This series consists of a three page report and four pages of evidence taken by the commission appointed to examine into the conduct and management of the Royal Columbian Hospital. Report printed in Sessional Papers, 1883-84, p. 283-284.

This series consists of a memoranda and report on information collected in reference to certain phases of hospital work in British Columbia from the Provincial Secretary, 1934.

This series contains Hospital Programmes Administration files covering the period 1911-1946. Records include correspondence and reports relating to the operations of community hospitals throughout the province. Includes correspondence pertaining to resident physicians, local hospital boards, and the administration of the Hospital Act.

The series consists of general correspondence files created by the Dept. of Public Works between 1910 and 1970.
The files are concerned primarily with Provincial Government buildings including the Parliament Buildings, Provincial Archives, Provincial Museum, as well as jails, courthouses, hospitals, office buildings, etc. throughout the province. The series also contains files relating to the control of Japanese nationals during World War II.

This series contains miscellaneous correspondence and reports. These records were originally a part of the Provincial Secretary's central registry but, for reasons unknown, became separated from the department's main files. A wide variety of subjects are addressed in these records.

Many of the records in this unit concern investigations carried out under the authority of the Departmental Inquiries Act and the Public Inquiries Act. Many relate to conditions in public institutions and activities of government employees. Many inquiries relate to hospitals and schools in the province, including Vernon Mental Hospital, Tranquille Sanatorium, the Canadian National Institute for the Blind and Provincial Mental Hospital at Essondale. Other inquiries and Commissions include bribery of the Liquor Control Board, the Beban Mine disaster, Royal Commission on Dominion Provincial Relations, Inquiry into the death of John Meredith Sweeney and the state and management of the Quartermaster Stores of the Provincial Police Force.

The records also relate to child welfare programs, including the general management of the Provincial Industrial School for Boys and to the Girls' Industrial School, ca. 1930-1945. Additional documents in this collection relate to subjects such as squatters' claims at the Granville Townsite [Vancouver (1887)], to the Fraser River Flood Relief programme (1894), applications for seed, the Victoria Consolidated Hydraulic Mining Co., government perquisites, legislation, estates, and to proposed sites for the University of British Columbia (1910). "Anti-Oriental" petitions and voting returns of the 1924 beer-by-the-glass plebiscite also included.

The Provincial Secretary was responsible for the administration of grants to public hospitals, and later regulation of the the hospitals, until the Hospital Insurance Service was established as the third branch of the Department of Health and Welfare in 1948. At that time the regulation of hospitals became the responsibility of the Hospital Insurance Service Branch. This collection is comprised of 6 series of records relating to the administration of the public hospitals of B.C.: files for individual public hospitals relating to special grants (1915-1947), annual reports of the public hospitals (1921-1933), correspondence of the Provincial Secretary and the Deputy Provincial Secretary with the public hospitals (1921-1933), a card series detailing monthly grants to the individual hospitals (1923-1941), a card series entitled "Liquor profits to hospitals" (1922-1929) and a card series detailing grants to orphanages and other charitable institutions and organizations (1890-1934). The series are not all complete. While there are annual reports of the hospitals for the years 1921-1937, the only complete sets are for 1921, 1923-1925, 1934 and 1936. Scrapbook of the Inspector of Hospitals. Contains articles regarding programs for the care of the chronically ill, care of the aged, child care programs, mental illness and hygiene, home care programs and other subjects. Also contains pamphlets regarding alcoholism and drug addiction.

Records regarding private hospitals. These files consist mostly of the copies of the annual return forms filed by private hospitals with the Province of B.C. (1952-1958) and later, with Health and Welfare Canada (1959-1976). There are also correspondence, audit and finance files in relation to some of the hospitals.

Box 1 - Physical Plant surveys for hospitals from AbbotsfordZeballos, done by James A. Hamilton and associates in 1948. Gives a good snapshot of hospitals and hospital services available at the time in different parts of B.C. The published report based on this information, A Hospital Plan of a Professional Educational Programme for the Province of B.C. (1949), gives only a general review of the suitability of various buildings. This report is available in GR 2650 box 3.

The series consists of the subject files of Mr. H.R. McCann, Director of the Hospital Consultation and Inspection Division, for 1978.

These are files of the Research Division of the British Columbia Hospital Insurance Service. In 1948 an "Act to provide for the Establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. Accordingly, the B.C. Hospital Insurance Service was established as a third branch of the Department of Health and Welfare and tasked with administering the premium payment plan which provided hospital care benefits for acute illness at the standard ward level to residents of the province. The role of the B.C.H.I.S. quickly grew to include hospital financing, inspection, and advisory services related to hospital construction. The name of the branch changed from British Columbia Hospital Insurance Service to Hospital Programs in 1975, as part of a reorganization within the Ministry of Health. In the early years the B.C.H.I.S. was also responsible for the administration of the Welfare Institutions Licensing Act (transferred to the Dept. of Social Welfare in 1950) and the Provincial Infirmaries (transferred to the Health Branch in 1964). The Research Division was created in the second year of operation of the B.C.H.I.S. In the annual report of BCHIS for 1950 the responsibilities of the Research Division are listed as "this branch of the Service supplied all statistics necessary to the Service, which included compilation of progress and annual reports, surveys, and other information". In the 1951 annual report this description is broadened slightly, "maintained monthly progress reports, compiled statistics concerning hospitalization experience, and conducted special studies on matters related to the Service". There are two series of files, one series containing correspondence with individual hospitals and one series containing subject files. The first series in this unit, the bulk of these files, relate to individual hospitals and contain correspondence of the division with the hospitals, news releases of the ministry relating to the hospital, reports of the division relating to the individual hospitals and other research material relating to individual hospitals. The bulk of this series is from 1953-1965, with some material as late as 1975. The second series of files are subject files of the Research Division on such topics as rehabilitation, mental health, indian affairs, morbidity, social welfare, and pediatrics. These records are from the office of the Director of Hospital Construction and Inspection Division. They include minutes of the Planning Group (1974-1975), the BCHIS Management Group (1971-1974), Functional Program Review Committee (1970-1971), and the Radiological Advisory Council and Committee (1976-1979). The indexes to the Equipment Committee and the Rate Board minutes are included although the minutes are not.

Earlier minutes of the Planning Group (1965-1974) are catalogued under GR-2651.

Also included is outward correspondence of H.R. McGann, the Director of the Construction and Inspection Division (1976-1977) and the Minister of Health (1976-1978).

Records of the Finance Division of the B.C. Hospital Insurance Service, hospital manuals issued by the BCHIS and publications relating to hospitals and hospital management.

Files of J.W. Mainguy and P.M. Breel. Mainguy was the manager of the Consultation and Inspection Division of the BCHIS, later the Assistant Deputy Minister in charge of Hospital Insurance, 1972-1975. He was the original chairperson of the Planning Group, which was responsible for planning health care development in B.C. This accession includes his Planning Group files, 1966-1974, and the minutes of the Planning Group, 1965-1974. Breel was the Director of the Hospital Consultation and Inspection Division before being appointed Senior Director of Hospital Programs in 1976. This accession includes his subject and hospital files, 1974-1978.

Within the Planning Group files, the files for each regional hospital district include correspondence of the ministry with the local hospital board, letters from citizens, and intergovernmental memos.

In 1948 the Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals (1948, c. 28, s.1.) was passed, and the British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. In 1951 the Hospital Insurance Inquiry Board was appointed. (See the Report of the Hospital Insurance Inquiry Board, 1952. NW 368.42 B862r)

Eight Members of the Legislative Assembly were appointed to the Board: Donald C. Brown, Walter Hendricks, Arvid W. Lundell, Daniel J. Proudfoot, Robert C. Steele, Herbert J. Welch, Harold E. Winch and Sydney J. Smith (Chair).

These records include submissions to the board from hospitals, individuals and organizations; transcripts of public hearings held by the Board; information gathered by the Board relating to other hospital insurance plans (particularly the Province of Saskatchewan plan); and files generated by the board relating to the BCHIS and its procedures. This collection also includes oversize charts.

A scrapbook containing photographs of hospitals and apparently compiled by the Inspector of Hospitals was transferred to the Visual Records accession 199306-016.

In 1907 the British Columbia Anti-Tuberculosis Society built the Tranquille sanatorium for the care of persons afflicted with Tuberculosis. The provincial government purchased the sanatorium in 1921 from the Society. This unit includes a small amount of material from the pre-1921 period (1909-1920).

This unit includes records of the Anti-Tuberculosis Society, correspondence of the medical superintendent of Tranquille Sanatorium with his counterparts at many sanatoria in North America and with the Deputy Provincial Secretary. The reports of the Central Council of the Tuberculosis Division and the Coordinating Committee at Tranquille give a good picture of life in the institution, as does the file labelled "Pests". The lectures and examinations for student nurses give a useful view of the understanding and treatment of the disease. The unit also includes packages for various departmental conferences in the 1930s which show how the various branches of the Department of the Provincial Secretary were coordinated.

In 1958, when it was no longer required as a tuberculosis hospital, Tranquille was transferred to Mental Health Services.

This unit contains reports regarding medical services in B.C., a policy manual for the Inspection of Private Hospitals, pamphlets from the Campbell River Hospital and an index to news regarding hospitals in the B.C. Gazette.

In 1948 the "Act to provide for the establishment of Hospital Insurance and Financial Aid to Hospitals" was passed. The British Columbia Hospital Insurance Service (BCHIS) was set up as the third branch of the Department of Health and Welfare. During its early years the BCHIS experienced many difficulties, particularly in collecting premiums. This difficulty was solved in 1954 when the government amended the Hospital Insurance Act abolishing premiums and providing that the Service be financed from consolidated revenue. An additional 2% was added to the sales tax effective April 1, 1954. These records illustrate the difficulties of collecting premiums, and other aspects of the work of the fledging BCHIS.

This accession is a small part, A - I, in an alphabetical series, of the Hospital Insurance Services' general office files. It includes material relating to the Liability and Adjustment division, the Inspector of Hospitals, the Hospital Advisory Council, as well as the executives, L.F. Detwiller (Commissioner) and D.M. Cox (Assistant Commissioner). The bulk of the files relate to the premium collections work, including correspondence with delinquent rate payers. The last part of this series, J-Z, did not arrive with this accession; its whereabouts, and whether it still exists, are unknown.

In 1975 the name of the BCHIS was changed to Hospital Programs as part of a reorganization within the Ministry.

Subject files of the Hospital Consultation and Inspection Division and records relating to the Provincial Adult Care Licensing Board, the Hospital Rate Board, the Radiological Advisory Committee and the Planning Group. The contents of Box 23, file 3-13 were housed in separate labelled binders.

These records comprise annual reports of public hospitals in British Columbia for 1969. The information contained in these reports was normally published by the British Columbia Government as the Report on Hospital Statistics and the Administration of the Hospital Act. The report was not published for 1969 so these records have been retained as the only source of the information.

These records document the activities of the Hospital Consultation Division, including its liaison with and supervision of public hospitals throughout the province. The records are arranged alphabetically by the geographic location of each institution, from Abbotsford to Williams Lake. Records relating to each hospital are separated into files for general correspondence (1964-1978), reports (1955-1976), functional program (1971-1978) and equipment (1974-1978). Some hospital records include additional files relating to special subjects such as disaster plans or controversial issues.
