[Ainslie Helmcken -- City of Victoria archivist -- reel 3/part 3]

News item. In a four-part interview, archivist Ainslie Helmcken reviews events at Victoria City Hall in the 19th century. In part 3, Mr. Helmcken explains how the first councils were organized as the new city hall was being completed in the latter part of the 1880's.

[Heritage buildings ; Lai at Immigration Building]

Television stock shots. The reel begins with brief sequences on the Sooke Region Museum and on Helmcken House. The balance of the reel (shot 06-Dec-1977) deals with the old Immigration Building at the corner of Dallas Road and Ontario Street in Victoria's James Bay neighbourhood. The building is in the process of being demolished. In the years 1908-1923, it was used as a detention centre for processing and confining Chinese immigrants. Dr. David Lai tours the building, talks about Chinese immigration and the head tax, and transcribes some of the old Chinese writing from the walls of the cells, which comprise messages and poems written by the immigrants confined there.

News item. In a four-part interview, archivist Ainslie Helmcken reviews events at Victoria City Hall in the 19th century. In part 4, Mr. Helmcken talks about the construction of the City Hall's final addition, and the clock tower. The clock was made by a Mr. Redfern, a local jeweller (and mayor at the time), who completed it in 1891 at a cost of $5,000. Following this discussion are some close-up shots of the clock's movement.

News item. The regional board and Health Minister Bob McClelland have decided that Helmcken Road, rather than View Royal, will be site of the new hospital. Planning for construction can now begin.

[Helmcken on archives]

News item. Victoria's city archivist, Ainslie Helmcken, talks about improvements to the city archives. These include: (1) access to much more material; (2) a larger storage area; (3) encouragement for more public input; and (4) access to additional education grants. Helmcken states that the city archives "can become, to a degree, an educational institute." He is shown at work, perusing old ledger books, charts and photographs.

News item. City archivist Ainslie Helmcken discusses steps in setting up an archive. (1) Preliminary meeting of ten people to organize material. Selection will be made on basis of archival experience. (2) A general meeting of everyone who is interested in forming an historical society. (3) Helmcken will then bring a memorandun and articles of association for incorporation of the society.

[Female glider pilot ]

News item. Footage of a glider lifting into the air with Cathy, an Air Cadet, at the controls. This is her solo flight. Good aerial shots of the glider and the ground as seen from it [at CFB Comox?]. There were 250 applicants for glider training in 1975 but only 75 were chosen. Cathy is the first woman cadet at this base to pass the rigorous training and solo flight. Interviews with her and with base officer.

[Nanaimo Harbour]

News item. The Norwegian freighter "Ringstad," on charter to MacMillan Bloedel, loads pulp and paper in Port Alberni and lumber in Nanaimo and Crofton for the European market. Excellent footage of loading facilities in Nanaimo. MacBlo spokesman talks about lack of space to load big freighters, and the plans to develop a consolidated forest products terminal at Nanaimo dock for improved efficiency.

[Water bomber]

News item. Forestry official explains how a water bomber is used to fight forest fires. Shots of it in the air and picking up water by skimming lake surface. A few interior details are shown. A small, controlled fire has been set on the Malahat so that the water bomber pilot can demonstrate a water drop right on target. Lots of footage; some sound on film, but mostly background sound.

[Alice -- dikes]

News item. Footage shows damage to homes in Port Alice after heavy rains caused the river to rise. Diversion dikes are being constructed to try and keep water away from low-lying homes. Some good aerial shots from helicopter. Serious erosion problem.

News item. "Timber Rights and Forest Policy in British Columbia" is the title of the BC government publication. In it, says spokesman, are, "recommendations aimed at putting the system of rights to timber and forest land on a firmer contractural basis." The problems in the forest industry will be centered around the ability to use timber and manufacture it at a price that is "competitive with producers in foreign markets." Forest Minister Tom Waterland doesn't wish to comment on the report until the cabinet has seen it and he has had more time to study it. Contains excellent shots of men and machines at work in the woods -- in this case, the Nanaimo Lakes operations of Crown Zellerbach Canada Limited.

News item. Jack Munro, IWA president, says things are "picking up" in the forest industry. Excellent background footage of a logging train transporting logs to dumping ground. Film shows how this is done.

[Legislature]

News item. Premier Bill Bennett: "We have a basic economy now that does generate some employment." Chronically ill children are to get a better breakdown on medication costs. It's the philosophy of this government," says Bennett, "to provide some equity to all the citizens, and not just special interest groups." A lengthy discussion of tourism follows, in which Bennett blames the 1975 drop in tourism on the NDP Minister of Highways. Bennett says he will encourage more people to hold their conventions in Victoria. NDP MLA Dave Barrett also has a "philosophy" of government. He chastises the Premier for putting more emphasis on generating tourist traffic in the Okanagan, rather than on Vancouver Island. He comments on the Throne Speech and predicts that government aid for Ocean Falls and Cancel will dry up. Premier Bennett predicts economic growth and a gradual move away from a "boom and bust" economy. Conservation MLA Scott Wallace comments on the Throne Speech. Barrett says that B.C.'s economic problems are "getting worse" and forecasts a threat to crown corporations competing in the forest industry.
