  • Series
  • 1858-1864

This series consists of two volumes of indexes recording correspondence inward to the Colony of British Columbia Department of Lands and Works. The indexes were used to track the receipt of incoming correspondence and reports.

This includes sections for miscellaneous correspondence and reports and correspondence from Boards of Survey, Courts of Enquiry, the Governor, the Attorney-General, the Assistant Commissioners of Lands and Works, Gold Commissioners, and to letters from the Royal Engineers or Military. Some sections are missing: Military (p. 26-33), Captain J.M. Grant R.E. (p. 37-44), Captain R.M. Parsons (p. 45-50), Boards of Survey (p. 51-52), and Courts of Enquiry (p. 52-54).

Volume 2 indexes letters received by the Chief Commissioner of Lands and Works and covers 1858-1863. Items in this volume are also arranged by sender, then chronologically. However they only include sections for: the Governor; Captain Gosset of the Royal Engineers; Treasurer; Chartres Brew, Acting Treasurer; and HPP Crease, Attorney General. Cranbrook Supreme Court divorce orders

  • GR-4245
  • Series
  • 1969-1979, predominately 1972-1978

Series consists of original decrees nisi, decrees absolute, divorce orders, and judgements created between 1972 and 1979 by the Cranbrook Supreme Court. Also includes 1969-1975 monthly lists of returned certified copies of decrees from the Cranbrook Court Registry and acknowledgements of the returns by Vital Statistics. Between 1968 and 1985, a judgement by way of decree nisi required a three-month waiting period before a judgement by way of decree absolute could be applied for. During this time, a divorce was not legally in effect without a decree absolute.

Initially, orders, decrees nisi, and decrees absolute are filed together and arranged by case file number, not by volume and folio or by date. This means that records of varying dates are interfiled. Beginning 1 October 1975, records were separated and arranged by volume and folio numbers. As such, cases started but not completed before 30 September 1975 may be found under a case file number, volume and folio numbers, or by both. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51440-25.

Duncan Supreme Court divorce orders and judgements

  • GR-4244
  • Series
  • 1950-1976

Series consists of original divorce decrees nisi, decrees absolute, orders, and judgements created between 1950 and 1976 by the Duncan Supreme Court registry. Records for 1969-1971 are missing. Between 1968 and 1985, a judgement by way of decree nisi required a three-month waiting period before a judgement by way of decree absolute could be applied for. During this time, a divorce was not legally in effect without a decree absolute. After 1985, divorce orders automatically came into effect 31 days after the divorce was granted, barring an appeal.

Orders, judgements, decrees nisi, and decrees absolute are filed together and arranged by case number, not by volume and folio or by date. This means that records of varying dates are interfiled. From 1950-1978, case file numbers were assigned chronologically and include the year a divorce was initiated. For example, no. 1/53 was the first divorce initiated in 1953, no. 1/54 was the first divorce of 1954, and so on. Later, case file numbers continued sequentially across years from no. 93 in 1971 to no. 430 in 1976. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 51440-25.

Public works building plans : negatives

  • GR-4108
  • Series
  • 1969-1978

The series consists of approximately 23,000 photographic negatives created by the Dept. of Public Works between 1969 and 1978, to manage historic building plans and drawings of public buildings throughout British Columbia. The plans include those for law courts, highways maintenance yards, police buildings, hospitals and health centres, government office buildings, liquor stores, correctional centres and camps, sewage treatment plants, fire halls, civil defence buildings, vocational schools, universities, mental health institutions, provincial schools and the Provincial Legislative buildings.

The negatives were made from original plans sent to, and filmed by, the Reproductions Laboratory in batches. If the Dept. of Public Works did not hold an original plan, it was borrowed from consultants and returned after filming. The laboratory made two negatives for each plan and assigned them the same negative number. Negatives in each filming batch were arranged in batches in negative number order, from number 22,000 to 229,581, but numbering between batches was discontinuous. Each negative was housed in an envelope on which was recorded the negative number, Public Works plan number, date of filming, camera setting and density. The Reproductions Laboratory retained one negative from each pair and sent the other to the Public Works Plan Library. The negatives were then used to produce microform reference copies of the plans, in the form of aperture cards, which were then distributed throughout the Department.

The series also contains ca. 2300 negatives arranged by Public Works drawing number (DPW). These four boxes of negatives probably duplicate those arranged by negative number as well as the aperture cards in GR-2176.

Use the indexes to Public Works building buildings plans (GR-2184) in order to determine the negative numbers for specific buildings.

Local government bylaw advice and approvals

  • GR-3635
  • Series
  • 1914-2010

The series consists of records concerning bylaw advice and approvals (by the Province) for municipalities, villages, improvement districts and dissolved improvement districts. They include minister's orders, statutory approvals, and minister's authorizations of municipal and regional district bylaws and other requests.

These records show how the legal authority of the provincial government over local governments has been exercised over time. The records provide a history of the information, growth, structure, and activities of local government in British Columbia throughout most of the twentieth century, as well as documenting provincial government influence over these matters.

The series includes correspondence of the Inspector of Municipalities and of the Director of Municipal Administration division, regarding matters such as letters patent; election procedures; municipal status; capital loan bylaws; budget and tax rate bylaws; reserve fund bylaws; rates, charges and frontage tax bylaws; borrowing bylaws, and traffic bylaws.

The records include certificates of approval, with attachments such as the related bylaw or correspondence outlining the reasons for the requests for ministerial approval. They also include the minister’s approval register, which provides a summary of and index to ministerial approvals of municipal and regional district bylaws and other requests. The register contains the approval number, date of approval, name of municipality or regional district, and purpose of the bylaw. Records include lot plans, subdivision plans and other cartographic materials, and a small number of photographs.

The series also consists of records relating to the registration of village bylaws. From 1920 to August 17, 1998, villages were required to register their bylaws with the inspector of municipalities. This requirement began with the Village Municipalities Act (SBC 1920, c.65) and continued under the Municipal Act (s. 259(2). With the coming into force of Bill 31 in 1998, villages were no longer required to register their bylaws. They are now only required to submit for approval the same type of bylaws as other municipalities (e.g. loan authorization and security issuing bylaws).

Document types include various approved registered bylaws from municipalities, signed by the Minister and Inspector of Municipalities. Included are village bylaws, bylaws for villages that changed their status, and newly incorporated municipalities that were registered from 1920 to 1998, with attachments such as fee schedules or agreements.

Shannon files are boxed and contain at the front of the file a “resume” (index) of ministerial approvals arranged by approval number and date. They include the relevant municipality or regional district, purpose of the approval, and relevant act and section of act. These records are arranged alphabetically by name of municipality then numerically by bylaw number.

The series also consists of records of dissolved improvement districts, also created by various ministries and departments with the municipal affairs function. Within those departments and ministries, a division and office was responsible for local government services, and specifically responsible for overseeing the affairs of improvement districts throughout the province, including those handling waterworks, fire protection, and irrigation and drainage.

Records regarding the improvement districts include but are not limited to: first organization and letters patent, by-laws and their amendment, financial statements and annual returns, and dissolution of the improvement district. Improvement district records are located in accessions 88-0618, 91-0125 and 91-0296.

While some of the records were scheduled according to the Operational Records Classification System for Local Government Services (schedule 126379), many were classified by earlier systems.
