings were suspended when the provincial election was called. This collection includes the Interim Report of the Commission, the submissions, and the administrative files.

This Commission (also known as the Sager Commission) was established by Education Minister William Vander Zalm to examine school district operations, including administrative costs. Mark William Sager (Chairman) and Allan G. Stables were appointed as Commissioners. Hearings were held in Cranbrook, Castlegar, Kamloops, Kelowna, and Prince George. The hearings scheduled for Dawson Creek, North Vancouver, New Westminster, Surrey, Terrace, Campbell River, Nanaimo, Victoria, Chilliwack and Vancouver were suspended when a provincial election was called. The Interim Report of the Commission on School District Administrative Costs summarizes the mandate, commitment, findings and recommendations of Messrs. Sager and Stables; it is found in Box 1.
