This series consists of various administrative and operational records created by the Cariboo Forest District and its predecessors from 1923-1978. The records are arranged by the following categories of subject matter:

General records. This includes a variety of administrative and operational records, including: meeting minutes, meeting agendas, correspondence, annual reports and other reports. Records relate to topics such as: unit organization, research, engineering and recreation projects, Royal Commission on Forest Resources, pesticides, herbicides, resource management, provincial forests, and forest fires.

Grazing and range management records. This includes: grazing district annual reports, range readiness, range improvement, horse control, leasing inquiries, hay permits, and grazing permits.

Timber tenure records. This includes: PSYU (public sustained yield unit) records, engineering and recreation projects, TSLs (timber sale licences, including "X" files and "A" files), TSHL (timber sale harvesting licenses), LC (licences to cut), and Christmas tree permits.

Series consists of minute books.

This series consists of miscellaneous records from the Department of Social Welfare Training Supervisor. Records include manuals; policies; correspondence; minutes of the Institute on Supervision, 1956; departmental circulars and policy manual amendments, 1961-1972; and essays by Lillian Nelson on early welfare services in Vancouver, 1934.

Adoption case files.

This series consists of police court record books from Williams Lake, covering 1947-1969.

The file consists of a photocopy of a paper by Vivien Cowan titled "The origin of the Cariboo Art Society".

The series consists of Cowan family records including business records: ledger, 1887-1889, and daybooks, 1889-1892 and 1892-1894, Eagle and Paxton (Onward Ranch); reminiscences and scrapbook of C.G. Cowan re big game hunting, travel in the Yukon, Alaska, and British Columbia, and work as ranch manager and land agent, Kamloops and Cariboo; letters of his wife, Vivien Cowan to a friend, 1964-1970, describing life on the Onward Ranch, painting, artist friends, etc.

The series consists of correspondence, transcripts, statements, warrants and complaints from the Williams Lake office of H.B. Campbell, the Stipendiary Magistrate for the County of Cariboo, March 1923 to November 1925. The records deal with various civil and criminal cases including Liquor Act violations, Motor Vehicle Act violations, maintenance of deserted wives and children, theft, assault, rape and murder.

The series consists of record books created by the Williams Lake County Court between 1960 and 1962, 1964, and 1967 to 1968.

The series consists of a plaint and procedure book for 150 Mile House created from January 1908 to December 1921, and for Williams Lake created from January 1922 to March 1939 (indexed).

The series consists of return of summary convictions and preliminary hearings created by the Williams Lake Magistrate's Court from January 1923 to August 1924. The volume also contains lists of Justices of the Peace and Stipendiary Magistrates, December 1930 to June 1950. The list (beginning on page 100 of the volume) gives names of the officials, their addresses, towns where they sat, and quarterly dates regarding their appointments.

The series consists of record books for Police Court cases held in 150 Mile House from January 1911 to December 1921; and thereafter in Williams Lake from January 1922 to December 1949.

The series consists of record books, primarily for Chambers proceedings. Series also includes some Assizes material and references to Citizenship Court. The records were created by the Williams Lake County Court between January 1939 and December 1967.

Register of bills of sale, 1873-1912 (case nos. 1-856). This register is primarily for Clinton, but also includes bills of sale from Williams Lake, Canoe Creek, and Ashcroft. Copies of orders-in-council relating to the administration of bills of sale are also included. An alphabetical index to the names of grantors listed in this volume is tucked into the front cover. An alphabetical index to the names of grantees was later discovered in a different accession and is available in 002340-1022.

The series also consists of several type-written pages of bills of sale and chattel mortgages dating from 1914 to 1922. The 1914-1922 records were originally transferred with registers of bills of sale from Kamloops, but were not found to match the Kamloops records. The case numbers run from 1047 to 1598 and cover bills of sale from Ashcroft, Upper Hat Creek, Clinton, Lillooet and Lytton. A comparison between many of the grantor and grantee names in the 1912 and 1914 records suggests that both sets of records belong to the same series.

RECORDED: [location unknown], 1964-07-23 SUMMARY: TRACK 1: Mr. James Isnardy talks about the Cariboo, and plays some old time fiddle music. Mr. Isnardy discusses his background, how his father Amadie Isnardy came from Nice to the Cariboo via California, and the Cariboo gold rush. Mr. Isnardy describes how his father started a ranch at Chimney Creek, and drove cattle to Peace River, Isnardy's schooling in New Westminster, travel on the Cariboo Road, stopping houses along the road, various early settlers, countryside at site of Williams Lake, and playing the fiddle at dances. Then he plays two songs on the fiddle including the Victoria Waltz. TRACK 2: Isnardy plays: Dream Waltz, Springhouse Waltz, Carlyle's Reel, MacDonald's Reel, Oxford Reel, Where Is My Darling Tonight?, Smash The Window, Old Hall and several more.

Correspondence outward (1864, 1868) and inward (1861-1871) of Robert Ker, Colonial Auditor for Vancouver Island, with some of his commissions (1864, 1865, 1868), an indenture (1844), miscellaneous notes; correspondence of R.H.B. Ker and David Russell Kerr with General Crerar, 1944 (two letters), and of D.R. Ker with General Currie, 1917, and H. Joly de Lotbiniere, 1903 (two letters); clippings and photographs which have been transferred to Visual Records accession 198210-007. The Ker family lived in Victoria, B.C. Robert Henry Brackman Ker was an executive with a number of British Columbia business firms, including Ker and Stephenson Ltd. and Brackman-Ker Milling Company. He served on Victoria City Council, as President of the Victoria Chamber of Commerce, and as Aide-de-Camp to the Lieutenant-Governor of B.C. He discusses mining in Horsefly, the story of Bob Borland, the early history of Williams Lake, a distillery in Williams Lake called Pinchbeck Distillery, his early life, a description of the 150 Mile House, freighting on the Cariboo Road, famous Cariboo freighters, an anecdote about stealing whisky, early commercial travelers, a detailed description of the Cariboo stagecoaches, stagecoach schedules, and keeping warm in the winter.

TRACK 2: Mr. Patenaude offers more details about stage coaches, stage coach drivers, and the techniques of driving. Then he discusses the river boats on the Fraser River between Soda Creek and Prince George, fares and schedules, Klondike gold rushers through 150 Mile House, and freighting and ox teams on the Cariboo Road.

Then he discusses Chinese people in 150 Mile House, a story of "Calamity Jane MacKenzie" of Williams Lake and her courthouse appearances, the story of the Cedar Creek gold rush of 1921, and the aftermath of the rush.

TRACK 2: Mr. Patenaude concludes his story of the Cedar Creek gold rush of 1921. He discusses the Bullion Mine, survey trips to the Peace River country in the 1930s, a discussion of the declined economy of Horsefly, the early history of Horsefly, Chinese miners in Horsefly in the 1880s, problems encountered in gold mining, and the story of Alec Meese, a hotel keeper in Horsefly.

RECORDED: Williams Lake (B.C.), 1975-06-28 SUMMARY: An oral history interview with Ben Clarke of Williams Lake, who came to the Cariboo in 1921. He discusses the Cedar Creek gold rush and the Williams Lake Stampede, among other topics.;

RECORDED: [location unknown], 1964-07-28 SUMMARY: TRACK 1: Mr. Tommy Wycotte discusses his early work as a labourer, cowboy and teamster. He also talks about Indian medicine, fighting between Indian bands, hunting and gathering in hard times, the origin of the name Williams Lake, and the Sugarcane Reserve.

TRACK 2: Wycotte continues by discussing animals and hunting, his knowledge of the pre-Christian religion, the fur trade, and negative aspects of Indian drinking habits.

CALL NUMBER: T0423:0001 RECORDED: [location unknown], 1964 SUMMARY: TRACK 1: Mr. Thomas "Tom" Carolan discusses various aspects of settlement and life in the Cariboo, 1850 to 1930. The interview begins with the story of William Pinchbeck, Cariboo pioneer. Stories follow about Amadie Isnardy; Mexican packers and the pack trains; Antonio Boitano; the Chilco Ranch area; the local history of the Cariboo; his perceptions of Native people; and the television series "Cariboo Country". Carolan discusses his own background in Alberta and hunting wild horses in the Cariboo, circa 1927. He tells stories about the famous packer Jean Caux ("Cataline"), the Tressiera family, and Rosetti.

TRACK 2: Carolan continues his stories about packers and Cataline. He describes fiddlers in the Cariboo; Johnny MacLean and the MacLean brothers; hangings in Williams Lake; Judge Begbie's justice; Charlie Skinner; the James railway survey circa 1870; more on William Pinchbeck; and the Cache Creek boarding school. Mr. Carolan discusses settlers entering the Chilcotin and the China Flats; and Chinese miners. He mentions Becher's place at Riske Creek; the Bryant family; and the hurdy-gurdy girls.

CALL NUMBER: T0423:0002 RECORDED: [location unknown], 1964 SUMMARY: TRACK 1: Mr. Carolan describes dances at the big ranches and changes in the Cariboo after WWI. Then he describes cattle in the Cariboo; Amedee Isnardy of Chimney Creek Ranch; the importance of Barkerville; and law and order. Mr. Carolan describes ranchers and ranches of the Chilcotin; the Harper family; Alkali Lake Ranch; Canoe Creek Ranch; Henry Koster; and Upper Dog Creek Ranch. Then he discusses the Big Bar area; raising pigs; and ranches on Chilcotin River.

TRACK 2: The final installment begins with a description of roads in the Chilcotin; Benny Franklin; the ways of the pioneers; Mr. Carolan's family background; and a discussion of Hudson's Bay company activities in the early 1800s. Fur trade routes are mentioned as well as Hudson's Bay Company posts at Anahim Lake. Finally, Pat McClinchy, an old timer of the western Chilotin; the Lee family; John Cook, a Gulf Island pioneer; and children of white/Indian parentage are discussed.

This series consists of timber tenure records from the Cariboo Forest Region and its predecessors, 1973-2002. Records currently relate to the following Forest Districts within the Forest Region: Williams Lake and Horsefly. In 2003 these two Forest Districts were amalgamated to form the Central Cariboo Forest District.

The series includes a variety of forest tenure records, including: woodlot licences, licences to cut, timber sale licences, forest licences, timber sale licences and a special use permit. Files contain cutting permits, annual reports, management plans, legal documents and operations information, correspondence, maps, reports, licences and other forms. Records regard the issuance, evaluation, administration, monitoring, planning, replacement, cancellation and extension of forest tenures.

This series consists of silviculture records from the Cariboo Forest Region and its predecessors, 1950-2005. The region has included a variety of different forest districts over time. Records may regard the following Forest Districts: Williams Lake, Horsefly, Chilcotin, Likely, Cariboo and 100 Mile House. Note that the names and boundaries of districts and regions varied over the years.

The Ministry of Forests defines silviculture as “the art and science of controlling the establishment, growth, composition, health, and quality of forests and woodlands to meet the diverse needs and values of landowners and society on a sustainable basis.”

Most files consist of silviculture opening records which document the historical silviculture treatment work that has been undertaken on specific areas of land that are referred to as openings. These files regard changes in the forest cover, changes in prescriptions, cut boundaries, changes in site prescriptions and records involving impacts on silvicultural treatments. Files may contain a wide variety of record formats including textual records, photographs and maps. The textual records include computer printouts, photocopies, cards, reports and correspondence.

Most files are quite small. They usually consist of a map of the area and a computer printout titled the History of Crop Establishment and Tending which provides a history of use and information regarding prescriptions, site preparations, reforestation and stand tending.

There are also larger files that contain a variety of other documents. These include prescription documents, which provide the management plan for the area; stand tending cards and reports, which show completed forest treatments; traverse sheets, which provide location information; pruning examination cards and printouts; planting reports; final harvesting reports; site plans; site preparation reports; and logging inspection reports.

Opening files are arranged in several numerically ordered groups by a classification number. The first six digits (ex. 93A 001) corresponds with the National Topographic System location codes and the last three digits consist of a sequential number applied to each file. File titles may also include the related forest tenure number or other information for that parcel of land.

Silviculture audit and assessment files regard the audits and assessments made by the Ministry to ensure silviculture is carried out in accordance with the regulations and approved silviculture prescriptions as detailed in the Forest Practices Code of British Columbia Act. Audits include records concerning a formal examination of the approved silviculture prescription document and the related area to evaluate whether or not there has been compliance with the regulations, the silviculture prescriptions are suitable to attain the objective stated therein, and there is acceptable progress towards achievement of silviculture objectives stated in the approved silviculture prescription. Silviculture prescription audits are carried out on areas under both major licences and areas under the Small Business Forest Enterprise Program (SBFEP) with approved silviculture prescriptions. Types of audits and assessments included are pre-approval assessments and post-approval audits. Records can include correspondence, inspection forms, reports, and compliance reports for soil conservation, regeneration, and free growing obligations.

The series also includes: a procedure file on nursery stock storage and transport; one woodlot licence file; one file on protected areas strategy old growth considerations; and four files on local resource planning including correspondence, meeting minutes and final copies of coordinated access plans for Bonaparte, Kluskus, Spruce Lake and Chilko Lake.

The item consists of two reels (one main reel and one duplicate reel) of unedited negative footage of Premier W.A.C. Bennett on an election tour of B.C. during the provincial election campaign, September 1963. Bennett is shown making speeches, riding PGE trains, shaking hands and generally "campaigning" in North Vancouver, West Vancouver, Vancouver, Quesnel, Williams Lake, Dawson Creek, Peace River dam site, Fort St. John, Prince George and Nanaimo. Highlights include Bennett setting off a large explosion at the dam site and touring the mills and roads.

The item consists of a photocopy of an account book, kept by William Lyne, a blacksmith at Williams Lake, between 1886 and 1896.

Dawe begins by relating a story of a stagecoach which was robbed of its gold near Ashcroft and how the man who robbed; it was apprehended, how he came to Williams Lake and the nature of the community there, his father who came to BC from Newfoundland in the late 1880s and the story of how his family came to BC, growing up in Vancouver, his father's adventures aboard the "Capilano" during the Klondike gold rush, his father's jobs as a cannery manager on the mouth of the Skeena and his job as a captain on the Yukon River, and his visits to many places along the Skeena.
