The series consists of records of the Rural Organizations Branch (also Rural Organization and Services Branch) within the Dept. of Agriculture and its successors from 1921-1993. The Branch was responsible for rural organizations and for promoting agricultural and rural education and awareness, youth development, and fairs and exhibitions.

As part of its function of education and awareness, the branch was responsible for overseeing Womens' Institutes and Farmers' Institutes. The series consists of Women’s Institutes records which include general correspondence, documents regarding annual grants and finances and financial statements, conventions, board meetings and minutes, correspondence, annual reports, copies of the B.C. Women’s Institute newsletter as well as clippings and other historical materials.

B.C. Farmers' Institutes records in the series include correspondence, documents regarding seminars and conventions, the Institute advisory board and its meetings, grant information, and written histories such as “Early History of the Farmers’ Institutes.” For both Farmers’ and Women’s Institutes there are annual reports and lists of dissolutions of local institutes.

Numerous records in the series concern other aspects of education and awareness promoted by the Rural Organizations Branch, including: the Canadian Rural Transition Program; the Rural Community Development Committee; Farm vacations; Family Farm Forum (a consultative program); Chinese farmers agricultural tour 1988-1992; and the Century Farms project. Record types include: brochures, correspondence, records regarding meetings, seminars, reports and information requests.

British Columbia Farmers' Institutes records

  • GR-0505
  • Series
  • 1912 - 1992

The series consists of B.C. Farmers’ Institutes records of several different types, including: records of Farmers’ Institute districts; records concerning the reporting of local institutes to the Registrar of Companies and the Dept. of Agriculture; correspondence of the Superintendent of Farmers’ Institutes (in the Dept. of Agriculture); and records of the Farmers' Institute Advisory Board ca. 1961-1967.

The series includes files regarding local Farmers' Institutes. These records document the function of the B.C. Registrar of Companies and subsequently the B.C. Dept. of Agriculture in their responsibility for B.C. Farmers' Institutes. The records document how each local institute registered as a society, carried out its annual reporting, and was dissolved. These files may include: a declaration of desire to form a society under the Societies Act, the certificate of incorporation as a society, constitution and by-laws, a list of first directors, the annual reports which include the institute's annual financial statement, and a memo to file regarding the local institute being struck off the corporate register and dissolved. Files may also include minutes and correspondence. A Declaration of Association includes the names, occupations and address of the local people who wished to form the association.

The annual reports include: a financial statement listing receipts and expenditures, balances, and names of auditors. It also includes the membership numbers, and names and occupations of officers and directors. Annual reports also consist of remarks, sometimes lengthy, about the nature of the local institute and its activities during the past year.

Records of Farmers’ Institute districts date from ca. 1961 through 1967 and from 1968 to 1980. These files include minutes of and resolutions from meetings and annual conventions, correspondence, and financial statements.

The series also includes miscellaneous correspondence ca. 1961-1963, in-going and out-going, from the office of the Superintendent of Farmers’ Institutes of the Dept. of Agriculture.

Where file codes exist on the files, these codes were created based on the number assigned to that institute at the declaration of association.

Annual reports and other corporate records were submitted first to the B.C. Registrar of Companies and subsequently to the B.C. Dept. of Agriculture. Prior to 1956, the Farmers’ and Women’s Institutes were administered under the Institutes Act and Societies Act, and they reported to the Registrar of Companies (the Corporate Registry). Registry files created by the Registrar of Companies documented the registration, corporate history and dissolution of all companies, societies and co-operatives that operated in British Columbia, and were dissolved between 1860 and 1993. Companies, societies and co-operatives that carried on business in British Columbia were required to register with the Registrar of Companies and regularly submit reports and other records to the registry office. For this reason, prior to 1956, Farmers’ and Women's Institute records were held by and in the provenance of the office of the Registrar of Companies. In 1956 the B.C. legislature passed a new “Farmers’ and Women’s Institutes Act” (an act initially dating from 1936). The 1956 act placed the institutes entirely under this act instead of being administered under the Institutes Act and Societies Act, and the institutes were now the responsibility of, and reported to, the Dept. of Agriculture.

Many records of the institutes initially held by the Registrar of Companies were transferred to the Dept. of Agriculture, and the Dept. of Agriculture continued to create records after 1956. Those records transferred to B.C. Archives from the Dept. of Agriculture and its successor, the Ministry of Agriculture, make up the records of GR-0505. Some Farmers’ and Women's Institute records remained with the Registrar of Companies and were transferred directly from that office to B.C. Archives. These records are located in series GR-1526 - Corporate registry files.

Container GR0505-0007 contains some files regarding the B.C. Women's Institutes, as follows:

British Columbia Women’s Institutes records

  • GR-0506
  • Series
  • 1913-1990

The series consists of records which document the function of the B.C. Registrar of Companies and subsequently the B.C. Dept. of Agriculture in their responsibility for B.C. Women's Institutes. The records document how each local institute registered as a society, carried out its annual reporting, and was dissolved.

Arranged alphabetically by the name of each local Women's Institute, a file typically includes: a declaration of desire to form a society under the Societies Act, the certificate of incorporation as a society, the annual reports which include the institute's annual financial statement, a list of first directors, constitution and by-laws, and a memo to file regarding the local institute being struck off the corporate register and dissolved. Some files include a letter from the Registrar of Companies indicating a failure by the institute to file their annual reports.

The annual reports include: names of places where meetings were held during the year, the number of attendees, remarks about the business of meetings, a list of officers and directors, a list of members, and a financial statement listing receipts and expenditures, balance, and names of auditors.

For 1962 annual reports, the reports for multiple institute locations are collected together into one file (divided into three folders) and arranged alphabetically (rather than having separate files for each location).

Where file codes exist on the files, these codes were created based on the number assigned to that institute at the declaration of association.

Prior to 1956, the Farmers’ and Women’s Institutes were administered under the Institutes Act and Societies Act, and they reported to the Registrar of Companies (the Corporate Registry). • GR-1564
  • Series
  • 1881-1977

Series consists of civil cause books and case record cards from the New Westminster Supreme Court from September 1881 to April 1977. There are no cause books for November 1947 to August 1949 or for July to December 1975 and volume 11 (1956) is missing. Cause books and case records cards provide the framework for Supreme Court civil action cases and may include the names of parties, the dates when proceedings occurred, and can be used to determine volume and folio numbers for locating final orders and/or judgements. Cause books were used by the courts until approximately the mid-1970s. They were replaced by case record cards, which were replaced by digital systems in the 1990s. They are often the only source of information for divorces that were not finalized since no final order would have been granted and case files are destroyed.

Records are arranged chronologically by the date a case was initiated. Case file numbers were then assigned sequentially and include the year a case was initiated. Original textual records prior to 1949 were destroyed after microfilming.
