Vancouver-Westminster Police District records

This series consists of records created or used by the Provincial Police office in the Vancouver-Westminster Police District, also referred to as the Vancouver District of Division E. Records date from 1899-1951. They include investigations; offence books; crime reports; office log, ledger and daily office diaries; descriptions of wanted persons; bulletins; records of prisoners handled by patrol wagon; Constable registration book providing reasons for their visit to Vancouver; reports received at the Provincial Police office with notes of instructions; Orders filed chronologically by order number from the Police commissioner in Victoria; and CIB special circulars : judicial decisions and department rulings, mostly "war circulars" related to World War II impacts on Canadians.

Some records, particularly orders and circulars, may be copies provided to the Vancouver office for reference or to provide direction on changes to laws and procedures.

Correspondence and reports from Department of Provincial Secretary

This series contains miscellaneous correspondence and reports. These records were originally a part of the Provincial Secretary's central registry but, for reasons unknown, became separated from the department's main files. A wide variety of subjects are addressed in these records.

Many of the records in this unit concern investigations carried out under the authority of the Departmental Inquiries Act and the Public Inquiries Act. Many relate to conditions in public institutions and activities of government employees. Many inquiries relate to hospitals and schools in the province, including Vernon Mental Hospital, Tranquille Sanatorium, the Canadian National Institute for the Blind and Provincial Mental Hospital at Essondale. Other inquiries and Commissions include bribery of the Liquor Control Board, the Beban Mine disaster, Royal Commission on Dominion Provincial Relations, Inquiry into the death of John Meredith Sweeney and the state and management of the Quartermaster Stores of the Provincial Police Force.

The records also relate to child welfare programs, including the general management of the Provincial Industrial School for Boys and to the Girls' Industrial School, ca. 1930-1945. Additional documents in this collection relate to subjects such as squatters' claims at the Granville Townsite [Vancouver (1887)], to the Fraser River Flood Relief programme (1894), applications for seed, the Victoria Consolidated Hydraulic Mining Co., government perquisites, legislation, estates, and to proposed sites for the University of British Columbia (1910). "Anti-Oriental" petitions and voting returns of the 1924 beer-by-the-glass plebiscite also included.

Summary Convictions for the judicial district of University Hill

Form 2B - Summary Convictions. This report of Summary Convictions for the judicial district of University Hill was completed quarterly (March 1962 - December 1967 and monthly (January 1968 - March 1973) by Magistrate M.E. Ferguson. Form 2B is a form generated by the Dominion Bureau of Statistics (authorized by the Statistics Act) in order to compile statistics on the number of cases terminating in a conviction, absolute discharge or conditional discharge from a summary convictions court. The form includes very detailed instructions and explanations for its completion and submission to the Dept. of the Attorney-General. About 150 offences are listed as well as possible dispositions: fine, probation, prison, or discharge (all categories subdivided "M" or "F"). Remuneration of one cent per summary conviction was paid to the person transmitting the report.

This series consists of Vancouver Resources Board operational records, 1973-1977. Records include correspondence, reports, briefs, memoranda, minutes of meetings and limited case material from the Vancouver Resources Board (V.R.B.) and related Community Resource Boards (C.R.B.'s) in the Greater Vancouver area.

The V.R.B. and its 15 constituent C.R.B.'s were established under the Community Resources Boards Act (S.B.C., 1974, Chap. 18) to perform functions of the B.C. Ministry of Human Resources in their local areas within general provincial guidelines. These functions included income assistance, protection of children, community grants, aid to the handicapped, services to unmarried parents and their children, aid to senior citizens and administration of miscellaneous other social programs.

The bulk of the records are from the V.R.B. itself, which was the umbrella organization for the delivery of social services in Greater Vancouver. Other smaller boards included Grandview Woodlands C.R.B.; Marpole Oakridge C.R.B.; Cedar Cottage Kensington C.R.B.; Dunbar West Point Grey Southlands C.R.B.; Renfrew Collingwood C.R.B.; Strathcona C.R.B.; and South Vancouver C.R.B. The collection includes limited material from these smaller C.R.B.'s and encompasses both the periods during which they were actively functioning as C.R.B.'s and during which they served as advisory bodies only.

The fonds consists of 161 35 mm colour slides and four large slides predominantly depicting logging camps and equipment in British Columbia, between 1969-1987. The logging camps and locations captured in the slides are: Port McNeill, Rayonier Logging Camp; Jeune Landing, Port Alice; Denham Bay Logging Camp; and Nimpkish Logging Camp.

There are also slides depicting Vancouver, the construction of BC Place in 1982-1983, and Ladysmith.

Deputy Minister photographs

The series consists of photographs, 1973-1979, acquired by George Giles as Deputy Minister of Highways and Public Works and its predecessor body, the Department of Public Works. There are photographs taken of the legislative precinct area in 1973 as part of the precinct '73 project as well as a photographic inventory of Victoria properties in 1976 and of models of the proposed Vancouver courthouse ca. 1974. Most of the photographs are colour prints taken during the renovations of the legislative buildings in Victoria 1978-1979, known as project 0490. This project took place after Giles had left Public Works and moved on to the Ministry of Recreation and Conservation. It is not clear how he obtained the photographs, however they are clearly numbered prints made from the same numbered negatives created by the British Columbia Buildings Corporation (BCBC) and described as GR-3267.

Photograph album : smallpox

The series consists of a photograph album created in 1932 by the Provincial Board of Health to document the 1932 outbreak of smallpox in Vancouver. The album contains 47 b&w photographs taken of patients at the Vancouver General Hospital. The photographs are nude shots of 17 individuals, male and female, both adult and children, who either survived or died of smallpox. Strips of paper have been pasted over the eyes and the patients have been identified by initials only in order to provide some privacy. The photographs were taken over several days and show the progress of the disease in several individuals. They are accompanied by case histories of each patient which includes the patient's initials, age, symptoms, vaccination history, history of disease in patient and whether they lived or died. The album also contains two studio portraits of three siblings who did not contract the disease because they had been vaccinated.
The photographs were taken at the Vancouver General Hospital under the direction of A.K. Haywood, M.D., General Superintendent. Copies were sent to Dr. H.E. Young, Provincial Health Officer who had multiple copies of the album made up and sent to Health Officers across Canada and the United States.

The series consists of microfiched Supreme Court case files from the “A,” “B,” “C,” “H” and “X” records series. The majority of the case files date from the period 1977-1979, with some records dating from as early as 1970 and as late as 1980. The original case files were microfiched and destroyed before the final orders could be removed and filed separately; as such, these microfiche represent the only extant copy of the final order.

“A” and “X” series records appear to contain case files relating to legislated statutes, "B” series relates to Motor Vehicle cases, “C” series relates to general civil cases, and “H” series records deal with foreclosures.

The fiche are arranged by series, and then by case number. The case numbers are not arranged in a strict sequential order, but rather are arranged by record series, year, and then by the last two digits of the court file number. For example, all “A” series records from 1978 ending in “00” are grouped together (A780100, A780200, A780300, etc), followed by all the 1978 “A” series records ending in 01, and so on.

If a researcher is missing the file number, this can be located in indexes that are available to staff only. These indexes include both plaintiff and defendant in the same list. Once the file number has been located, this can be used to locate the case file and the order can be copied.

Vancouver Supreme Court indexes to case files

The series consists of indexes to Vancouver Supreme Court case files between 1988 and 1992. Entries provide plaintiff and defendant names, filing date, and a case number, which can be used to located associated orders found in GR-2011. Between ca. 1980 until 1994, civil case files were separated into different series by the court registry. Indexes include the following series: statutes (“A/J”), motor vehicle (“B”), general civil (“C”), and foreclosures (“H”). Case numbers each begin with the letter of their corresponding series.

Indexes are arranged by year and into two series groupings: “A” and “J” cases or “B”, “C”, and “H” cases. For 1988 and 1989, they are then separated into alphabetical plaintiff, defendant, and alias/cross-reference lists. Beginning in 1990, the lists are combined into a single list that can be searched using plaintiff, defendant, or alias/cross-reference. Original textual records were likely destroyed after microfilming; retrieve records using microfiche. The records were scheduled for full retention under Court Services ORCS (schedule 100152) 53200-20.

The series consists of Vancouver Supreme Court civil orders between 1944-1976 and 1980-2005. Orders dating from April 1944 until December 1945 were microfilmed and the originals destroyed. Between ca. 1980 until 1994, civil orders were separated into different series by the court registry: statutes (“A”), motor vehicle (“B”), general civil (“C”), and foreclosures (“H”). Beginning July 1994, civil orders and judgements were once again combined into a single series of numbered volumes prefixed by the letter “S”.

The records are arranged within volumes by folio number. They were scheduled for full retention under Court Services ORCS (schedule 100152) 51400-25.

This series consists of the records of the Royal Commission to Inquire Into the Administration of South Vancouver Municipality, 1912. The commissioner, Vancouver accountant Matthew Joseph Crehan, was appointed on 6 May 1912 to inquire into the affairs of the Municipality of South Vancouver. He investigated the administration of school affairs (purchasing of school sites, supplies, awarding of contracts, etc.) as well as the administration of the departments of the municipal government. Commission records consist of the original signed report, plus copy and five volumes of typewritten transcripts of proceedings.
