Records with regard to education of soldiers' children

This series contains the records of The Education of Soldiers' Dependent Children Commission. This Commission was established in March 1930 by the Education of Soldiers' Dependents Act, SBC 1930, c. 15. It was intended to provide financial assistance to veterans' children who wished to attend high school and operated until 1972.

GR-1730 consists of applications for assistance received between 1936 and 1939.

The records are organized under two categories:

  1. applicants who were eligible for assistance, and
  2. applicants who were found to be ineligible for assistance.

Applications in each category are arranged according to the meeting at which they were considered and are filed alphabetically. The application forms include the following information:

  1. applicant's name, address, date and place of birth
  2. name and place of birth of applicants' parents
  3. regimental number, unit, place and date of enlistment of applicant's father or mother
  4. extent of father's or mother's disability; amount of any pension allowance received by applicant's parent(s)
  5. total monthly income of applicant's family, and number of people dependent upon that income
  6. applicant's education standing, intended high school and course of study.

The applications also include supporting documents on applicants' character, financial need, and health. During the years covered by this collection the commission was chaired by Dr. S.J. Willis (Deputy Minister and Superintendent of Education). Lieut.Col. W.S. Buell of Vancouver represented the Army & Navy Veterans, and Mr. J.A. Perry of Vancouver represented the Amputations Association. The secretary of the commission was Miss G.M.J. Davies of the Department of Education.

This series consists of subject files maintained by the Lieutenant Governor's office. The files contain correspondence, pamphlets, brochures, and reports pertaining to service clubs and community groups patronized by the Lieutenant Governors. Also included are files dealing with official receptions and tours, protocol, and visiting dignitaries. Unlike GR-0443, this series contains few documents on political or constitutional matters.

The records were accumulated during the tenure of the Hon. Frank Mackenzie Ross (1955-1960), Major General the Hon. George R. Pearkes, V.C. (1960-1968), the Hon. John R. Nicholson (1968-1973), and the Hon. Walter S. Owen (1973-1978).

The series consists of a letter book created by the Collector of Customs in the Vancouver Island Customs Dept. between 1858 and 1871 and the Canada Customs Department between 1871 and 1876. It contains copies of correspondence outward from the Customs Houses in Victoria and New Westminster. There is an index to the volume.

Commissioner Inquiry into the Coquihalla and related highway projects

The series consists of the records created by the Commissioner Inquiry into Coquihalla highway construction costs in 1987. Douglas L. MacKay, a professional engineer, was appointed Commissioner through OIC 1546/1987 to compare the estimates and costs of the Coquihalla Highway; to find reasons and justification for differences between estimates and costs; to examine other recent highway projects where costs may have differed from estimates; to investigate the procedures for costing, administering, and reporting highway projects; and to make recommendations. The Commissioner concluded that the Legislature and the public were deliberately misled about the cost of the Coquihalla Highway Project. The true costs were disguised by falsifying documents and expense account transfers.

The series includes interviews with officials; proceedings and exhibits; briefs and submissions from government, opposition, unions and others; research consultants' files, secretary's files, and reports. Other records include printouts from the Commission Secretary's WP discs which may overlap with some of the files. It also includes drafts and gallery proofs of the final report, including appendixes and figures. Some records relate to the proposed Annacis Island crossing of the Fraser River.

The files contain correspondence inward to Provincial Archivists and archives staff from researchers, historical societies, dealers, etc., and their replies, and cover the range of subjects dealt with by the archives, including acquisitions, replying to reference questions and requests for copies, and publishing the British Columbia Historical Quarterly.

The files in Boxes 1-172 are arranged alphabetically by correspondent or by subject. Box 173 contains correspondence registers, Boxes 174-177 J.S. Matthews correspondence, Boxes 178-18, Centennial '71 Committee records, Box 181, Barkerville Restoration Advisory Committee records and Box 182, correspondence files transferred from the Legislative Library in 2007, arranged by correspondent or subject.

This series consists of microfilmed copies of letters inward to the Treasury Department. The records are arranged chronologically, generally by their date of receipt. Each letter has a unique number applied to it including the last two digits of the year received, and a number (e.g. 191/92 or 92 : 191 is letter 191 received in the year 1892).

The series also includes some assorted paper records, consisting of correspondence and other banking records. These records were missed at the time the microfilm was created and only exist as paper originals.

This series consists of Provincial Normal School sessional registers of students at Victoria 1927-1956 and Vancouver 1938-1956.

Records are arranged by school (i.e., Victoria or Vancouver), then academic year, and then alphabetically by student last name. Registers include only the following fields of data for each student: name; city/town of residence; age on Sept. 1st in years and months; academic standing; intelligence rating; grades for professional and special methods courses, teaching practice, personality, and attitude; standing awarded (yes or no); diploma issued (yes or no); and remarks (e.g., passed or withdrew).

The series contains instructor's texts, transparencies for overhead projectors, 127 35 mm color slides, and 2 audio cassette tapes. The training topics include: basic fire behavior and suppression, fire communications, use of common hand tools, and helicopter safety.

Mental hospital records

The series consists of records created by the Provincial Mental Health Services between 1872 and 1962 and includes
admission registers (1872-1902 and 1913-1960), case histories (1887-1908), patients registers (alphabetical lists of patients) (1900-1913 and 1922-1946), probation records (1911-1939), a patient transfer book (1918-1962) and a book of medical certificates of death (1911-1915).

The series also includes the journal of W. Mackie (February 8 - March 2, 1935), who accompanied 65 Chinese patients who were deported to China in 1935. The journal lists the names of the patients and gives information about their voyage. The annual report of the mental hospital for 1935 (Sessional Papers 1936) mentions that 65 Chinese patients were repatriated that year.

The registers contain useful information, including age, sex, marital status, paying or free, date of admission, religion, country of birth, present residence, duration of mental malady, diagnosis, supposed cause, number of attacks, occupation, degree of education and bodily state on admission. The admission registers are an index to the patient files because the register number assigned at admission was used as the patient file number.
