Land surveys relating to the Railway Belt and Peace River Block

This series consists of correspondence files relating to surveys in British Columbia including:
68 boxes of files, mostly numbered chronologically, which contain branch correspondence with a particular surveyor for a season;
27 boxes of files relating to surveys of quarter sections in the Railway Belt and the Peace River Block. These files are arranged in order of their township, range, and meridian numbers, working from east to west. Peace River Block files are placed at the end of the series (boxes 24-27); and
6 boxes of Dominion Land Surveyors' diaries (146 volumes). Most of these diaries cover surveys along the CPR mainline.

This series consists of correspondence, circulars, and other records from the Director of Elementary Agricultural Education (J.W. Gibson). Records include correspondence regarding Gibsons' appointment, home and school gardens, and students' wartime agricultural work. Also included are minutes of meetings of Provincial Committee on Food Production, Conservation and Control; correspondence regarding Returned Soldiers' Aid Commission (1915-1916); and register of summer school pupils (1914-1923). There are also circulars describing soil conditions, landscaping, and general appearance of school grounds in primarily rural schools, 1915. Scale drawings on circulars show school buildings, outbuildings, wells, paths, position of trees, rocks, flagpoles etc. on school playgrounds.

Register of schools, school trustees and teachers

This series consists of 33 volumes of register of Schools, school trustees and teachers. Records include registers showing the location of rural and assisted schools (1 vol.), names of trustees of rural and assisted school districts, 1917-1946 (29 vols.) and names of teachers in provincial public schools, 1918-1921 (3 vols.).

Volume 1 is a register of rural and assisted schools, ca 1918-1946. The schools are listed alphabetically and the location of each school is described. For example: "JACKSON BAY - a post office on Lewis Channel - Topaz Harbour route of Union Steamship Company from Vancouver;"

Volumes 2-30 are registers showing the names of school trustees of rural and assisted schools. The registers are arranged by year, beginning in 1917/1918 (vol. 2) through 1945/1946 (vol.30). Each register is organized alphabetically by name of school.

Volumes 31-33 are entitled "Teachers' Index Books." These registers are arranged alphabetically by name of teacher. The registers also show where each teacher was posted and the teacher's residence or postal address.

The Teachers' Indexes for 1918-1920 (vols. 31 and 32) list teachers in all categories of public schools City, Rural Municipality, Rural and Assisted. The Index volume for 1920-1921, however, only shows teachers who taught in Graded City Schools and in Rural Municipality Schools; teachers at small country schools (i.e. rural and assisted schools) are not listed in Vol. 33.

Censor of moving pictures records

This series consists of records of the Censor of Moving Pictures from 1914-1963. Records include correspondence between the Censor's Office and film distribution companies. Most of the correspondence, along with carbon copies of the censor's reports, deal with the elimination of objectionable scenes and dialogue from commercial films made in the 1930s. Also included are summary lists of rejected films, ca.1914-1932, and correspondence regarding censored films, ca.1940-1960.

The films record the Victoria Dominoes basketball team on a trip to Windsor (Ont.) in 1936; the Canadian Olympic team training for, travelliing to, and competing in the 1936 Berlin Olympics; and the British Commonwealth Games in Perth, Australia, 1962.

The collection consists of 583 colour slides taken between 1950 and 1982 by an unknown photographer. They mostly consist of images of the British Columbia Electric Railway, including cars, models and stations. There are also images of the Pacific Great Eastern Railway cars and stations, the Skagit River Railway as well as images of BC scenery. Most of the slides are identified and dated.

Real estate acquisition and disposal files

The series consists of project files detailing BCBC’s acquisition and disposal activities. The files include correspondence, third party assessment and appraisal reports, realtor information, contracts, site investigation and environmental reports, and notification letters to First Nations groups and municipalities, all of which were generated through the property acquisition or disposal process. The records primarily focus on disposal activities. Files that deal solely with property acquisition have “”acq” or “acquisition” in the file title. Accommodation and Real Estate Services has called the records the “most comprehensive source of information” on properties owned and managed by the BC Buildings Corporation. Although some material dates back to 1961, the files predominantly date from around 1991 to 2005.

The series is arranged alphabetically within each accession by file code. Acquisition and disposal files are interfiled. File codes are based on city and address abbreviations and are followed by a numerical project number. Some file titles include building, land, or complex numbers, which begin with a B, N, or X respectively. This number can often be cross-referenced to properties within the building inventory series, GR-3451. Photographs, maps, and CD-ROMs are frequently interfiled with textual material in the files. The CDs usually contain emails relating to a particular project and include general correspondence, inter-office inquiries and reports.

The series is arranged into two subseries. The first subseries consists of files dealing with Aboriginal relations (accession 94-1283). These files are arranged in reverse alphabetical and numerical order.

The second subseries consists of BCBC’s acquisition and disposal case files for specific properties (accessions 94-5567, 94-5885, 94-6965, 95-0400, 95-0998, 95-1184, 95-2007, 95-3510 and 95-4443). The variety of properties includes group homes, daycares, residences, office buildings, and parking lots. Although files differ in their content, many include environmental assessment reports, correspondence with third parties, professional reports on market value and listing price, marketing strategies, requests for appropriation, preliminary site investigation reports, remediation closure reports, and realtor presentations.

Freedom of information requests

Series consists of case files of freedom of information requests received by the Ministry of Employment and Investment and deemed to be significant by staff. This series also includes the case files for two requests that were appealed to the Office of the Information and Privacy Commissioner.

The requests consist of a wide range of information requests relating to the ministry’s mandate. The files include a copy of the original application for records, correspondence between staff and the applicant, and correspondence among ministry staff. These files also include photocopies of the requested pages.

Files are arranged in a sequential numerical system based on the order that the request was received by the ministry. There are large gaps in the number system since these records are a sample.

The files in this series were classified as 292-30 in the BC Government Administrative Records Classification System (ARCS).

Freedom of information requests

Series consists of case files of freedom of information requests received by the Office of the Premier between 1994 and 1995. All files consist of freedom of information requests in which the response was appealed by the applicant to the Information of Privacy Commissioner for review of the decision.

The files in this series usually consist of correspondence between staff and the applicant, a copy of the original application and forms documenting the status of request, correspondence between the ministry and the Office of the Information and Privacy Commissioner (OIPC), submissions to the OIPC, correspondence with the Legal Services Branch, and a copy of the OIPC order. The files also include photocopies of the requested pages, some of which have been highlighted to show what has been severed in a document.

The files are arranged by a file number that includes the year followed by a sequential number. All files were also classified as 292-30 in the Administrative Records Classification System (ARCS).

Vancouver Island Supreme Court of Civil Justice fee books

This series consists of 7 volumes of Vancouver Island Supreme Court fee books maintained by the Registrar, 1859-1870. The volumes record fees owing to the Supreme Court. Volume 2 also includes the registrar's office diary.

Although the colonies of Vancouver Island and mainland British Columbia were united in 1866, the Supreme Court of each Colony remained as two separate Supreme Courts until they were merged in 1870 as the Supreme Court of British Columbia, based in Victoria.

This series consists of 22 volumes of fee books, recording fees owing to the Supreme Court. Volume 1 and 2 are for New Westminster, under the Colony of British Columbia Supreme Court of Civil Justice. The third volume covers New Westminster and Victoria from the Vancouver Island Supreme Court of Civil Justice. Volumes 4 to 22 were created after 1870 when both courts merged into the Supreme Court of British Columbia, based in Victoria.

Community issues and standards case files

The series consists of records documenting the work of the Library Services branch on community issues, including negotiations with Access Copyright and the provision of library services to First Nations reserves. The series also consists of records documenting the branch’s 1987 New Approaches task force. The series consists of executive briefing notes, reports, correspondence, news clippings, and audio recordings of public hearings in municipalities province-wide.

The New Approaches task force was created following a request by the Union of BC Municipalities and the BC Library Trustees Association to examine provincial public library services. The task force sought the views of local governments, library boards, library professionals and the public in order to determine priorities and areas for improvement. A final report was published in 1988 and included recommendations for the creation of a province-wide interlibrary loan program and changes to service delivery. As a result, programs such as the book delivery service “Open Shelf” were eventually phased out. The series consists of the task force’s interim and final reports, as well as material collected during the research phase.

The series consists of records documenting the relationship between the Library Services branch and library associations, including the British Columbia Library Association, the Provincial and Territorial Library Directors Council, the Electronic Library network, the Canadian Copyright Licensing Agency, and the Canadian Library Association. The series consists of final reports, correspondence, briefing notes, association publications, evaluations and questionnaires, meeting minutes, publicity material, and information on various library association initiatives between 1973 and 2006. The series also includes nominations to the BC Book Prize.
